The purpose of this Funding Opportunity Announcement (FOA) is to strengthen the capacity of the Government of Haiti (GOH) to effectively prevent HIV infections; improve care and treatment of HIV/AIDS and co-infections with emphasis on tuberculosis; build the capacity for the local and regional collection of strategic information and its use for program management and development; and increase the Government of Haiti's capacity to lead and manage a sustainable response to the HIV epidemic. The awardee will work directly with the GOH (and their local implementing partners) to identify the country's needs and priorities in managing a sustainable country-led response to the HIV epidemic. By the end of five years, the awardee will have provided sufficient technical assistance and capacity building in the identified priority areas to achieve an increased ability for the partner country to sustainably lead the activity. The recipient (grantee) of these funds is responsible for activities in multiple program areas designed to target underserved populations in Republic of Haiti. The grantee must show a measurable progressive reinforcement of the capacity of indigenous organizations and local communities to respond to the national HIV epidemic, as well as progress towards the sustainability of activities.

The National Institute on Aging (NIA) invites applications for new exploratory research projects (R21) involving secondary analyses of data in the Computerized Tracking System (CTS) database from the CALERIE (Comprehensive Assessment of Long-term Effects of Reducing Intake of Energy) trial to explore behavioral and psychosocial aspects of sustained caloric restriction (CR) in humans, including the translation of the CR adherence strategies used in the trial to promote healthy behaviors, especially for the prevention of weight gain with age. CALERIE was the first trial in humans to specifically focus on the effects of sustained CR. It demonstrated feasibility of sustained human CR (for at least two years) and favorable effects on predictors of longevity, as well as on cardiometabolic risk factors. The sustained weight loss in CALERIE has not been previously attained in any clinical study in non-obese individuals.

This NOFO will build on previous PEPFAR support under the HHS/CDC HIV treatment program in Côte d'Ivoire (CI) to ensure continuity of comprehensive HIV/AIDS services to an existing pool of clients receiving HIV/AIDS care, support, and/or treatment. The program will also continue expanding access to HIV/AIDS services while building the capacity of national structures and contributing to sustainable service delivery within the health sector in CI. Specifically, it serves to increase capacity and sustainability of the response toward controlling the HIV/AIDS epidemic by initially providing support for HIV service delivery aligning with PEPFAR geographic and programmatic pivots by local indigenous organizations and ultimately providing technical assistance to the national Ministry of Health and Public Hygiene (MSHP) to sustain and expand comprehensive HIV prevention, care, and antiretroviral therapy (ART) programs. The recipient(s) will combine a facility and community-based strategy to support HIV/AIDS services. At the end of the 5-year project period, the recipient(s) should be able to collect and evaluate program data that demonstrates improved quality of HIV prevention, care, and treatment services in CI and to transition activities to MSHP and/or local organizations to sustain a basic HIV service package.

This Funding Opportunity Announcement (FOA) is specifically designed to address the gap in translation by expediting the delivery of evidence-based HLBS interventions by supporting research that employs implementation frameworks to develop and test implementation strategies for EBP that are sustainable beyond the period of external research funding and which are transferable to other end-use stakeholders. The FOA supports pragmatic milestone-driven, single-site, biphasic, late-stage (T4) translation and implementation research projects which propose to identify and test adaptable implementation strategies that will increase the scale-up and sustainable use of EBPs for preventing and/or managing HLBS disorders. For the purpose of this FOA, late-stage translation and implementation research is defined as research to identify strategies to achieve sustainable uptake of proven-effective interventions into routine clinical, or public health practice and/or community-based settings to improve health. The FOA also supports the development and dissemination of the implementation strategy plan which may include re-usable infrastructure, e.g., national standards for data extraction and interoperability, so that others may adapt the implementation strategy(ies) and replicate sustainable success.

The purpose of this Funding Opportunity Announcement (FOA) is to invite Cooperative Agreement (U24) applications for the continued development and sustainment of high value informatics research resources to improve the acquisition, management, analysis, and dissemination of data and knowledge across the cancer research continuum including cancer biology, cancer treatment and diagnosis, early cancer detection, risk assessment and prevention, cancer control and epidemiology, and/or cancer health disparities. As a component of the NCI's Informatics Technology for Cancer Research (ITCR) Program, this FOA focuses on sustaining operations and improving the user experience and availability of existing, widely-adopted informatics tools and resources. This is in contrast to early-stage and advanced development efforts to generate these tools and resources that are supported by companion ITCR FOAs. The central mission of ITCR is to promote research-driven informatics technology across the development lifecycle to address priority needs in cancer research. In order to be successful, the proposed sustainment plan must provide clear justification for why the research resource should be maintained and how it has benefitted and will continue to benefit the cancer research field. In addition, mechanisms for assessing and maximizing the value of the resource to researchers and supporting collaboration and deep engagement between the resource and the targeted research community should be described.

This Funding Opportunity Announcement (FOA), issued by the National Institute of Nursing Research (NINR), is intended to encourage Research Project Grant (R01) applications that employ innovative research to identify mechanisms of influence and/or promote positive sustainable health behavior(s) in children and youth (birth to age 18). This announcement solicits applications for the Rural Health Care Coordination Network Partnership Program (Care Coordination Program). The purpose of the Rural Health Care Coordination Network Partnership Program is to support the development of formal, mature rural health networks that focus on care coordination activities for the following chronic conditions: diabetes, congestive heart failure (CHF) and chronic obstructive pulmonary disease (COPD). Care coordination in the primary care practice involves deliberately organizing patient care activities and sharing information among all of the participants concerned with a patient¿s care to achieve safer and more effective care. Rural Americans are unhealthier, with higher rates of chronic illnesses, such as diabetes, CHF, and COPD and have higher rates of high-risk behaviors such as smoking, physical inactivity, and poor nutrition.[1],[2],[3],[4] These high-risk behaviors cause many of the illnesses, suffering and deaths due to chronic diseases and conditions.[5] The increasing prevalence of chronic diseases and the high cost of health care in the U.S. bring treatment of the ¿whole¿ person to the forefront, especially as there are often psychosocial (psychological and social) issues related to chronic diseases; for example, there is a link between diabetes and depression. Purpose and Priorities The National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program will award grants that increase the understanding and adoption of established food safety standards, guidance, and protocols. Grants awarded through this program will be carried out in a manner that facilitates the integration of food safety standards and guidance with a variety of agricultural production systems, including conventional, sustainable, organic, and conservation and environmental practices carried out by the eligible entities. The National Institute of Mental Health invites applications to address implementation questions facing World Bank designated low- and middle-income countries (LMICs) in their efforts to scale up sustainable, evidence-based mental health interventions and thereby eliminate the mental health treatment gap for children, women, and men. The mental health treatment gap refers to the proportion of persons who need, but do not receive, care. In this funding opportunity announcement (FOA), the terms "scale up" and "going to scale" refer to intentional efforts to maximize the positive impact of mental health interventions successfully tested in experimental studies in order to benefit mental health care at the national level or at a regional level within a country, and to foster evidence-based mental health policy and program development on a lasting basis. Each awarded project is to integrate implementation research on scaling up sustainable, evidence-based mental health interventions (e.g., psychotherapeutic interventions, psychotropic medications, prevention, treatment, rehabilitation) with research capacity-building activities within LMICs in any one of the following geographical regions: East Asia and the Pacific; Europe and Central Asia; Latin America and the Caribbean; Middle East and North Africa; South Asia; Sub-Saharan Africa.  As a group, awardees of this FOA and RFA-MH-16-350 will constitute a global network for mental health implementation research in LMICs. The Substance Abuse and Mental Health Services Administration, Center for Mental Health Services is accepting applications for fiscal year (FY) 2013 Campus Suicide Prevention grants. The purpose of this program is to facilitate a comprehensive approach to preventing suicide in institutions of higher education. This program is designed to assist colleges and universities build a foundation for their efforts to prevent suicide attempts and completions and to enhance services for students with mental and substance use disorders that put them at risk for suicide and suicide attempts. The Campus Suicide Prevention grants support an array of campus activities to help grantees build a solid foundation for delivering and sustaining effective mental health and substance abuse prevention, treatment, and recovery support services. Successful applicants will provide "roadmap" of the process by which they have assessed or intend to assess suicide prevention needs and plan/implement infrastructure development strategies that meet those needs. The plan put forward in the grant application must show the linkages among needs, the proposed infrastructure development strategy, and increased system capacity that will enhance and sustain effective prevention programs and services which support SAMHSA's Prevention of Substance Abuse and Mental Illness Strategic Initiative. The plan must also address the needs of youth at high-risk identified by the National Action Alliance for Suicide Prevention; including, but not limited to: lesbian, gay, bisexual, or transgender (LGBT), American Indian/Alaska Natives (AVAN), military family members, and veterans.

The primary purpose of the Rural Access to New Opportunities in Water, Sanitation, and Hygiene (RANO-WASH) is to increase access to sustainable water supply, sanitation, and hygiene (WASH) services in targeted rural areas of Madagascar. RANO-WASH will expand access to sustainable WASH services; facilitate improved behaviors and use of those services; develop and support public-private partnerships; and strengthen governance at the community, commune, regional, and national levels. This Program Description articulates a strategic set of interventions that takes advantage of USAID/Madagascar's historic and current work in health, natural resources management, and agriculture, and its unique comparative advantages as a donor and a key partner.

The HIV/AIDS epidemic in Central America (CA) is concentrated, with low prevalence among the adult population but high prevalence among key populations (KPs), including men who have sex with men (MSM), transgender (TG) women (male to female), sex workers (SW), and certain ethnic groups, such as the Garifuna. In alignment with the IOM's recommendations, as well as the Central America Partnership Framework (PF) and the Office of the Global AIDS Coordinator's (OGAC) "Sustainability Planning Guidance Document: Advancing Country Ownership in PEPFAR III," this FOA prioritizes support for concrete efforts that assist ministries of health (MOH) in Central America to lead, manage, coordinate, and implement national responses to their respective concentrated epidemics while sustaining programmatic quality and coverage goals. Funding will support regional activities in 2 geographic clusters: Cluster A (Guatemala, Nicaragua, and Costa Rica) and Cluster B (Belize, El Salvador, Honduras, and Panama). Applicants must submit a separate application and budget for each geographic area (Cluster) they intend to implement.Cluster A - Guatemala, Nicaragua, and Costa Rica:* Regional expansion and enhancement of the Sexually-transmitted Infection Sentinel Surveillance and Control Strategy (VICITS, by its Spanish acronym), an HIV combination prevention intervention that includes improved STI diagnosis and treatment, condom promotion and distribution, HIV counseling and testing (HCT), linkage to care, and a second-generation surveillance information system.

The purpose of this funding opportunity announcement (FOA) is to strengthen capabilities of the Ministry of Health (MOH) and District Health Teams (DHTs) to conduct the following activities: (1) monitoring and evaluation (M&E) of HIV program including service quality assessment, (2) district led HIV programming (DLP); (3) conducting population case-based surveillance, and lastly (4) strengthening the Ministry of Health (MOH)-owned national Health Management Information System (HMIS), to generate timely, valid, consistent and complete data. This FOA is part of the PEPFAR overall sustainability plan and transition of HIV/AIDS monitoring and evaluation into the primary national health care system towards alignment to the national HIV/AIDS M&E framework and achievement of one national M&E system. The FOA also supports the PEPFAR implementation of a sustainability plan and investments in public health systems, quality improvement, and public health workforce development. At the end of the project, the main expected outcomes include increased use of information for evidence-based decision making, effective health programming at the district levels, and a well-functioning Health Management Information System. All the data collection and reporting activities will emphasize maintaining patients' and participants' confidentiality by treating information that they disclose in a relationship of trust. All of the information provided by patients/participants will be kept confidential and secure in locked rooms/drawers with limited access. Any data analyses will be conducted after all personal identifying information have been removed from electronic datasets.
