This notice requests applications for special projects and programs aligned with the Minority Business Development Agency's (MBDA) strategic plans and mission goals for businesses within the American Indian, Alaska Native, and Native Hawaiian communities. This notice also provides the public with information and guidelines on how MBDA will select proposals and administer discretionary Federal assistance under this Broad Agency Announcement (BAA).

In September, Miami received notice from the government that our new F&A rates are: 44.5% for On Campus Organized Research 44.0% On Campus Sponsored Instruction 39.0% On Campus Other Sponsored Activities 26.0% Off Campus All Programs These rates are effective beginning September 1, 2014. Awards received beginning in September and all proposal submissions going forward will be required to use the new rates.

The U.S. Embassy Vientiane Public Diplomacy Section announces an open competition for organizations to submit project proposals for funding under the U.S. Embassy's 2018 Public Diplomacy Small Grants Program. This Notice of Funding Opportunity (NOFO) solicits proposals for projects that further the U.S. Mission's public diplomacy goals of strengthening people-to-people ties between Laos and the United States, expanding educational opportunities for Lao people to better engage with the United States and ASEAN, and building and strengthening local partners through the specific objectives listed below. Proposals for projects must focus on one of the priority areas specified below. Applicants should pay close attention to the Public Diplomacy Section's goals, priority program objectives, and target audiences when developing their proposals. Funding Opportunities include: Public Diplomacy Goals Education Inclusiveness and support issues related to: women, disabled persons, LGBT rights, ethnic minorities, other marginalized and stigmatized groups such as victims of human trafficking, underprivileged youth, or religious minorities. Amendment 1 to the NASA ARMD Research Opportunities in Aeronautics (ROA) 2019 NRA has been posted on the NSPIRES site. University Student Research Challenge (solicitation NNH19ZEA001N-USRC) seeks to challenge students to propose new aeronautics ideas/concepts that are relevant to NASA Aeronautics. USRC will provide students, from accredited U.S. colleges or universities, with grants for their projects and it includes the challenge of raising a modest amount of cost share funds through crowdfunding platform. The process of creating and preparing a crowdfunding campaign acts as a teaching accelerator - requiring students to act like entrepreneurs and taking action. Crowdfunding also raises awareness about students' research among the public. The solicitation goal can be accomplished through project ideas such as advancing the design, developing technology or capabilities in support of aviation, by demonstrating a novel concept, or enabling advancement of aeronautics-related technologies. There have been a number of changes from the previous USRC pilot project, including NASA providing a larger share of funds and half of that being provided upfront. Notices of Intent (NOIs) are not required for this solicitation. Proposals can be submitted at any time and will be evaluated in three cycles: October 30, 2019, February 26, 2020, and June 24, 2020.

The following programs have due dates that fall between October 1 - 25, 2013, and these dates are being revised due to the Federal  government shutdown. These revised dates apply whether the proposal is being submitted via the NSF FastLane System or  Grants.gov. Due to compressed proposal deadlines resulting from the shutdown, proposers are advised that they may experience a  delay when contacting IT Help Central with technical support questions. This report will take an in-depth look at the AbilityOne program and NCD's concerns pertaining to 14(c) certificates. NCD released a white paper in February 2019 which was a cursory look at the AbilityOne program (https://NCD.gov/publications/2019/cursory-look-abilityone). This report will pick up where the white paper ended and will include an in-depth review of how AbilityOne functions and interacts with its Central Nonprofit Agencies(CNAs) and Nonprofit Agencies (NPAs). NCD expects any proposal submitted in response to the solicitation to include how it will obtain data needed to determine the prevalence of 14(c) certificate holders among AbilityOne providers; how it will set up a partnership with the Department of Labor Office of Disability Employment and Policy (ODEP) to gather and provide concrete data showing the impact of varying scenariosPertaining to persons with disabilities and employers; and what methods will be used to examine each CNA individually. NCD also expects the final report developed by the contractor to examine what has been done to improve transparency since the 898 Advisory Panel Subcommittee to Eliminate Waste Fraud and Abuse called for improved transparency of the AbilityOne Program in July 2018. The contractor will develop recommendations and promising practices for federal agencies, state and local municipalities with the goal of improving employment outcomes for people with disabilities.
