The Defense Education and Civilian University Research (DECUR) Partnership aims to develop collaborative basic research partnerships between Professional Military Education (PME) Institutions and Civilian Research Universities by supporting fundamental scientific research that improves the capacity of security-related basic social science research and education. Building upon the success of the Minerva Research Initiative's (Minerva) university research awards, the DECUR Partnership aims to pair civilian university researchers with PME faculty to facilitate collaborative research in the fundamental understanding of the social and cultural forces shaping U.S. strategic interests globally.

A grand challenge in computing is the creation of machines that can proactively interpret and learn from data in real time, solve unfamiliar problems using what they have learned, and operate with the energy efficiency of the human brain. While complex machine-learning algorithms and advanced electronic hardware (henceforth referred to as 'hardware') that can support large-scale learning have been realized in recent years and support applications such as speech recognition and computer vision, emerging computing challenges require real-time learning, prediction, and automated decision-making in diverse domains such as autonomous vehicles, military applications, healthcare informatics and business analytics.

General Electric invites proposals for technologies, processes or methods to ensure that B-nut fitting assemblies are properly assembled and leak-proof. GE Aviation, a world-leading provider of commercial, military and business and general aviation jet and turboprop engines and components as well as avionics, electrical power and mechanical systems for aircraft. It also provides aftermarket services to support its products. A key objective for the organization to deliver a continually-growing installed bases of jet engines is to ensure that the approaches used to properly assemble components are efficient and effective.

The NRL's Broad Agency Announcement (BAA) issued under the provisions of paragraphs 35.016 and 6.102(d)(2) of the Federal Acquisition Regulations (FAR). Proposals may range from theoretical studies to proof-of-concept to include fabrication and delivery of a prototype. However, this is limited to research procurements for which it would be impossible to draft an adequate RFP in sufficient detail without restraining the technical response and thus hindering competition rather than expanding it. BAA topics include all NRL sites located in the Washington, DC area, the Stennis Space Center, MS, and Monterey, CA. Proposals submitted in response to a BAA announcement that are selected for award are considered to be the result of full and open competition and are in full compliance with the provisions of Public Law 98-369, "The Competition in Contracting Act of 1984." NRL is interested in receiving proposals for the research efforts described under this BAA. This announcement is an expression of interest only and does not commit the Government to make any award or to pay for any proposal preparation costs. The cost of proposal preparation for response to a BAA is not considered an allowable direct charge to any resultant contract or any other contract; however, it may be an allowable expense to the normal bid and proposal indirect cost specified in FAR 31.205-18.

The intent of the PRMRP Discovery Award is to support innovative, non-incremental, high-risk/potentially high-reward research that will provide new insights, paradigms, technologies, or applications. Studies supported by this award are expected to lay the groundwork for future avenues of scientific investigation. The proposed research project should include a well-formulated, testable hypothesis based on a sound scientific rationale and study design.

The USAFA is seeking unclassified research white papers and proposals (if requested) that do not contain proprietary information. If proprietary information is submitted it is the offerors responsibility to mark the relevant portions of their proposal as specified in USAFA-PASCC-BAA-2016 Amendment 0001. The United States Air Force's Institute for National Security Studies (INSS), in partnership with PASCC, invites white papers and proposals (if requested) for studies in many broad areas related to countering the threat posed by weapons of mass destruction (WMD). The Defense Threat Reduction Agency (DTRA) has requested that USAF INSS/PASCC issue a call for papers soliciting white papers outlining studies or strategic dialogues (also referred to as Track 2 dialogues). WMD are defined as chemical, biological, radiological, and nuclear weapons. With this Fiscal Year 2019 (FY19) call for papers, USAF INSS announces to academia, research institutions, and non-profit organizations it is soliciting white paper for studies and strategic dialogues that will help enable the DoD and the USG to ensure nuclear deterrence and to prepare for and combat WMD and improvised threats. The white papers should propose rigorous, innovative projects that: 1. Facilitate critical engagement between U.S. and foreign subject-matter experts (SMEs) on key WMD, CWMD, or nuclear deterrence issues; 2. Address current and emerging challenges facing CCMDs and DoD; or 3. Expand knowledge or develop new concepts relevant to the national security missions and requirements of DoD and the Armed Services.

NSWC Crane is interested in funding research to inform future science and technology investments via data mapping and information visualization techniques. Specifically, advancements beyond traditional scientometrics are desired for visualizing, understanding, and predicting naval research and development investments that yield transitioned technologies via methods that make sense of the dynamic collaborative network of academia, industry, and government partners.

The Fiscal Year 2019 Air Force Young Investigator Research Program (YIP) intends support for scientists and engineers who have received Ph.D. or equivalent degrees 1 April 2012 or later that show exceptional ability and promise for conducting basic research. The program objective is to foster creative basic research in science and engineering; enhance early career development of outstanding young investigators; and increase opportunities for the young investigator to recognize the Air Force mission and related challenges in science and engineering. Individual awards are made to U.S. institutions of higher education, industrial laboratories, or non-profit research organizations where the principal investigator is employed on a full-time basis and holds a regular position. YIP primary investigators must be a U.S. citizen, national, or permanent resident. Researchers working at a Federally Funded Research and Development Center or DoD Laboratory are not eligible for this competition. Most YIP awards are funded at $150,000 per year for three years, for a total of $450,000. Exceptional proposals will be considered individually for higher funding levels and/or longer duration. Please review the remainder of this announcement for additional information. We anticipate approximately fifty (36) awards under this competition if funds are available.

The Defense Sciences Office (DSO) at the Defense Advanced Research Projects Agency (DARPA) is seeking participants for a pilot program designed to utilize modern connectivity to rapidly develop promising basic research pathways and then efficiently develop basic research proposals. DSO's intent is to fund some of the research proposals resulting from this pilot program. As with other recent DARPA/DSO opportunity announcements, the intent of this program is to deliver research proposals that seek to investigate innovative approaches to enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice.

This Broad Agency Announcement (BAA) enhances the DPA Title III effort by providing to potential offerors information and procedures necessary to identify domestic industrial base projects, potentially meeting the DPA Title III criteria, by using the white paper and proposal formats. Project Announcements for a specific domestic industrial base shortfall, issued subsequent to this BAA, is the main method to initiate a call for white papers, leading to an evaluation and potential request for full proposals. Project Announcement #1 is included with this initial posting of the BAA. Consistent with the law, the DPA Title III Program has derived three broad Focus Areas for potential projects. The DoD seeks mature prototypes for final development, testing, evaluation, and integration. Those selected for award may receive up to $3 million in Rapid Innovation Funding and will have up to two years to perform the work. There is a source selection preference for technologies from small businesses. There are two phases in the source selection process: White paper submission and proposal submission. Proposal submissions are by invitation only. All responsible firms and academic institutions capable of satisfying the Government's needs may submit a White Paper under this BAA. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to submit White Papers and/or participate in teaming arrangements in submitting White Papers; however, no portion of this announcement will be set aside for HBCU and MI participation.

This effort is an open 2 Step BAA soliciting innovative research concepts for the overall mission of the Human-Centered Intelligence, Surveillance, & Reconnaissance (ISR) Division (711 HPW/RHX). The overall RHX research objective is to develop human-centered S&T that enables the Air Force to more effectively execute the ISR mission. This research objective is dual natured: (1) improve the capability to identify, track and locate human targets in the ISR environment and (2) improve the performance of humans who process, exploit, analyze, produce, and disseminate the ISR data and information. Human-centered ISR research encompasses three major research areas: (1) human signatures, (2) human trust and interaction and (3) human analyst augmentation. The human signatures research develops technologies to sense and exploit human bio-signatures at both the molecular level and macro (anthropometric) level. The human trust and interaction research develops technologies to improve human-to-human interactions as well as human-to- machine interactions. The human analyst augmentation research develops technologies to enhance analyst performance and to test the efficacy of newly developed technologies within a simulated operational environment.

The Air Force Research Laboratory (AFRL) Space Vehicle Directorate (RV) is interested in receiving proposals from all offerors to advance state of the art technology and scientific knowledge supporting all aspects of space systems including payload adapters, on-orbit systems, communications links, ground systems, and user equipment. Efforts will include basic and advanced research, advanced component and technology development, prototyping, and system development and demonstration and will span the range from concept and laboratory experimentation to testing/demonstration in a relevant environment. Specific tasks include design, development, analysis, fabrication, integration, characterization, testing/experimentation, and demonstration of hardware and software products.

The Epigenetic CHaracterization and Observation (ECHO) program will utilize an individual's epigenome to reveal their history of exposure to weapons of mass destruction (WMD) and WMD precursors. The program will build a field-deployable platform capable of using the epigenome to diagnose biothreat exposures and infections and support military forensics operations to counter-WMD proliferation.

The U.S. Army Engineer Research and Development Center (ERDC) has issued a Broad Agency Announcement (BAA) for various research and development topic areas. The ERDC consists of the Coastal and Hydraulics Lab (CHL), the Geotechnical and Structures Lab (GSL), the Reachback Operations Center (UROC), the Environmental Lab (EL) and the Information Technology Lab (ITL) in Vicksburg, Mississippi, the Cold Regions Research and Engineering Lab (CRREL) in Hanover, New Hampshire, the Construction Engineering Research Lab (CERL) in Champaign, Illinois, and the Geospatial Research Laboratory (GRL) in Alexandria, Virginia. The ERDC is responsible for conducting research in the broad fields of hydraulics, dredging, coastal engineering, instrumentation, oceanography, remote sensing, geotechnical engineering, earthquake engineering, soil effects, vehicle mobility, self-contained munitions, military engineering, geophysics, pavements, protective structures, aquatic plants, water quality, dredged material, treatment of hazardous waste, wetlands, physical/mechanical/ chemical properties of snow and other frozen precipitation, infrastructure and environmental issues for installations, computer science, telecommunications management, energy, facilities maintenance, materials and structures, engineering processes, environmental processes, land and heritage conservation, and ecological processes.

The National Defense Authorization Act (NDAA) for Fiscal Year 2017 established the "Manufacturing Engineering Education Program," (MEEP) (10 U.S.C. § 2196) which authorizes the Department of Defense to support industry-relevant, manufacturing-focused, engineering training at United States institutions of higher education, industry, nonprofit institutions, and consortia of such institutions or industry. The purpose of this program is to establish new or to enhance existing programs (or collections of programs) to better position the current and next-generation manufacturing workforce to produce military systems and components that assure technological superiority for the Department of Defense (DoD).

The ConSec program will develop a system to automatically generate, deploy, and enforce configurations of components and subsystems for use in military platforms. These configurations should address system vulnerabilities and minimize attack surfaces while maintaining expected functionality and performance. By viewing each individual component's configuration as elements of the composed system's behavior and security, more secure configurations can be developed and deployed to enhance security without requiring new software development or large hardware changes.
