The State seeks to select, acquire, implement, and maintain a user friendly, web-based system for administration of Motor Carrier and Registrant apportioned registration, under the International Registration Plan (IRP), and according to the Ohio Revised and Administrative Codes [including, but not limited to: ORC Chapters 4501, 4503 and 4504, OAC 4501, and the International Registration Plan]. The integrated solution must be fully Commercial Vehicle Information Systems and Networks (CVISN) core compliant with IRP, and Commercial Vehicle Information Exchange Window System (CVIEW); compliant with Performance and Registration Information System Management (PRISM). The Contractor is required to be PCI-DSS Payment Card Industry Data Security Standard (PCI-DSS) compliant. In addition, the desired solution will provide mobile solution architecture to accommodate Ohio's motor carrier and registrant community.

Computing systems have undergone a fundamental transformation from the single-core processor-devices of the turn of the century to today's ubiquitous and networked devices with multicore/many-core processors along with warehouse-scale computing via the cloud. At the same time, semiconductor technology is facing fundamental physical limits and single-processor performance has plateaued. This means that the ability to achieve performance improvements through improved processor technologies alone has ended.In recognition of this obstacle, the recent National Strategic Computing Initiative (NSCI) encourages collaborative efforts to develop, "over the next 15 years, a viable path forward for future high-performance computing (HPC) systems even after the limits of current semiconductor technology are reached (the 'post-Moore's Law era')." Exploiting parallelism is one of the most promising directions to meet these performance demands. While parallelism has already been studied extensively and is a reality in today's computing technology, the expected scale of future systems is unprecedented. At extreme scales, factors that have small impacts today can become highly significant.

The Emerging Frontiers in Research and Innovation (EFRI) program of the NSF Directorate for Engineering (ENG) serves a critical role in helping ENG focus on important emerging areas in a timely manner. This solicitation is a funding opportunity for interdisciplinary teams of researchers to embark on rapidly advancing frontiers of fundamental engineering research. For this solicitation, we will consider proposals that aim to investigate emerging frontiers in one of the following two research areas:

The Bureau of Democracy, Human Rights, and Labor (DRL) announces a Request for Statements of Interest (RSOI) from organizations interested in submitting Statements of Interest (SOI) for programs that support Internet Freedom. In support of the U.S. International Strategy for Cyberspace, DRL's goal is to protect the open, interoperable, secure, and reliable Internet by promoting fundamental freedoms, human rights, and the free flow of information online through integrated support to civil society for technology, digital safety, policy and advocacy, and applied research programs. DRL invites organizations interested in potential funding to submit SOI applications outlining program concepts that reflect this goal.

In 2016, the National Science Foundation (NSF) unveiled a set of "Big Ideas," 10 bold, long-term research and process ideas that identify areas for future investment at the frontiers of science and engineering (seehttps://www.nsf.gov/news/special_reports/big_ideas/index.jsp). The Big Ideas represent unique opportunities to position our Nation at the cutting edge of global science and engineering leadership by bringing together diverse disciplinary perspectives to support convergence research. As such, when responding to this solicitation, even though proposals must be submitted tothe Division of Emerging Frontiers in the Directorate for Biological Sciences (BIO/EF),once received, the proposals will be managed by a cross-disciplinary team of NSF Program Directors. The purpose of the Understanding the Rules of Life: Epigenetics (URoL:Epigenetics) program is to enable innovative research and to promote multidisciplinary education and workforce training in the broad area of epigenetics. The URoL:Epigenetics program is a widecollaborationacross Directorates/Offices within the National Science Foundation with a focus on understanding the relationship between epigenetic mechanisms associated with environmental change, the resultant phenotypes of organisms, and how these mechanisms lead to robustness and adaptability of organisms and populations. Understanding the Rules of Life (URoL): PredictingPhenotypeis one of NSF's 10 Big Ideasand is focused on predicting the set of observable characteristics (phenotype) from the genetic makeup of the individual and the nature of its environment.

NSF's Directorate for Computer and Information Science and Engineering (CISE) initiated the National Network of Big Data Regional Innovation Hubs (BD Hubs) program in FY 2015 (NSF 15-562). Four Big Data Hubs (BD Hubs)—Midwest, Northeast, South, and West—were established, one in each of the four Census Regions of the United States[1]. The BD Hubs provide the ability to engage local or regional stakeholders, e.g., city, county, and state governments, local industry and non-profits, and regional academic institutions, in big data research, and permit a focus on regional issues. These collaborative activities and partnerships play a critical role in building and sustaining a successful national big data innovation ecosystem. This solicitation continues the operation of a national network of BD Hubs. It builds on demonstrated strengths of the program, which has grown to include a set of BD Spokes affiliated with the BD Hubs, and is responsive to the recent developments in data science. For instance, the recently released report on Data Science for Undergraduates: Opportunities and Options from the National Academies of Sciences, Engineering, and Medicine exemplifies the urgency of multi-faceted education and training in data science. The BD Hubs will continue to nucleate regional collaborations and multi-sector projects, while fostering innovation in data science. The NSF BD Hubs program is aligned with NSF’s Harnessing the Data Revolution (HDR) Big Idea, one of NSF’s 10 Big Ideas for Future Investment. HDR is a visionary, national-scale activity to enable new modes of data-driven discovery, allowing fundamentally new questions to be asked and answered in science and engineering frontiers, generating new knowledge and understanding, and accelerating discovery and innovation.

The HVSI funds and performs a range of hypersonic research tasks in support of the Department of Defense (DoD) High Performance Computing Modernization Program (HPCMP). HPCMP desires to improve computational simulations of hypersonic vehicles in support of DoD goals by accelerating the successful development of HPC software and hardware. The HVSI will be looking to improve computational simulation approaches including numerical methods, modeling approaches, and simulation of a variety of aerothermodynamic and propulsion aspects of hypersonic flight. Specific science and technology areas include turbulence, boundary layer transition, fluid-structure-thermal interactions, non-equilibrium chemistry, ablation, and combustion.

The Formal Methods in the Field (FMitF) program aims to bring together researchers in formal methods with researchers in other areas of computer and information science and engineering to jointly develop rigorous and reproducible methodologies for designing and implementing correct-by-construction systems and applications with provable guarantees. FMitF encourages close collaboration between two groups of researchers. The first group consists of researchers in the area of formal methods, which, for the purposes of this solicitation, is broadly defined as principled approaches based on mathematics and logic, including modeling, specification, design, program analysis, verification, synthesis, and programming language-based approaches. The second group consists of researchers in the "field," which, for the purposes of this solicitation, is defined as a subset of areas within computer and information science and engineering that currently do not benefit from having established communities already developing and applying formal methods in their research.

The Chan Zuckerberg Initiative (CZI) seeks to support up to 10 Imaging Scientists who will work at the interface of biology, microscopy hardware, and imaging software at imaging centers across the United States. "Imaging Scientists" might be engineers, physicists, mathematicians, computer scientists, or biologists who have focused on technology development in either microscopy or data analysis fields. The primary goal of the program is to increase interactions between biologists and technology experts. The Imaging Scientists will have expertise in microscopy hardware and/or imaging software. A successful "Imaging Program" will employ an Imaging Scientist who: a) works collaboratively with experimental biologists on projects at the imaging center; b) participates in courses that disseminate advanced microscopy methods and analysis; c) trains students and postdocs in imaging technology; d) participates in a network of CZI Imaging Scientists to identify needs and drive advances in the imaging field; e) attends twice-yearly CZI scientific workshops and meetings in imaging and adjacent biomedical areas. Each grant will fund salary and fringe benefits for an Imaging Scientist at the center, a modest travel and teaching budget, plus 15% indirect costs. The award period is three years plus an additional two years if the Imaging Program passes a review at year three.

DARPA is soliciting innovative research proposals in the area of secure processing of untrusted electronic data. Proposed research should investigate innovative approaches that radically improve software's ability to recognize and safely reject invalid and maliciously crafted input data, while preserving essential functionality of legacy electronic data formats. Proposed research should build on an existing base of knowledge of electronic document, message, and streaming formats and the nature of security vulnerabilities associated with these formats.

The Defense Advanced Research Projects Agency (DARPA) is issuing an Artificial Intelligence Exploration (AIE) Opportunity, inviting submissions of innovative basic or applied research concepts in the technical domain of automated knowledge discovery, curation, and application. This AIE Opportunity is being issued under the Program Announcement for AIE, DARPA-PA-18-02. All proposals in response to the Automating Scientific Knowledge Extraction (ASKE) opportunity, as described herein, will be submitted to DARPA-PA-18-02-01. If selected, it will result in an award of an Other Transaction (OT) for Prototype agreement that will not exceed $1,000,000.

The Mathematics and Physical Sciences division at the Simons Foundation is inviting Letters of Intent for the Simons Collaborations in MPS program, the aim of which is to stimulate progress on fundamental scientific questions of major importance in mathematics, theoretical physics, and theoretical computer science. To that end, grants of up to $2 million per year for up to four years will be awarded in support of collaborative projects that address a mathematical or theoretical topic of fundamental scientific importance and where a significant new development has the potential to create a novel area for exploration or provides a new direction for progress in an established field. The questions addressed by the collaboration may be concrete or conceptual, but there should be little doubt that answering them would constitute a major scientific milestone. The project also should have clearly defined initial activities and goals by which its progress and success can be measured.

Recent studies show nearly half of older adults will experience social isolation, which is linked to a broad range of negative physical and psychological outcomes that can be life threatening. Due to geographic isolation, limited access to reliable transportation, and reduced family/social networks as young people move to urban areas for employment, the problem disproportionally impacts older adults in rural areas. By providing older adults with stimulating, meaningful, and enjoyable activities, technology can enhance their sense of connection to family, friends and community, add to their overall quality of life, and help them live independently in their communities of choice. However, technology on its own cannot eliminate social isolation completely and must be combined with increased community engagement, human connectivity, and opportunities for rural residents of all ages to work together to promote healthy aging.

The intent of this solicitation is to request proposals from organizations willing to serve as service providers (SPs) within the NSF Innovative High-Performance Computing (HPC) program to provide advanced cyberinfrastructure (CI) capabilities and/or services in production operations to support the full range of computational- and data-intensive research across all of science and engineering (S&E). The current solicitation is intended to complement previous NSF investments in advanced computational infrastructure by provisioning resources, broadly defined in this solicitation to include systems and/or services, in two categories:

In today's increasingly networked, distributed, and asynchronous world, cybersecurity involves hardware, software, networks, data, people, and integration with the physical world. Society's overwhelming reliance on this complex cyberspace, however, has exposed its fragility and vulnerabilities that defy existing cyber-defense measures; corporations, agencies, national infrastructure and individuals continue to suffer cyber-attacks. Achieving a truly secure cyberspace requires addressing both challenging scientific and engineering problems involving many components of a system, and vulnerabilities that stem from human behaviors and choices. Examining the fundamentals of security and privacy as a multidisciplinary subject can lead to fundamentally new ways to design, build and operate cyber systems, protect existing infrastructure, and motivate and educate individuals about cybersecurity.

This program will increase technological investigative capacity and associated training for law enforcement and prosecutorial agencies. This solicitation will particularly focus on supporting the development, refinement, and advancement of widely used investigative tools, methods and technologies that address child pornography, exploitation and sex trafficking.

NSF has long supported transformative research in artificial intelligence (AI) and machine learning (ML). The resulting innovations offer new levels of economic opportunity and growth, safety and security, and health and wellness. At the same time, broad acceptance of large-scale deployments of AI systems relies critically on their trustworthiness which, in turn, depends upon the collective ability to ensure, assess, and ultimately demonstrate the fairness, transparency, explainability, and accountability of such systems. Importantly, the beneficial effects of AI systems should be broadly available across all segments of society. NSF and Amazon are partnering to jointly support computational research focused on fairness in AI, with the goal of contributing to trustworthy AI systems that are readily accepted and deployed to tackle grand challenges facing society. Specific topics of interest include, but are not limited to transparency, explainability, accountability, potential adverse biases and effects, mitigation strategies, validation of fairness, and considerations of inclusivity. Funded projects will enable broadened acceptance of AI systems, helping the U.S. further capitalize on the potential of AI technologies. Although Amazon provides partial funding for this program, it will not play a role in the selection of proposals for award.
