We were taught how to avoid the kind of bad decision making that can result by surrounding oneself with yes-men or fellow travelers. If Patricia Miller had bothered to do the fact-checking required by journalistic integrity she would have come across this video showing 30 feet of water above the fuel at Fukushima with all of the fuel bundles exactly where they’re supposed to be. Aside: Don’t we live in an amazing world? I just typed “Bay of Pigs groupthink” into my browser search box and instantly hit on exactly the link I needed to support the statement above. It even cites the book we used when I was a plebe in 1977, more than 33 years ago. End Aside. Not everyone, however, has the benefit of early leadership lessons about the danger of believing that a small group of likeminded people can provide actionable advice. Some of the people who are most likely to be victims of groupthink are those who adamantly oppose the continued safe operation of emission-free nuclear power plants. The writers who exclusively quote members of that tiny community have also fallen into the groupthink trap.   On October 8, 2011, the Berkeley Patch, a New Jersey based journal that regularly posts negative stories about Oyster Creek, featured an article titled Petitioners to NRC: Shut Down All Fukushima-Like Nuclear Plants . Here is a snapshot of the masthead, the headline and the lede. The article is a diatribe that quotes people on the short list of frequently quoted antinuclear activists including Paul Gunter, Michael Mariotte, Kevin Kamps, Deb Katz and Dale Bridenbaugh. The author faithfully reproduces some of their best attempts to spread fear, uncertainty and doubt using untruths about the actual events at Fukushima. For example, the article uses the following example of how antinuclear activists are still trying to spread the myth that the used fuel pools at Fukushima caught fire.   • NOTHING happend to the fuel in the pools at Fukushima. I would like to see some evidence other than the word of an activist who frightens kids for a living to support Gunter’s rant about peices of fuel being ejected miles away. From the looks of that video, the fuel didn’t move an inch. There is also a poll associated with the article. The poll discloses that it is completely unscientific, since it allows anyone to vote and is not based on randomly selected participants. However, I think that the results as of 0315 this morning are pretty amusing since the antinuclear opinion piece has been posted for nearly a week.
  • Perhaps this October 12, 2011 post titled Oyster Creek Response that was published on Clean Energy Insight has something to do with the way the results are shaping up with 1029 out of 1080 respondents (95.3%) saying that Oyster Creek should not stop operating. Here is one more example of how inbred the group of antinuclear activists has become. I am talking here about the people who are so adamantly opposed to using nuclear energy that they do not even want existing nuclear plants to keep on producing clean, emission free, low cost electricity. Michael Mariotte of NIRS makes the following extraordinary claim: Ninety-five percent of the people in the world know about Fukushima, Michael Mariotte of the Nuclear Information and Resource Service said.
  • “It took a really extraordinary event for 95 percent of the people in the world to know about it,” he said. “If they know about Fukushima, they know about Mark 1 reactors exploding in the air and releasing toxic radiation across the world and they know that’s not a good thing. Something has to be done to make sure that never happens again.” I could not let that one pass without a comment; I am quite sure that Mariotte has once again fallen victim to the fact that he surrounds himself with people who echo his own prejudices. Here is my response.
  • Marriotte makes an interesting statement by he claiming that “95% of the people in the world” know about Fukushima. That statement might be true about the people in the United States, where advertiser-supported television news programs covered the events with breathless hype for several months. I am pretty sure that you would have a difficult time finding anyone in China, central Africa, the Asian subcontinent, South America or the Middle East who can even pronounce Fukushima, much less know anything about GE Mark 1 containments. Most of them would not even know that they should be worried about radiation because they have never been taught to be afraid of something that they cannot smell, feel, taste, or hear especially when it occurs at levels that have no chance of making them sick within their expected lifetime. Mariotte, Gunter, Kamps, Katz and Bridenbaugh are all members of a vocal, but tiny group of people who have been carrying the water of the fossil fuel industry for decades by opposing nuclear energy, the only real competitor it has. They are victims of groupthink who believe that their neighbors in Takoma Park are representative of the whole world.
  • Just before making this comment, I voted in the unscientific poll associated with the article. 95% say that Oyster Creek should keep on powering New Jersey homes and businesses. They are not impressed by the Beyond Nuclear FUD; they like clean electricity.

#Radioactive Compost Has Already Spread Wide [27Jul11] - 0 views

  • From the press release by Akita prefectural government on July 25:A resident in Akita Prefecture alerted the authorities when the bag of leaf compost that he purchased from a local garden/home center measured high in radiation with his portable survey meter. The authorities tested the content of the bag, and it had 11,000 becquerels/kg of cesium.
  • At the garden/home center (2 locations) the air radiation 1 meter from the pile of the leaf compost bags measured as high as 0.48 microsievert/hr.
  • The press release is somewhat misleading, as it says the air radiation 1 meter from one bag of the leaf compost is 0.06 microsievert/hr. If you measure in front of the pile of the same bags, the radiation is as high as 0.48 microsievert/hr. Akita's air radiation level (which the prefectural government measures only at 2 locations) is between 0.04 and 0.06 microsievert/hr.According to Yomiuri Shinbun (7/27/2011), these bags were packed in Tochigi Prefecture, and 20,000 bags have already been sold in Akita Prefecture alone.

  • Shimotsuke Shinbun (local Tochigi paper; 7/27/2011) reports that Tochigi Prefecture tested the leaves that went into the leaf compost bags, and they found 72,000 becquerels/kg of radioactive cesium. The leaves were collected in the northern Tochigi in April, and was sold outside the prefecture from mid June to early July. The Tochigi prefectural government ordered the two sellers of leaf compost in Tochigi to recall what's been sold and refrain from shipping "voluntarily" (i.e. at the sellers' own cost, with no support from the government).Leaf composts are mainly used by the home gardeners. There may be many who hoped to grow their own, radiation-free vegetables and bought these bags to amend the soil for better growth of the seedlings. Well, that hope is dashed. The home gardeners may have ended up contaminating their own soil which may not have been contaminated before they put in the compost.
  • The Ministry of Agriculture, Forestry and Fisheries couldn't even figure out that cattle farmers feed their cows with rice hay. What the individual home gardeners use for their small gardens was probably none of their concern, as the Ministry is there for the producers.

    By allowing contamination to spread to the entire island, if not the country, epidemiological studies of the impact on health in the medium and long-term will be made impossible, as there will be no "control" group with which to compare that has not been exposed. The risk, of course, is to the export economy as eventually export products will become contaminated also and international trade with Japan may suffer. Who is going to buy a Japanese car, if they think it is likely to glow in the dark (for example)? And radioactive electronics will show higher failure rates. - comment from reader

"Dilute and Sell" - #Radioactive Tea Blended with Non-Radioactive Tea [03Oct11] - 0 views

  • A tea producer blended the tea with radioactive cesium with the tea without radioactive cesium so that he could sell off his radioactive tea. An operator of a sewer sludge plant knowingly sold radioactive sludge to a manufacturer of garden soil because there was no national government standard when he sold it. Their reason: "It's safer that way, as radioactive cesium will be diluted".Many Japanese consumers seem dismayed to find out that there are people among them who would do such a thing, but there are people like that, unfortunately. And as the article cites one government agency, it is clearly none of the government's business to do anything about it anytime soon.From Tokyo Shinbun paper version (not online; 10/3/2011), extremely quick translation subject to revision later if necessary:

  • As for green tea, the tea producer was mixing the tea that passed the provisional safety limit but which still contained radioactive cesium with the tea made in Kyushu, far away from Fukushima I Nuke Plant. The blend was the radioactive tea 20%, the Kyushu tea 80%.Most water purification plants had voluntarily stopped shipping the radioactive sludge until the provisional safety limit was decided. However, the company who runs this particular water purification plant that continued to ship says, "The detection level was low. If the sludge was made into the garden soil it would be diluted further". The company blames the manufacturers who bought the radioactive sludge, saying "The ultimate responsibility rests with those who make [the sludge] into final products and sell them". The company is currently selling the radioactive sludge to the businesses that supply dirt for construction projects, as the national government has sent out an instruction that "the use of radioactive sludge in the garden soil had better be suspended".According to the green tea producer, there weren't enough of the tea leaves that passed the safety limit [but still contained radioactive cesium] to make it worthwhile to sell, so the company decided to mix it to make a "blend tea". The person in charge of the "blend tea" says "We made it clear in the package that it was a "blend tea", so there should be no problem. We just wanted to make the tea safer for the consumers".
  • SuspicionThese practices are not illegal, and when the contaminated products are mixed with non-contaminated products there should be less ill-effect on humans. However, if this "dilute and sell" model takes hold, it will only add to doubt and confusion for the consumers. Damage from "baseless rumors" may spread to milk and rice. It has been a standard practice to mix milk from different locations. The same goes for rice.The national consumer association federation chief proposes the detailed labeling of the place of manufacture on a prefectural level so that the consumers can choose safely.
  • However, there is no law requiring the place of manufacture for the garden soil, and there is no voluntary guideline by the industry either. The national standard for food labeling only requires the label "Made in Japan" in the case of "blended" produce like rice and tea and processed foods; there is no requirement to show the name of prefecture where the product is made. The Consumer Affairs Agency of Japan [which is supposed to regulate the industries with the welfare of consumers in mind] is not going to do anything at this point, saying "Places of manufacture for the blended goods may change, so it is not practical to require detailed labels".
  • On the other hand, the head of the Worldwide Agricultural Policy Information Center is critical. He says "The role of the national government is to stop the spread of radioactive materials. To allow goods with radioactive materials to be diluted and and sold widely would be considered as approval by the national government to spread the contamination [all over Japan]". JA agricultural co-op Fukushima is also distrustful of the government policy [or lack thereof], saying "There will be no "baseless rumors" if the produce that is found with radioactive materials is not sold".However, for now, we can only count on the voluntary effort by the industries. A new national policy would be necessary, just like when there was a problem of labeling "made in Japan" and "imported" goods.

  • The first comprehensive survey of soil contamination from the Fukushima Daiichi nuclear plant showed that 33 locations spread over a wide area have been contaminated with long-lasting radioactive cesium, the government said Tuesday. The survey of 2,200 locations within a 100-kilometer (62-mile) radius of the crippled plant found that those 33 locations had cesium-137 in excess of 1.48 million becquerels per square meter, the level set by the Soviet Union for forced resettlement after the 1986 Chernobyl disaster. Another 132 locations had a combined amount of cesium 137/134 over 555,000 becquerels per square meter, the level at which the Soviet authorities called for voluntary evacuation and imposed a ban on farming.   • A scare last week in which technicians and observers warned of a possible chain reaction in Fukushima Daiichi’s destroyed reactor No. 2 has now been determined to be a “spontaneous fission incident” – a process of radioactive decay that does not involve a chain reaction.
  • The fears behind a possible chain reaction centered on the discovery of xenon gas as a possible harbinger of further fuel melts at the reactors – three of which experienced full meltdowns after the plant was hit by a 9.0 magnitude earthquake and tsunami in March. But both the plant’s owner, Tokyo Electric Power Co (TEPCO) and nuclear physicist Katsutada Aoki have said that the presence of xenon is not an indication that the wrecked fuel in the reactors has re-achieved “criticality” - or a sustained chain reaction of nuclear fission.  "The discovery of xenon in the reactor is no reason to fear anything serious," Aoki, an expert in nuclear engineering who headed the reactor physics division of the Atomic Energy Society of Japan, told the Japan Times.
  • TEPCO said this week that it considered the source of the xenon to be spontaneous fission because technicians had injected boric acid into the reactor vessel to reduce the likelihood of chain fission reactions but was still able to detect xenon. Temperature and pressure data from the unit also showed no change around the time of the xenon's discovery in another indication that chain reactions were not taking place. TEPCO slammed for spreading fear But Aoki criticized TEPCO, saying the utility could have done a better job analyzing the implications of the newly discovered xenon gases and avoided spreading needless fear that a nuclear chain reaction might have restarted. In a confusing and worrying announcement, TEPCO revealed last Wednesday that it found one one-hundred-thousandth of a becquerel per 1 cubic centimeter of xenon-133 and xenon-135 in gas samples from reactor No. 2, saying it might indicate the melted fuel in the reactor could have briefly reached criticality since xenon can be generated through such nuclear fission.

Another report by the French Institute for Radiological Protection and Nuclear Safety also stated that the amount of caesium-137 that flowed into the Pacific from the coastal plant is some 30 times more than was estimated by TEPCO.

  • Then came the test result: the level of radioactive cesium in a patch of dirt just yards from where his 11-year-old son, Koshiro, played baseball was equal to those in some contaminated areas around Chernobyl. The patch of ground was one of more than 20 spots in and around the nation’s capital that the citizens’ group, and the respected nuclear research center they worked with, found were contaminated with potentially harmful levels of radioactive cesium. “Everybody just wants to believe that this is Fukushima’s problem,” said Kota Kinoshita, one of the group’s leaders and a former television journalist. “But if the government is not serious about finding out, how can we trust them?”

  • Apparently Noguchi was not aware of the fact that the radiation has to wash somewhere, and it is likely that wherever it ends up will end up accumulating from other hot spots, spreading to wider areas and concentrating in even greater hot-spots.  But the cesium in the dirt is a big problem when its undetected on sports fields where children play, because Noguchi doesn’t think  people will purposefully eat it, but who has ever gotten dirt in their mouth when playing baseball, or is that not ‘eating’ the dirt? Last month, a local government in a Tokyo ward found a pile of composted leaves at a school that measured 849 becquerels per kilogram of cesium 137, over two times Japan’s legally permissible level for compost.
  • And on Wednesday, civilians who tested the roof of an apartment building in the nearby city of Yokohama — farther from Fukushima than Tokyo — found high quantities of radioactive strontium. Japanese nuclear experts and activists have begun agitating for more comprehensive testing in Tokyo and elsewhere, and a cleanup if necessary. Robert Alvarez, a nuclear expert and a former special assistant to the United States secretary of energy, echoed those calls, saying the citizens’ groups’ measurements “raise major and unprecedented concerns about the aftermath of the Fukushima nuclear disaster.”

  • from their website:   “We use a Lagrangian particles dispersal method to track where free floating material (fish larvae, algae, phytoplankton, zooplankton…) present in the sea water near the damaged Fukushima Daiichi nuclear power station plant could have gone since the earthquake on March 11th. THIS IS NOT A REPRESENTATION OF THE RADIOACTIVE PLUME CONCENTRATION. Since we do not know how much contaminated water and at what concentration was released into the ocean, it is impossible to estimate the extent and dilution of the plume. However, field monitoring by TEPCO and modelling by the Sirrocco group in University of Toulouse, France both show high concentration in the surrounding water (highest rate at 80 Bq/L and 24 Bq/L for respectively I-131 and C-137) . Assuming that a part of the passive biomass could have been contaminated in the area, we are trying to track where the radionuclides are spreading as it will eventually climb up the food chain.

  • The dispersal model is ASR’s Pol3DD. The model is forced by hydrodynamic data from the HYCOM/NCODA system which provides on a weekly basis, daily oceanic current in the world ocean. The resolution in this part of the Pacific Ocean is around 8km x 8km cells. We are treating only the sea surface currents.
