    The opioid epidemic has disrupted public safety and significantly increased the burden on state and local law enforcement, substance abuse treatment delivery systems, mental health systems, child welfare and foster care, and the juvenile justice and criminal justice systems. Through this program, OJJDP is helping states and communities develop a data-driven, coordinated response to opioid abuse-related challenges that impact youth and community safety. Funding under this program may be used to support programs and services to youth and families impacted by both opioids and other substance use disorders.

Community-based Approaches to Strengthening Economic Supports for Working Families - 0 views

    This notice solicits applications for projects under the Community-based Approaches to Strengthening Economic Supports for Working Families Initiative to serve low-income working families disproportionately at risk for adverse childhood experiences (ACEs), including racial and ethnic minority families. This initiative seeks to determine if implementation of earned income tax credit outreach and education activities in communities at higher risk for ACEs can result in (1) increased EITC receipt and (2) changes in risk and/or protective factors for ACEs. OMH expects recipients to demonstrate effective outreach strategies to communities disproportionately at higher risk for ACEs, including racial and ethnic minority communities, and a collaborative multi-sectoral approach which should include partners in community-level sectors and community-based organizations, such as social services agencies, child support agencies, home visiting programs, early childhood service providers, housing agencies, business/labor organizations, and health systems. In the long term, OMH expects projects to lead formalized and sustainable systems change and enhanced partnerships that foster economic stability in order to prevent ACEs. OMH anticipates funding up to six grants for $300,000 to $450,000 each per year, for up to three years.

    The Runaway and Homeless Youth Program's Basic Center Program (BCP) provides temporary shelter and counseling services to youth who have left home without permission of their parents or guardians, have been forced to leave home, or other homeless youth who might otherwise end up in the law enforcement or in the child welfare, mental health, or juvenile justice systems. BCPs work to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth and their families. BCPs provide youth under 18 years of age with emergency shelter, food, clothing, counseling and referrals for health care. BCPs can provide up to 21 days of shelter for youth and seeks to reunite young people with their families, whenever possible, or to locate appropriate alternative placements. Additional services may include: street-based services; home-based services for families with youth at risk of separation from the family; drug abuse education and prevention services; and at the request of runaway and homeless youth, testing for sexually transmitted diseases.

    The purpose of this funding opportunity announcement (FOA) is to establish, by awarding a cooperative agreement, one Quality Improvement Center (QIC) to develop a model program to assess and address the array of individual and collective needs of birth families to support timely, stable, and lasting family reunification and family well-being. The model program will: Create systemic change through intentional policy, practice, and culture shifts of agency and service provider staff that promote comprehensive, holistic family-centered reunification services and supports; align with the premise that foster care and foster families should serve as a support, not a substitute for parents and biological families; implement strategies and interventions that promote foster family and birth family engagement, mentoring, and support; provide for maintaining children's important connections and for children and youth's normalcy while in foster care; and engage local communities in developing a comprehensive array of services and localized family supports that allow families to build protective factors and thrive within their communities of origin. The QIC will install, implement, and evaluate the model program in 4-6 local sites. The QIC will incorporate information learned through a literature review, a pool of technical assistance (TA) experts, and the input of birth parents, foster parents, youth, courts, and community service providers/support organizations throughout development and implementation of project activities.

Applicants should consider pursuing data collection across contexts, including child care, pre-k, home-visiting programs, Head Start, Early Head Start, and/or others.     The purpose of this Notice of Funding Opportunity Announcement (NOFO) is to strengthen district, state and national public health systems in India to sustain and continue advancement of Global Health Security Agenda (GHSA) priorities to prevent, detect, and respond to disease threats across the country.     The Office of Planning, Research, and Evaluation (OPRE) within the Administration for Children and Families (ACF) in the Department of Health and Human Services (HHS) plans to award up to ten cooperative agreements to fund research to conduct secondary data analysis of archived data, specifically the Building Strong Families (BSF), Supporting Healthy Marriage (SHM), and Parents and Children Together (PACT) datasets. These datasets are from large-scale federal evaluation impact studies, which addressed questions related to healthy marriage and/or responsible fatherhood. Successful applicants will demonstrate a familiarity with the proposed data for their analysis and an adequate understanding of the variables, sampling, methodology, etc. used to construct the dataset necessary for completion of the work proposed in the application. Proposed research should address topics relevant to strengthening families to improve the lives of children and parents, as well as promote economic stability. Topics of interest include, but may not be limited to the following: mediators of healthy marriage, relationship education, and/or fatherhood programs; measurement issues related to healthy marriage, relationship education, and/or fatherhood programs with low-income families; or father involvement in low-income families. .

The Office of Planning, Research, and Evaluation (OPRE) within the Administration for Children and Families (ACF) in the Department of Health and Human Services (HHS) invites applications from eligible entities to apply for funds to support a social science researcher (the proposed Principal Investigator) to become a member of the Family Self-Sufficiency and Stability Research Network (the Network). The goal of the Network is to support productive partnerships between social science scholars and state or local human services agencies. As such, applicants are required to demonstrate a partnership or potential partnership with one or more state or local human services agency responsible for administering benefits or programming to assist and support family self-sufficiency, including close coordination with the agency responsible for administering the Temporary Assistance for Needy Families (TANF) program, as an integral part of their research plan development and execution. In addition to supporting the proposed Principal Investigator (PI) to pursue their individual programs of rigorous and relevant research, entities must also support PIs in participating in a multidisciplinary learning community by collaborating with other members of the Network funded under this announcement.     The Administration for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau announces the availability of funds under the Title V Competitive Sexual Risk Avoidance Education (CSRAE) Program. The purpose of the CSRAE is to fund projects to implement sexual risk avoidance education that teaches participants how to voluntarily refrain from non-marital sexual activity. The goals of CSRAE are to empower participants to make healthy decisions, and provide tools and resources to prevent pregnancy, sexually transmitted infections (STIs), and youth engagement in other risky behaviors. Successful applicants must agree to use medically accurate information referenced to peer-reviewed publications by educational, scientific, governmental, or health organizations; implement an evidence-based approach integrating research findings with practical implementation that aligns with the needs and desired outcomes for the intended audience; and teach the benefits associated with self-regulation, success sequencing for poverty prevention, healthy relationships, goal setting, and resisting sexual coercion, dating violence, and other youth risk behaviors such as underage drinking or illicit drug use without normalizing teen sexual activity. The SRAE legislation requires unambiguous and primary emphasis and context for each of the topics to be addressed in program implementation. Additionally, there is a requirement that messages to youth normalize the optimal health behavior of avoiding non-marital sexual activity.
