The National Council on Disability (NCD) will seek proposals for a project which is intended to examine how, when and why persons with disabilities are institutionalized during and after natural disasters and provide recommendations to the appropriate federal agencies, states, local municipalities and others to mitigate institutionalization of persons with disabilities in future disasters. This report will illustrate the multiple scenarios in which persons with various types of disabilities are institutionalized instead of sheltered in the community or placed back into their community post disaster. This report will examine the systemic issues which continue to cause institutionalization of persons with disabilities to occur, such as misperceptions of the abilities of people with disabilities (assuming they need more assistance than is required); lack of actual physical access to shelters, and lack of staff and expertise at shelters and biased intake procedures. This report will also seek data to illuminate and quantify the occurrence of this issue. The National Council on Disability (NCD) expects this report to discuss the grave short and long-term implications institutionalization wreaks on a person with a disability, physically, mentally, and monetarily, and the financial burden it places on the community versus supporting a person with a disability within the community. The estimated contract period is 7 months. NCD will distribute its Institutionalization During and After Disasters Notice of Funding Opportunity to interested parties on May 8, 2018. NCD will expect interested parties to submit their responses by COB (close of business) June 5, 2018. Copies of the Notice of Funding Opportunity will be available on grants.gov and ncd.gov and may be requested by mail or picked up at NCD on or after the issue date of May 8, 2018.

To support a safer campus environment for all of Ohio's students, Governor John R. Kasich and the Ohio Department of Higher Education (ODHE) encourage immediate and thoughtful action to help prevent the occurrence of terrible crimes, and ultimately support every college and university's aim to provide an excellent and safe learning environment for students. With the goal of ending and preventing sexual violence on Ohio's campuses, the Chancellor of the Ohio Department of Higher Education is issuing this RFP for the development of a comprehensive, outcomes-based program to train coaches, staff, and faculty working with campus athletic programs. The program supports the following recommendations from the Changing Campus Culture report: · Empower staff, faculty, campus law enforcement, and students to prevent and respond to sexual violence through evidence-based training. · Communicate a culture of shared respect and responsibility. · Develop a comprehensive response policy. · Adopt a survivor-centered response. The Chancellor is seeking proposals from qualified vendor(s) and will review proposed model support services to implement comprehensive prevention and response training model for coaches, staff, and faculty working with campus athletic programs. The award of this RFP will result in a contract with the Chancellor.

Pharmaceutical company AmerisourceBergen created the AmerisourceBergen Foundation as a separate not-for-profit charitable organization with the aim of supporting health and education-related causes that enrich the lives of its global community. To accomplish that goal, the foundation provides funding for programs and organizations focused on expanding access to quality healthcare - both human and animal - around the world. In the view of the foundation, the current epidemic of opioid abuse and misuse is a crisis that demands attention, action, and accountability. Understanding the need for expediency, the foundation is inviting grant-funded nonprofit organizations to submit proposals that describe how it can best contribute resources and funding to address opioid abuse and misuse. Grants will be awarded for the most innovative and constructive solutions in one of two key areas of focus: safe disposal and education around prevention. Applicants are strongly encouraged to identify and leverage existing, proven, evidence-based frameworks and strategies, as well as existing tools and materials, but may also propose original and innovative projects. Applications focused on education may address a spectrum of needs, but priority will be given to the effective dissemination of the following topics: provider education about appropriate opioid prescribing; patient education about the risks and effects of prescription opioids, and what to do if they have concerns about addiction; public education, especially aimed at rural communities; training to reduce youth risk factors (such as delinquency) and boost protective factors (such as decision-making skills for problem solving and resisting peer pressure; addiction as a childhood onset condition; preventing teens from initiating problematic opioid use in the first place; and advising parents of teens to lock up prescription opioid medications and dispose of old pills.

The purpose of this funding opportunity announcement (FOA) is to replicate and scale up programs that include the protective factors shown to be effective in the prevention of risk behaviors, including teen pregnancy. The overall goal is to promote healthy adolescence and to address youth sexual risk holistically or across the interrelated factors that promote optimal health and result in healthy decision-making and teen pregnancy prevention. Target populations Applicant should target participants and communities most at risk. Applicants should select a population(s) within a community that has a teen birth rate, STD rate, sexual activity rate, or other measure of sexual risk that is either at or above the national average as published in a current federal report or one that has not experienced a decline commensurate with national declines. Each selected community must be defined by clear geographic boundaries in order to assure that the number of youth served can be identified and sexual risk rates can be monitored.

The Robert Wood Johnson Foundation has issued a Request for Proposals for its Evidence for Action: Making Health a Shared Value program. The purpose of the program is to improve the foundation's understanding of the Action Area 1 drivers and outcomes related to health, well-being, and equity, particularly with respect to disadvantaged children and families. To that end, the foundation seeks evidence on the extent to which Action Area 1 drivers - mindsets and expectations, sense of community, and civic engagement - can be changed through intervention at the individual or population levels, resulting in better health, well-being, and equity outcomes. An ideal study to provide such evidence would experimentally manipulate a driver, measure changes in that driver, and then measure resulting health impacts. However, RWJF recognizes that a variety of constraints could preclude such a design within the parameters of this funding opportunity. Consequently, the foundation has established two key aims for funding through the program. 1) Aim 1: To test the effects of specific interventions on the Action Area 1 drivers, in order to determine the extent to which they can be changed; and 2) Aim 2: To establish evidence of causal relationships between Action Area 1 drivers and health outcomes.

In addition to providing respite care and enjoyable group activities that build on the strengths and abilities of participants, the programs offer family caregivers access to services such as counseling, support groups, information and referral, training, and education. With a nationwide network of programs providing regular respite services, the program demonstrates that a cost-effective social model of adult day services can successfully address the special needs of Alzheimer's families. To that end, grants of up to $15,000 will be awarded to up to fifteen Group Respite and Early Memory Loss programs to develop a new dementia-specific social model program. Grant funds may not be used to support or expand the hours, days, or service capacity of existing social, health, or medical model programs or to serve mixed populations. Applications must be received no later than June 27.

The purpose of this funding opportunity announcement is to develop and test new and innovative strategies to prevent teen pregnancy, promote healthy adolescence and address youth sexual risk holistically. The goal is to improve healthy decision-making and future thriving by enhancing protective factors with youth, with supplementary focus possible at the systems-level, with families and among caregivers. Projects are expected to have high potential to enhance protective factors shown to improve the health of adolescents.

With this solicitation, NIJ seeks to build knowledge on best practices in offender reentry. Specifically, NIJ requests proposals for rigorous research to examine reentry initiatives for adult or juvenile offenders that incorporate promising practices, strategies, or programs. These initiatives may be applicable to institutional or community corrections, or both. Preference will be given to applications that propose to use a randomized controlled trial (RCT). This research supports the U.S. Department of Justice priorities to reduce violent crime and to protect police and other public safety personnel by reducing recidivism and giving individuals tools to be law-abiding productive members of society.

The Brookdale Foundation Group works to advance the fields of geriatrics and gerontology and to improve the lives of senior citizens. The Brookdale National Group Respite Program awards seed grants to service providers that plan to offer new, dementia-specific Group Respite or specialized Early Memory Loss (EML) programming to participants, along with support to caregivers, in order to help individuals remain in their communities. All funded programs must provide a day program for people affected by Alzheimer's disease or other dementia, which is limited to those who are cognitively impaired. Grants of $10,000 will be provided in year one, renewable for $5,000 for the second year, based on evaluation of first year's activities and potential for future continuity of the program. OCRFA's Woman to Woman is a peer-to-peer support program for women with gynecologic cancers. The programs pairs gynecologic cancer patients with trained survivor volunteers who provide one-on-one emotional support and mentoring to women when they need it most. From the moment of diagnosis through the end of treatment, Woman to Woman survivor volunteers have helped hundreds of women and their families cope with gynecologic cancer.

The Employment and Training Administration (ETA), U.S. Department of Labor (DOL, the Department, or we), announces the availability of approximately $82.5 million in grant funds authorized by Section 169 of the Workforce Innovation and Opportunity Act (WIOA), which authorizes research and evaluations to improve the management and effectiveness of workforce programs and activities. Through this Funding Opportunity Announcement (FOA), ETA seeks to enhance both adult and young adult reentry strategies through collaboration with the field to identify and respond to emerging or chronic reentry challenges. This FOA provides the opportunity for organizations to build customized projects. Applicants must propose evidence-based and evidence-informed interventions, new interventions that theory or research suggests are promising, or a combination of both that lead to increased employment outcomes for their target populations. The Department is especially interested in program models that offer apprenticeship opportunities.

The purpose of the RRTCs, which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to achieve the goals of, and improve the effectiveness of, services authorized under the Rehabilitation Act through well-designed research, training, technical assistance, and dissemination activities in important topical areas as specified by NIDILRR. These activities are designed to benefit rehabilitation service providers, individuals with disabilities, family members, policymakers and other research stakeholders. The purpose of this particular RRTC is to conduct research, training, and related activities to contribute to optimal community living and participation outcomes of people with intellectual and developmental disabilities.

Cat 1: This program will fund a national membership and accreditation organization for children’s advocacy center programs. The funding will enable the successful applicant to provide services to membership organizations and to implement standards for program accreditation. Cat 2: This program will provide funding to manage a national grant awards program for local children’s advocacy center programs. Cat 3: This program funds CACs to provide services for child pornography victims. Cat 4: This program will fund a national organization to implement a pilot program targeted to communities with substantial military installations for the purpose of establishing CAC models inclusive of the following military partners; military investigative agencies, medical and Command personnel, and Family Advocacy Program representatives.

The Brookdale Foundation Group works to advance the fields of geriatrics and gerontology and to improve the lives of senior citizens. The Foundation's Relatives as Parents Program provides support for the creation or expansion of services for grandparents and other relatives who have taken on the responsibility of surrogate parenting when the biological parents are unable to do so. Funded programs must include supportive services to relative caregivers and the children they are raising, with emphasis on families that are not in the formal foster care system. Programs must also include regular ongoing support, and educational or social groups for relative caregivers and the children in their care. Up to 15 programs will receive a seed grant of $15,000 ($10,000 and $5,000 respectively), contingent on progress made during year one and potential for continuity in the future. The “Access to Integrated Employment: National Data Collection on Day and Employment Services for Citizens with Developmental Disabilities” project is a longitudinal study describing day and employment services nationwide for individuals with developmental disabilities. The project will: Study the effectiveness of state developmental disabilities agencies and vocational rehabilitation agencies in promoting full inclusion of individuals with intellectual and developmental disabilities through employment and other community activities Describe national trends in the employment and economic status of youth and adults with intellectual and developmental disabilities on a state and national basis Highlight practices and outcomes in the transition from school to employment and promote policy enhancing integrated employment at both the systems and customer levels Develop guidelines for community-based non-work activities Implement www.statedata.info External Web Site Policy, a website illustrating service system investment in day and employment services, and www.realworkstories.org External Web Site Policy, a website featuring successes of youth with intellectual and developmental disabilities in paid jobs in their communities Provide an online catalog of innovative state-level strategies that influence policy and facilitate access to integrated employment Collaborate with other AoD data collect projects to show targeted current year and longitudinal data on the project website.

This project is a longitudinal study of annual state-by-state and national statistics on residential services and supports for people with intellectual and developmental disabilities. The project will include funding for supports and services from a variety of sources, including public and non-public, Medicaid-funded and non-Medicaid-funded residential and supportive services. The project will: • Utilize a large multistate database on individuals with developmental disabilities to examine the associations between personal characteristics, housing, financing and support models, state systems on inclusion, self-determination, satisfaction, and outcomes • Conduct state policy and program surveys on key topics in residential and other community services • Maintain a clearinghouse of information and resources on consumer-controlled housing, the direct support workforce, and community living outcomes The project will disseminate research using annual reports, the IMPACT, and theQualityMall.org website. The Build-a-Report tool and website allow reports to be customized. The grantee will collaborate with other AoD data collection projects to show targeted current year and longitudinal data on the project website.  

State of the States in Developmental Disabilities-On-going Data Collection and Information Dissemination "The State of the States in Developmental Disabilities" is a comparative nationwide longitudinal study of public financial commitments and programmatic trends in developmental disabilities services and supports. The project’s activities include: • Analyzing developmental disabilities financial and programmatic trends in each state and the District of Columbia • Identifying trends and innovations in the financing of family support supported living, and supported employment in the states • Completing special studies, such as Medicaid spending for special education • Collaborating with other ACL data collection projects to show targeted current year and longitudinal data on the project website • Providing a create-a-chart option allowing reports to be customized

NIJ has a longstanding history of collaborating with, and supporting the Office for Victims of Crime (OVC) on research, evaluation, and programmatic projects. Over the years, the shared priorities of OVC and NIJ have resulted in a number of collective projects, workshops, and research. In 2013, OVC identified a need for the development of research to build a body of evidence-based knowledge on victims and victimization across several areas of victim services.

NIJ is seeking applications for rigorous program evaluation of specific services for victims of crime including housing, legal assistance, and technology-based services. This solicitation is for a planning phase not to exceed a 24 month period of performance.
