U.S. secretly asked Japan to help dump nuclear reactors [27Sep11] - 0 views

  • The United States secretly sought Japan's support in 1972 to enable it to dump decommissioned nuclear reactors into the world's oceans under the London Convention, an international treaty being drawn up at the time. Countries working on the wording of the pact wanted to specifically prohibit the dumping of radioactive waste at sea.
  • But Washington wanted to incorporate an exceptional clause in the case of decommissioned nuclear reactors. These facts came to light in diplomatic records held by the Foreign Ministry in Tokyo and released at the request of The Asahi Shimbun.
  • The documents obtained by The Asahi Shimbun were signed by Japan's ambassador to Britain and designated as top secret. According to the records, a U.S. State Department official who was part of the U.S. delegation discussing the terms of the treaty, met his Japanese counterpart in November 1972. In that meeting, the official explained that the United States had a number of early-stage nuclear reactors which had reached their life spans. He said Washington was facing problems disposing of them.

  • Since Japan, a key U.S. ally, had already started its own nuclear power generation program, Washington did not hesitate to seek Tokyo's backing for its request. It was apparent that the United States constructed nuclear reactors without having decided on disposal methods, forcing it to consider dumping them at sea after they were decommissioned.
  • Japan did not offer a clear answer when it was approached by the United States on the issue. Eventually, however, Washington succeeded in incorporating the clause into the treaty. In 1972, the United States was already dismantling early-stage nuclear reactors that had been used for testing. However, the disposal method of large-scale nuclear reactors for commercial purposes had not been decided although it was an issue that could not be shelved indefinitely.
  • The official noted that any attempt to bury the reactors on land would invite a public backlash. He also pointed to the financial difficulty of scientifically processing the reactors until the risk of radioactive contamination was totally eliminated. Then, the official said the only other option was to dump them at sea, and asked Japan for cooperation.
  • According to Kumao Kaneko, now aged 74 and then a member of the Foreign Ministry team involved in the negotiations, Japan did not take specific steps to assist the United States in this delicate matter. Eventually, during the general meeting of countries for the London Convention, the United States proposed incorporating a clause that would enable it to dump nuclear reactors at sea in exceptional cases in which all other means of disposal presented a risk to human health.
  • When presenting the proposal, the United States made no mention of its intention to dump its nuclear reactors at sea far into the future. The proposal was accepted. In the early 1970s, sea pollution was a huge international issue. Against that backdrop, countries worked feverishly to put the finishing touches on the London Convention. The treaty designated high-level radioactive substances as well as other materials, including mercury and cadmium, as waste whose dumping at sea is prohibited.
  • In 1993 revisions to the London Convention, the dumping of radioactive waste at sea was totally prohibited. However, the clause that approved of dumping in exceptional cases remained. For this reason, under the London Convention, it is possible for member countries of the treaty to dump radioactive waste at sea if they obtain the OK from the other parties as well as the International Atomic Energy Agency. According to the IAEA, the United States has not dumped radioactive waste at sea since 1970. Instead, it buries decommissioned nuclear reactors underground.

City resorts to secret dumping to deal with piles of radioactive dirt [05Aug11] - 0 views

  • FUKUSHIMA--Deep in the mountains, a 4-ton dump truck unloads burlap bags that land with a thud in a hole shaped like a swimming pool 25 meters long and more than 2 meters deep. Another dump truck soon arrives, also filled with burlap bags. The two male workers in the first truck wash off the tires and then rumble off. The Fukushima city government has not made this place known to the public, even to residents living near the area. That's because it is the dumping site for huge amounts of radioactive sludge and dirt collected by city residents cleaning up and decontaminating their neighborhoods.
  • "(If we did make the site public), garbage from other residents might come flooding in," a Fukushima city official said, emphasizing that the disposal site is only "temporary." The Asahi Shimbun was not the only witness to this secret dumping operation. A 74-year-old man who lives near the site with six family members, including his two grandchildren, said he has seen many dump trucks coming and going. "I am strongly opposed to them bringing such a large amount of radioactivity-contaminated dirt here," he said. "Even if authorities say it is a 'temporary' dumpsite, can they tell what they will do next?" The answer, for now, is "no."
  • Municipal officials say they are also frustrated because the central government has made no decision on a final disposal site for the contaminated sludge and dirt. The Nuclear and Industrial Safety Agency's decontamination manual released in July says municipalities can bury such waste if radioactivity levels are 8,000 becquerels or less per kilogram. But the manual does not mention final disposal sites.

  • The Hanford Site, in Washington, was an integral part of the US atomic bomb project, manufacturing plutonium for the first nuclear bomb and "Fat Man," used at Nagasaki. As the Cold War waged on, it ramped up production, supplying plutonium for most of America's 60,000 nuclear weapons. Although decommissioned, it still holds two thirds of the volume of the country’s high-level radioactive waste — about 53 million gallons of liquid waste, 25 million cubic feet of solid waste and 200 square miles of contaminated groundwater underneath the area, making it the most contaminated site in the US. The environmental devastation of this area makes it clear that the threat of radioactivity is not simply something that will arrive in a missile attack, but could be lurking in the heart of your own country.

  • 9. The Mediterranean
  • For years, there have been allegations that the ‘Ndrangheta syndicate of the Italian mafia has been using the seas as a convenient location in which to dump hazardous waste — including radioactive waste — charging for the service and pocketing the profits. An Italian NGO, Legambiente, suspects that about 40 ships loaded with toxic and radioactive waste have disappeared in Mediterranean waters since 1994. If true, these allegations paint a worrying picture of an unknown amount of nuclear waste in the Mediterranean whose true danger will only become clear when the hundreds of barrels degrade or somehow otherwise break open. The beauty of the Mediterranean Sea may well be concealing an environmental catastrophe in the making.

There are also allegations that Somalian waters and soil, unprotected by government, have been used for the sinking or burial of nuclear waste and toxic metals — including 600 barrels of toxic and nuclear waste, as well as radioactive hospital waste. Indeed, the United Nations’ Environment Program believes that the rusting barrels of waste washed up on the Somalian coastline during the 2004 Tsunami were dumped as far back as the 1990s. The country is already an anarchic wasteland, and the effects of this waste on the impoverished population could be as bad if not worse than what they have already experienced.

  • Located on the west coast of England, Sellafield was originally a plutonium production facility for nuclear bombs, but then moved into commercial territory. Since the start of its operation, hundreds of accidents have occurred at the plant, and around two thirds of the buildings themselves are now classified as nuclear waste. The plant releases some 8 million liters of contaminated waste into the sea on a daily basis, making the Irish Sea the most radioactive sea in the world. England is known for its green fields and rolling landscapes, but nestled in the heart of this industrialized nation is a toxic, accident-prone facility, spewing dangerous waste into the oceans of the world.

  • Mayak is not the only contaminated site in Russia; Siberia is home to a chemical facility that contains over four decades' worth of nuclear waste. Liquid waste is stored in uncovered pools and poorly maintained containers hold over 125,000 tons of solid waste, while underground storage has the potential to leak to groundwater. Wind and rain have spread the contamination to wildlife and the surrounding area. And various minor accidents have led to plutonium going missing and explosions spreading radiation. While the snowy landscape may look pristine and immaculate, the facts make clear the true level of pollution to be found here

  • Once the location for the Soviet Union’s nuclear weapons testing, this area is now part of modern-day Kazakhstan. The site was earmarked for the Soviet atomic bomb project due to its “uninhabited” status — despite the fact that 700,000 people lived in the area. The facility was where the USSR detonated its first nuclear bomb and is the record-holder for the place with the largest concentration of nuclear explosions in the world: 456 tests over 40 years from 1949 to 1989. While the testing carried out at the facility — and its impact in terms of radiation exposure — were kept under wraps by the Soviets until the facility closed in 1991, scientists estimate that 200,000 people have had their health directly affected by the radiation. The desire to destroy foreign nations has led to the specter of nuclear contamination hanging over the heads of those who were once citizens of the USSR.
  • The industrial complex of Mayak, in Russia's north-east, has had a nuclear plant for decades, and in 1957 was the site of one of the world’s worst nuclear accidents. Up to 100 tons of radioactive waste were released by an explosion, contaminating a massive area. The explosion was kept under wraps until the 1980s. Starting in the 1950s, waste from the plant was dumped in the surrounding area and into Lake Karachay. This has led to contamination of the water supply that thousands rely on daily. Experts believe that Karachay may be the most radioactive place in the world, and over 400,000 people have been exposed to radiation from the plant as a result of the various serious incidents that have occurred — including fires and deadly dust storms. The natural beauty of Lake Karachay belies its deadly pollutants, with the radiation levels where radioactive waste flows into its waters enough to give a man a fatal dose within an hour.
  • Considered one of the top ten most polluted sites on Earth by the 2006 Blacksmith Institute report, the radiation at Mailuu-Suu comes not from nuclear bombs or power plants, but from mining for the materials needed in the processes they entail. The area was home to a uranium mining and processing facility and is now left with 36 dumps of uranium waste — over 1.96 million cubic meters. The region is also prone to seismic activity, and any disruption of the containment could expose the material or cause some of the waste to fall into rivers, contaminating water used by hundreds of thousands of people. These people may not ever suffer the perils of nuclear attack, but nonetheless they have good reason to live in fear of radioactive fallout every time the earth shakes.

  • Home to one of the world’s worst and most infamous nuclear accidents, Chernobyl is still heavily contaminated, despite the fact that a small number of people are now allowed into the area for a limited amount of time. The notorious accident caused over 6 million people to be exposed to radiation, and estimates as to the number of deaths that will eventually occur due to the Chernobyl accident range from 4,000 to as high as 93,000. The accident released 100 times more radiation than the Nagasaki and Hiroshima bombs. Belarus absorbed 70 percent of the radiation, and its citizens have been dealing with increased cancer incidence ever since. Even today, the word Chernobyl conjures up horrifying images of human suffering.

  • CNN Money has quoted Beyond Nuclear's Kevin Kamps, defending Western Shoshone Indian Nation treaty rights against the Yucca Mountain high-level radioactive waste dump proposal: "...Yucca was originally Shoshone land, taken by the federal government in 1951 for weapons testing, said Kevin Kamps, a nuclear waste specialist at Beyond Nuclear. And Nevada was chosen not because it was a good site, but because it had the fewest representatives in Washington of any state under consideration, critics say. "The most common name for that legislation was the 'Screw Nevada Bill,' " said Kamps. "It never should have been targeted to begin with."..."
  • The U.S. government signed the "peace and friendship" Treaty of Ruby Valley with the Western Shoshone Indian Nation in 1863; it recognized Western Shoshone sovereignty at Yucca Mountain, throughout most of what is now the State of Nevada, as well as portions of California and Idaho.
  • The "Screw Nevada Bill," enacted into law in 1987, singled out Yucca Mountain as the only targeted site in the country to undergo further study as a potential high-level radioactive waste repository. The States of Washington and Texas, also on the target list, joined forces, and in coalition with eastern states also on the dumpsite target list, ganged up on Nevada. Texas and Washington had 32 and 12 Representatives in the U.S. House, respectively, whereas Nevada had but one. Texas and Washington also split between them the powerful positions of Speaker of the House and House Majority Leader at that time. Even Nevada's U.S. Senate delegation consisted of two low ranking first-term Senators. But one of those rookies was Harry Reid, who has since devoted his political career to stopping the Yucca dump, and now serves as Senate Majority Leader.

Environmental Racism, Tribal Sovereignty and Nuclear Waste [15Feb01] - 0 views

  • The tiny Skull Valley Band of Goshute Indians Reservation in Utah is targeted for a very big nuclear waste dump. Private Fuel Storage (PFS), a limited liability corporation representing eight powerful nuclear utilities, wants to "temporarily" store 40,000 tons of commercial high-level radioactive waste (nearly the total amount that presently exists in the U.S.) next to the two-dozen tribal members who live on the small reservation.
  • At the same time, the nuclear power industry contributed large sums to Congressional and Presidential campaigns, and lobbied hard on Capitol Hill to establish a "temporary storage site" at the Nevada nuclear weapons test site, not far from the proposed federal permanent underground dump for high-level atomic waste at Yucca Mountain, Nevada. Both these proposed "temporary" and permanent dump sites would be on Western Shoshone land, as affirmed by the 1863 Treaty of Ruby Valley. Yucca Mountain is sacred to the Western Shoshone, and their National Council has long campaigned to prevent nuclear dumping there.
  • Having lost its bid to "temporarily" store its deadly wastes on Western Shoshone land near Yucca Mountain, nuclear utilities have re-focused their hopes for "interim" relief on Nevada’s neighbor, Utah. PFS must have done its homework: it would be hard to find a community more economically and politically vulnerable than the Skull Valley Goshutes to the Faustian bargain of getting "big bucks" in exchange for hosting the nation’s deadliest poisons.

The PFS proposal is the latest in a long tradition of targeting Native American communities for such dumps. But there is another tradition on the targeted reservations as well–fighting back against blatant environmental racism, and winning.

Of 60 Indian communities directly targeted by the nuclear power establishment, 59 have fended off the threat.   • Enormous quantities of decommissioned Russian nuclear reactors and radioactive waste were dumped into the Kara Sea in the Arctic Ocean north of Siberia over a course of decades, according to documents given to Norwegian officials by Russian authorities and published in Norwegian media.

Tokyo Metropolitan Government Will Accept and Burn Disaster Debris from Tohoku, Renews ... - 0 views

  • First, the Tokyo government didn't tell anyone that they started dumping the radioactive ashes in the landfill in the Tokyo Bay in May. And now, without bothering asking the citizens, again, it will start bringing the disaster debris from Tohoku that are likely to be radioactive and burn in Tokyo.

  • In the disaster-affected areas in Tohoku, the amount of debris from tsunami is simply too huge for the affected municipalities to process by themselves. The national government has requested the prefectures and municipalities not affected by the disaster to take the debris and process. Responding to the request, the Tokyo Metropolitan government has decided to accept the debris from Iwate Prefecture for 2 and a half years till March 2014, and will sign an agreement with the Iwate prefectural government on September 30.
  • As to the "safe" level of burying the radioactive ashes and debris, that's totally meaningless now that the Ministry of Environment has allowed the burial of just about anything, even the ashes that measures over 100,000 becquerels/kg of cesium, as long as there are measures in place at the processing facilities that will prevent the leakage.
  • According to the government, the density of radioactive materials measured on the debris and in the ashes from burning the debris in Miyako City was lower than the national standard to allow burying. Outside Tohoku, Tokyo will be the first to accept the disaster debris from Tohoku. The Tokyo government plans to accept the total of about 500,000 tonnes of debris. The Metropolitan bureau of environment says "We want to contribute to the recovery and rebuilding of the disaster-affected areas".
  • The landfill beyond Aomi, Koto-ku is the same one in the Tokyo Bay that the Tokyo Metropolitan government has been dumping the radioactive ashes since May. (See my 9/13/2011 post.)
  • The Tokyo Metropolitan government will conduct public bidding to decide which contractors will get to process (incinerate) the disaster debris before starting to accept debris from Miyako City in Iwate Prefecture starting next month. The debris will arrive in Tokyo in containers by rail. Radioactive materials will be measured when the debris are shipped, and when they are burned. After incineration, the ashes will be buried in the landfill beyond Aomi in Koto-ku.
  • Apparently, when the Tokyo Metropolitan government answered questions from the Tokyo Metropolitan Assembly on September 28, it was already a done deal. Assemblyman Hirofumi Yanagase, who has been active in alerting the citizens about dangerous radiation levels at sludge plants and waste incinerators in his district in Tokyo, fumes (link is in Japanese):"The government said during the question and answer session in the Assembly on September 28 that the details were still being worked out. But then less than half a day later they announced a concrete plan of accepting 1,000 tonnes of debris from Iwate Prefecture by the middle of November."
  • NHK also reports that the Tokyo will launch the campaign to invite the 2020 Summer Olympics to Tokyo but with the reduced budget, after the lavish and unsuccessful campaign by Governor Ishihara the last time (for 2016) was heavily criticized. Now Isihara says he will only use 7 billion yen (US$91.5 million) of taxpayers' money instead of 14 billion yen he spent the last time.

Fukushima: Towards the Formation of a Radioactive Graveyard in the Pacific Ocean? [22Oc... - 0 views

  • No one wants to think about the massive aqueous deposition of radioactive materials into the Pacific Ocean, that much is now clear. By September estimates of released contamination had risen to over  3,500 terabecquerels of cesium-137 released into the sea directly from the plant between March 11 and the end of May. Another 10,000 terabecquerels of cesium fell into the ocean after escaping from the reactors in the form of steam.
  • "The question is, what is a reasonable interval to give people information?" said Dr. Robert Peter Gale, an American physician and expert on radiation who consulted on the 1986 nuclear disaster in Chernobyl and is now advising Japan's government.   • Experts Don't Fear A Radiation Graveyard Water was constantly required for the workers to be able to get any cooling into Reactors 1-4, when water went in, steam came out.  The ocean quickly became the radiation dumping ground, as untold tonnes of contaminated water has been confirmed to have directly flowed into the ocean, and TEPCO continually assured Japanese citizens that the majority of dispersal would occur over the Pacific.

  • TEPCO intentionally dumped radioactive materials into the ocean, as they had no additional room for storage, the levels showed no signs of decreasing, and all desalination hopes were falling woefully short.  It would also be found that many leaks around, and inside of the reactors were also finding their way into the Pacific, but the public was told that there would not be any risk to them, or the living creatures in the sea. After 7 months however, impact can be found all over the island nation, and spreading throughout the ocean, despite the expectations it would merely be diluted exponentially. In September, scientists from the government's Meteorological Research Institute and the Central Research Institute of the Electric Power Industry announced their findings at a meeting of the Geochemical Society of Japan, adding that some of the cesium will also flow into the Indian Ocean and, eventually, reach the Atlantic.
  • Floating Radioactive Debris Reaching Hawaii Sooner Than Expected The researchers believed that the cesium had initially dispersed into the Pacific from the coast of Fukushima Prefecture but would be taken to the southwest by the prevailing currents at a depth of around 1,300 feet.   • The Public Concern Was Never Really An 'Official' concern In the first few days after the March 11 earthquake and tsunami that damaged the Fukushima Daiichi power plant, government authorities and the company were criticized for not providing information in a timely fashion. A Kyodo News survey released Sunday found that 58% of respondents did not approve of the government's handling of the crisis at the nuclear plant. More than two weeks later, updates provided via news conferences, press releases, data charts and Twitter feeds have become very frequent and very technical. To a lay person, the onslaught of numbers and unfamiliar terms can feel indecipherable.
  • Initially reports had quieted concerns by stating that the materials would be diluted so vastly that the radioactivity would not be able to accumulate, and would not affect the environment.  The experts claimed they would track the deposition and floating radioactive debris field making its way on a trans-Pacific trip to the United States. Apparently, the experts in Japan didn't get the message.  The Japanese regularly tested the seawater only for 'popular' Iodine and Cesium isotopes instead of all known fission-produced radioactive materials, for the first 3 months after the disaster.  By March 31st, radioactive contamination concentration was 4,385 times the legal limit, up from 3,355 times on Tuesday, according to Kyodo. In response, the government had pledged to increase radiation monitoring on land and by sea and to consider increasing the evacuation zone — however time has shown little action would follow these vows.
  • This ruse would only work, if the officials could hold off on monitoring and tracking the deposition as long as possible, until the plume had finally moved away from the coastline. TEPCO had intentionally dumped over 11 tons of water in the first few weeks, all of which contained high concentrations of radioactive materials. There would be further reports that would be difficult to quantify, including unknown amount of contaminated water leaked into the ocean from a damaged reservoir, and a plethora of uncharted and un-monitored leaks from the reactors. After dealing with the spring, the tsunami season arrived and even more contamination entered the sea through fallout from the air, and through precipitation runoff.
  • By March 26th, the news broke that levels near the reactor were 1,250 times the legal limits, as the levels of I-131 reported just a few hundred meters offshore boomed to ten times the already increased levels in a matter of days.  Tepco also reported levels of caesium-137 - which has a longer half life of about 30 years - almost 80 times the legal maximum. Findings throughout the summer challenged experts and officials however, as radiation levels found contamination in some parts had risen over 3,000 times the normal levels. "This is a relatively high level," nuclear safety agency official Hidehiko Nishiyama said in a televised news conference. Drinking 500ml of fresh water with the same concentration would expose a person to their annual safe dose, Mr Nishiyama said, but he ruled out an immediate threat to aquatic life and seafood safety.
  • "Generally speaking, radioactive material released into the sea will spread due to tides, so you need much more for seaweed and sea life to absorb it," Mr Nishiyama said.   • The science ministry and the Fisheries Agency will strengthen testing on marine products and widen the survey for seawater for radiation contamination from the damaged Fukushima No.1 nuclear power plant. The tests on marine products will be conducted once a week, in principle, depending on the size of the fish hauls, in Fukushima, Miyagi and Ibaraki prefectures. The government eased restrictions on land use outside the 20-kilometer no-entry zone around the plant in September. It will now test waters 20-30 km from the plant for radiation, and eventually survey seawater beyond 280 km from the coast using more accurate instruments, officials said.

In Tama City, 3000 tons of radioactive ash was stocked but because the stocking facility has become full, they finally started dumping it into Tokyo Bay. It is supposed to be “lower than 8,000 Bq/Kg“, but it does not mean it is safe. Moreover, who could trust if it is really lower than 8,000 Bq/Kg? They say, that they try not to let it fly in the air and it will not contaminate the environment, but it is already flying around in the video.
