"WASHINGTON - The Pentagon has ordered 3,100 troops, mostly based in Fort Hood, Texas, to deploy to Afghanistan as part of President Barack Obama's plan to beef up U.S. forces there. Defense Department spokesman Bryan Whitman said Tuesday the 4th Combat Aviation Brigade of the 4th Infantry Division should arrive in summer. The 2,600 soldiers assigned to the brigade will be accompanied by about 500 support troops. Obama is sending 30,000 more troops to Afghanistan with the expectation that U.S. troops would start leaving by July 2011. About 25,000 troops have been given deployment orders. Fort Hood was the site of shootings last November that killed 13. An Army psychiatrist, Maj. Nidal Hasan, has been charged in the case."

"PORT-AU-PRINCE, Haiti - Scores of U.S. troops landed on the lawn of Haiti's shattered presidential palace Tuesday to the cheers of quake victims and the U.N. said it would throw more police and soldiers into the sluggish global effort to aid the devastated country. The U.N. forces are aimed at controlling outbursts of looting and violence that have slowed distribution of supplies, leaving many Haitians still without help a week after the magnitude-7.0 quake killed an estimated 200,000 people. Looters were rampaging through a part of downtown Port-au-Prince even as the Security Council was voting to add 2,000 troops to the 7,000 military peacekeepers already in the country as well as 1,500 more police to the 2,100-strong international force. Haitians jammed the fence of the palace grounds to gawk and cheer as U.S. troops emerged from six Navy helicopters. "We are happy that they are coming, because we have so many problems," said Fede Felissaint, a hairdresser. Given the circumstances, he did not even mind the troops taking up positions at the presidential palace. "If they want, they can stay longer than in 1915," he said, a reference to the start of a 19-year U.S. military presence in Haiti - something U.S. officials have repeatedly insisted they have no intention of repeating. A full week after the quake, the capital's port remains blocked and the city's lone airport remains a chokepoint that the U.S. military is trying to expand. Tens of thousands of people sleep in the streets or under plastic sheets in makeshift camps. Relief workers say they fear visiting some parts of the city."

"PORT-AU-PRINCE, Haiti - Troops, doctors and aid workers flowed into Haiti on Monday even while victims of the quake that killed an estimated 200,000 people still struggled to find a cup of water or a handful of food. European nations pledged more than a half-billion dollars in emergency and long-term aid, on top of at least $100 million promised earlier by the U.S. But help was still not reaching many victims of Tuesday's quake - choked back by transportation bottlenecks, bureaucratic confusion, fear of attacks on aid convoys, the collapse of local authority and the sheer scale of the need. Looting spread to more parts of downtown Port-au-Prince as hundreds of young men and boys clambered up broken walls to break into shops and take whatever they can find. Especially prized was toothpaste, which people smear under their noses to fend off the stench of decaying bodies. At a collapsed and burning shop in the market area, youths used broken bottles, machetes and razors to battle for bottles of rum and police fired shots to break up the crowd. "I am drinking as much as I can. It gives courage," said Jean-Pierre Junior, wielding a broken wooden plank with nails to protect his bottle of rum. Even so, the U.S. Army's on-the-ground commander, Lt. Gen. Ken Keen, said the city is seeing less violence than before the earthquake. "Is there gang violence? Yes. Was there gang violence before the earthquake? Absolutely."' Keen said some 2,000 Marines were set to join 1,000 U.S. troops on the ground and U.N. Secretary-General Ban Ki-moon announced Monday he wants 1,500 more U.N. police and 2,000 more troops to join the existing 7,000 military peacekeepers and 2,100 international police in Haiti."

"A group of prominent Muslim clerics in Yemen warned today that they will call for jihad - holy war - if the US sends troops to fight al-Qaida in Yemen. The group of 15 clergymen includes the highly influential Sheikh Abdul-Majid al-Zindani, whom the US has branded a spiritual mentor of Osama bin Laden but who is also courted by the Yemeni government. The clerics' warning goes straight to the Yemeni government's dilemma in co-operating with Washington against an al-Qaida offshoot. In doing so, Yemen's weak regime must avoid upsetting al-Zindani and other radical Islamic figures whose support it needs to stay in power. "If any foreign country insists on aggression and the invasion of the country or interference, in a military or security way, Muslim sons are duty bound to carry out jihad and fight the aggressors," the clerics said in a statement. Barack Obama has said he does not plan to send US combat troops to Yemen, though Washington is increasing counterterrorism aid and training to Yemeni forces to fight al-Qaida in the Arabian Peninsula. Concern about the growing capabilities of Yemen's al-Qaida offshoot increased after the failed attempt to bomb a US airliner shortly before it landed in Detroit on Christmas Day. US investigators say the Nigerian suspect in the failed attack told them he received training and instructions from al-Qaida in Yemen. The group of clerics also said they believed an international conference on Yemen to be held on 27 January in London was intended to clear the way for the country's occupation by foreign nations. The conference is to be attended by the US and European countries."

The Obama administration increased the pressure on Islamic militants in Yemen Sunday after the Yemeni branch of al Qaeda claimed responsibility for plotting the failed attempt to blow up Northwest Airlines Flight 253 on Christmas Day. There's just one problem: while the engineers are able to control the bug's muscle movements, so far, the beetles can't fly-due to the heft of the micro electronics "on board". Further refinements will need to be made to these systems. Currently, tests are being conducted with miniature solar cells, piezoelectrics (pressure-generated electric power), and other micro-electro-mechanics (MEMs) to power these devices and minimize their weight. The final step would be to equip the insects with miniature cameras and/or microphones. The "cybug" project (note: entomologists do not consider beetles to be true "bugs"; this is a colloquial term) is being funded by DARPA (the U.S. Defense Advanced Research Projects Agency) in the hope that one day the insects might be employed on the battlefield (e.g., to spy on troop movements) or perhaps even sent to spy directly on military commanders' strategy meetings. "The U.S. does not plan to open a new front in Yemen in the global fight against terrorism despite closing its embassy there in the face of Al Qaeda threats, President Obama's top counterterrorism adviser said Sunday. "We're not talking about that at this point at all," White House aide John Brennan told Fox News when asked whether U.S. troops would be sent to Yemen. "The Yemeni government has demonstrated their willingness to take the fight to Al Qaeda," he said. "They're willing to accept our support. We're providing them everything that they've asked for." The comments came in the wake of the failed Christmas Day attack against a U.S. airliner by an accused 23-year-old Nigerian who says he received training and instructions from Al Qaeda operatives in Yemen. President Obama plans to return from his holiday vacation in Hawaii for a Tuesday meeting at the White House about the airliner plot. On Sunday, the U.S. and Britain shuttered their embassies in the Yemeni capital, San'a, citing security reasons. "We're not going to take any chances" with the lives of American diplomats and others at the embassy in Yemen's capital, Brennan said, making the rounds of four Sunday television talk shows. "There are indications Al Qaeda is planning to carry out an attack against a target inside of San'a, possibly our embassy.""

"PORT-AU-PRINCE, Haiti - A powerful aftershock sent Haitians screaming into the streets on Wednesday, collapsing buildings, cracking roads and adding to the trauma of a nation stunned by an apocalyptic quake eight days ago. The magnitude-5.9 jolt matched the strongest of the aftershocks that have followed the huge quake of Jan. 12 that devastated Haiti's capital. The new temblor collapsed seven buildings in Petit-Goave, the seaside town closest to the epicenter, according to Mike Morton of the U.N. Disaster Assessment and Coordination agency, but there were no reports of people crushed or trapped, perhaps because the earlier quake frightened most people into sleeping outside. Wails of terror erupted in Port-au-Prince, where the aftershock briefly interrupted rescue efforts amid the broken concrete of collapsed buildings, and prompted doctors and patients to flee the University Hospital. Hundreds of thousands of Haitians remain homeless, hungry and in mourning - most still waiting for the benefits of a nearly $1 billion global aid campaign that has brought hundreds of doctors and thousands of troops to the impoverished Caribbean nation. The U.S. Navy's floating hospital, USNS Comfort, dropped anchor in view of the capital on Wednesday with about 550 medical staff, joining teams from about 30 other countries trying to treat the injured. About 250,000 people were hurt in the quake and aid groups say many people have died for lack of medical care or adequate equipment."

"BAGHDAD - Suicide bombers struck near three hotels popular with Western journalists and businessmen Monday just as Iraq announced the execution of Saddam Hussein's notorious cousin known as "Chemical Ali." At least 37 people were killed and more than 104 injured, security officials said. The blasts - coming in a span of about 15 minutes in downtown Baghdad - came shortly before state television announced that Ali Hassan al-Majid had been hanged. There was no claim of responsibility for the latest major attacks in Baghdad - about six weeks after a series of blasts killed 127 and brought outcry against Iraq's government for repeated security lapses as U.S. troops withdraw. Government spokesman Ali al-Dabbagh said the latest bombings "represent an extension" of the activities of insurgents linked to Saddam's regime. But he stopped short of declaring the blast as possible revenge for the execution. The first explosion struck at about 3:40 p.m. local time in the parking lot of the Sheraton Hotel, toppling high concrete blast walls protecting the site and damaging a number of buildings along the Abu Nawas esplanade across the Tigris River from the Green Zone. Two other blasts followed minutes later, striking near the Babylon Hotel and Hamra Hotel, which is popular with Western journalists and foreign security contractors. All officials spoke on condition of anonymity because they were not authorized to speak to the media. President Barack Obama announced that "one of the largest relief efforts in our recent history" is moving toward Haiti, with thousands of troops and a broad array of civilian rescue workers flying or sailing in to aid the stricken country - backed by more than $100 million in relief funds. To the Haitians, Obama promised: "You will not be forsaken." The nascent flow of rescue workers showed some results: A newly arrived search team pulled a U.N. worker alive from the organization's collapsed headquarters. He stood, held up a fist in celebration, and was helped off to a hospital.
