The Division of Child, Adolescent, and Family Health (DCAFH) and the Division of Healthy Start and Perinatal Services (DHSPS), both parts of the Maternal and Child Health Bureau (MCHB) of the Health Resources and Services Administration (HRSA) in the U.S. Department of Health and Human Services (HHS) are accepting applications for the National Fetal, Infant, and Child Death Review Center (FICDRC or Center). Please read the entire FOA carefully before completing the application. The ultimate goal of fetal, infant and child death reviews is to prevent deaths of children through the use of information gained from systematic reviews that identify factors at the individual, environmental, clinical or systems levels that can be mitigated. Ideally by having this comprehensive review, factors associated with preventable deaths can be addressed. CDR and FIMR programs provide valuable information regarding fetal, infant and child deaths and provide insight into gaps in services, systems and modifiable risk factors not obtained from administrative surveillance systems. Information from these reviews can be used at the local, state and Federal levels to focus planning and policy development, quality improvement and health systems development, and to enhance efforts to develop and maintain risk reduction and prevention programs. This initiative will provide funds for a FICDRC to improve and strengthen state and local capacity to perform complete and accurate fetal and child death reviews including an estimated 1,200 CDR and 159 FIMR programs. Specifically, the Center will support the use of standardized data collection protocols and data elements to design prevention-oriented recommendations, and translate those recommendations into local, state and national program and policy development and quality improvement efforts. The Administration for Children and Families, Children’s Bureau announces the availability of one grant to: (1) implement a multi-system approach among public and private agencies integrating community and faith-based to promote effective partnerships; (2) develop or enhance a navigator program to meet caregivers own needs and the needs of the children they are raising; (3) utilize intensive family-finding activities, including search technology, effective family engagement, collaboration with child support, and other means to identify biological family members for the target population to create a greater volume of relationships and connectedness within their families and establish permanent family placements when appropriate; and (4) implement family group decision-making (FGDM) meetings for children in the child welfare system. The project funded under this announcement will be implemented through strong collaboration between the grantee and the public child welfare agency. The successful applicant will facilitate cross collaboration and data sharing among relevant agencies, including the courts, child welfare, Temporary Assistance for Needy Families (TANF), aging and family caregiver support programs, child support, fatherhood programs, education, domestic violence, mental health and substance abuse in order to better identify, assess, and service kinship caregivers and at-risk families within the child welfare system.

To advance its mission, the foundation is inviting applications for its Child Health Research Awards program. Through the program, grants of $165,000 over two years will be awarded to researchers who are within five (PhD scientists) or seven (physician-scientists) years of employment following completion of training with relevance to child health. Grants will be made in support of hypothesis-driven clinical, basic science, public health, health services research, or epidemiology projects focused on child health, with the goal of supporting newly independent faculty, providing them with the opportunity to demonstrate their creativity, and assisting them in the transition to other sources of research funding.

Under the 2016 - 2020 Country Development Cooperation Strategy (CDCS), USAID/Zimbabwe anticipates awarding a five-year $25 million cooperative agreement to provide technical assistance to the Ministry of Health and Child Care (MOHCC) at the national level and in Manicaland province. This award will be made through a full and open competition, under which any type of organization is eligible to apply. Building on the achievements of current USAID-supported activities, the purpose of the activity is improved maternal, youth, and child health and survival in beneficiary communities and populations. This activity will improve the health of women, youth, and children in Manicaland by strengthening maternal, newborn, child health and family planning (integrated MNCH-FP) service delivery throughout the continuum of care, i.e., from the home, to the community, to the primary care facility, and to the tertiary referral hospital. Continuum of care refers to a concept involving a system that guides and tracks patients over time through a comprehensive array of health services spanning all levels and intensity of care. Integrated MNCH-FP service delivery refers to combining together MNCH and FP health services in order to expand access to care, increase efficiencies, and improve health outcomes. The activity will also increase access to a broader range of family planning methods through outreach services at the national level.

Early Childhood Welfare - Children can only reach their full potential when all aspects of their development - intellectual, emotional, and physical - are optimally supported. Providing a safe and nurturing environment is essential, as is imparting the skills of social living in a culturally diverse world. To that end, the foundation supports projects that seek to perfect child-rearing practices and to identify models that can provide creative, caring environments in which all young children thrive. Early Childhood Education and Play - Research shows that children need to be stimulated as well as nurtured, early in life if they are to succeed in school, work, and life. That preparation relates to every aspect of a child's development, and everywhere a child learns - at home, in childcare settings, and in preschool. The foundation seeks to improve the quality of both early childhood teaching and learning, through the development of innovative curricula and research based pedagogical standards, as well as the design of imaginative play materials and learning environments. Parenting Education - To help parents create nurturing environments for their children, the foundation supports programs that teach parents about developmental psychology, cultural child-rearing differences, pedagogy, issues of health, and prenatal care and diet, as well programs that provide both cognitive and emotional support to parents.

The Administration for Children and Families (ACF), Office of Head Start (OHS) announces the availability of approximately $7,582,500 to be competitively awarded for the purpose of operating a National Center on Health, Behavioral Health, and Safety (NC HBHS). The NC HBHS will provide training and technical assistance (TTA) that reflects current evidence, is research-informed, and promotes best practices. The NC HBHS will strengthen professional development outcomes for staff and improve outcomes for children and families enrolled in Head Start and/or Early Head Start programs. The NC HBHS TTA efforts will lead to improved health, behavioral health, and safety of children and families. Because of the complex work the NC HBHS will conduct, the recipient will be expected to bring together knowledgeable subrecipients within the fields child nutrition and oral health; physical activity; health (including hearing and vision screening); behavioral health promotion and prevention, including the promotion of mental health, resilience and wellbeing; and the prevention of mental illness and substance use disorders; safety practices; child and adult trauma; child incidents and maltreatment; emergency preparedness, response and recovery; prenatal care; environmental health and safety; and staff wellness.

Zimbabwe’s HIV epidemic is declining but remains generalized, with a national prevalence of 14%, incidence among adults 15-64 years of 0.45% (~32,000 new infections annually) and a mother to child transmission (MTCT) rate of 5.2%despite prevention of mother-to-child transmission (PMTCT) coverage of 93%. There are approximately 1.4 million people living with HIV (PLHIV), steadily increasing as PLHIV live longer on treatment. However, testing, treatment, and viral suppression coverage lag behind the 90-90-90 targets; in particular, the“first 90” where 74% of PLHIV know their status. Zimbabwe’s Ministry of Health and Child Care (MOHCC) has highlighted human resource challenges across the entire continuum of HIV service delivery. As Zimbabwe has adopted the UNAIDS Fast Track strategy for epidemic control, differentiated care becomes increasingly necessary to increase convenience and access and decongest clinical facilities. These strategies have been piloted in different settings, but require rapid scale-up. This NOFO aims to reach epidemic control in the challenging, resource-constrained environment of Zimbabwe. Through a comprehensive approach addressing facility and community-based services, the recipient will provide direct support and technical assistance (TA) to accelerate the HIV service delivery cascade and improve data quality and utilization for decision-making. This notice announces the opportunity to apply for funding under the U5D MCH Pediatric Research Network (PedsRN) Program. The purpose of this program is to establish and maintain an interdisciplinary, national, multi-site research platform for scientific collaboration and infrastructure building. The Research Network will provide national leadership for applied and translational practice-based pediatric research and interventions to advance the evidence base for pediatric practice. PedsRN will accomplish this by supporting: collaborative practice-based research aimed at enhancing primary care practice, the development of evidence-based guidelines based on network research findings, and dissemination of findings in order to accelerate the translation of research into practice. This announcement solicits applications for the Improving Timeliness of Newborn Screening Diagnosis program. The purpose of the initiative is to improve the time to diagnosis and treatment for babies undergoing newborn screening (NBS) who receive a presumptive positive result. This initiative will fund one organization that will facilitate and coordinate collaborative learning and quality improvement (QI) activities by newborn screening programs using strategies that improve newborn screening timeliness. The overall goal for this initiative is to increase the number of states that meet the Secretary¿s Advisory Committee on Heritable Disorders in Newborns and Children (SACHDNC or Committee) recommendations on timeliness and the number of infants receiving timely diagnosis and treatment. The SACHDNC¿s duties include providing advice and recommendations to the Secretary concerning grants and projects awarded under section 1109 of the PHS Act and making systematic evidence-based and peer-reviewed recommendations to the Secretary that include the heritable disorders that have the potential to significantly affect public health, for which all newborns should be screened. In order to achieve the best outcomes for babies, the Committee has discussed the following time periods to improve notification of results*: 1) Presumptive positive results for time-critical conditions should be communicated immediately to the child¿s healthcare provider but no later than the fifth day of life. 2) All presumptive positive results for all other conditions should be communicated to the child¿s healthcare provider as soon as possible but no later than seven (7) days of life. 3) All NBS results should be reported within seven (7) days of life. *On February 12, 2015, the DACHDNC will finalize these recommendations. The purpose of this Brain Research through Advancing Innovative Neurotechnologies (BRAIN) Initiative is to encourage applications that will develop and validate tools and resources to facilitate the detailed analysis of brain microconnectivity. Novel and augmented techniques are sought that will ultimately be broadly accessible to the neuroscience community for the interrogation of microconnectivity in healthy and diseased brains of model organisms and humans. Development of technologies that will significantly drive down the cost of connectomics would enable routine mapping of the microconnectivity on the same individuals that have been analyzed physiologically, or to compare normal and pathological tissues in substantial numbers of multiple individuals to assess variability.  Advancements in both electron microscopy (EM) and super resolution light microscopic approaches are sought. Applications that propose to develop approaches that break through existing technical barriers to substantially improve current capabilities are highly encouraged. Proof-of-principle demonstrations and/or reference datasets enabling future development are welcome, as are improved approaches for automated segmentation and analysis strategies of neuronal structures in EM images.

This Activity will support the purpose described in USAID/OPHE's new Project Appraisal Document (PAD), which is to ensure that Cambodians seek and receive quality health care with decreased financial hardship through more sustainable systems. The Activity will contribute to this purpose through achievement of sub-intermediate result (Sub-IR) 2.1.1 (Improved health and child protection behaviors) and, to a lesser extent, Sub-IR 2.1.3 (Improved quality of public and private sector health and social services), from the Country Development Cooperation Strategy (CDCS): Improved health and child protection behaviors among Cambodians.
