    According to a survey performed by Antaike, the mining and metals information provider, average operating rates of facilities in China producing copper flat rolled products fell to 55.8%, down by 3.4% m-o-m in October. The reduction in plant utilisation has been attributed to weak end-use demand from the domestic electronics and automotive sectors since the end of H1 2011, as well as decreasing export orders. Additionally, the volatile copper price is thought to have led to production cuts at copper plate, sheet, strip and foil fabrication plants. The survey also indicated that 50% of the 22 manufacturers sampled believe that demand will continue to decline and 40% think that it will not grow in the short term. Companies cited decreased buying associated with the Christmas and New Year holidays and shrinking exports of end-use products such as electronics and home appliances due to uncertainty stemming from the European debt crisis.

The latter is to supply Hyundai E&C who won a contract in 2010 to renovate the 2006 Doha Asian Games athletes’ village and office buildings into a four-building high-tech medical center. For this project, LS Cable & System will deliver bus ducts that are popularly used in buildings and factories to transmit large amounts of electricity through a small space. Analysts point out that Middle East countries are currently promoting petrochemical, refinery and power plant projects as well as large-scale public works and construction projects to boost their economies with extra spending.

    Ducab-HV, a joint venture between the Dubai and Abu Dhabi governments, has opened a new factory in Jabel Ali, Dubai for the production of single core copper/aluminium conductor power cables with a voltage range of 66kV to 400kV. The plant will increase Ducab's production capacity by 15,000 tonnes of conductor per annum. The company estimates that production will meet the full infrastructural development demands of the UAE. In addition, production is expected to be sufficient to allocate 75% of total output for supplying the GCC, European and African export markets.

    Wieland-Werke AG and KME Group S.p.A., which are both leading European copper product fabricators, separately announced fabrication price increases. Wieland will introduce an increase of 5-7% by 1st January 2012 while KME increased its fabrication prices by 7% starting from 7th November 2011. Both companies have attributed the change to the rising costs of energy and the risk management costs associated with high and volatile metal prices, which could no longer be offset by productivity improvements.

The fines related to the KME Group S.p.A. subsidiaries involvement in antitrust infringements within the industrial tubes and plumbing tubes markets. The fines, which amount to €39.8M and €67.1M, are now final. KME Group stated that the fine amounts were wholly provisioned in the profit and loss accounts of the 2003 fiscal year.

    The SERC (State Electricity Regulatory Commission) has released stricter technical regulations, especially for LVRT (Low Voltage Ride Through) reformation. Additionally, 18 industry standards have been released in November 2011 by the National Bureau of Energy. There are two immediate effects of the regulatory changes. Adding a LVRT capability will increase the cost of the Chinese turbines. This, coupled with slower demand, will lead to a squeezing out of the marginal producers who won't be able to afford to fit new equipment. Thus, the domestic wind power manufacturing sector in China is poised for tough times, when consolidation may even change the positioning of the top five players.

    The Chinese government announced that it will terminate its old-for-new home appliances subsidy scheme on 31st December 2011. The subsidy, which was introduced on 1st June, provides consumers in Beijing, Shanghai, Tianjin, Fuzhou, Changsha and the provinces of Jiangsu, Zhejiang, Shandong, and Guangdong with a 10% discount on a selected group of appliances. These include televisions, refrigerators, washing machines, air-conditioners and computers. All of these appliances are major end use segments for copper semis products.

    Assomet, Italy's non-ferrous metals association, reported that domestic production of copper and copper alloy semi-finished products contracted 5.4% y-o-y in 2011 to reach a total yearly output of 1.051M tonnes. This was attributed to metal price volatility impacting clients' procurement activity in addition to substitution losses, which continues because of the ongoing European debt crisis and its implications upon consumers' price sensitivity. Assomet also added that pure copper metal products have and will be more negatively impacted than copper alloy semis due to a higher copper intensity. This led to a drop of about 8% y-o-y in copper semis output this year, reaching 549,000t and production is expected to fall by 3% y-o-y in 2012. Whereas copper alloy semis output declined by 3% in 2011, reaching 502,000t. Production is anticipated to hold at the same level in 2012.

    The Japan Copper and Brass Association released an estimate of the total domestic fabrication of copper and copper alloy products in November, which showed that production fell by 10.4% y-o-y to 65,940t. Copper strip production amounted to 18,240t, down by 18% in November and has experienced year-on-year declines for twelve consecutive months. The segment was negatively impacted by weak demand from the semiconductor and electronic industries since autumn 2011. Conversely, brass strip output rose by 3.3% y-o-y to reach 9,895t in November supported by a rebounding automotive sector. Copper tube output in November amounted to 9,895t, down by 20% y-o-y, due to base year effects caused by a rise in production after the hot summer in 2010 (the November level is higher than the same month of 2009). Brass bar output contracted by 5.3% y-o-y in November to reach 14,993t attributed to weak end-use demand from the Japanese construction and electrical sectors, especially in the latter half of this year.

    It was reported that Goldman Sachs anticipates a rise in European copper demand in the first half of 2012, albeit to a lower level of consumption than that which was seen pre-Autumn 2011. The company reasoned that current demand is unsustainably low, caused by fear and destocking, with European orders falling by as much as 20-50% since August 2011. It is thought that a rise in buying from both industry consumers and speculators will begin in early 2012. In addition, the bank expects an acceleration of Chinese demand growth in the first half of 2012.
