The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT) is accepting applications for fiscal year (FY) 2015 Grants to Expand Substance Abuse Treatment Capacity in Adult and Family Treatment Drug Courts. The purpose of this program is to expand and/or enhance substance abuse treatment services in existing adult and family "problem solving" courts, which use the treatment drug court model in order to provide alcohol and drug treatment (including recovery support services supporting substance abuse treatment, screening, assessment, case management, and program coordination as well as family-focused services in the case of Family Treatment Drug Courts) to defendants/offenders. Grantees will be expected to provide a coordinated, multi-system approach designed to combine the sanctioning power of treatment drug courts with effective treatment services to break the cycle of criminal behavior, child abuse and neglect, alcohol and/or drug use, and incarceration or other penalties. Grants funds must be used to serve people diagnosed with a substance use disorder as their primary condition, particularly high risk/high need populations diagnosed with substance dependence or addiction to alcohol/other drugs and identified as needing immediate treatment. Grant funds must be used to address gaps in the continuum of treatment for those individuals in these drug courts who have substance abuse and/or co-occurring disorders treatment needs. Grant funds may be used to provide services for co-morbid conditions, such as mental health problems, as long as expenditures remain consistent with the drug court model which is designed to serve individuals needing treatment for substance dependence or addiction to alcohol/other drugs. Enhanced Training And Services To End Abuse In Later Life Program (Abuse in Later Life) provides or enhances training and services to address elder abuse, neglect, and exploitation, including domestic violence, dating violence, sexual assault, or stalking, involving victims who are 50 years of age or older. In FY 2017, OVW will fund projects that will focus on providing training to assist criminal justice and other professionals in recognizing and addressing instances of elder abuse; providing services for older victims of abuse in later life; and supporting multidisciplinary collaborative community responses to victims of abuse in later life.

With this solicitation, NIJ seeks applications for research and evaluation projects that will improve knowledge and practice related to identifying, preventing, investigating, prosecuting, and reducing technology-facilitated abuse, including sextortion, nonconsensual pornography (revenge porn), doxing, swatting, cyberstalking, and cyber-hate. NIJ will support scientifically rigorous projects designed to produce highly practical findings that will inform program, policy, practice and other efforts to address such crimes. NIJ is particularly interested in research and evaluation projects addressing the following topics . Risk and protective factors associated with an individual falling victim to technology-facilitated abuse, as well as how individuals or organizations become involved in these types of crimes. . Studies of the costs and consequences of technology-facilitated abuse (financial and otherwise), as well as how Internet-enabled harassment may be related to other crime(s). . Studies of the effectiveness of approaches in identifying, preventing, investigating, and prosecuting technology-facilitated abuse (This may include consideration of legislation and/or training). . Studies of the frequency and impacts of technology-facilitated abuse, in particular their effect on women and ethnic, religious, and racial minorities.

The Comprehensive Opioid Abuse Program Training and Technical Assistance (TTA) Program establishes a comprehensive, coordinated, balanced strategy through enhanced grant programs that would expand prevention and education efforts while also promoting treatment and recovery. Through this solicitation, BJA intends to select five training and technical assistance (TTA) providers to support the Comprehensive Opioid Abuse Program (COAP). Providers will deliver TTA to tribal, state and local criminal justice and substance abuse treatment agencies nationwide, prescription drug monitoring programs (PDMPs), and their partner agencies in sites selected through the Comprehensive Opioid Abuse Site-based Program solicitation, and to communities nationwide impacted by the opioid epidemic. The TTA providers will work collaboratively within the COAP TTA Network.

BJA and SAMHSA are accepting applications for fiscal year (FY) 2015 for grants to enhance court services, coordination, and evidence-based substance abuse treatment and recovery support services of adult drug courts. The purpose of this joint initiative is to allow applicants to submit a comprehensive strategy for enhancing drug court services and substance abuse treatment. Through this solicitation, applicants are competing for two grant awards (a grant from SAMHSA and a separate grant from BJA) for both criminal justice and substance abuse treatment funds with one application. In order to fulfill all of the requirements for this grant program, applicants should comply with the requirements outlined in this announcement as well as those incorporated by reference in the Requirements Resource Guide. These grants are authorized under 42 U.S.C. § 3797u, et seq., and section 509 of the Public Health Service Act, as amended. This announcement addresses Healthy People 2020 Substance Abuse Topic Area HP 2020-SA and SAMHSA's Strategic Initiative on Trauma and Justice. Drug courts funded through this grant may use federal funding and matched funding to serve only nonviolent offenders1 and must operate the adult drug court based on BJA's and the National Association of Drug Court Professionals' publication Defining Drug Courts: The Key Components, which addresses the statutory requirements. This opportunity provides drug court applicants the flexibility to identify the most appropriate evidence-based court (service/docket) model on which to base the drug court, in order to accommodate the needs and available resources of that jurisdiction, so long as the model conforms to the 10 key drug court components (see pages 9-11 of this solicitation), which describe the basic elements that define drug courts. (See page 8 for a definition of "evidence-based.")

NIJ seeks proposals for research and evaluation on the abuse, neglect, and exploitation of elderly individuals. NIJ is interested in research that either helps to define and operationalize polyvictimization among elderly individuals or to identify successful outcomes in elder abuse intervention research. These are two areas that have been identified as gaps for a number of years in the field.

The Second Chance Act Programs are designed to help communities develop and implement comprehensive and collaborative strategies that address the challenges posed by reentry and recidivism reduction. "Reentry" is not a specific program, but rather a process that starts when an individual is initially incarcerated and ends when he or she has been successfully reintegrated in the community as a law-abiding citizen. The reentry process includes screening and assessment in a pre-release setting, the delivery of evidence-based programming in a pre-release setting, and the delivery of a variety of evidence-based programming for every program participant in a post-release setting designed to ensure that the transition from prison or jail to the community is safe and successful. The Reentry Program for Adult Offenders with Co-Occurring Substance Abuse and Mental Health Disorders is designed to improve outcomes for adults with co-occurring substance abuse and mental health disorders through the screening and assessment of incarcerated individuals, availability of some pre-release programming, leading to the provision of appropriate evidence-based services and treatment after incarceration.

NIJ, in collaboration with other Federal agencies, is interested in funding a cooperative agreement to conduct a rigorous, multi-year demonstration project to prevent abuse, neglect, and/or financial exploitation among community-residing elderly individuals identified to be at risk. Ultimately, the demonstration project will include development and implementation of the intervention, and, pending funding, a rigorous scientific evaluation of its effectiveness. Successful proposals will develop an intervention that: 1) specifies a theory of change; 2) builds upon evidence-based violence prevention interventions in related areas; 3) identifies a rationale and strategy for selecting participants; and 4) is designed to be replicated, scaled up, and independently evaluated if the demonstration project indicates effectiveness in preventing elder abuse. Applicants may develop and test interventions to prevent either a single form or multiple forms of elder mistreatment. Initial funding under this solicitation will cover an 18-month planning phase. Upon successful completion of the planning phase, additional funding may become available to support the implementation of an 18-month pilot study.

This solicitation seeks applications for funding for research and evaluation projects that expand understanding of the phenomena of elder abuse, in its many forms, and the effectiveness of strategies to prevent such abuse. NIJ anticipates at least $2 million will be available to fund multiple grant awards, with potential funding from the Office of Victims of Crime (OVC) and the USDOJ Civil Division.

In FY 2013 the Bureau of Justice Statistics (BJS) released the 2011-2012 findings from the most recent surveys of jail and prison inmates about incidences of sexual victimization.1 Based on this information, 4.0 percent of state and federal prison inmates, and 3.2 percent of jail inmates within the United States, reported experiencing one or more incidents of sexual victimization by another inmate or facility staff in the past 12 months or since admission to the facility.2 In juvenile facilities, the numbers were even more troubling. An estimated 9.5 percent of adjudicated youth in state juvenile facilities and state contract facilities (representing 1,720 youth nationwide) reported experiencing one or more incidents of sexual victimization by another youth or staff in the past 12 months or since admission, if less than 12 months.3 On June 20, 2012, DOJ published the Final Rule creating standards as required by the Prison Rape Elimination Act (PREA). The standards apply to adult prisons and jails, juvenile correctional facilities, police lockups, and community residential centers. The standards, which took effect on August 20, 2012, seek to prevent sexual abuse and to reduce the harm that it causes. The standards are grouped into 11 categories: prevention planning, responsive planning, training and education, screening for risk of sexual victimization and abusiveness, reporting, official response following an inmate report, investigations, discipline, medical and mental care, data collection and review, and audits.

The Centers for Disease Control and Prevention's National Center for Injury Prevention and Control (NCIPC) is soliciting investigator-initiated research that will help expand and advance our understanding about what works to prevent violence that impacts children and youth, collectively referred to as Adverse Childhood Experiences (ACEs), including child abuse and neglect, teen dating violence, sexual violence, youth violence, and exposure to adult intimate partner violence. This initiative is intended to support the evaluation of primary prevention strategies, programs, or policies that target universal or selected high-risk populations (i.e., populations that have one or more risk factors that place them at heightened risk for perpetration of violence). Funds are available to conduct such studies focused on preventing child abuse and neglect and at least one other form of violence affecting children and youth, including teen dating violence, sexual violence, youth violence and exposure to adult intimate partner violence as detailed elsewhere in this announcement.

This Notice of Funding Opportunity is released by the Department of State's Office of Global Criminal Justice (J/GCJ) in cooperation with the Bureau of Near Eastern Affairs, Office of Assistance Coordination (NEA/AC). J/GCJ promotes criminal accountability for abuses and violations in Iraq and Syria, including war crimes, crimes against humanity, and genocide. The investigation and prosecution of atrocity crimes is a crucial part of holistic transitional justice strategies in which countries must address legacies of pervasive abuses. Criminal trials - whether they occur in the context of an international or regional tribunal, or domestic systems that have jurisdiction - can build adherence to the rule of law, reinforce the unacceptability of the crimes committed, demonstrate that impunity will not be tolerated, and deter future harm by punishing perpetrators. Trials can also help transitional societies come to terms with their own histories and rebuild stable, democratic institutions. Evidence presented in court can help to establish a historical record of atrocities, give victims an opportunity to be heard, and rebut denials by victimizers and their political allies that such atrocities ever occurred. Finally, criminal trials can also help to restore the dignity of victims and their families by providing a public acknowledgment of the gravity of the wrongs done to them. The Department of State will consider funding programs that include components to develop local investigative and judicial skills; to collect and preserve evidence and maintain the chain of custody of evidence; provide information to national authorities with jurisdiction over crimes, and to conduct other activities that directly support investigations and prosecutions of perpetrators of atrocities in Iraq and Syria. Applicants should be able to demonstrate an awareness of existing work in the field.

This program will provide funding to support reentry strategies that address treatment services for youth with co-occurring substance abuse problems and mental health disorders, reentry services for gang-involved youth, and training and technical assistance to improve community supervision practices for juveniles who are placed on probation or are being released from secure confinement. This solicitation will provide grants under the following categories. The purpose of the Elder Justice Innovation Grants program is to support the development and advancement of new and emerging issues related to elder justice. Funded projects will contribute to the improvement of the field of elder abuse prevention and intervention at large, such as by developing materials, programs, etc. that can be widely disseminated and/or replicated, or by establishing and/or contributing to the evidence-base of knowledge. For FY 2017, funded projects will continue to build the evidence-base on successful approaches to reduce and ameliorate the harm people experience as a result of abuse, neglect, and financial exploitation, and to better understand what adult protective services practices produce the best outcomes.

The Bureau of International Labor Affairs (ILAB), U.S. Department of Labor announces the availability of approximately $6,000,000 total costs for up to three cooperative agreements of up to $2,000,000 total costs each to fund technical assistance projects to improve the capacity of civil society to better understand and address child labor and/or forced labor abuses and promote acceptable conditions of work in a sector and/or supply chain. The project should achieve the following outcomes: (1) Improved capacity of civil society to identify and document accurate, independent, and objective information on the nature and scope of child labor and/or forced labor, and violations of acceptable conditions of work in a sector and/or supply chain; (2) Improved capacity of civil society to raise awareness for the protection of workers from child labor and/or forced labor abuses, and violations of acceptable conditions of work; and (3) Improved capacity of civil society to implement initiatives to address child labor and/or forced labor and violations of acceptable conditions of work, including facilitated access to grievance mechanisms and/or remedy for victims of labor exploitation. The duration of the project will be a maximum of 4 years (48 months) from the effective date of the award.

The Legal Assistance for Victims (LAV) Grant Program is intended to increase the availability of civil and criminal legal assistance needed to effectively aid adult and youth victims of sexual assault, domestic violence, dating violence, and stalking who are seeking relief in legal matters relating to or arising out of that abuse or violence, at minimum or no cost to the victims. LAV Grant Program funds may not be used provide criminal defense services. Grant funds may be used to provide direct legal services to victims of sexual assault, domestic violence, dating violence, and stalking in matters related to or arising out of that abuse or violence. The objective of the LAV Grant Program is to develop innovative, collaborative projects that provide quality representation to victims of sexual assault, domestic violence, dating violence, and stalking.

The purpose of this program is to improve the judicial system's handling of child abuse, neglect, and related cases including cases of children who are victims of commercial sexual exploitation and sex trafficking.

OVC is seeking applications to implement projects intended to improve outcomes, minimize additional trauma, and restore safety and security to older adult victims of abuse and financial exploitation.
