    MOSCOW, January 21 (RIA Novosti) - Russia's prime minister signed on Wednesday a resolution to completely eliminate plain nickel and cathode copper export duties, but kept 10% duties in place for refined copper and copper alloys, a government spokesman said.

This follows a 5-year review that was initiated on 1st March 2011. An essential aspect of the results was the calculation of the weighted-average percentage margins for German exporters, which it measured to be 3.81% for Wieland-Werke AG and 7.30% for all others.

    Russia Copper Corp. (RCC), a Russia-based integrated producer of copper cathode and wirerod, said that there will be a steep rise in exports of copper cathode from 2015. The company expects Russia to cancel its 10% (variable on copper price) export duty on copper cathodes from 2015 as a prerequisite for its accession to the World Trade Organisation. RCC added that the cost incurred in producing wirerod is around $130/t and the average cost to send it abroad in Q1 2012 was $250/t, whereas the estimated cost of sending cathode abroad was $850/t in that period.

    A new approach to storing electrical energy can store more energy than gasoline in the same volume, and could help extend the range of electric vehicles. But some experts say other approaches are more practical. The biggest technological hurdle facing electric vehicles is their range. Even the best rechargeable batteries cannot match the density of energy stored in a fuel tank. Combining electric power with a combustion engine to make a hybrid electric vehicle sidesteps that problem. But a new take on electrical power storage that is part battery, part chemical fuel cell could ditch gasoline for good.The new design stores energy more densely than petrol, and was conceived by Stuart Licht of the University of Massachusetts, Boston, and colleagues. Batteries produce electricity from a closed chemical system that is eventually exhausted. Fuel cells use a constant supply of fuel, so they are continually topped up. Licht's cell has features of each. Its negative electrode, or anode, is made from vanadium boride, which serves double-duty as a fuel too. But unlike the flowing fuel of a fuel cell, the material is held internally, like the anode material of a battery. The vanadium boride reacts with a constant stream of oxygen, as in a fuel cell, provided by the positive electrode, or cathode. This brings in a supply of air from outside.

China is the world's top copper consumer and according to Antaike Chinese copper consumption in 2009 will grow by 2.1%, revised down from its previous forecast of more than 6%. The duty-free trading policies will benefit copper smelters and fabricators, however, weak global demand will continue to take its toll on Chinese exports.

Golden Dragon's copper tube products will serve the HVACR industry. This prospect comes further to the antidumping duties on copper tube imports from China and Mexico. Golden Dragon had established a tube factory in Mexico and its shipments to the US have been impacted due to the duties.
