    Pop quiz: where did a government agency shut down cell service yesterday to disrupt a political protest? Syria? London? Nope. San Francisco. The answer may seem surprising, but that's exactly what happened yesterday evening. The Bay Area Rapid Transit (BART) asked wireless providers to halt service in four stations in San Francisco to prevent protestors from communicating with each other. The action came after BART notified riders that there might be demonstrations in the city. All over the world people are using mobile devices to organize protests against repressive regimes, and we rightly criticize governments that respond by shutting down cell service, calling their actions anti-democratic and a violation of the rights to free expression and assembly. Are we really willing to tolerate the same silencing of protest here in the United States? BART's actions were glaringly small-minded as technology and the ability to be connected have many uses. Imagine if someone had a heart attack on the train when the phones were blocked and no one could call 911. And where do we draw the line? These protestors were using public transportation to get to the demonstration - should the government be able to shut that down too? Shutting down access to mobile phones is the wrong response to political protests, whether it's halfway around the world or right here at home. The First Amendment protects everybody's right to free expression, and when the government responds to people protesting against it by silencing them, it's dangerous to democracy.

  • A MyGov dashboard that allows every citizen to personalise the explosive growth of government services on the web was proposed today by Gordon Brown.
  • Brown said MyGov, which will eventually replace DirectGov, will end the current frustration of web users needing to identify themselves separately for different public services. He also said the dashboard will allow the citizen to manage their pensions, tax credits and child benefits, as well as pay council tax, fix doctors or hospital appointments, apply for schools of their choice and communicate with children's teachers.

    What CAFRs reveal is a communist-style policy whereby the US taxpayers surrender enormous assets to the state, who then "invest" these collective trillions that swell in these accounts. Concurrently, taxpayers are informed of budget deficits to either squeeze more taxes from them and/or cut public services. To add insult to injury, the state lies in omission by never reminding Americans of their hard-earned and withheld trillions as they eliminate jobs, reduce education, and attack the quality of our lives.

One tends to encourage participation, but this is understood as mechanisms facilitating feedback, not as tools making the public producers of content. From a commercial point of view information providers also want to facilitate easy access, but these actors also have strong interests in encouraging openness with users acting as producers of content. These actors are more likely to develop an understanding of the “quality of information” with a bias towards information’s ability to appeal and engage an audience

  • I find business cases for data publishers much more compelling than examples of how open data can be used. For a start, I don’t think it’s possible to predict how open data will be used or what that will mean in terms of economic or societal impact: the wide world into which it’s released is just too complex to know.
  • One argument I’ve heard made about government open data is that releasing it can help organisations avoid the costs of Freedom of Information requests.

  • Don't forget that there was some clamping down on social media in government during 2009 including the Marines restricting access to services such as Facebook, MySpace, Twitter. Progress in 2010 will be better in state and to a lesser extent local government. The federal government will also struggle with a consistent policy and approach for internal and external social computing, which probably won't emerge next year.

True results are being delivered in the private and public sector when customers/citizens are engaged in the process.  Platforms like BubbleIdeas, UserVoice, IdeaScale, and others, are being used to give citizens a voice in the daily execution of government. I
  • 4) Become agile, delivering on 100 day plans. While politicians often make promises for their first 100 days in office we rarely see clearly defined goals combined with execution plans and measurable outcomes publicly displayed.

  • You can build it but they won’t come. All successful open source projects build communities of supportive engaged developers who identify with the project and keep it productive and useful.
  • Ongoing maintenance and distribution of the data hasn’t been budgeted for almost all the data sets we have today. This attitude has to change, and new projects give us the chance to get it right, but most existing datasets are unfunded for maintenance and release.
