The Smart Prosecution Initiative, administered by BJA, is part of BJA's "Smart Suite" of crime fighting programs including Smart Policing, Smart Probation, and Smart Pretrial. Funding for this initiative is anticipated through the FY 2015 appropriation. BJA established the "smart suite" over five years ago with the creation of the Smart Policing Initiative. The smart suite supports criminal justice professionals in building evidence-based, data-driven criminal justice strategies that are effective, efficient, and economical. BJA's smart programs represent a strategic approach that brings more "science" into criminal justice operations by leveraging innovative applications of analysis, technology, and evidence-based practices. Historically, prosecutors have worked tirelessly to address criminal justice problems in their community. In recent years they have recognized a need to adopt innovative strategies and to engage in data-driven decision making to proactively contribute to crime prevention and response. They also recognize the effectiveness of collaborating with other criminal justice partners, stakeholders and the community to reduce violent crime and achieve safer communities. The Smart Prosecution model builds off of the lessons learned from BJA's other smart suite programs and seeks to pair action researchers with prosecutor offices to develop solutions-such as "hot spot" strategies, sophisticated crime analysis, offender-based policies, and risk and needs assessment-that create prosecution strategies in an effort to break down information silos, advance communities, improve public trust and confidence in the justice system, and increase public safety. To further the Administration’s commitment to locally-driven public safety solutions and to being responsive to critical emerging issues, BJA is seeking applications for Supporting Innovation: Field-Initiated Programs to Improve Officer and Public Safety. BJA has created this program to launch a robust and creative grant funding stream for the field. Supporting Innovation invites applicants to develop and test solutions that will improve officer and public safety and save lives. Lessons learned from these projects can serve as models for the nation’s criminal justice system regarding reducing violent crime, including violent crime related to tribes and tribal members, and addressing the nation’s opioid epidemic.

BJA seeks applications for the Byrne Criminal Justice Innovation Program. This program furthers the Departments mission by leading efforts to enhance the capacity of local and tribal communities to effectively target and address significant and violent crime issues through collaborative cross-sector approaches that are linked with broader neighborhood development goals. Eligible applicants are limited to states, institutions of higher education (including tribal institutions of higher education), units of local government, nonprofit organizations (including tribal nonprofit organizations), and federally recognized Indian tribal governments (as determined by the Secretary of the Interior) as fiscal agent. The goal of BCJI is to reduce crime, increase trust, and improve community safety as part of a comprehensive strategy to advance neighborhood revitalization. Through a broad cross-sector partnership team, including neighborhood residents, BCJI grantees target neighborhoods with hot spots of violent and serious crime and employ data-driven, cross-sector strategies to accomplish this goal.

The Innovative Prosecution Program seeks to encourage exploration of new solutions to public safety concerns, as well as internal operations and organizational structure, while employing research partners at the problem definition stage through assessment of strategies and solutions. Some creative solutions developed by prosecutors around the country include changing how their organizations prioritize cases, identifying the most violent repeat offenders, using data to develop zone/geographic prosecution, using crime analysis tools through strategies like gun stat to track reduce gun violence, developing policies to prosecute witness intimidation cases, working jointly with Parole and Probation on violations of probation, enhancing the prosecutors role in investigations of homicide cases and cyber-crime strategies to improve public safety.

The U.S. Department of State'€™s Bureau of Counterterrorism (CT) announces a Notice of Funding Opportunity for organizations interested in implementing projects to strengthen the capacity of civilian criminal justice institutions and actors engaged in counterterrorism and countering violent extremism (CVE) efforts.

MOVO will be a five-year regional messaging and communication effort that leverages both traditional and new media to counter violent extremism and promote democracy, human rights and governance. MOVO will aim to form lasting partnerships to amplify moderate voices in communities as well as national and regional networks and institutions. MOVO will use a strategic information campaigns to tackle difficult, long-standing issues critical to VE vulnerability as well as to respond directly to events and hot topics. MOVO will integrate with other USG CVE and messaging efforts, such as State and USAID-funded programs, Public Affairs Sections and Military Information Support Teams (MIST) in the region. With regard to mediums of information exchange, MOVO will strengthen and expand existing PDev II radio networks and programming, continuing to invest in the medium most easily accessible to rural communities at-risk. However, MOVO will also produce targeted video content in targeted countries that is easily sharable and of most interest to target demographics. Mobile platforms that leverage feature phones have proved wildly popular and are useful in engaging rural audiences. Social media offers exciting new opportunities to connect with target audiences. However, poor internet penetration in target areas and among target demographics may limit the applicability of the medium. MOVO will expand its emphasis on social media in a measured, iterative manner that builds on effective, cost-efficient approaches. To the extent possible, all content will be cross-promoted across radio, video, mobile and social media to increase dissemination and build audiences across demographics and platforms.

Over the years, the shared priorities of OVC and NIJ have resulted in a number of collective projects, workshops, and research. In 2013, OVC began Vision 21: Transforming Victim Services which called for the development of research to build a body of evidence-based knowledge on victims and victimization.   With this solicitation, NIJ is collaborating with OVC to build on three areas of research that are of interest to both agencies. These topics include: 1.     Studying the Victim-Offender Overlap. 2.     Understanding the Violent Victimization Experiences of Young Men of Color. 3.     Research on the Broader Impacts of School Shootings.    Applicants should submit proposals that address one of the three topics.

NIJ is seeking multidisciplinary research and evaluation proposals related to childhood exposure to violence. Such violence may include children who are direct victims and/or bystanders or observers of various forms of violence in the home, school, or community, including but not limited to peer victimization, bullying, harassment, child maltreatment, domestic violence, and community violence. Other types of violence to which children are exposed may be addressed, with the exception of media violence (e.g., television and movie violence, music advocating aggression, and violent video games). In particular, NIJ seeks proposals that address justice system responses to children identified as being exposed to violence; polyvictimization and multisystem involvement; and resilience and help-seeking.

In collaboration with the Bureau of Justice Assistance (BJA), NIJ is seeking competitive applications for a cooperative agreement to support research on the Byrne Criminal Justice Innovation (BCJI) Program. The purpose of this solicitation is to inform the program's place-based and community-oriented efforts to reduce violent and serious crime as part of the Administration's comprehensive strategy to advance neighborhood revitalization. In partnership with researchers and community stakeholders, BCJI grantees identify "hot spots" in neighborhoods challenged by poverty, unemployment, struggling schools, and inadequate housing; they collaboratively develop environmental design, legislative, and other approaches to promote collective efficacy and target crime among offenders returning from incarceration, gangs, and youth. Applications must propose four research tasks: a review of BCJI planning, implementation, and enhancement grants; a process evaluation of BCJI grant activities; an evaluability assessment of BCJI program sites; and a process and outcome evaluation of the BCJI Training and Technical Assistance.

The Justice Accountability Initiative (JAI) is a data-driven approach that can help state, local, and tribal criminal justice agencies analyze, understand, and address reducing recidivism and crime. The overall goal of JAI is to reduce crime by reducing the risk of recidivism, particularly violent recidivism. State and local agencies can accomplish this goal by creating and improving risk prediction tools , needs assessments and supervision plans, and building data-sharing and notification systems across criminal justice stakeholders. These strategies will also save in costs and improve operational efficiencies that can be reinvested in proven strategies to reduce crime and recidivism.

This project will provide professional and technical development for defense legal professionals that provide criminal legal aid services in Bangladesh and help develop the organizational capacity of government legal aid committees to improve access to justice for indigent Bangladeshis. The project will provide legal training for defense lawyers to enhance the quality of legal aid services and engage with government legal aid committees to develop strategic initiatives to improve public outreach capabilities, planning, administrative capacity, and coordination among government facilities and NGOs. The project will support efforts to counter violent extremism in Bangladesh through improving access to justice and formal mechanisms to air grievances.

The National Public Safety Partnership (PSP or "the Partnership"), administered by BJA, is designed to enhance the capacity of state, tribal, and local law enforcement and prosecutors in jurisdictions experiencing a precipitous increase in violent crime to enhance public safety by introducing a new framework of federal/local collaboration. For participating sites, it is a three-year engagement that provides expedited delivery of DOJ resources and coordinated training and technical assistance (TTA) in seven core areas: illegal gun violence, federal partnerships, crime analysis, technology, criminal justice collaboration, investigations, and community engagement.

The Bureau of Justice Statistics (BJS) is seeking applications under its Graduate Research Fellowship (GRF) Program, which provides awards to accredited universities for doctoral research that uses BJS’s criminal justice data or statistical series and focuses on one of the top Department of Justice (DOJ) priorities: enhancing national security and countering terrorism threats, securing the borders and enhancing immigration enforcement, reducing violent crime and promoting public safety, or prosecuting federal drug crimes and enforcing the rule of law.
