After years of political stability and enviable economic growth, the regime has been facing a stark choice about how the country should move forward. But two crucial recent political events have turned Chinese politics on its head, and are forcing it to decide whether to regress or reform. Over the last year villagers in Wukan, in Guangdong province, rose up and ousted their corrupt local leaders after months of protest. Meanwhile, Bo Xilai, the Communist Party secretary in Chongqing, who used Maoist rhetoric and violence to push his vision of economic development, was ousted from his post in March. In a new ECFR essay, 'China at the crossroads', François Godement argues that these two events signal that the Chinese government may be choosing the path of legal and political reform, promoting sustainable growth to reduce macroeconomic imbalances and overreliance on the dollar. François argues that: With seven of the nine Politburo Standing Committee members due to be replaced this year, there has been a battle for influence with reformers warning that China is facing a 'success trap' of an economic and political model unsuited to the current stage of development, and capture by vested interests.

Paper 7. http://hdl.handle.net/2047/d20000145 ABSTRACT Since mid-1990s, the Chinese government has been promoting a policy of community construction (shequ) in urban areas. One of the main focuses of this policy is to build up the democratic infrastructure and institutions at the grassroots level in the cities. As a result, political and institutional reforms to make grassroots governance more democratic have been experimented and implemented in many cities. Members of the residents' committee, the "mass-organization" entrusted to governance the communities (shequ), are now to be democratically elected. The administration of the communities has to adhere to the principles of democratic decision-making, democratic management, and democratic supervision. The grassroots organs of the ruling Chinese Communist Party have to adapt to the democratic institutions, while non-governmental organizations, especially in the form of the homeowners' committee, also emerges as another channel for urban residents to participate in public affairs. The major aim of this study is to document and analyze these institutional designs and reforms. It also provides an interpretive perspective for these grassroots democratic reforms, arguing that these reforms embody a Chinese model of democratic development.

Rural residential properties in China: Land use patterns, efficiency and prospects for ... - 0 views

However, the literature so far has paid insufficient attention to the patterns and efficiencies of this type of land use. To fill in this gap, this paper uses a national survey to analyze the institutional setups for rural residential land use, to assess the effectiveness of existing regulations, and to evaluate the efficiencies in rural residential land use. Farmers' subjective receptiveness toward rural residential property regulation reform is also investigated. We find that rural residential properties are inefficiently utilized under the existing land use regulations, that those who are younger and who had previous migration experiences are more likely to support the free trading of rural residential properties while the village cadres are more likely to oppose it. A coordinated policy reform package that includes free trading of rural residential properties and Household Registration System to facilitate permanent migration out of the countryside is proposed to address the existing efficiencies in China's rural residential land use. China's changing regional development: Trends, strategies and challenges in the 12th Fi... - 0 views

    China's sustained economic growth since 1978 has stimulated heated debates not only about its rise to great power status but also the sustainability of the Chinese 'model' of development and its social, economic and environmental implications at home and abroad (see e.g. Pei, 2006; Peerenboom, 2007; Bergsten et al., 2008; Zhao, 2010). One of the most important aspects of China's economic development is the accompanying rapid urbanisation. The McKinsey Global Institute (2011: 15) characterised China's urbanisation a 'massive transformation'. Although China's 12th Five-Year Plan (FYP) only sets the gross domestic product (GDP) growth rate at 7% (as compared with a planned 7.5% and the actual 11.2% growth in the previous 11th FYP), the planned growth in urban population will increase by 4% per annum from 2010 to 2015, hence raising the urbanisation rate from 47.5% to 51.5% (The State Council, 2011: 10). China's growth has, however, been marked by unbalanced regional development in the past three decades as most of the coastal cities and regions are spearheading rapid growth while inland and rural areas are lagging behind. Part of this is the clear outcome of deliberate national policies in the 1980s as the coastal regions should supposedly have been championing growth for the entire country (see e.g. Yang, 1997; Lin, 1999). However, by the 1990s, there were clear concerns that such a pattern was neither sustainable nor desirable. The changing role of the Chinese state in urban and regional development is the key theme underlying this special issue. The papers assembled here address different aspects of this multifaceted process that is still unfolding.     International Comparative Analysis of Poverty in Asia: Urbanization, Migration and Social Policy Symposium held at Southwest Jiaotong University, Chengdu, China, November 1-4, 2012 Southwest Jiaotong University (SWJTU) and the Institute for Poverty Alleviation and International Development (IPAID) are jointly organizing a symposium in October 2012 on the effects of urbanization and poverty alleviation in Asia. The main purpose is to address the widening income gap between rural and urban areas in Asia in the past thirty years. Development scholars, researchers, and practitioners are invited to submit high-quality papers with a focus on the symposium theme of urbanization and migration in Asia and its affect on poverty in both rural and urban areas. The symposium aims to create a dialogue among scholars of Asian development studies to address effective urban and rural poverty reduction strategies. The symposium will focus on the following set of issues which include (but are not limited to): Rural development and urbanization in Asia International standards of poverty alleviation Access to land and land right education (rights, inequity, and poverty) Labor mobility and poverty Gender based income inequality Social policy to tackle poverty and inequality Housing, transportation and infrastructure development National policies and measures for the eradication of poverty The symposium will conclude with an excursion to disaster areas in Chengdu affected by the 2008 earthquake which killed an estimated 69,000 people. SHIEH Ph.D. THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) March 2011 China's nationwide Shequ (Community) Construction project aims to strengthen neighbourhoodbased governance, particularly as cities wrestle with pressing social issues accompanying the country's economic reforms. This policy has produced astounding outcomes, even though it is implemented through experimentation programs and the interbureaucratic document system rather than through legislation. It has professionalized the socialist residents' committees and strengthened their capacity to carry out administrative functions and deliver social care. Thousands of service centres have been built, offering a range of cultural and social services to local residents. This research addresses how the centrally promulgated policy is being implemented locally and what its impacts are in various neighbourhoods. The lens of community building is used to explore how the grass roots organize themselves and how they are defined and governed by the state. The research thus seeks to analyze the impact of Shequ Construction, not through measuring outcomes against the intentions set out in policy documents, but through considering the wider, sometimes unforeseen, implications for other processes going on in the city. Based on fieldwork in Nanjing, the chapters explore the meaning Shequ Construction has in four areas of urban governance: 1) fiscal reform and decentralization of public services, 2) suburban village redevelopment, 3) community-based social service provisioning through the emergent nonprofit sector, and 4) role of homeowners' association under housing privatization and neighbourhood inequality. The Suppression of Black Societies in China - 0 views

    Two events have taken place that will change the way the Chinese state tackles organized crime and corruption. Law reforms re-defining organized crime while strengthening judicial oversight and the apparent demise of 'hit black' (dahei) 'strike-hard' (yanda) style police campaigns of the kind practised in the Chongqing 'experiment' are new developments in China's evolving response to organized crime. The law reforms focused on enhanced punishments and new offences with respect to food adulteration, bogus medicines and criminal gangs, which had been at the forefront of public scandals that had threatened political stability and the legitimacy of police and judicial organs. The revision of Article 294 of the Criminal Law of the People's Republic of China (PRC) specifically re-defined the elements of organised crime ('black societies'). It also addressed the role of public officials in the spread of such crime and was belated recognition that more needed to be done to reduce the penetration of business and the state by organised crime. The Chongqing approach to crime control was until recently touted as a model crime-fighting practice but is now criticized and in retreat, and its leaders are discredited. The widely publicized, Chongqing 'Red-Black' criminal 'gangland' trials involved high officials and high profile entrepreneurs mixed with vice and violence. The trials (2009-2011) became public spectacles that exemplified the Chinese Communist Party's (CCP) determination to enhance public stability through clean government (Lam 2009, Liu 2011). In the vast municipality of Chongqing politburo member Bo Xilai and head of the municipal CCP had made "cleaning up the city" a key to his 'Five Chongqing' program that sought to restore party legitimacy in the face of massive inequality. Control at the grassroots: China's new toolbox - 0 views

    Maintaining social stability is at the core of China's authoritarianism. An elaborated system of 'social management' aims at anticipating and preventing social disorder. The Chinese Communist Party has been able to extend its reach by embracing new technologies and embarking on cautious reforms. The latest edition of China Analysis ('Control at the grassroots: China's new toolbox'), published by ECFR and Asia Centre, examines China's system of social management, political control and public security. The paper explains how the different parts of the system are being transformed - and it explores the public debates surrounding China's security apparatus: China's complex 'stability maintenance machine' is made up of different ministries and administrative bodies - but the system seems incapable of dealing with China's underlying social problems. 'Social stability' has become a costly activity for local governments as it is their responsibility to deal with incidents that threaten stability. The logic of 'zero incidents' led not only to superficial solutions but also to a privatisation of stability maintenance. The central government increasingly controls the public without relying on biased local authorities. The mission of the People's Armed Police (PAP) is changing. The PAP is transforming itself from a paramilitary force into a modern integrated and multi-tasking force with a broad mandate to 'defend national security and maintain social stability'. The reform of China's criminal procedure law sparked a lively debate about the role of the state and how liberties of the individual can be upheld. However, covert investigations, secret detentions and the death penalty remain a feature of the legal system in China.

Rising Regional Inequality in China: Fact or Artefact? - 0 views

    Authors: Chao Li (University of Waikato) John Gibson (University of Waikato) Abstract China's local populations can be counted in two ways; by how many people have hukou household registration from each place and by how many people actually reside in each place. The counts differ by the non-hukou migrants - people that move from their place of registration - who have grown from fewer than five million when reform began in 1978 to over 200 million by 2010. For most of the first three decades of the reform era, the hukou count was used to produce per capita GDP figures. In coastal provinces the resident count is many millions more than the hukou count, while for migrant-sending provinces it is the reverse, creating a systematic and time-varying distortion in provincial GDP per capita. Moreover, a sharp discontinuity occurred when provinces recently switched from the hukou count to the resident count when reporting GDP per capita. A double-count also resulted because some provinces switched before others and initial resident counts were incomplete. This paper describes the changing definition of provincial populations in China and their impact on inequality in provincial GDP per capita. We show that much of the apparent increase in inter-provincial inequality disappears once a consistent series of GDP per resident is used.

The first annual New Cities Foundation (NCF) Summit was held in Paris on May 14-16. The summit brought together more than 500 urban policy makers and thought leaders to a three-day conference on global urbanization, with China as one of the core focuses. The mayor of Paris delivered a welcome speech. Other speakers including Gregor Robertson, Mayor of Vancouver; Ron Huldai, Mayor of Tel Aviv; Khalifa Sall, Mayor of Dakar; Greg Clark, UK Minister of State for Decentralisation and Cities; as well as the CEOs of General Motors, Ericsson, Cisco, and Suez gas. The Urban China Initiative (UCI), a partner of the NCF, assisted in organizing the summit by inviting and organizing 16 government delegates, enterprise leaders, and academics from China, as well as designing the plenary session "A Closer Look at Urban China: Towards the Urban Billion."     4/09/2012 The Urban China Initiative (UCI) had its biggest event of the year on September 7th in Tsinghua Science Park - the 2012 Annual Forum, inspiring enlightening discussions among participants from public, private and academic sectors to develop policy thinking that will help address China's urbanization challenges. Themed "China's New Urban Era" as China's urban population surpassed that of rural areas for the first time in 2011, the event brought together about 50 urban leaders and more than 400 professionals from the urban field. The Forum consists of keynote speech, three plenary panels and three breakout panels. Keynote speakers include: Yang Weimin, Vice Minister of office of Central Leading Group on Finance and Economic Affairs; Gu Shengzu, Deputy Director of Internal and Judicial Affairs Committee at National People's Congress and Vice Chairman of the Central Committee of the China National Democratic Construction Association; Li Xiaojiang, President of China Academy of Urban Planning and Design; Li Dongming, General Manager, Urban Fund of China Development Bank Capital. Determinants of public acceptance of tiered electricity price reform in China: Evidence... - 0 views

    Tiered electricity price (TEP) reform is a planning policy for household electricity conservation in China. Based on TEP, several price hierarchies are provided, and additional payment will be charged if the electricity consumptions exceed the upper bound of each hierarchy. Yet, the optimal level of each price tier and the institutions for implementing TEP need further research, which are set on the basis of considering residents' affordability and willingness to pay. Therefore, this paper aims at exploring determinants of public willingness to accept TEP and finding out the acceptable range of premium. A questionnaire survey in four urban cities of China is conducted to collect data, and an ordinary regression model is adopted in our analysis to identify the drivers and barriers to general public's acceptance of TEP. The results show that middle income earners are the groups that are mostly opposed to TEP. Rather than just focusing on economic factors, public environmental awareness should be highlighted during the implementation of TEP, because cost is not a statistically significant determinant in this study. Moreover, the public acceptable rate of premium of TEP in the urban cities, according to our research results, may be below .05 RMB/kW h. Highlights

ALD has been more effective in cosmopolitan, globally accessible coastal cities than outer cities. As leading cities, like Shanghai, close the development gap, the potential for `easy' ALD growth falls off rapidly. Because institution building is more difficult than firm-based growth, ALD strategies may generate rapid short-term economic growth but not sustainable development. Accordingly, Chongqing municipality, with a population of 33 million, in West China, is pursuing a beyond latecomer advantage model. This is characterised by: (i) reducing poverty and rural-urban disparity through accelerated urbanisation, rural-urban integration and emphasising human resource development; (ii) upgrading the value added of Chongqing's economy through targeting of FDI and incentives to local start-ups; (iii) endogenous development, reducing risks from external shocks; (iv) Hukou reform; (v) establishing a land use conversion certificate market to rationalise land use; (vi) emphasis on morality to address crime/corruption; (vii) recognition of the importance of amenity in attracting investment and talent; and (viii) establishing a longer developmental time perspective.     8/05/2012 On May 3, Gengtian Zhang, Director of Research at the Urban China Initiative (UCI), gave a lecture on how to promote healthy urbanization for the National Development and Reform Commission (NDRC) in Sichuan Province. Most of the 100 delegates at the talk were urban planning and policy directors and professionals, mainly from the NDRC offices for Sichuan Province, Kuoquan County, and individual cities in Sichuan. Zhang's lecture described the direction and focus of urbanization development inChina, including some research results from an international perspective, and proposed how to promote healthy urban development in China's cities. The lecture focused on six main ideas critical to China's continuing urbanization, including promoting a healthy model of urban development, improving the quality of urban planning, promoting the welfare of migrant workers and their integration into urban areas, improving China's city layouts, advancing urban agglomeration and megaregion development, and improving urbanization policies and regulations. Zhang opened by discussing the significance of promoting the urbanization process from the perspective of expanding domestic demand and enhancing economic and social development. He also described the main findings of UCI's recent report, "The 2011 Urban Sustainability Index", particularly relating to its implications for sustainable development. He stressed that we should regard migrant worker integration into cities as most important task in the next phase of China's urbanization. Housing the urban poor in post-reform China: Some empirical evidence from the city of N... - 0 views

The main findings include: (1) the Hukou family registration system has strong differential effects on poor families' housing conditions; (2) housing conditions among the urban poor are tightly associated with privatization and home ownership, where non-owners face more severe housing difficulties than nominal owners; and (3) resettlement has played a positive role in improving the poor's housing conditions, but its positive effects are only present in cases where work units or the government has taken the responsibility of housing the resettled poor. These findings show that housing the urban poor in post-reform China is largely: (1) path-dependent, (2) privatization-oriented, and (3) development-driven, and a mechanism that can pro-actively ensure the poor's basic right to housing is still lacking. In the post-reform era, economic growth has been paralleled by rapid urbanization. China's urbanization experience has been shaped heavily by the state through national urban policies as well as through local administrative means. Much has been written about large Chinese cities in the more developed coastal regions, such as Beijing, Shanghai and Guangzhou, but little is known about the process of city-making in medium-sized and small Chinese cities, especially those in the less developed central and western regions of the country. This paper sheds light on the processes of urban transformation in Hebi, a medium-sized inland city in Henan Province, emphasizing the critical role that the local state has played in city-making, the mechanisms and processes of change, and the resultant impacts on the city. As a mining city, Hebi has been threatened by depleting natural resources. To invigorate the city, a new city center has been built to attract new enterprises. Through intensive interviews and fieldwork conducted in 2007 and 2008, we examine what the city government of Hebi has done to turn the newly constructed urban space into a new administrative and economic center of the city. With the establishment of new enterprises, the local economy has been diversified, although coal continues to be a major component of Hebi's economy. The role of the local state in the production and development of the new urban space is direct and forceful. As local state policies on urban development have been implemented by strong administrative means, we conceptualize the contemporary Chinese model of urbanization as "administrative urbanization".

China's Environmental Policy and Urban Development - 0 views

    For more than three decades China has achieved remarkable success in economic development, but its rapid growth has resulted in considerable damage to the natural environment. In 1998, the World Health Organization reported that seven of the ten most polluted cities in the world were in China. Sulfur dioxide and soot produced by coal combustion fall as acid rain on approximately 30 percent of China's land area. Industrial boilers and furnaces consume almost half of China's coal and are the largest sources of urban air pollution. In many cities, the burning of coal for cooking and heating accounts for the rest. At the same time, since the beginning of economic reform in the late 1970s, the government has paid considerable attention to environmental problems, particularly in terms of regulatory responsibility and enforcement at the local government level. China passed the Environmental Protection Law for trial implementation in 1979, and in 1982 the constitution included important environmental protection provisions. Since then, various laws and policies have been put in place to address China's current and future urban environment. The 2010 World Exposition in Shanghai provided evidence that the Chinese government views its environmental problems as a priority. The green construction of the facilities for the Expo and particularly of the Chinese Pavilion reflected the emphasis the government has placed on protecting and improving the environment through new technologies. In addition, China's "eco cities" have also been recognized worldwide for advances in urban sustainability, such as Tianjin, Shenzhen, and Wuxi.

Private motorization has accompanied unprecedented urbanization in China, as a matter of public policy. Planning at the provincial and city levels has supported the rapid build-up of the private car fleet in major cities through the development of regional and urban highway networks, higher capacity local streets and much higher standards for car parking in new developments. By contrast, urban planning until 1994 concentrated on the building of community and the support for a non-motorized lifestyle. Guangzhou experienced particularly rapid city-building during this period because it was at the centre of the market reforms launched in 1978. The communities that were built form a broad ring around the historic core of the city, constituting one of the most significant obstacles to government ambitions to maintain the recent growth rates in car ownership. Guangyuan and Jiangnanxi are examples of such middle-class, home-owning communities where daily life remains almost exclusively non-motorized. Self-organized groups in the community are increasingly vocal and active in their demands to enhance local environmental quality and restrict local motorization. Local municipal authorities, although increasingly active and autonomous, try to strike a balance between government objectives and local demands. The application of motorization illustrates the growing gap between high-level policy and grassroots urban planning in Guangzhou.

Chongqing: Beyond the latecomer advantage 重庆:超越后发优势 - 0 views

    The spectacular growth of Chinese cities since the 1980s is often theorised as reflecting the advantages of latecomer development (ALD). ALD has been more effective in cosmopolitan, globally accessible coastal cities than outer cities. As leading cities, like Shanghai, close the development gap, the potential for 'easy' ALD growth falls off rapidly. Because institution building is more difficult than firm-based growth, ALD strategies may generate rapid short-term economic growth but not sustainable development. Accordingly, Chongqing municipality, with a population of 33 million, in West China, is pursuing a beyond latecomer advantage model. This is characterised by: (i) reducing poverty and rural-urban disparity through accelerated urbanisation, rural-urban integration and emphasising human resource development; (ii) upgrading the value added of Chongqing's economy through targeting of FDI and incentives to local start-ups; (iii) endogenous development, reducing risks from external shocks; (iv) Hukou reform; (v) establishing a land use conversion certificate market to rationalise land use; (vi) emphasis on morality to address crime/corruption; (vii) recognition of the importance of amenity in attracting investment and talent; and (viii) establishing a longer developmental time perspective. This paper explores this Chongqing model in detail.
