The overall goal of the program is to build the capacity of Federal Ministry of Health (FMoH) with regards to SBCC interventions while also developing effective messages and coordinating SBCC messaging across stakeholders. The authority for the RFA is found in the Foreign Assistance Act of 1961, as amended, and the Grants and Cooperative Agreement Act of 1977. While for-profit firms may participate, pursuant to 22 CFR 226.81, it is USAID policy not to award profit under assistance instruments such as cooperative agreements. However, all reasonable, allocable, and allowable expenses, both direct and indirect, which are related to the grant program and are in accordance with applicable cost standards (22 CFR 226, OMB Circular A-122 for non-profit organization, OMB Circular A-21 for universities, and the Federal Acquisition Regulation (FAR) Part 31 for-profit organizations), may be paid under the Cooperative Agreement.USAID expects to award one Cooperative Agreement based on this RFA. The Collaborative Research on Addiction at the NIH (CRAN) - composed of the National Institute on Drug Abuse (NIDA), the National Institute on Alcohol Abuse and Alcoholism (NIAAA), the National Cancer Institute (NCI), and - along with the Eunice Kennedy Shriver Institute of Child Health and Human Development (NICHD), the National Institute of Mental Health (NIMH), the National Institute on Minority Health and Health Disparities (NIMHD), and the Office of Behavioral and Social Sciences Research (OBSSR) intend to jointly fund the Adolescent Brain Cognitive Development (ABCD) Study Consortium using the cooperative agreement award mechanism.  The objective of the consortium is to establish a national, multisite, longitudinal cohort study to prospectively examine the neurodevelopmental and behavioral effects of substance use from early adolescence (approximately age 9-10) through the period of risk for substance use and substance use disorders.

The NIH Exploratory/Developmental Grant supports exploratory and developmental research projects by providing support for the early and conceptual stages of these projects. These studies may involve considerable risk but may lead to a breakthrough in a particular area, or to the development of novel techniques, agents, methodologies, models, or applications that could have a major impact on a field of biomedical, behavioral, or clinical research. These studies fall within the NIH definition of a clinical trial and also meet the definition of basic research. The primary purpose of the NIH Mentored Clinical Scientist Research Career Development Awards (K08) program is to prepare qualified individuals for careers that have a significant impact on the health-related research needs of the Nation. This program represents the continuation of a long-standing NIH program that provides support and "protected time" to individuals with a clinical doctoral degree for an intensive, supervised research career development experience in the fields of biomedical and behavioral research, including translational research. This Funding Opportunity Announcement (FOA) is designed specifically for applicants proposing to lead basic science experimental studies involving humans, referred to in NOT-OD-18-212 as prospective basic science studies involving human participants. The purpose of this FOA is to solicit applications to examine the impact of behavioral and social interventions designed to improve adherence to Medication Assisted Treatment (MAT) for persons with Opioid Use Disorders (OUD). Applications may address MAT initiation, implementation, and/or persistence by OUD patients. Descriptive and intervention research that address adherence determinants at more than one level levels of ecologic influence (including the patient, caregiver/family, providers and/or healthcare system, and community levels) are of higher priority. Attention to scientific rigor in all applications is paramount, with emphasis on appropriate sample sizes and valid outcome measures.

This Funding Opportunity Announcement (FOA) establishes an accelerated review/award process to support time-sensitive research to evaluate a new policy or program that is likely to influence obesity related behaviors (e.g., dietary intake, physical activity, or sedentary behavior) and/or weight outcomes in an effort to prevent or reduce obesity. This FOA is intended to support research where opportunities for empirical study are, by their very nature, only available through expedited review and funding. All applications to this FOA must demonstrate that the evaluation of an obesity related policy and /or program offers an uncommon and scientifically compelling research opportunity that will only be available if the research is initiated with minimum delay. For these reasons, applications in response to this time-sensitive FOA are not eligible for re-submission. It is intended that eligible applications selected for funding will be awarded within 4 months of the application due date. However, administrative requirements and other unforeseen circumstances may delay issuance dates beyond that timeline.

The Communication for Improved Health Outcomes Activity (CIHOP) will complement the existing efforts by the Government of the Republic of Mozambique (GRM) and development partners to expand access and improve the quality of health services in Sofala. Social and behavior change communications (SBCC) interventions are essential for garnering community support and for addressing human behaviors that are requisite for maximizing the health impact of these health system advances. CIHOP will improve Mozambique's capacity to design, implement, and coordinate high-quality SBCC, allowing health promotion efforts to more effectively reduce morbidity and mortality caused by preventable diseases

The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS), is accepting applications for fiscal year (FY) 2018 -Treatment for Individuals with Serious Mental Illness, Serious Emotional Disturbance or Co-Occurring Disorders Experiencing Homelessness (Short Title: Treatment for Individuals Experiencing Homelessness). The purpose of this program is to support the development and/or expansion of the local implementation of an infrastructure that integrates behavioral health treatment and recovery support services for individuals, youth, and families with a serious mental illness, serious emotional disturbance or co-occurring disorder (i.e., a serious mental illness [SMI] and substance use disorder [SUD] or a serious emotional disturbance [SED] and SUD who are experiencing homelessness. The goal of this program is to increase capacity and provide accessible, effective, comprehensive, coordinated, integrated, and evidence-based treatment services, peer support and other recovery support services, and linkages to sustainable permanent housing. To achieve this goal, SAMHSA will support three types of activities: (1) integrated behavioral health treatment and other recovery-oriented services; (2) efforts to engage and connect clients to enrollment resources for health insurance, Medicaid, and mainstream benefits (e.g. Supplemental Security Income (SSI)/Social Security Disability Insurance (SSDI), Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), etc.); and (3) coordination of housing and services that support sustainable permanent housing.

This Funding Opportunity Announcement (FOA) invites applications that seek to apply one or more innovative methodologies in communication research across the cancer control continuum, from prevention, early detection, diagnosis, treatment, and survivorship, to end of life. Applications to this FOA should utilize one or more of the following analytic approaches, methods, and data sources, including but not limited to social media data mining, Natural Language Processing (NLP) techniques, online social network analysis, crowdsourcing research tools (e.g., mTurk), online search data, Ecological Momentary Assessment, neuroscience and biobehavioral approaches to communication, and geographic information systems. The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH. The over-arching goal of this R25 program is to support educational activities that complement and/or enhance the training of a workforce to meet the nations biomedical, behavioral and clinical research needs and foster a better understanding of biomedical, behavioral and clinical research and its implications.

The National Institute on Aging (NIA) invites applications for new exploratory research projects (R21) involving secondary analyses of data in the Computerized Tracking System (CTS) database from the CALERIE (Comprehensive Assessment of Long-term Effects of Reducing Intake of Energy) trial to explore behavioral and psychosocial aspects of sustained caloric restriction (CR) in humans, including the translation of the CR adherence strategies used in the trial to promote healthy behaviors, especially for the prevention of weight gain with age. CALERIE was the first trial in humans to specifically focus on the effects of sustained CR. It demonstrated feasibility of sustained human CR (for at least two years) and favorable effects on predictors of longevity, as well as on cardiometabolic risk factors. The sustained weight loss in CALERIE has not been previously attained in any clinical study in non-obese individuals.

This FOA invites applications from qualified institutions to create a Roybal Center Coordinating Center (CC), serving the needs of the Roybal Centers for Translational Research on Aging program as well as the Roybal Centers for Translational Research on Dementia Care Provider Support program. The Roybal Coordinating Center will serve as a hub for the Roybal Center grant program. Roybal Center programs conduct translational in the behavioral and social sciences of aging, structured in accordance with the NIH Stage Model. Roybal Center program resources are intended for pilot and preliminary translational, multi-directional research at Stages 0 through IV of the behavioral intervention development pipeline with the goal of creating principle-driven interventions that improve the lives of mid-life and older people and the capacity of institutions to adapt to societal aging. The Roybal Coordinating Center will facilitate and coordinate trans-Roybal activities. The Center will work closely with the NIA Program Officer and, in coordination with all Roybal sites, will be responsive to requests generated by key Roybal site personnel, NIA, NIH, the scientific community, and the general public.

NIA's MD-PhD Training Program in Alzheimer's Disease and Its Related Dementias and the Behavioral and Social Sciences is designed to help strengthen the pipeline of physician-scientist leaders dedicated to using social and behavioral science approaches to addressing the nation's challenges posed by Alzheimer's disease and its related dementias (AD/ADRD). This FOA provides support to eligible domestic institutions to develop and implement effective approaches to integrated dual-degree training leading to the award of both an MD and a research doctorate degree (PhD or equivalent, e.g. DSW).

This funding opportunity is designed for applicants to propose how they will develop capacity for, deliver, and sustain evidence-based self-management education and support programs that address behavioral health and/or chronic pain among older adults and adults with disabilities. Goal 1: Through robust partnerships, develop a result-based, comprehensive strategy for addressing behavioral health and/or chronic pain among older adults and adults with disabilities living in your community. Goal 2: Significantly increase the number of older adults and adults with disabilities who participate in evidence-based self-management education and/or self-management support programs to empower them to better manage these chronic condition(s), while concurrently pursuing the sustainability of these programs beyond the end of the grant period.

The goal of the Smart and Connected Health (SCH) Program is to accelerate the development and use of innovative approaches that would support the much needed transformation of healthcare from reactive and hospital-centered to preventive, proactive, evidence-based, person-centered and focused on well-being rather than disease. Approaches that partner technology-based solutions with biobehavioral health research are supported by multiple agencies of the federal government including the National Science Foundation (NSF) and the National Institutes of Health (NIH). The purpose of this program is to develop next generation health care solutions and encourage existing and new research communities to focus on breakthrough ideas in a variety of areas of value to health, such as sensor technology, networking, information and machine learning technology, decision support systems, modeling of behavioral and cognitive processes, as well as system and process modeling. Effective solutions must satisfy a multitude of constraints arising from clinical/medical needs, social interactions, cognitive limitations, barriers to behavioral change, heterogeneity of data, semantic mismatch and limitations of current cyberphysical systems. 

The primary objective of this FOA is to stimulate innovative Convergent Neuroscience (CN) approaches to establish causal and/or probabilistic linkages across contiguous levels of analysis (e.g., gene, molecule, cell, circuit, system, behavior) in an explanatory model of psychopathology. In particular, applicants should focus on how specific constituent biological processes at one level of analysis contribute to quantifiable properties at other levels, either directly or as emergent phenomena.  Although not required, it is preferable that applications link at least three levels of analysis and include an emphasis on genetics. The projects under this FOA will develop novel methods, theories, and approaches through a CN team framework, bringing together highly synergistic inter/transdisciplinary teams from neuroscience and "orthogonal" fields (e.g., data/computational science, physics, engineering, mathematics, and environmental sciences). Successful teams will combine, expand upon, or develop conceptual frameworks and theoretical approaches, and build explanatory computational models that connect contiguous levels of analysis. Such frameworks, theories, and computational explanatory models should be validated through experimental approaches to elucidate biological underpinnings of complex behavioral (including cognitive and affective) outcomes in psychopathology. Additionally, a goal of this program is to advance research in CN by creating a shared community framework of resources which may be used by the broader research community to further research, as such, successful team will have robust plan for sharing data and other resources.

This announcement solicits applications for the Safe Infant Sleep Systems Integration (SISSI) Program.  SISSI aims to increase the adoption of safe infant sleep behavior among infant caregivers by activating champions of these protective behaviors within systems that intersect with families at risk.  An infant caregiver is defined as the individual who puts a baby down for sleep and could be a parent, grandparent, other family members, child care provider or other guardian.  Examples of systems that serve infant caregivers include, but are not limited to, home visiting programs, food and nutrition programs, community-based organizations such as Healthy Start, housing assistance authorities, child care, hospitals, community health clinics, as well as health care provider networks such as pediatricians, family physicians and obstetricians.
