NSF INCLUDES (Inclusion across the Nation of Communities of Learners of Underrepresented Discoverers in Engineering and Science) is a comprehensive national initiative designed to enhance U.S. leadership in science, technology, engineering, and mathematics (STEM) discoveries and innovations by focusing on broadening participation in these fields at scale. The vision of NSF INCLUDES is to catalyze the STEM enterprise to collaboratively work for inclusive change, which will result in a STEM workforce that reflects the population of the Nation. The initiative is developing a National Network composed of NSF INCLUDES Design and Development Launch Pilots, NSF INCLUDES Alliances, an NSF INCLUDES Coordination Hub, NSF-funded broadening participation projects, other relevant NSF-funded projects, scholars engaged in broadening participation research, and other organizations that support the development of talent from all sectors of society to build an inclusive STEM workforce.

The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals in the following technical areas: radio architectures and technology and network architectures and technology that maintain network reliability through periods of data channel degradation.

The L'Oréal USA For Women in Science fellowship program awards five women postdoctoral scientists annually with grants of $60,000 each for their contributions in Science, Technology, Engineering and Math (STEM) fields and commitment to serving as role models for younger generations. The program is the U.S. component of the L'Oréal-UNESCO For Women in Science International Fellowships program. L'Oréal USA partners with the American Association for the Advancement of Science (AAAS) to manage the program's application and peer-review process. The 2018 L'Oréal USA for Women in Science application period will open December 4th, 2017 and will close on February 2nd, 2018.

Communities in the United States (US) and around the world are entering a new era of transformation in which residents and their surrounding environments are increasingly connected through rapidly-changing intelligent technologies. This transformation offers great promise for improved wellbeing and prosperity, but poses significant challenges at the complex intersection of technology and society. The goal of the NSF Smart and Connected Communities (S&CC) program solicitation is to accelerate the creation of the scientific and engineering foundations that will enable smart and connected communities to bring about new levels of economic opportunity and growth, safety and security, health and wellness, and overall quality of life. This goal will be achieved through integrative research projects that pair advances in technological and social dimensions with meaningful community engagement.

The Cross Domain Innovation & Science (CDIS) group of the Air Force Research Laboratory's Information Directorate is interested in new innovative technologies and capabilities within the Multi-Level Security (MLS) and cyber security environments, that promote the state of the art for secure, accreditable resilient and reactive capabilities to enhance the sharing of information between multiple security domains within both enterprise and mobile/tactical environments.

The BAA objective is to conceive, develop and demonstrate innovative and affordable technologies that provide network requirements of future autonomous swarm applications which will differ drastically from information exchange requirements for current applications. For example, many of the collaborative tasks defined in Part VIII-References [1] implicitly require communications to enable intra-agent collaboration in severely contested environments, something which existing military and commercial networking protocols are unable to achieve. New networking paradigms will be required before the Air Force can successfully implement future swarm-based autonomous missions. Therefore, the primary interest will be in techniques that will allow for the network-optimal use of existing point-to-point data links. This will primarily involve a combination of protocols at layer three and above, but will also include distributed beamforming techniques.

The far-reaching impact and rate of innovation in the computer and information science and engineering fields has been remarkable, generating economic prosperity and enhancing the quality of life for people throughout the world.

The MPS DC is expected to be the central clearinghouse for TC data management, and will incorporate novel approaches and technologies for data management, data mining and meta-analyses, and data sharing across many organs and tissues, diseases, data types, and TC platforms. The MPS Data center is expected to provide different levels of public and tiered access to TC information for basic and clinical researchers, academic and practicing physicians, the pharmaceutical industry, NIH, FDA and other government agencies, patients, and the lay public. The MPS Data Center will work with IQ Consortium members to develop and make available a secure, customizable coordinated data management system for collection, storage, and analyses of diverse data types from multiple TC platforms being developed and used for drug screening, safety and efficacy testing.

The National Science Foundation's Directorates for Engineering (ENG) and Computer and Information Science and Engineering (CISE) are coordinating efforts to identify bold new concepts to significantly improve the efficiency of radio spectrum utilization while addressing new challenges in energy efficiency and security, thus enabling spectrum access for all users and devices, and allowing traditionally underserved Americans to benefit from wireless-enabled goods and services. The SpecEES program solicitation (pronounced "SpecEase") seeks to fund innovative collaborative research that transcends the traditional boundaries of existing programs.

The Science of Learning program supports potentially transformative basic research to advance the science of learning. The goals of the SL Program are to develop basic theoretical insights and fundamental knowledge about learning principles, processes and constraints. Projects that are integrative and/or interdisciplinary may be especially valuable in moving basic understanding of learning forward but research with a single discipline or methodology is also appropriate if it addresses basic scientific questions in learning. The possibility of developing connections between proposed research and specific scientific, technological, educational, and workforce challenges will be considered as valuable broader impacts, but are not necessarily central to the intellectual merit of proposed research. The program will support research addressing learning in a wide range of domains at one or more levels of analysis including: molecular/cellular mechanisms; brain systems; cognitive affective, and behavioral processes; and social/cultural influences. The program supports a variety of methods including: experiments, field studies, surveys, secondary-data analyses, and modeling.

The agency wishes to enter into one or more contracts that prequalifies selected offerors to establish a pool of pre-qualified Contractors that offer public/cloud based analytics platform processing capabilities and to provision for a State Public, Private and Protected data analytics platform suitable for conducting projects very large dataset analysis using a combination of open-source, commercial and vendor proprietary computing and storage platforms including highly complex numerical analysis of textual, structured, non-structured, spatial and other data sources. The agency will also establish a pool of pre-qualified Contractors that are capable of performing Exploratory Projects in a multitude of Data Analytics Domains based upon State agency need.

Ohio Department of Youth Services is seeking proposals for an electronic visitor management system for all three juvenile correctional facilities.

On January 16, 2018, The Department of Transportation will post a request for letters of interest to perform and document the statewide Systems Engineering Analysis for Autonomous/Connected Vehicle (SEA AV/CV) projects in conformance with 23 CFR 940 and Section 1300 of the Traffic Engineering Manual. Included with this effort will be a review, and recommendations of necessary updates, to the existing statewide and MPO Regional ITS Architectures to ensure consistency with the developed SEA AV/CV document. The goal of this effort is to create the statewide framework to guide current and future AV/CV deployments. The requirements of 23 CFR 940 will be handled at the program level to the extent possible via this effort rather than on a project-by-project basis.

The Networking Technology and Systems (NeTS) program in the CNS division supports transformative research on fundamental scientific and technological advances leading to the development of Next Generation Internet (NGI) and Advanced Wireless Networking (AWN) systems and technologies. NSF/CISE and the European Commission’s (EC) Directorate General for Communication Networks, Content and Technology (DG CONNECT) seek to enable US and European Union (EU) researchers to collaborate to address compelling research challenges in NGI and AWN.

The objective of the grant is to encourage the development of new assistive technologies for specially adapted housing. Therefore, VA has defined ''new assistive technology'' as an advancement the Secretary determines could aid or enhance the ability of a Veteran or Servicemember to live in an adapted home. DARPA seeks innovative proposals for the development of element-level digital beamforming array technology at millimeter wave frequencies. The primary goal of the program is to develop and demonstrate a tile building block sub-array (>16 elements) that supports scaling to large arrays (100's-10,000+) in the 18-50 GHz band. It is expected that this will be enabling hardware for multi-function, multi-beam phased array applications and emerging massive multiple-input-multiple-output (MIMO) techniques in communication and sensing.

This ROSES NRA (NNH17ZDA001N) solicits basic and applied research in support of NASA's Science Mission Directorate (SMD).
