General Electric invites proposals for technologies, processes or methods to ensure that B-nut fitting assemblies are properly assembled and leak-proof. GE Aviation, a world-leading provider of commercial, military and business and general aviation jet and turboprop engines and components as well as avionics, electrical power and mechanical systems for aircraft. It also provides aftermarket services to support its products. A key objective for the organization to deliver a continually-growing installed bases of jet engines is to ensure that the approaches used to properly assemble components are efficient and effective.

The U.S. Department of State, Bureau of Political-Military Affairs, Office of Weapons Removal and Abatement (PM/WRA) is pleased to invite eligible organizations to submit concept notes for small arms and light weapons destruction, humanitarian demining, explosive ordnance disposal, victims’ assistance programs, and other projects related to the U.S. Conventional Weapons Destruction (CWD) Program. Please note that this is a request for unsolicited concept notes.

The FY17 KCRP Concept Award supports highly innovative, untested, potentially groundbreaking novel concepts in kidney cancer. The Concept Award is not intended to support an incremental progression of an already established research project but, instead, allows Principal Investigators (PIs) the opportunity to pursue serendipitous observations. Preliminary data are not allowed. This award mechanism supports high-risk studies that have the potential to reveal entirely new avenues for investigation relevant to active duty Service members, Veterans, other military beneficiaries, and the American public. Applications must describe how the new idea will enhance the existing knowledge of kidney cancer or develop an innovative and novel course of investigation. Research completed through a Concept Award may generate sufficient preliminary data to enable the PI to prepare an application for future research. The anticipated direct costs budgeted for the entire period of performance for an FY17 KCRP Concept Award will not exceed $75,000. The Epigenetic CHaracterization and Observation (ECHO) program will utilize an individual's epigenome to reveal their history of exposure to weapons of mass destruction (WMD) and WMD precursors. The program will build a field-deployable platform capable of using the epigenome to diagnose biothreat exposures and infections and support military forensics operations to counter-WMD proliferation.

A grand challenge in computing is the creation of machines that can proactively interpret and learn from data in real time, solve unfamiliar problems using what they have learned, and operate with the energy efficiency of the human brain. While complex machine-learning algorithms and advanced electronic hardware (henceforth referred to as 'hardware') that can support large-scale learning have been realized in recent years and support applications such as speech recognition and computer vision, emerging computing challenges require real-time learning, prediction, and automated decision-making in diverse domains such as autonomous vehicles, military applications, healthcare informatics and business analytics.

The MTEC mission is to assist the U.S. Army Medical Research and Materiel Command (USAMRMC) by providing cutting-edge technologies and effective materiel life cycle management to transition medical solutions to industry that protect, treat, and optimize Warfighters' health and performance across the full spectrum of military operations. MTEC is a biomedical technology consortium collaborating with multiple government agencies under a 10-year renewable Other Transaction Agreement (OTA), Agreement No. W81XWH-15-9-0001, with the U.S. Army Medical Research Acquisition Activity (USAMRAA). The U.S. Army Engineer Research and Development Center (ERDC) has issued a Broad Agency Announcement (BAA) for various research and development topic areas. The National Defense Authorization Act (NDAA) for Fiscal Year 2017 established the "Manufacturing Engineering Education Program," (MEEP) (10 U.S.C. § 2196) which authorizes the Department of Defense to support industry-relevant, manufacturing-focused, engineering training at United States institutions of higher education, industry, nonprofit institutions, and consortia of such institutions or industry. The purpose of this program is to establish new or to enhance existing programs (or collections of programs) to better position the current and next-generation manufacturing workforce to produce military systems and components that assure technological superiority for the Department of Defense (DoD).

The Defense Education and Civilian University Research (DECUR) Partnership aims to develop collaborative basic research partnerships between Professional Military Education (PME) Institutions and Civilian Research Universities by supporting fundamental scientific research that improves the capacity of security-related basic social science research and education. Building upon the success of the Minerva Research Initiative's (Minerva) university research awards, the DECUR Partnership aims to pair civilian university researchers with PME faculty to facilitate collaborative research in the fundamental understanding of the social and cultural forces shaping U.S. strategic interests globally.

The FY17 OPORP Orthotics and Prosthetics Outcomes Research Award (OPORA) challenges the scientific community to address which orthotic and prosthetic devices generate the best patient outcomes. Outcomes focused research is used to support evidence-based practice which guides providers in the optimization of care to Service members and Veterans with limb loss and/or limb impairment. It is expected that any research findings will also provide benefit to the general population. Applications involving multidisciplinary collaborations among academia, industry, the military Services, the Department of Veterans Affairs (VA), and other Federal Government agencies are highly encouraged. The FY17 OPORP OPORA is intended to support research that evaluates the comparative effectiveness of orthotic and prosthetic devices using patient-centric outcomes for Service members and Veterans who have undergone limb amputation.

roposals are solicited that show a path for increased current density (at high-efficiency), die size, switching frequency, and blocking voltage (>10 kV) for both low- and high-duty-cycle switches. SiC is an emerging power semiconductor material that has electrical, thermal, and mechanical properties that allow it to far surpass the performance of conventional silicon (Si) power technology, and makes it the prime candidate for next-generation high-voltage switching devices for military, as well as commercial, applications. SiC power devices have been demonstrated to provide greater than twice the power density of Si power devices and at greater efficiency. This program, which endeavors to advance the United States' capability to provide SiC high-voltage high-power semiconductor switches and to identify limitations that must be overcome, builds on the success of previous high-voltage high-power SiC device programs supported by ARL, including HEPS and HVPT, which advanced the previous state-of-the-art and demonstrated performance and robustness at 10-kV and above. Technology limitations/gaps identified by this program may in turn be the focus of more sustained development efforts in the future. Solutions are sought for the development of SiC HV (> 10 kV) semiconductor power switches and diodes.

The objectives for this program are as follows: · Perform Navigation Warfare (Navwar) technology research, including electronic attack (EA), and electronic protection (EP); · Perform Global Navigation Satellite System (GNSS) Position, Navigation & Timing Assurance (PNTA) and Software Defined Radio (SDR) research; and · Maintain preeminence in Navwar, PNTA and SDR Modeling, Simulation, Wargaming & Analysis (MSW&A) community within industry and DoD. The desired outcome is to measure progress towards objectives during periodic reviews of contractor cost, schedule and technical performance through reports and monitoring of effort.

The Defense Sciences Office (DSO) at the Defense Advanced Research Projects Agency (DARPA) is seeking participants for a pilot program designed to utilize modern connectivity to rapidly develop promising basic research pathways and then efficiently develop basic research proposals. DSO's intent is to fund some of the research proposals resulting from this pilot program. As with other recent DARPA/DSO opportunity announcements, the intent of this program is to deliver research proposals that seek to investigate innovative approaches to enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice.

The Fiscal Year 2019 Air Force Young Investigator Research Program (YIP) intends support for scientists and engineers who have received Ph.D. or equivalent degrees 1 April 2012 or later that show exceptional ability and promise for conducting basic research. The program objective is to foster creative basic research in science and engineering; enhance early career development of outstanding young investigators; and increase opportunities for the young investigator to recognize the Air Force mission and related challenges in science and engineering. Individual awards are made to U.S. institutions of higher education, industrial laboratories, or non-profit research organizations where the principal investigator is employed on a full-time basis and holds a regular position. YIP primary investigators must be a U.S. citizen, national, or permanent resident. Researchers working at a Federally Funded Research and Development Center or DoD Laboratory are not eligible for this competition. Most YIP awards are funded at $150,000 per year for three years, for a total of $450,000. Exceptional proposals will be considered individually for higher funding levels and/or longer duration. NSWC Crane is interested in funding research to inform future science and technology investments via data mapping and information visualization techniques. Specifically, advancements beyond traditional scientometrics are desired for visualizing, understanding, and predicting naval research and development investments that yield transitioned technologies via methods that make sense of the dynamic collaborative network of academia, industry, and government partners.

The USAFA is seeking unclassified research white papers and proposals (if requested) that do not contain proprietary information. If proprietary information is submitted it is the offerors responsibility to mark the relevant portions of their proposal as specified in USAFA-PASCC-BAA-2016 Amendment 0001. The United States Air Force's Institute for National Security Studies (INSS), in partnership with PASCC, invites white papers and proposals (if requested) for studies in many broad areas related to countering the threat posed by weapons of mass destruction (WMD). The Defense Threat Reduction Agency (DTRA) has requested that USAF INSS/PASCC issue a call for papers soliciting white papers outlining studies or strategic dialogues (also referred to as Track 2 dialogues). WMD are defined as chemical, biological, radiological, and nuclear weapons. With this Fiscal Year 2019 (FY19) call for papers, USAF INSS announces to academia, research institutions, and non-profit organizations it is soliciting white paper for studies and strategic dialogues that will help enable the DoD and the USG to ensure nuclear deterrence and to prepare for and combat WMD and improvised threats. The white papers should propose rigorous, innovative projects that: 1. Facilitate critical engagement between U.S. and foreign subject-matter experts (SMEs) on key WMD, CWMD, or nuclear deterrence issues; 2. Address current and emerging challenges facing CCMDs and DoD; or 3. Expand knowledge or develop new concepts relevant to the national security missions and requirements of DoD and the Armed Services.
