    This Guide comprises three sections. The first - a summary of the key issues - is presented in the form of a set of 'Frequently Asked Questions'. Its purpose is to provide readers with a quick and user-friendly introduction to Open Educational Resources (OER) and some of the key issues to think about when exploring how to use OER most effectively.The second section is a more comprehensive analysis of these issues, presented in the form of a traditional research paper. For those who have a deeper interest in OER, this section will assist with making the case for OER more substantively.
    The third section is a set of appendices, containing more detailed information about specific areas of relevance to OER. These are aimed at people who are looking for substantive information regarding a specific area of interest.

    The spectacular rise late last year in the price of bitcoin, the dominant virtual currency, has attracted much public attention as well as scholarly interest. This policy brief discusses how some features of bitcoin, as designed and executed to date, have hampered its ability to perform the functions required of a fiat money--as a medium of exchange, unit of account, and store of value. Furthermore, we document how various forms of intermediaries have emerged and evolved within the Bitcoin network, particularly noting the convergence toward concentrated processing, both on and off the blockchain. We argue that much of this process would have been predicted by established theories of financial intermediation, and we consider the theories' implication for the future evolution of intermediaries serving users of bitcoin or alternative virtual currencies. We then compare Bitcoin with other innovations to facilitate payment services, from competing alternative digital currencies to electronic payment protocols. We conclude with a broad consideration of the major factors that will likely shape the future development of Bitcoin versus other alternative payment systems. We predict that Bitcoin's lasting legacy will be the innovations it has spurred to payment technology, although the payment system will remain dominated by large processors because of economies of scale.

    Ordinary web users are literally shocked when understand the existence of the Deep Web, a network of interconnected systems, not indexed, having a size hundreds of times higher than the current web, around 500 times. For instance, Invisible Web contains nearly 550 billion individual documents compared to the one billion of the surface Web.
    All services, web pages, platforms or social network we commonly use (such: Facebook, Google, Amazon etc.. etc, are free for the simple reason that they are used to compile user profiles and collect information to sell to private companies and agencies for a large variety of purposes. The funniest part is that no hacker or cyber criminal steals any confidential information in this case, but we provide them spontaneously all information they need.
