EDA is committed to fostering connected, innovation-centric economic sectors which support the conversion of research into products and services, businesses, and ultimately jobs through entrepreneurship. See SWTIA § 27. The DOC FY 2014-2018 Strategic Plan sets forth the strategic goal of working within and across ecosystems throughout the country to develop regional innovation strategies, including regional innovation clusters. Regional innovation strategies are a keystone of the Secretary of Commerce's commitment to building globally competitive regions. As part of this strategy, funding is available for capacity-building programs that provide proof-of-concept and commercialization assistance to innovators and entrepreneurs and for operational support for organizations that provide essential early-stage funding to startups. Under the RIS Program, EDA is soliciting applications for two separate competitions: the 2016 i6 Challenge, and the Seed Fund Support (SFS) Grant competition. Applicants may, but are not required to, submit proposals for more than one competition under the RIS Program.

The Labor-Management Cooperation Act of 1978 identifies the following seven general areas for which financial assistance would be appropriate: (1) to improve communication between representatives of labor and management; (2) to provide workers and employers with opportunities to study and explore new and innovative joint approaches to achieving organizational effectiveness; (3) to assist workers and employers in solving problems of mutual concern not susceptible to resolution within the collective bargaining process; (4) to study and explore ways of eliminating potential problems which reduce the competitiveness and inhibit the economic development of the company/plant, area, or industry; (5) to enhance the involvement of workers in making decisions that affects their working lives; (6) to expand and improve working relationships between workers and managers; and (7) to encourage free collective bargaining by establishing continuing mechanisms for communication between employers and their employees through Federal assistance in the formation and operation of labor-management committees. The primary objective of this program is to encourage and support the establishment and operation of joint labor-management committees to carry out specific objectives that meet the aforementioned general criteria. The term "labor" refers to employees represented by a labor organization and covered by a formal collective bargaining agreement. These committees may be found at the plant (company), area, industry, or public sector levels. A plant or company committee is generally characterized as restricted to one or more organizational or productive units operated by a single employer. An area committee is generally composed of multiple employers of diverse industries as well as multiple labor unions operating within and focusing upon a particular city, county, contiguous multicounty, or statewide jurisdiction. The Kennan Institute seeks fellowship applicants from diverse, policy-oriented sectors such as media, business, local government, law, civil society, and academia to examine important political, social, economic, cultural, and historical issues in Russia, Ukraine, and the region. Among the aims of the new fellowships are to build bridges between traditional academia and the policy world, as well as to maintain and increase collaboration among researchers from Russia, Ukraine, and the U.S.

The study of adult offender decision-making and desistance to commit crime typically has been approached from a rational choice perspective and a life-course perspective, respectively. With this solicitation NIJ seeks to expand the existing research by examining the process of adult offender decision-making. NIJ requests proposals that either expand the rational choice model and/or life-course model, use other theories to explain either the choice to commit crime or to desist from committing crime (e.g., behavioral economics, business models, psychology, or cognitive models), or any combination of these. Proposed research also should consider issues such as social context, emotions, default choices, or possibly environmental context to gain a better understanding of the overall decision-making process to commit or desist from committing crimes.

North American leaders are calling on youth to champion bold ideas for green growth. Youth are encouraged to look beyond incremental approaches and propose innovative science, technology and business solutions that address the complex sustainability challenges facing North America. Innovative ideas will: Create better or more effective products, processes, services, technologies, business models, marketing, supply chains and/or partnerships for the benefit of society, the economy and the environment. Contribute to the natural asset base of North American economies, create green jobs and/or economic opportunities for citizens in North America. Make good business sense in terms of profitability and potential for growth.

The IMEE program supports fundamental, multidisciplinary research on the impact of hazards and disasters upon civil infrastructure and society. The program is focused upon research on the mitigation of, preparedness for, response to, and recovery from multi-hazard disasters. Community and societal resilience and sustainability are important topics within the research portfolio of IMEE. The program is deeply multidisciplinary, integrating multiple perspectives, methods and results from diverse areas in engineering, social and natural sciences, and computing. Among these are civil, mechanical, transportation and system engineering; sociology, cognitive science and psychology, economics, geography, political science and urban planning; geology, biology and meteorology; and applied computing. Methodological innovations that span multiple, diverse disciplines are strongly encouraged.

The Minority Business Development Agency (MBDA) will provide Federal assistance to support innovative projects seeking to promote and ensure the inclusion and use of minority enterprises. This Announcement is a mechanism to encourage new activities, education, outreach, innovative projects or sponsorships that are not addressed through other MBDA programs. MBDA has established key priorities designed to overcome the unique challenges faced by minority business enterprises (MBEs). MBDA is now initiating new approaches to serve MBEs that compliment Presidential priorities and U.S. Department of Commerce goals. The Acquisition Research Program (ARP) (www.acquisitionresearch.net) conducts and supports research in academic disciplines that bear on public procurement policy and management. These include economics, finance, financial management, information systems, organization theory, operations management, human resources management, risk management, and marketing, as well as the traditional public procurement areas such as contracting, program/project management, logistics, test and evaluation and systems engineering management. The ARP is interested in innovative proposals that will provide unclassified and non-proprietary findings suitable for publication in open scholarly literature. Studies of government processes, systems, or policies should also expand the body of knowledge and theory of processes, systems, or policies outside the government. The following research areas are of special interest: Leading-edge techniques in data collection, management, visual analytics and decision-making; Robust risk modeling techniques; Performance metrics and methodologies; Collaboration and cross-functional teams; and, Model-Based Acquisition. Offerors bear prime responsibility for the design, management, direction and conduct of research. Researchers should exercise judgment and original thought toward attaining the goals within broad parameters of the research areas proposed and the resources provided. Offerors are encouraged to be creative in the selection of the technical and management processes and approaches and consider the greatest and broadest impact possible.

The Ohio Department of Job and Family Services' (ODJFS) announces the release of Request for Proposals (RFP) number JFSR1617158114 for the purpose of competitively selecting one state-funded Ohio college or university to conduct a formal evaluation study of the Wage Pathway grant project (Project) administered by the ODJFS Office of Workforce Development (OWD) under a Workforce Innovation Fund grant awarded by the United States Department of Labor (DOL). The Project will pilot the Wage Pathway Model, which is a skills-focused approach to place low-income, low-skill youth and young adults aged 16-24 in occupations that will lead to in-demand jobs. The selected vendor will design, plan, and implement methodologies, tools, and processes to evaluate the results of the Wage Pathway Model on the employment outcomes of Project participants. This opportunity is only available to state-funded Ohio colleges and universities. Consideration will be given to those with proposals that effectively demonstrate the capacity, experience, and expertise to effectively and accurately complete the deliverables and other activities described herein in a timely manner.

The Robert Wood Johnson Foundation, the nation's largest philanthropy dedicated solely to health, has issued a call for proposals for research on the ways that for-profit anchors advance health and well-being in the communities where they are located. Funded studies are expected to include rigorous empirical research that can inform the business case for why and how more companies serve as anchor institutions in their immediate surrounding geographies. Studies should also inform future RWJF strategies to motivate companies to act in a way that promotes health and well-being. Potential research questions might include: What factors facilitate or hinder anchor businesses from addressing health equity or social determinants of health? What are the motivations and incentives of anchor businesses across a range of sectors? What kind of equity-promoting narrative and framing resonates with the leaders of corporate anchor institutions? What interventions (led or co-led by corporate anchors) appear to be effective or show promise? What tools and resources would most help leaders of anchor businesses who are committed to community health improvement?
