The Employment and Training Administration (ETA), U.S. Department of Labor (DOL, the Department, or we), announces the availability of approximately $82.5 million in grant funds authorized by Section 169 of the Workforce Innovation and Opportunity Act (WIOA), which authorizes research and evaluations to improve the management and effectiveness of workforce programs and activities. Through this Funding Opportunity Announcement (FOA), ETA seeks to enhance both adult and young adult reentry strategies through collaboration with the field to identify and respond to emerging or chronic reentry challenges. This FOA provides the opportunity for organizations to build customized projects. Applicants must propose evidence-based and evidence-informed interventions, new interventions that theory or research suggests are promising, or a combination of both that lead to increased employment outcomes for their target populations. The Department is especially interested in program models that offer apprenticeship opportunities.

The National Council on Disability (NCD) will seek proposals for a project which is intended to examine how, when and why persons with disabilities are institutionalized during and after natural disasters and provide recommendations to the appropriate federal agencies, states, local municipalities and others to mitigate institutionalization of persons with disabilities in future disasters. This report will illustrate the multiple scenarios in which persons with various types of disabilities are institutionalized instead of sheltered in the community or placed back into their community post disaster. This report will examine the systemic issues which continue to cause institutionalization of persons with disabilities to occur, such as misperceptions of the abilities of people with disabilities (assuming they need more assistance than is required); lack of actual physical access to shelters, and lack of staff and expertise at shelters and biased intake procedures. This report will also seek data to illuminate and quantify the occurrence of this issue. The National Council on Disability (NCD) expects this report to discuss the grave short and long-term implications institutionalization wreaks on a person with a disability, physically, mentally, and monetarily, and the financial burden it places on the community versus supporting a person with a disability within the community. The estimated contract period is 7 months. NCD will distribute its Institutionalization During and After Disasters Notice of Funding Opportunity to interested parties on May 8, 2018. NCD will expect interested parties to submit their responses by COB (close of business) June 5, 2018. Copies of the Notice of Funding Opportunity will be available on grants.gov and ncd.gov and may be requested by mail or picked up at NCD on or after the issue date of May 8, 2018.

The NIH Research Project Grant supports a discrete, specified, circumscribed project in areas representing the specific interests and competencies of the investigator(s). This Parent Funding Opportunity Announcement requires that at least 1 clinical trial be proposed. The proposed project must be related to the programmatic interests of one or more of the participating NIH Institutes and Centers (ICs) based on their scientific missions. Support the child welfare workforce to better screen and assess for social and emotional needs of children and families. Support the child welfare workforce to understand the effective interventions and active ingredients of those interventions and how to ensure children and families receive those interventions. Increase exposure to active ingredients and Evidence Based Practices for agency staff through enhanced curriculum and practicums. Provide professional development opportunities for agency staff by developing, delivering, and evaluating course offerings, continuing education, and certificate programs aimed at addressing the shortage of child welfare practitioners prepared to deliver evidence based child and family treatment. Provide curriculum aimed at assisting case managers to make excellent decisions about how to refer and evaluate the effectiveness of the services provided to the children and families in their care. Develop decision making tools for agency leadership that might assist them in assessing their current mental health service array. These tools would provide direction about the cost and effectiveness of the mental health services in their current service array, assist the administrator in evaluating if the current mental health services are achieving intended outcomes, and provide guidance on best practice in implementing evidence based treatment services.

This Funding Opportunity Announcement (FOA), issued by the Office of Population Affairs (OPA), invites applications from public or private nonprofit entities to conduct research that will lead to feasible and effective strategies to increase access to quality Title X family planning services among hard to reach populations or provide family planning services in resource limited areas, as well as among individuals who misuse opioids and/or other substances, including those with substance use disorders (SUDs). Applicants should address only ONE priority area per application, but an entity may submit multiple applications. The Robert Wood Johnson Foundation has issued a Request for Proposals for its Evidence for Action: Making Health a Shared Value program. The purpose of the program is to improve the foundation's understanding of the Action Area 1 drivers and outcomes related to health, well-being, and equity, particularly with respect to disadvantaged children and families. To that end, the foundation seeks evidence on the extent to which Action Area 1 drivers - mindsets and expectations, sense of community, and civic engagement - can be changed through intervention at the individual or population levels, resulting in better health, well-being, and equity outcomes. An ideal study to provide such evidence would experimentally manipulate a driver, measure changes in that driver, and then measure resulting health impacts. However, RWJF recognizes that a variety of constraints could preclude such a design within the parameters of this funding opportunity. Consequently, the foundation has established two key aims for funding through the program. 1) Aim 1: To test the effects of specific interventions on the Action Area 1 drivers, in order to determine the extent to which they can be changed; and 2) Aim 2: To establish evidence of causal relationships between Action Area 1 drivers and health outcomes.

The Ohio Department of Education has administered the 21st Century Community Learning Center's program since 2002. The passage of the Every Student Succeeds Act (ESSA) of 2015 amended ESEA and altered the focus of the 21st CCLC grant. The program now focuses on funding expanded learning time (ELT) and out-of-school time (OST), both of which align academic services to the identified needs of students and state academic standards. ESSA broadened the allowable activities to include such things as student apprenticeships. The purpose of the 21st CCLC program is threefold. All funded programs must: 1. Provide opportunities for academic enrichment to assist students in meeting the state academic standards; 2. Offer students access to a broad array of additional services, such as those that focus on youth development, social emotional learning, civic engagement, and nutritional and physical health; and 3. Offer adult family members of program participants opportunities for educational development and engagement in their children's education. Eligible applicants may be local education agencies and community-based organizations. These may include faith-based organizations, institutions of higher education, city or county government agencies, for-profit corporations and other public or private entities.

The purpose of this funding opportunity announcement (FOA) is to award one cooperative agreement to develop a state-of-the-art foster/adoptive parent training program to include intensive preparation and development components that reflect the capacities required of successful foster/adoptive parents. This is intended to be a product that could be utilized by all states, tribes, and territories and consistently applied wherever implemented. Development of this program would include research on the common characteristics of individuals and their foster/adoptive families that have succeeded in terms of well-being and stability. Common characteristics of families that are more likely to foster and/or adopt harder to place children/youth and are successful and remain committed to the relationship will be identified and integrated into the program. The program would be inclusive of development, training, and capacity needs of individuals/families that are interested in becoming foster parents, as well as those who are interested in fostering with the intention to eventually adopt; therefore many concepts would be in common for foster and adoptive parents. There would be particular focus for foster parents on working on reunification efforts with birth parents and for adoption there would be particular focus on the common adoption issues pertinent to all types of adoption, i.e., child welfare, private domestic, and international. The initial year would entail an extensive review of all current training and preparation programs and include new intervention strategies that foster/adoptive parents should be skilled in as they develop as foster and adoptive parents. The initial year would also involve the basic development of the new intensive training modules.
