    The objective of the Cybersecurity Innovation for Cyberinfrastructure (CICI) program is to develop, deploy and integrate security solutions that benefit the scientific community by ensuring the integrity, resilience and reliability of the end-to-end scientific workflow. CICI seeks three categories of projects: 1. Secure Scientific Cyberinfrastructure: These awards seek to secure the scientific workflow by encouraging novel and trustworthy architectural and design approaches, models and frameworks for the creation of a holistic, integrated security environment that spans the entire scientific CI ecosystem; 2.     The Department of Homeland Security Fiscal Year (FY) 2019 Homeland Security National Training Program (HSNTP), National Domestic Preparedness Consortium (NDPC) plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal (the Goal) of a secure and resilient Nation.     This funding will support United States government objectives under the U.S. Strategy for Central America (Strategy), and are accomplished through the promotion of prosperity, enhancement of security, and improvement of governance.     The purpose of this FOA is to support a more efficient method for jurisdictions to de-duplicate the National HIV Surveillance System. The applicant will develop a privacy data-sharing tool capable of identifying potential duplicates across jurisdictions. Activities will include acquiring a Security Assessment and Authorization, negotiating with the 59 jurisdictions to obtain their participation, providing a data sharing tool that will allow for secure, encrypted submission and matching of person-level HIV surveillance data, and providing a report back to jurisdictions on matching levels.

Modernization of the Police Preventive Model: Creation and Implementation of the Problem-Oriented Police Strategy - 0 views

    In 2012, the Ministry of Public Security of Costa Rica designed a model of the police service implemented by quadrant, which aimed to improve the quality of service provided to citizens by assigning specific responsibilities to police officers who serve in a small geographical area, called a quadrant. However, seven years later the police service model is not being implemented in all police stations in the country and, where it is being implemented, there is no evidence that the model has achieved its main objective. For this reason, the Directorate of Public Force has expressed the need to optimize this police service model by incorporating the principles of the problem-oriented policing (POP) and evidence-based policing. This will enable evidence with targeting and scientific methods to improve the quality of police services, reducing crime rates and increasing the confidence and perception of Security in Costa Rica. The specific problem is that the current management model for the police force is ambiguous, inadequate and has no scientific basis, which makes the model urgent to be optimized in order to improve the police force's response to the population's Security needs.

    The Bureau of International Narcotics and Law Enforcement Affairs (INL) leads the Department of State's efforts to strengthen citizen security and combat drug trafficking and transnational crime. INL assistance programs help partner nations to build their capacities to extend the reach of justice under the rule of law, including respect for human rights and gender equality, and to deny safe haven to criminals who would otherwise operate with near impunity. The tasks will be to continue to operate, maintain, and upgrade RISSNET, support RISS member connectivity and access to RISSNET, maintain and enhance the RISSNET Portal and RISSNET infrastructure, continue to operate and further enhance RISS applications, participate in national information sharing projects and working groups, work with other federal agencies and share technology, and ensure applicable databases adhere to 28 CFR Part 23 Guidelines.
