NIFA initiates a new challenge area to address critical water resources issues such as drought, excess soil moisture, flooding, quality and others in an agricultural context. Funding will be used to develop management practices, technologies, and tools for farmers, ranchers, forest owners and managers, public decision makers, public and private managers, and citizens to improve water resource quantity and quality. NIFA's approach will link social, economic, and behavioral sciences with traditional biophysical sciences and engineering to address regional-scale issues with shared hydrological processes and meteorological and basin characteristics.

The Long Term Research in Environmental Biology (LTREB) Program supports the generation of extended time series of data to address important questions in evolutionary biology, ecology, and ecosystem science. Research areas include, but are not limited to, the effects of natural selection or other evolutionary processes on populations, communities, or ecosystems; the effects of interspecific interactions that vary over time and space; population or community dynamics for organisms that have extended life spans and long turnover times; feedbacks between ecological and evolutionary processes; pools of materials such as nutrients in soils that turn over at intermediate to longer time scales; and external forcing functions such as climatic cycles that operate over long return intervals. The Program intends to support decadal projects. Funding for an initial, 5-year period requires submission of a preliminary proposal and, if invited, submission of a full proposal that includes a 15-page project description. Proposals for the second five years of support (renewal proposals) are limited to an eight-page project description and do not require a preliminary proposal. Continuation of an LTREB project beyond an initial ten year award will require submission of a new preliminary proposal that presents a new decadal research plan.?? Successful LTREB proposals address three essential components: A Decadal Research Plan that clearly articulates important questions that cannot be addressed with data that have already been collected, but could be answered if ten additional years of data were collected. This plan is not a research timeline or management plan. Participants can earn prizes and receive public recognition by suggesting the pressing research questions that need to be answered in the coming decade, the next set of "Big Ideas" for future investment by the National Science Foundation (NSF). It's an opportunity for researchers, the public and other interested stakeholders to contribute to NSF's mission to support basic research and enable new discoveries that drive the U.S. economy, enhance national security and advance knowledge to sustain the country's global leadership in science and engineering.

Founded in 1972, the Tourette Association of America has emerged as the premier national nonprofit organization working to make life better for all people affected by Tourette and tic disorders. The association advances its work by raising public awareness and fostering social acceptance; working to advance scientific understanding, treatment options, and care; educating professionals to better serve the needs of children, adults, and families challenged by Tourette and tic disorders; advocating for public policies and services that promote positive school, work, and social environments; providing help, hope, and a supportive community across the nation; and empowering its community to deal with the complexities of this spectrum of disorders. To that end, grants of up to $150,000 over two years will be awarded for basic and clinical studies related to any aspect of Tourette syndrome. To be eligible, investigators are required to have an advanced degree such as a PhD, MD, or equivalent or be an allied professional with an advanced degree in a related field. Investigators from nonprofit and for-profit organizations are eligible to apply. Pre-proposals must be received no later than November 1, 2017. Upon review, selected applicants will be invited to submit a full application by February 15, 2018.

Scientists and patient advocacy groups often use a series of photos, commissioned by NEI some thirty years ago, when they wish to depict the visual experience of patients suffering from blinding diseases. At the time they were created, these images reflected the field's understanding of visual perception for such patients. But the field has advanced considerably since then, and these static images are considered overly simplistic, inaccurate, and generally unsatisfactory. At the same time, technology has evolved to where it is possible to use video and virtual reality to more authentically demonstrate (or even simulate) the experience of have a blinding disease. As part of the efforts of the NEI 50th Anniversary Planning Committee, the institute seeks the support of experts in blinding diseases, visual psychophysics, and video/virtual reality production to create a scientifically accurate and clinically authentic blindness simulation "experience" that can be used for education, public advocacy, and research purposes and a series of short videos that can be posted online for education and public outreach.

With this publication, HUD is making available up to $5,000,000 for Planning Grants, including Planning and Action Grants.1. Planning Grants are two-year grants that assist communities with severely distressed public or HUD-assisted housing in developing a successful neighborhood transformation plan and building the support necessary for that plan to be successfully implemented.2. Planning and Action Grants are three and a half year planning grants that pair planning with action. Experience shows that tangible actions taken early on help communities build momentum for further planning and the eventual transition from planning to implementation of that plan. These actions improve neighborhood confidence, which in turn sustains the community’s energy, attracts more engagement and resources, and helps convince skeptical stakeholders that positive change is possible. Under these grants, the planning process activities would take place during the first 24 months of the grant period. The planning process will identify Action Activities that will be carried out during the latter portion of the grant period. Action Activities must build upon the planning for the target housing and neighborhood.

The Public Affairs Section (PAS) of the U.S. Embassy in New Delhi announces an open competition through the Public Diplomacy Grants program for a Cooperative Agreement to implement one or both activities of a "TechCamp" project focused on growing women-owned social enterprises in India and Pakistan which includes a workshop and follow-on. The Combustion and Fire Systemsprogram is part of the Transport Phenomena cluster, which also includes 1) the Fluid Dynamics program; 2) the Particulate and Multiphase Processes program; and 3) the Thermal Transport Processes program. The goal of theCombustion and Fire Systemsprogram is to advance energy conversion efficiency, improve energy security, enable cleaner environments, and enhance public safety. The program endeavors to createfundamental scientific knowledge that is needed for useful combustion applications and for mitigating the effects of fire.The program aims to identify and understand the controlling basic principles and to use that knowledge to create predictive capabilities for designing and optimizing practical combustion devices. Important outcomesfor this program include: broad-based tools - experimental, theoretical, andcomputational - that can be applied to a variety of problems in combustionand fire systems; science and technology for clean and efficient generation of power; discoveries that enable clean environments (for example, by reduction in combustion-generated pollutants); and enhanced public safety through research on fire growth, inhibition, and suppression.

The Ohio Affiliate of  Prevent Blindness is accepting applications for its 2018 Young Investigator Student Fellowship Awards for Female Scholars in Vision Research. The Fellowship Program is designed to provide support for outstanding female scientists committed to pursuing biomedical, behavioral or clinical research careers relevant to the mission of Prevent Blindness - to prevent blindness and preserve sight.  Grants will be awarded for the summer 2018 session.  Awards will range from $3000-$5000 depending upon the availability of funds. The deadline for receipt of applications is Feb. 15, 2018. Applicants must be post-baccalaureate students enrolled in a master's or doctorate program during the summer of 2018, female, citizens or permanent residents of the United States, and conducting their research with a recognized academic institution in the State of Ohio. Applications from diverse fields in the health sciences including, but not limited to ophthalmology, optometry, nursing, genetics, public health, nutrition, gerontology, and bioengineering, are appropriate to the goals of this fellowship award. The Ohio Affiliate of Prevent Blindness encourages fellowship applications which investigate public health issues related to the burden of eye-related health and safety topics.

The MPS DC is expected to be the central clearinghouse for TC data management, and will incorporate novel approaches and technologies for data management, data mining and meta-analyses, and data sharing across many organs and tissues, diseases, data types, and TC platforms. The MPS Data center is expected to provide different levels of public and tiered access to TC information for basic and clinical researchers, academic and practicing physicians, the pharmaceutical industry, NIH, FDA and other government agencies, patients, and the lay public. The MPS Data Center will work with IQ Consortium members to develop and make available a secure, customizable coordinated data management system for collection, storage, and analyses of diverse data types from multiple TC platforms being developed and used for drug screening, safety and efficacy testing.

The RISA program supports the development of knowledge, expertise, and abilities of decision-makers to plan and prepare for climate variability and change. Through regionally-focused and interdisciplinary research and engagement teams, RISA builds and expands the Nation's capacity to adapt and become resilient to extreme weather events and climate change. RISA teams accomplish this through co-developed applied research and partnerships with public and private communities. A central tenet of the RISA program is that learning about climate adaptation and resilience is facilitated by and sustained across a wide range of experts, practitioners, and the public. As such, the RISA program supports a network of people, prioritizing wide participation in learning by doing, learning through adapting, and managing risk with uncertain information. Early decades of the program focused on understanding the use of climate information at regional scales (e.g., through experimental seasonal outlooks), improving predictions and scenarios, building capacity for drought early warning, and advancing the science of climate impact assessments. More recently, emphasis has shifted to address the growing urgency to advance approaches that tackle the complex societal issues surrounding adaptation planning, implementation, and building community resilience. To do so, RISA continues to prioritize collaborative approaches that incorporate multiple knowledge sources and integrate social, physical, and natural science, resulting in long-term support of and increased capacity for communities.

This program spans basic through applied research. The role of the endovascular network in radiation injury pathogenesis is not well understood; however, the importance of this biological system in the observed multi-organ dysfunction and failure that occurs following radiation exposure has recently been established. The purpose of the Funding Opportunity Announcement (FOA) is to provide an opportunity for academic, industry and government laboratory researchers to address gaps in the understanding of the pathophysiology of radiation injury in the vasculature, and how this damage contributes to overall mortality following radiation exposure. This funding will also advance the development of post-exposure treatment approaches targeting the vascular endothelium, with the ultimate goal of licensure of candidate medical countermeasures by the Food and Drug Administration (FDA) for the radiation/nuclear public health emergency indication.

The specific goal of this FOA is to promote the pre-clinical development of these technologies, in support of a new market indication, towards enabling an Investigational Device Exemption (IDE) submission for a future pilot clinical study. Awarded projects of this FOA that fully reach their pre-clinical testing milestones will be eligible for further support, subject to a subsequent FOA, to conduct a pilot clinical study. The NIST Public Safety Innovation Accelerator Program - User Interface seeks applications from eligible applicants for activities to accelerate research, development, production, and testing of user interface technologies and capabilities through the use of virtual reality (VR) and augmented reality (AR) for first responders as described in Section I. of this NOFO/Full Announcement.

This NOFO will support achievement of national targets for 2018 antiretroviral therapy (ART) scale-up towards the UNAIDS Fast Track Targets in Ukraine. The recipient will implement innovative and effective recruitment and case management models for persons who inject drugs (PWID) and men who have sex with men (MSM) at the community level. These innovative changes will increase uptake of HIV community based testing and increase ART initiation for these populations. The recipient will pilot risk network-based testing using point-of-care recency assays to link recently infected PWID to care. The project will focus on the six regions with the highest HIV burden (Dnipropetrovsk, Mykolayiv, Odesa, government controlled areas (GCA) of Donetsk, Kyiv City, and Kherson) and continue to work in six additional medium burden oblasts (Cherkasy, Poltava, Chernihiv, Zaporizhzhya, Kirovohrad, and Kyiv). The recipient will also increase the capacity of the Government of Ukraine’s Center for Public Health (CPH) and regional monitoring and evaluation (M&E) centers specialists to conduct data analysis using statistical software and build institutional capacity to conduct economic evaluations of HIV interventions. Illustrative strategic information (SI) activities include development of trainings to support the Ministry of Health (MOH) and the newly established CPH in using statistical software, routine analysis of surveillance data, study design, and research protocol development.
