The State seeks to select, acquire, implement, and maintain a user friendly, web-based system for administration of Motor Carrier and Registrant apportioned registration, under the International Registration Plan (IRP), and according to the Ohio Revised and Administrative Codes [including, but not limited to: ORC Chapters 4501, 4503 and 4504, OAC 4501, and the International Registration Plan]. The integrated solution must be fully Commercial Vehicle Information Systems and Networks (CVISN) core compliant with IRP, and Commercial Vehicle Information Exchange Window System (CVIEW); compliant with Performance and Registration Information System Management (PRISM). The Contractor is required to be PCI-DSS Payment Card Industry Data Security Standard (PCI-DSS) compliant. In addition, the desired solution will provide mobile solution architecture to accommodate Ohio's motor carrier and registrant community.

The Ohio Department of Commerce, Division of Administration ("Department"), on behalf of its Communications section, requests Proposals from qualified vendors that can provide a software and/or web-based application product as described within the RFP.

Proposals are solicited by NASA in the areas of Risk of Synergistic Effects of Radiation, Stress, and Altered Gravity on Spaceflight Behavioral Health and Performance Virtual NASA Specialized Center of Research (VNSCOR); Space Radiobiology Tissue Sharing: Research Proposing the Use of Archived Tissue Samples or Samples from Ongoing Experiments; and Impact of Dose-Rate on Space Radiation Health Risks.

The purpose of the NSF Graduate Research Fellowship Program (GRFP) is to help ensure the vitality and diversity of the scientific and engineering workforce of the United States. The program recognizes and supports outstanding graduate students who are pursuing full-time research-based master's and doctoral degrees in science, technology, engineering, and mathematics (STEM) or in STEM education. The GRFP provides three years of support for the graduate education of individuals who have demonstrated their potential for significant research achievements in STEM or STEM education. NSF especially encourages women, members of underrepresented minority groups, persons with disabilities, veterans, and undergraduate seniors to apply.

The GO Competition is a series of prize challenges to accelerate the development and comprehensive evaluation of grid software solutions. The first GO Competition, Challenge 1, is an algorithm competition focused on the security-constrained optimal power flow (SCOPF) problem for the electric power sector. Awardees under this FOA will be required to participate in Challenge 1. As described in detail in Appendix A1 to this FOA and on the GO Competition website (https://gocompetition.energy.gov/), Challenge 1 is anticipated to launch in the Fall of 2018. Participation in the GO Competition Challenge 1 will be open to anyone that satisfies the applicable requirements in Rules Document specified on the GO Competition website (https://gocompetition.energy.gov/competition-rules), not just those awarded under ARPA-E DE-FOA-0001952. The purpose of this FOA is to provide grants: (i) to further incentivize and identify innovative research for solution methods applicable to Challenge 1, and (ii) to enable broader diversity in team domain expertise, i.e., to encourage teams to participate that do not traditionally focus on the particular problems that are targeted but otherwise have innovative approaches for this class of mathematical programs. While Challenge 1 focuses on a power systems problem, the Challenge and this FOA target a much broader audience (e.g., those specialized in operations research, applied mathematics, optimization methods and algorithms, controls etc.). Existing grid software was designed for a power grid centered on conventional generation and transmission technologies.

Achieving a truly secure cyberspace requires addressing both challenging scientific and engineering problems involving many components of a system, and vulnerabilities that stem from human behaviors and choices. Examining the fundamentals of security and privacy as a multidisciplinary subject can lead to fundamentally new ways to design, build and operate cyber systems, protect existing infrastructure, and motivate and educate individuals about cybersecurity. The goals of the SaTC program are aligned with theFederal Cybersecurity Research and Development Strategic Plan (RDSP) and the National Privacy Research Strategy (NPRS) to protect and preserve the growing social and economic benefits of cyber systems while ensuring security and privacy.The SaTC program welcomes proposals that address cybersecurity and privacy, and draw on expertise in one or more of these areas: computing, communication and information sciences; engineering; economics; education; mathematics; statistics; and social and behavioral sciences. Proposals that advance the field of cybersecurity and privacy within a single discipline or interdisciplinary efforts that span multiple disciplines are both encouraged.

DARPA is soliciting innovative research proposals in the area of cryptographic and communication obfuscation techniques in order to build an anonymous, attack-resilient mobile communication system that can reside completely within a network environment.

With an emphasis on two-year Institutions of Higher Education (IHEs), the Advanced Technological Education (ATE) program focuses on the education of technicians for the high-technology fields that drive our nation's economy. The program involves partnerships between academic institutions (grades 7-12, IHEs) and industry to promote improvement in the education of science and engineering technicians at the undergraduate and secondary institution school levels. The ATE program supports curriculum development; professional development of college faculty and secondary school teachers; career pathways; and other activities. The program invites research proposals that advance the knowledge base related to technician education. It is expected that projects will be faculty driven and that courses and programs credit bearing, although materials developed may also be used for incumbent worker education.

This Funding Opportunity Announcement (FOA) solicits applications to develop web-accessible data archives to capture, store, and curate data related to BRAIN Initiative activities. The data archives will work with the research community to incorporate tools that allow users to analyze and visualize the data, but the creation of such tools is not part of this FOA. The data archives will use appropriate standards to describe the data, but the creation of such standards is not part of this FOA. A goal of this program is to advance research by creating a community resource data archive with appropriate standards and summary information that is broadly available and accessible to the research community for furthering research.

Replace the current Scholarship Program web application used to track the scholarship program data with a new enhanced system.

The Higher Judicial Council (HJC) is the main body charged with improving and reforming the judiciary. However, the HJC admittedly does not have the technical expertise to make these wide-ranging, systemic reforms in the two areas indicated above. The technical expertise from an implementer would provide expert advice and training on how to prosecute and adjudicate complex criminal cases that involve the use of technical evidence and/or evidence derived from modern forensic techniques, especially as they relate to cases involving money laundering, cybercrime, and terrorism. Training, advice, and mentorship are also needed on the development and use of a plea bargaining system and on alternatives to incarceration that are written in the law, but implemented on an ad hoc basis. There are alternatives to incarceration laws on the books, i.e. setting bail and parole for minor misdemeanor cases, however they are either not used or used on an inconsistent basis. There is no law on plea bargaining.

The RCN program provides opportunities to foster new collaborations, including international partnerships, and address interdisciplinary topics. Innovative ideas for implementing novel networking strategies, collaborative technologies, training, broadening participation, and development of community standards for data and meta-data are especially encouraged. RCN awards are not meant to support existing networks; nor are they meant to support the activities of established collaborations. RCN awards also do not support primary research.

The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) announces an open competition for organizations interested in submitting applications for long-term, core support for proven anti-censorship technologies. In support of the U.S. government's policy to "promote an open, interoperable, reliable, and secure internet that fosters efficiency, innovation, communication, and economic prosperity, while respecting privacy and guarding against disruption, fraud, and theft," as described in E.O. 13800, DRL supports efforts to enable civil society actors to safely achieve access to the uncensored Internet through support for anti-censorship technologies. With the goal of encouraging research independence immediately upon obtaining one's first academic position after receipt of the PhD, the Directorate for Computer and Information Science and Engineering (CISE) will award grants to initiate the course of one's independent research. Understanding the critical role of establishing that independence early in one's career, it is expected that funds will be used to support untenured faculty or research scientists (or equivalent) in their first three years in a primary academic position after the PhD, but not more than a total of five years after completion of their PhD. One may not yet have received any other grants or contracts in the Principal Investigator (PI) role from any department, agency, or institution of the federal government, including from the CAREER program or any other program, post-PhD, regardless of the size of the grant or contract, with certain exceptions noted below. Serving as co-PI, Senior Personnel, Postdoctoral Fellow, or other Fellow does not count against this eligibility rule. Grants, contracts, or gifts from private companies or foundations; state, local, or tribal governments; or universities do not count against this eligibility rule.
