The NPS is the lead federal agency assigned the principal responsibility for administering three federal historic documentation programs: the Historic American Buildings Survey (HABS), the Historic American Engineering Record (HAER), and the Historic American Landscape Survey (HALS). The documentation programs and their associated collections are among the largest and most heavily used in the Prints and Photographs Division of the Library of Congress. The collections document achievements in architecture, engineering, and design in the United States and its territories through a comprehensive range of building types and engineering technologies. These federal documentation programs have recorded America's built environment in multi-format surveys comprising more than 556,900 measured drawings, large-format photographs, and written histories for more than 38,600 historic structures and sites dating from Pre-Columbian times to the twentieth century. Through this agreement, the NPS , Intermountain Region, is seeking to work with a cooperator to expand the documentation of heritage sites to include: producing 3D high definition digital documentation of resources through LiDAR scanning, photogrammetry and other state-of-the-art technologies, including 3D point clouds, 3D visualizations, 3D models, 3D reconstructions, 3D virtual tours and 3D animated fly-throughs; training and employing students to produce 3D digital documentation; developing educational and interpretive content associated with the 3D digital images; creating virtual learning opportunities through web-based applications for research; archiving and managing digital data in accordance with National Archives and Records Administration (NARA) standards; providing free access to the data via a website designed for use by the general public; and hosting and maintaining that website.

This BAA's primary objective is to attract outstanding researchers and scholars who will investigate topics of interest to the defense acquisition community. The program solicits innovative proposals for defense acquisition management and policy research to be conducted for approximately a 12-month period during the September 2013 through May 2015 timeframe. In this BAA, the phrase "defense acquisition management and policy research" refers to investigations in all disciplines, fields, and domains that (1) are involved in the acquisition of products and/or services for national defense, or (2) could potentially be brought to bear to improve defense acquisition. These include but are not limited to economics, finance, financial management, information systems, organization theory, operations management, human resources management, and marketing, as well as the "traditional" acquisition areas such as contracting, program/project management, logistics, and systems engineering management. The proposed research must provide through the dissemination of findings in a final Technical Report a public benefit beyond the potential to improve the efficiency, quality, innovation, and/or cost of DoD and DoN acquisition programs. Findings, for instance, should also be potentially applicable to improving private-sector competitiveness or effectiveness.

NIST invites applications from eligible applicants to pilot on-line identity solutions for accessing government services that embrace and advance the NSTIC vision: that individuals and organizations utilize secure, efficient, easy-to-use, and interoperable identity credentials to access online services in a manner that promotes confidence, privacy, choice, and innovation. Specifically, the Federal government seeks to initiate and support pilots that address the needs of individuals, private sector organizations, and all levels of government in accordance with the NSTIC Guiding Principles that identity solutions will be (1) privacy-enhancing and voluntary, (2) secure and resilient, (3) interoperable, and (4) cost-effective and easy-to-use. NIST will fund projects that are intended to test or demonstrate the effectiveness of solutions for enabling individuals to better access government services that either do not exist or are not widely adopted in the marketplace today. To demonstrate that the solution meets the program's goals, NSTIC will be looking for the following characteristics in applications: i. At least two government programs, including state-administered human services programs, w

The ARI is a joint Domestic Nuclear Detection Office (DNDO) and National Science Foundation (NSF) program seeking novel cross-cutting research that will enhance the nation's ability to detect and interdict nuclear or radiological material outside of regulatory control, and otherwise help prevent nuclear or radiological attacks. This year's solicitation topics will encompass a range of subjects, with an emphasis on unconventional, multidisciplinary approaches to threat detection. A number of small to medium awards are intended in the areas of novel approaches to extremely low-cost threat detection, orthogonal and informatics approaches to threat detection, deterrence analytics, and advanced forensics techniques. A single large award is intended for an integrated, multidisciplinary approach to shielded special nuclear material detection. Primary objectives of the ARI include advancing fundamental knowledge in the above areas and developing intellectual capacity in scientific fields relevant to long-term advances in these areas. Proposals outside of the scope described in this solicitation will be returned without review. Research proposals specific to detection of biological, chemical, and conventional weapons are excluded from the scope of this solicitation, however approaches that consider explosives detection and nuclear or radiological materials detection are of interest.

The NIDCR-funded FaceBase Consortium (www.facebase.org) was established in 2009 to advance craniofacial research by creating comprehensive datasets on craniofacial development and dysmorphologies and disseminating them to the wider craniofacial research community. Operationally, the Consortium links individual spoke projects, each creating and contributing individual datasets, analytic tools, and other resources to a central data management and integration hub which, in turn, disseminates them publicly. This Funding Opportunity Announcement (FOA) solicits grant applications for the role of the FaceBase data management and integration hub. As the Consortiums public face, the hub is charged with the critical functions of collecting datasets and analytic tools developed by the spoke projects, curating and integrating those resources, and disseminating them to the wider research community through the FaceBase website. The hub is expected to work closely with the spoke projects in developing efficient processes for depositing and organizing data, to lead the Consortium in the development of sophisticated methodologies for searching and visualizing integrated FaceBase data, and to coordinate Consortium-wide activities such as working group and Steering Committee meetings, and the annual Consortium-wide meeting.

The Advanced Scientific Computing Research (ASCR) program of the Office of Science (SC), U.S. Department of Energy (DOE), hereby invites proposals for basic mathematical, statistical and computational research that significantly advances uncertainty quantification methodologies for enabling extreme-scale science. The purpose of this FOA is to invite proposals in ASCR Applied Mathematics basic research that significantly advance uncertainty quantification (UQ) methodologies as an enabling technology in extreme-scale scientific computing. UQ broadly refers to the end-to-end study of the accuracy, reliability, development and effective use of computational models in making scientific inferences. Mathematically rigorous UQ methodologies are essential to a wide range of DOE science and engineering applications in carrying out predictions, design optimization, decision making, or other high-level tasks. UQ relies on a broad range of applied mathematics and statistics research, along with algorithmic and computational developments, and subject matter expertise, to enable an appropriate level of confidence in the use of computational models for scientific investigations.

DARPA-BAA-13-13: Integrated Cyber Analysis System (ICAS) - Federal Business Opportuniti... - 0 views

  •
DARPA is soliciting innovative research proposals in the area of cyber analysis. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice.   ICAS aims to make IT system information readily useful for attack forensics and tactical cyber defense by automatically integrating all device data and generating a complete, current picture of the enterprise. DARPA envisions an ICAS solution comprised of two principal elements: a connecting layer to enable federation of currently stovepiped IT system data sources, and tools for analyzing, visualizing, and reasoning over the ICAS federated database.
