"The Scholarly Communication in Africa Programme (SCAP) was a three-year research and implementation initiative that took place between March 2010 and August 2013. Hosted by the University of Cape Town, the programme engaged the Universities of Botswana, Namibia and Mauritius in a process aimed at better understanding the dynamics around scholarly communication in the Southern African higher education environment and advancing the open access agenda for the purpose of increasing the visibility of African research. This work was made possible by a grant from the Canadian International Development Research Center (IDRC). This report synthesizes research and findings from the four institutional case studies conducted at the Universities of Botswana, Cape Town, Mauritius and Namibia. It provides an overview the scholarly communication activity systems at work in these four Southern African universities."

My last week in Vietnam in Ho Chi Minh City was markedly different from my week in Hanoi in ways I did not expect. A spirit of entrepreneurship and optimism about the future of education in Vietnam has been palpable. I met with several entrepreneurs in Ho Chi Minh City.

There is a lot of talk about education technology and open education resources having a big impact on learners in developing countries. This article offers a brief glimpse into education entrepreneurship in Vietnam. Vietnam Open Education Resources (VOER) has supposedly pushed Vietnam to have a more developed OER system than any other country other than the US. I would be curious to see how Thiem would measure this claim. Platforms built around OER have potential to lower costs of materials, but they rely heavily on an active base of creators and self-publishers. There may always be an incentive for creators of especially good content to offer it for a price. In addition, just as a movie benefits from the guidance of an experienced director, a textbook or etextbook or any other large-format education content benefits substantially from an experienced curator who could charge for his/her work. I don't see this going away any time soon.

This presentation will discuss how property rights emerge, the viability of rights for future generations, and the how the existence of environmental externalities necessitates the inevitable emergence of common property rights regimes, grounded in the empirical example of Vermont's groundwater". This year, the fifth annual Publishers for Development (PfD) conference explored current developments in scholarly communication including their impact on publishers, researchers and information professionals in the global South. The rapid growth in open access, the potential for social media to increase communication of research and also new measures for the way research is used were all topics viewed from a Southern perspective. The one-day conference was held in London on 15 October and titled 'Forward Thinking: Developing a global research cycle which fully engages South and North'. It brought together publishers from 16 publishing houses, librarians and researchers from universities in Ghana, Uganda, Kenya, Bangladesh and Sri Lanka. Also present were representatives of organisations involved in research access, production and use such as the World Bank, African Journals Online, Research4Life, Development Research Uptake in Sub-Saharan Africa (DRUSSA), Talloires Network and Partnerships in Health Information.

While attending another work-related webinar, I heard about this web site and thought about this class. On the surface, this site looks like a portal to many, many other image and video repositories about the history and geography of the United States. Many are contributed by local public libraries, museums, archives, and historical societies. What caught my attention and connect to this course is that all the metadata of the repositories are open access, so that developers can take advantages of the metadata and create additional apps. In this sense, this site becomes a platform. The contents from the various repositories have different degrees of rights and restrictions for reuse, some are under CC, some are protected by copyright, but the metadata is all open!

This piece is related to the idea of open knowledge in that it deals with one professor's year-long experiment with synchronous teaching over a Skype connection. While the professor felt that it worked better and more seamlessly than anyone could have imagined, he remains unsure as to whether telepedagogy has a place in our traditional academic settings. While a bit different in scope, idea and execution than a mooc, it is another example of new ways in which traditional learning is giving way to 21st technology. Video conferencing is now an every day part of most businesses, and here is an entire semester's class being "phoned in" via Skype. As the article points out, its usefulness in a traditional setting is up in the air. Yet there would seem to be an obvious utility in bringing this give and take classroom setting to remote locations that might have internet access but not easy access to schools or specific professors. Yet another way to make knowledge or the access to knowledge more open.

Great post .. Well I think it may take time for people to adapt into the digital situations.. And in developing counties situation is even worst than that.. not only with skype , online at all would not work because people think and so use to the didactic pedagogy. All the things are centered with in the teachers presence..

This is an open textbook that Tony Bates is writing as part of the BC Open Textbook initiative. The topic is Teaching in the Digital Age. It's interesting as it's a work in progress and Tony has been blogging parts of the book to gain feedback as he is writing it. It's a topic that I am interested in. I do think it could use a substantial amount of copy editing, which it may yet receive, as may inconsistencies jump out at me in the TOC alone. I will be continuing to monitor this one as it develops further into his finished book.
