The purpose of this program is to enhance the quality and quantity of specialized services available to assist victims of human trafficking, as defined by the Trafficking Victims Protection Act of 2000, as amended. OVC is interested in supporting programs that focus on one or more of these priority areas: 1) housing services, 2) economic and leadership empowerment and/or education services, 3) mental health services, 4) substance abuse services, and 5) legal services. OVC expects to make up to 20 awards of up to $700,000, with an estimated total amount awarded of up to $14 million. OVC expects to make awards for a 36-month period of performance, to begin on October 1, 2018. OVC will conduct one pre-application webinar on May 31, 2018, from 3:00–4:00 p.m. e.t. The Office of National Drug Control Policy (ONDCP), Executive Office of the President, is seeking applications from a non-profit entity as described in Section 501(c)(3) of the Internal Revenue Code with expert knowledge and extensive experience in training drug court and other criminal justice practitioners on the application of evidence-based practices to address addiction among people involved in the criminal justice system. ONDCP's Drug Court Training and Technical Assistance Grant support training and technical assistance (TTA) that helps states, state courts, local courts, units of local government with drug courts or considering drug courts develop, maintain, and enhance alternatives to incarceration for individuals with addiction. The President's priority is to enhance public safety by providing those who have engaged in criminal activity with greater opportunities to lead productive lives by addressing a range of issues, including mental health, vocational training, job creation, after-school programming, substance abuse, and mentoring through evidence-based rehabilitation programs. ONDCP seeks to reduce drug use and its consequences through evidence-based practices, and this grant will apply these principles to the criminal justice system.

The goal of this program is to deliver programming to address and help stop the practice of female genital mutilation and cutting (FGM) under two purpose areas (PAs). PA 1: a training and technical assistance provider will educate law enforcement, public health professionals, educators, and other professionals on detecting at-risk girls and provide support to the project sites. PA 2: project sites will develop services to deliver to victims of FGM and work to increase education, detection, and local partner engagement to address and help stop victimization through FGM. OVC anticipates making one award under PA 1 of up to $1.2 million and up to eight awards under PA 2 of up to $300,000 each. OVC expects to make awards for a 36-month period of performance, to begin on October 1, 2020. Apply by April 30, 2020.

The Administration for Children and Families (ACF), Administration on Children, Youth and Families (ACYF), Family and Youth Services Bureau (FYSB) support organizations and communities that work every day to put an end to youth homelessness, adolescent pregnancy, and domestic violence. FYSB's Runaway and Homeless Youth (RHY) program is accepting applications for the Basic Center Program (BCP). The purpose of the BCP is to provide temporary shelter and counseling services to youth who have left home without permission of their parents or guardians, have been forced to leave home, or other homeless youth who might otherwise end up in the law enforcement or in the child welfare, mental health, or juvenile justice systems.

The Network of International Corrections Experts (NICE) Program will assist foreign corrections partners increase their capacity to operate prisons that are safe, secure, humane, and transparent by identifying current and former U.S. corrections officials with specific, relevant technical expertise to mentor, advise, train, and deliver technical assistance to foreign corrections partners for overseas deployments. Expertise is needed in areas including, but not limited to: community corrections/probation and parole/alternatives to incarceration; electronic monitoring; managing juveniles; security operations; emergency management and response; classification; delivering corrections training programs, such as basic and executive management training; prison design and construction; prison industries; prison intelligence; prisoner transport; corrections in a high threat environment; managing and programming in female corrections facilities; and inmate mental and physical health care.

This Funding Opportunity Announcement (FOA) encourages applications to study the ethical, legal and societal issues (ELSI) of human genome research in African populations. Of particular interest are projects that propose focused bioethical, legal, and social science analyses of new or emerging issues.

The purpose of this initiative is to support research to develop and test youth violence prevention interventions that incorporate racism/discrimination prevention strategies for one or more health disparity populations. The target age range includes middle school to high school-aged youth, corresponding to an approximate age range of 11 to 18.

The purpose of this FOA is to invite: 1) descriptive studies to identify putative juvenile protective factors, 2) experimental studies to test hypotheses about their effects on aging and 3) translational studies to characterize potential beneficial and adverse effects of maintaining or modulating the level of juvenile protective factors in adult life. Juvenile protective factors (JPFs), intrinsic to an immature organism, help to maintain or enhance certain physiological functions across all or some stages of postnatal development (i.e., segment of the life span between birth and sexual maturity), but diminish or disappear as the organism transitions from one maturational stage to the next. The loss or diminution of JPFs after a given stage of postnatal development or at time of sexual maturity may contribute to the onset of deleterious aging changes (e.g., compromised stem cell function and reparative capacity) across adulthood. This FOA is uniquely focused on animal and clinical studies which involve comparisons between juvenile versus adult states or between stages of postnatal development to identify putative JPFs and their effects on aging. 

The Board of Regents is seeking high quality, focused cooperative education and internship program proposals from Ohio institutions of higher education and their partners. This program has been funded  through one-time casino licensing fees; it is expected that the funds will be awarded to build systems to sustain co-ops and internships beyond the direct investment from the State and to ensure these workbased learning opportunities are relevant to the needs of students and businesses. Funds will be awarded to build the capability and capacity of programs to engage more students, more businesses,  and more faculty members in co-op and internship programs. The programs should address the talent needs of JobsOhio key industries.

NIJ is seeking proposals for research on firearms and violence such as, but not limited to, gun violence prevention programs based on general prevention theory, the effects of criminal justice interventions on reducing gun violence, improving data systems for studying gun violence, illicit gun markets, and the effects of firearm policies and legislation on public safety.

The Intellectual Property Enforcement Program, administered by BJA, is designed to provide national support and improve the capacity of state, local, and tribal criminal justice systems to address intellectual property criminal enforcement, including prosecution, prevention, training, and technical assistance. Awards will be made by BJA to support law enforcement agencies in coordinating the goals, objectives, and activities of their intellectual property task forces in close collaboration with the relevant state, local, tribal, and federal agencies, to include local U.S. Attorneys' Offices (USAOs). This program is generally informed by section 401 of Public Law 110-403, which authorizes DOJ to provide funding to support state and local intellectual property theft enforcement efforts.

Through this Addendum to the 2014 Global Development Alliance (GDA) Annual Program Statement (APS) Number APS-OAA-14-000001, USAID/Rwanda is issuing a call for submission of concept papers focusing on nutrition, youth workforce development, education, and legal capacity development. The addendum is USAID's invitation to the private sector to jointly identify and define key challenges and collaborate with USAID in areas where our goals and interests align. It also defines broad areas in which we see the greatest potential for collaboration in alignment with USAID's strategic interests in Rwanda. The areas of greatest interest to USAID/Rwanda include increasing availability of and access to nutritious foods; increasing employment opportunities for youth, especially in rural areas; providing education and skills training to youth, specifically in the areas of English language and computing; and increasing the clarity and consistency in the interpretation and enforcement of laws and contracts. More details on each of these areas can be found in the addendum attached to this announcement.

The purpose of the program is to enhance and/or expand the capacity of substance use disorder treatment providers to serve youth and adults with substance use disorders or co-occurring substance use and mental disorders who have been underserved and/or have special needs (e.g., elderly, ethnic and racial minorities, criminal justice involved individuals, etc.). This is referred to as the "population of focus."

NIJ, in collaboration with other Federal agencies, is interested in funding a cooperative agreement to conduct a rigorous, multi-year demonstration project to prevent abuse, neglect, and/or financial exploitation among community-residing elderly individuals identified to be at risk. Ultimately, the demonstration project will include development and implementation of the intervention, and, pending funding, a rigorous scientific evaluation of its effectiveness. Successful proposals will develop an intervention that: 1) specifies a theory of change; 2) builds upon evidence-based violence prevention interventions in related areas; 3) identifies a rationale and strategy for selecting participants; and 4) is designed to be replicated, scaled up, and independently evaluated if the demonstration project indicates effectiveness in preventing elder abuse. Applicants may develop and test interventions to prevent either a single form or multiple forms of elder mistreatment. Initial funding under this solicitation will cover an 18-month planning phase. Upon successful completion of the planning phase, additional funding may become available to support the implementation of an 18-month pilot study.

The Comprehensive Opioid Abuse Program Training and Technical Assistance (TTA) Program establishes a comprehensive, coordinated, balanced strategy through enhanced grant programs that would expand prevention and education efforts while also promoting treatment and recovery. Through this solicitation, BJA intends to select five training and technical assistance (TTA) providers to support the Comprehensive Opioid Abuse Program (COAP). Providers will deliver TTA to tribal, state and local criminal justice and substance abuse treatment agencies nationwide, prescription drug monitoring programs (PDMPs), and their partner agencies in sites selected through the Comprehensive Opioid Abuse Site-based Program solicitation, and to communities nationwide impacted by the opioid epidemic. The TTA providers will work collaboratively within the COAP TTA Network.

The purpose of this FOA is to support a more efficient method for jurisdictions to de-duplicate the National HIV Surveillance System. The applicant will develop a privacy data-sharing tool capable of identifying potential duplicates across jurisdictions. Activities will include acquiring a Security Assessment and Authorization, negotiating with the 59 jurisdictions to obtain their participation, providing a data sharing tool that will allow for secure, encrypted submission and matching of person-level HIV surveillance data, and providing a report back to jurisdictions on matching levels.

The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from civil society organizations to promote and protect the human rights of marginalized populations. This request is seeking programs that take an intersectional approach to addressing violence and discrimination targeting marginalized populations, which undermine society’s collective security, and programs that provide marginalized populations with tools to prevent, mitigate and recover from violence.

The Drug Court Training and Technical Assistance (TTA) Program will fund a TTA provider for family drug courts under Category 1 and a TTA provider for juvenile drug treatment courts under Category 2. The TTA under this program will support OJJDP funded drug courts as well as family drug courts and juvenile drug treatment courts across the nation. In addition, TTA under this program will be coordinated with the Opioid Youth Affected Initiative TTA.

Activities supported by this program are determined by statute, federal regulations, and OVW policies.
