The purpose of the Jobs Plus Pilot program is to develop locally-based, job-driven approaches to increase earnings and advance employment outcomes through work readiness, employer linkages, job placement, educational advancement, technology skills, and financial literacy for residents of public housing. The place-based Jobs Plus Pilot program addresses poverty among public housing residents by incentivizing and enabling employment through earned income disregards for working families, and a set of services designed to support work including employer linkages, job placement and counseling, educational advancement, and financial counseling. Ideally, these incentives will saturate the target developments, building a culture of work and making working families the norm. The Jobs Plus Pilot program consists of the following three core components: Employment-Related Services Financial Incentives – Jobs Plus Earned Income Disregard (JPEID) Community Supports for Work Applicants are encouraged to develop key partnerships to connect participants with any other needed services to remove barriers to work. An Individualized Training and Services Plan (ITSP) should be developed for each participant to establish goals and service strategies, and to track progress. Background HUD, the Rockefeller Foundation, and the MDRC, through a public-private partnership, designed and supported the Jobs Plus program model between 1998 and 2003. HUD has issued two separate evaluation reports on the demonstration, in an effort to identify and document the most promising approaches to increasing employment among families in public housing. Each evaluation showed ongoing positive effects for residents when the program was well-implemented and included the three core elements.

Cooperative agreements awarded under this Funding Opportunity Announcement will support projects to state, county, and tribal Temporary Assistance for Needy Families (TANF) programs to plan and develop a comprehensive approach for integrating innovative strategies in one of two select activities: (1) to increase the use of innovative client coaching to foster the success of TANF participants in securing and retaining work; or (2) to integrate career pathway, occupation-focused employment models into TANF programs. The purpose of the RRTCs, which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to achieve the goals of, and improve the effectiveness of, services authorized under the Rehabilitation Act through well-designed research, training, technical assistance, and dissemination activities in important topical areas as specified by NIDILRR. These activities are designed to benefit people with disabilities, family members, rehabilitation service providers, policymakers and other research stakeholders. The purpose of this particular RRTC is to conduct research, training, technical assistance, and related activities to contribute to effective support of family caregivers of people with disabilities, and ultimately to improved community living, health and function, and employment outcomes of people with disabilities who are supported by family members.

The Administration for Children and Families (ACF) plans to solicit applications for Child Care Policy Research Partnership grants. These four-year cooperative agreements will be conducted through partnerships between CCDF Lead Agencies in states, territories, or tribes and researchers from institutions of higher education, research organizations, and other eligible organizations. Applications are invited from CCDF Lead Agencies, institutions of higher education, research organizations, and other organizations with proven expertise conducting policy research. The work supported by this grant program should be collaborative from start to finish. Specifically, the CCDF Lead Agency and their research partners need to work together throughout all phases of the project. Child Care Policy Research Partnership grantees will be expected to pursue research questions of national and state relevance. Therefore, grantees are encouraged to include other local and state child care stakeholders. These projects are intended to add to our knowledge about the efficacy of child care subsidy policies and quality improvement initiatives that support employment and self-sufficiency outcomes for parents, increase low-income families' access to high quality child care programs, and promote positive learning and school readiness outcomes for children. THE ADMINISTRATION for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau (FYSB) announces the availability of funds under the Transitional Living Program (TLP) and Maternity Group Home (MGH). THE PURPOSE of FYSB’s TLP and MGH grant programs are to implement, enhance, and/or support effective strategies for successful transition to sustainable living for runaway and homeless youth ages 16 to under 22 and/or pregnant and parenting youth ages 16 to under 22 and their dependent child(ren). Both projects must provide safe, stable, and appropriate shelter for 18 months and, under extenuating circumstances, can be extended to 21 months and provide comprehensive services that supports the transition of homeless youth to self-sufficiency and stable, independent living. Through the provision of shelter and an array of comprehensive services, TLP youth will realize improvements in four core outcome areas (i.e., safe and stable housing, education/employment, permanent connections, and social and emotional well-being.) GRANTS AWARDED under this announcement will have a start date of May 1, 2018 and the project period will be 41 months. The initial award will be for 17 months and run from May 1, 2018 through September 29, 2019.

State of the States in Developmental Disabilities-On-going Data Collection and Information Dissemination "The State of the States in Developmental Disabilities" is a comparative nationwide longitudinal study of public financial commitments and programmatic trends in developmental disabilities services and supports. The project’s activities include: • Analyzing developmental disabilities financial and programmatic trends in each state and the District of Columbia • Identifying trends and innovations in the financing of family support supported living, and supported employment in the states • Completing special studies, such as Medicaid spending for special education • Collaborating with other ACL data collection projects to show targeted current year and longitudinal data on the project website • Providing a create-a-chart option allowing reports to be customized

The Administration on Intellectual and Developmental Disabilities (AIDD) within the Administration for Community Living (ACL), U.S. Department of Health and Human Services (HHS) forecasts the possible availability of Fiscal Year (FY) 2017 funds to make five-year grants to up to forty- two entities designated as University Centers for Excellence in Developmental Disabilities Education, Research, and Service (UCEDD). These grantees carry out four core functions: (1) interdisciplinary pre-service preparation and continuing education of students; (2) community services, including training, technical assistance, and/or demonstration and model activities; (3) research; and (4) dissemination of information. UCEDDs are interdisciplinary education, research and public service units of universities, or public or not-for-profit entities associated with universities that implement the four core functions addressing, directly or indirectly, one or more of the areas of emphasis (e.g., quality assurance, education and early intervention, child care, health, employment, housing, transportation, recreation and other services available or offered to individuals in a community, including formal and informal community supports, that affect their quality of life).
