According to an official source in the Dubai government, the announcement was made in light of the UAE's - and Dubai's - appreciation of the vital role the United Nations plays in all areas, and in the protection of international peace and security and economic development in particular. The source said Dubai welcomes dialogue with UN officials to provide them with full information on the capabilities which the emirate can provide and which could make it the optimal choice as the new seat of the UN headquarters if a final decision is taken to move out of New York. Among the capabilities which Dubai possesses are suitable geographical location and world-class infrastructure and air, land and sea transport systems which make the emirate an easily accessible meeting point in the middle of the world, noted the source. "IT MIGHT sound like a contradiction in terms, but for the first time one of the main Irish consumer banks is moving to cashless banking in all its branches. National Irish Bank has written to thousands of its customers this month informing them of a "new style of banking" in which branches will not handle over-the-counter cash transactions. The letter says branches will no longer handle cash withdrawals and lodgements, night safe lodgements and foreign currency cash. Branches will continue to lodge cheques, drafts and postal orders and issue drafts. Customers are advised to obtain cash from "ATMs nationwide" or to seek "cash-back" on their debit cards. A spokesman confirmed that cashless banking was being introduced across the entire NIB branch network over the next 18 months, and had already been introduced successfully in a number of branches. He said the feedback from customers was positive with few complaints. "These branches provide better security for staff and allow us to spend more time, in a better setting, with our customers . . . Customers like them, as our staff have more time to discuss customers' overall needs.""

"JERUSALEM - Israel has approved construction of four new apartment buildings in disputed east Jerusalem, officials said Tuesday, fueling tensions with the Palestinians at a time when the U.S. is laboring to get peace talks moving again. The Palestinians claim east Jerusalem for a future capital and demand all construction there stop before negotiations resume. The 24-unit project is being developed in an Arab neighborhood by Irving Moskowitz, an American Jew who has generously funded Jewish settlers determined to cement Israel's hold on contested areas of the holy city. The latest project is potentially even more contentious than others because it is not in any of the established Jewish neighborhoods. Instead, it is located in the heart of a predominantly Arab area of the city. Jerusalem is the most explosive issue between Israel and the Palestinians, and the new buildings would be located in one of its most volatile sites, just outside the walled Old City with its Christian, Muslim and Jewish shrines."

Last week's foiled airline bombing plot by a Nigerian man who hid explosives in his clothing has renewed debate in the United States as to how extensive and invasive passenger screening should be at U.S. airports. A few major airports already possess machines that can take detailed, full-body images, but Congress has not mandated widespread use of the technology. Air travelers worldwide are accustomed to passing through metal detectors. But in an era of plastic explosives and advanced chemical compounds, that system has proved lacking. Kip Hawley is a former head of the U.S. Transportation Security Administration, or TSA, which is charged with screening airline passengers and luggage. "The number one area we need to focus on, the biggest potential vulnerability, is a bomb on the body," said Hawley. Dutch officials have ordered detailed, full body scans of all U.S.-bound air travelers. Terrorism expert M.J. Gohel of the London-based Asia Pacific Foundation applauds the move. "These scanners are, in fact, very effective," he said. "They actually show a person's body - any foreign object attached anywhere in the body, even if it is internally. That kind of x-ray scanner would have located the package that this individual [Umar Farouk Abdulmutallab] had on the flight to Detroit. They are on a trial basis at the moment."

Sanusi Lamido Sanusi, CBN governor made the declaration at the launch and public forum of CRC Credit Bureau Limited. Experts have hailed the move, saying it has always been easy for people to forge any other identity card, noting that it will be difficult to forge the national identity card. Sanusi said "the CBN will liaison with the National Identity Management Commission (NIMC) with a view to enhancing the National Identity Card project", and that "whenever the National Identity scheme takes off we will ensure that no new credit is extended to anybody unless the person has a national identity card". Sanusi at the forum warned existing managing directors of banks to start thinking of an exit and succession plan before the imposition of the tenure limit. "

Analysts said the move could be a sign of increased diversification of emerging market central bank assets away from the dollar and into investments denominated in other commodity-linked currencies, such as the Australian dollar. Adam Cole at RBC Capital Markets said if taken in isolation, Russia's announcement that it was buying Canadian dollars was not significant, but if it was part of a broader trend, then it was an important step. "If it is a barometer for the activity of other central banks, then its is structurally positive for the currencies of countries like Canada and Australia that have a commodity bias in their economies," he said. Although not officially confirmed, traders said that other emerging market central banks, including some in Asia which hold large foreign exchange reserves, have also been active in the foreign exchange market in recent weeks buying both Canadian dollars and Australian dollars. Alexei Ulyukayev, first deputy chairman of Russia's central bank, said that it would invest in Canadian dollar-denominated deposits and bonds. "The Canadian financial market is not very deep, so we can invest in deposits in significant volumes, while the bond market is limited," he said. Although the central bank did not specify how much of its reserves it was allocating to assets denominated in the Canadian dollar, analysts estimated that the central bank could put up to $9bn, or 2 per cent, of its foreign exchange reserves into the currency."

"The US army is training a crack unit to seal off and snatch back Pakistani nuclear weapons in the event that militants, possibly from inside the country's security apparatus, get their hands on a nuclear device or materials that could make one. The specialised unit would be charged with recovering the nuclear materials and securing them. The move follows growing anti-Americanism in Pakistan's military, a series of attacks on sensitive installations over the past two years, several of which housed nuclear facilities, and rising tension that has seen a series of official complaints by US authorities to Islamabad in the past fortnight. "What you have in Pakistan is nuclear weapons mixed with the highest density of extremists in the world, so we have a right to be concerned," said Rolf Mowatt-Larssen, a former CIA officer who used to run the US energy department's intelligence unit. On Sunday, Jan. 10, three churches were firebombed. "On Sunday, a Molotov cocktail was hurled at the All Saints Church in Taiping town in central Perak state early in the morning before it opened," state police chief Zulkifli Abdullah told AP. "Police found burn marks on the wall but there was no damage to the building," he added. Despite the attacks, thousands of Christians attended services and prayed for unity and an end to the attacks. The attacks on churches began on Jan. 8 and 9, when four churches were hit with firebombs. "No one was hurt and all suffered little damage, except the Metro Tabernacle Church," AP said. "Parishioners there moved services after fire gutted the first floor." The attacks followed a Dec. 31 High Court decision overturning a government ban prohibiting non-Muslims from using the word "Allah" in prayers and literature. The court had ruled on a petition by Malaysia's Roman Catholic Church, whose main publication, the Herald, uses the word "Allah" in its Malay-language edition. The government has appealed the verdict."

"WASHINGTON - Speaker Nancy Pelosi said Thursday that she lacks the votes to quickly move the Senate's sweeping health overhaul bill through the House, a potentially devastating blow to President Barack Obama's signature issue. Pelosi, D-Calif., made the comment to reporters after House Democrats held a closed-door meeting at which participants vented frustration with the Senate's massive version of the legislation. Her concession meant there was little hope for a White House-backed plan to quickly push the Senate-approved health bill through the House, followed by a separate measure making changes sought by House members, such as easing the Senate's tax on higher-cost health plans. Such an approach would be "problematic," she said, though Democrats haven't completely ruled out pursuing it. "In its present form without any changes I don't think it's possible to pass the Senate bill in the House," Pelosi said, adding, "I don't see the votes for it at this time." Pelosi also signaled that advancing health legislation through Congress will likely be a lengthy process - despite Democrats' desire for a quick election-year pivot to address jobs and the economy, which polls show are the public's top concern. "We're not in a big rush" on health care, Pelosi said. "Pause, reflect." Two days after the stunning special election in Massachusetts - where Republicans captured the Senate seat held for decades by the late Edward Kennedy - many House Democrats said one lesson was that the public wanted a more modest approach to overhauling the health care system.
