The Science of Science & Innovation Policy (SciSIP) program supports research designed to advance the scientific basis of science and innovation Policy. Research funded by the program thus develops, improves and expands models, analytical tools, data and metrics that can be applied in the science Policy decision making process.

The Acquisition Research Program (ARP) (www.acquisitionresearch.net) conducts and supports research in academic disciplines that bear on public procurement policy and management. These include economics, finance, financial management, information systems, organization theory, operations management, human resources management, risk management, and marketing, as well as the traditional public procurement areas such as contracting, program/project management, logistics, test and evaluation and systems engineering management. The ARP is interested in innovative proposals that will provide unclassified and non-proprietary findings suitable for publication in open scholarly literature. Studies of government processes, systems, or policies should also expand the body of knowledge and theory of processes, systems, or policies outside the government. The following research areas are of special interest: Leading-edge techniques in data collection, management, visual analytics and decision-making; Robust risk modeling techniques; Performance metrics and methodologies; Collaboration and cross-functional teams; and, Model-Based Acquisition. Offerors bear prime responsibility for the design, management, direction and conduct of research. Researchers should exercise judgment and original thought toward attaining the goals within broad parameters of the research areas proposed and the resources provided. Offerors are encouraged to be creative in the selection of the technical and management processes and approaches and consider the greatest and broadest impact possible.

The purpose of the Section Health Policy and Administration Grant Program is to stimulate, encourage and support research activities that enhance the body of knowledge related to health Policy, clinical administration, global health, and the use of technology in physical therapy. The grants provide funding to assist new physical therapist investigators, or established investigators who are embarking on a new research agenda in these areas of physical therapist practice, leadership, administration, or education. Through this grant program, the Section hopes to encourage the development of proposals that will seek financial support from external agencies.

This BAA's primary objective is to attract outstanding researchers and scholars who will investigate topics of interest to the defense acquisition community. The program solicits innovative proposals for defense acquisition management and policy research to be conducted for approximately a 12-month period during the September 2013 through May 2015 timeframe. In this BAA, the phrase "defense acquisition management and policy research" refers to investigations in all disciplines, fields, and domains that (1) are involved in the acquisition of products and/or services for national defense, or (2) could potentially be brought to bear to improve defense acquisition. These include but are not limited to economics, finance, financial management, information systems, organization theory, operations management, human resources management, and marketing, as well as the "traditional" acquisition areas such as contracting, program/project management, logistics, and systems engineering management. The proposed research must provide through the dissemination of findings in a final Technical Report a public benefit beyond the potential to improve the efficiency, quality, innovation, and/or cost of DoD and DoN acquisition programs. Findings, for instance, should also be potentially applicable to improving private-sector competitiveness or effectiveness.

This ROSES-2014 NRA (NNH14ZDA001N) solicits basic and applied research in support of NASA's Science Mission Directorate (SMD). This NRA covers all aspects of basic and applied supporting research and technology in space and Earth sciences, including, but not limited to: theory, modeling, and analysis of SMD science data; aircraft, scientific balloon, sounding rocket, International Space Station, CubeSat, and suborbital reusable launch vehicle investigations; development of experiment techniques suitable for future SMD space missions; development of concepts for future SMD space missions; development of advanced technologies relevant to SMD missions; development of techniques for and the laboratory analysis of both extraterrestrial samples returned by spacecraft, as well as terrestrial samples that support or otherwise help verify observations from SMD Earth system science missions; determination of atomic and composition parameters needed to analyze space data, as well as returned samples from the Earth or space; Earth surface observations and field campaigns that support SMD science missions; development of integrated Earth system models; development of systems for applying Earth science research data to societal needs; and development of applied information systems applicable to SMD objectives and data. Awards range from under $100K per year for focused, limited efforts (e.g., data analysis) to more than $1M per year for extensive activities (e.g., development of science experiment hardware). The funds available for awards in each program element offered in this ROSES-2014 NRA range from less than one to several million dollars, which allows selection from a few to as many as several dozen proposals depending on the program objectives and the submission of proposals of merit. Awards will be made as grants, cooperative agreements, contracts, and inter- or intraagency transfers, depending on the nature of the proposing organization and/or program requirements. The

The NSF ADVANCE program provides grants to enhance the systemic factors that support equity and inclusion and to mitigate the systemic factors that create inequities in the academic profession and workplaces. Systemic (or organizational) inequities may exist in areas such as policy and practice as well as in organizational culture and climate. For example, practices in academic departments that result in the inequitable allocation of service or teaching assignments may impede research productivity, delay advancement, and create a culture of differential treatment and rewards. Similarly, policies and procedures that do not mitigate implicit bias in hiring, tenure, and promotion decisions could lead to women and racial and ethnic minorities being evaluated less favorably, perpetuating historical under-participation in STEM academic careers and contributing to an academic climate that is not inclusive. All NSF ADVANCE proposals are expected to use intersectional approaches in the design of systemic change strategies in recognition that gender, race and ethnicity do not exist in isolation from each other and from other categories of social identity. The solicitation includes four funding tracks: Institutional Transformation (IT), Adaptation, Partnership, and Catalyst, in support of the NSF ADVANCE program goal to broaden the implementation of systemic strategies that promote equity for STEM faculty in academic workplaces and the academic profession.

For example, the electrical power system depends on the delivery of fuels to power generating stations through transportation services, the production of those fuels depends in turn on the use of electrical power, and those fuels are needed by the transportation services. Social networks, interactions, and policies can enable or hinder the successful creation of resilient complex adaptive systems. The goals of the Critical Resilient Interdependent Infrastructure Systems and Processes (CRISP) solicitation are to: (1) foster an interdisciplinary research community of engineers, computer and computational scientists and social and behavioral scientists, that creates new approaches and engineering solutions for the design and operation of infrastructures as processes and services; (2) enhance the understanding and design of interdependent critical infrastructure systems (ICIs) and processes that provide essential goods and services despite disruptions and failures from any cause, natural, technological, or malicious; (3) create the knowledge for innovation in ICIs so that they safely, securely, and effectively expand the range of goods and services they enable; and (4) improve the effectiveness and efficiency with which they deliver existing goods and services.

The Naval Postgraduate School (NPS) is interested in receiving proposals for research initiatives that offer potential for advancement and improvement in the NPS core mission of graduate education and research. The NIJ Graduate Research Fellowship (GRF) program in Social and Behavioral Sciences is open to doctoral students in all social and behavioral science disciplines. This program provides awards to accredited academic institutions to support graduate research leading to doctoral degrees in areas that are relevant to ensuring public safety, preventing and controlling crime, and ensuring the fair and impartial administration of criminal justice in the United States. NIJ invests in doctoral education by supporting academic institutions that sponsor students who demonstrate the potential to successfully complete doctoral degree programs in disciplines relevant to the mission of NIJ and who are in the final stages of graduate study. Applicants sponsoring doctoral students are eligible to apply only (1) if the doctoral student'‚ƒƒ™s degree program is a Social and Behavioral Science discipline and (2) if the student's proposed dissertation research has direct implications for criminal justice policy and practice in the United States.

RWJF is now looking for researchers to study the impact the program has had on the changing face of nursing. Up to four grants of $3,000 each will be awarded to individual researchers for the development of a manuscript in one of the following categories: supports and barriers for accelerated nursing students; characteristics of male nursing students; increasing diversity and cultural climate of nursing schools; student debt and accelerated nursing education: policy implications; and effective mentoring/necessary components.

Despite significant increases in the proportion of women pursuing science, technology, engineering, and mathematics (STEM) doctoral degrees, women are significantly underrepresented as faculty, particularly in upper ranks, and in academic administrative positions, in almost all STEM fields.  The problems of recruitment, retention, and advancement that are the causes of this underrepresentation vary by discipline and across groups of women faculty (e.g., by race/ethnicity, disability status, sexual orientation, foreign-born and foreign-trained status, and faculty appointment type).  The ADVANCE program is designed to foster gender equity through a focus on the identification and elimination of organizational barriers that impede the full participation and advancement of all women faculty in academic institutions.  Organizational barriers that inhibit equity may exist in areas such as policy, practice, culture, and organizational climate.

EPA-ORD seeks applications from eligible entities to enter into a cooperative agreement with EPA that will provide training opportunities for undergraduate and graduate students on-site at ORD's Ground Water and Ecosystems Research Division (GWERD) research facilities located in Ada, Oklahoma.  It is envisioned that the training program will increase both the effectiveness and number of future environmental scientists. The training received under the mentorship of EPA scientists will complement the trainees' academic coursework. The recipient will be responsible for ensuring that the training projects are supportive of the trainees' academic training.  Some appropriate fields of study for trainees include, but are not limited to, environmental science, water policy, chemistry, engineering, computer science, ecology, and physical and biological sciences.

The Ministry of Health (MOH) in Burma and the National Department of Health (NDOH) in Papua New Guinea (PNG) plan to rapidly expand high-quality antiretroviral treatment (ART) coverage in the coming years by increasing capacity at existing delivery sites and decentralizing selected services to provincial, district and township levels. In order to accomplish this expansion, the MOH and NDOH need strong laboratory systems that ensure high-quality HIV diagnostic and clinical monitoring of patients at the existing and new service delivery sites. This will require strengthening the capacity of Burma's National Health Laboratory (NHL) and Papua New Guinea's Central Public Health Laboratory (CPHL), as well as building capacity of sub-national laboratories and improving the laboratory network in these countries.This Funding Opportunity Announcement (FOA) will be awarded to a technical assistance (TA) partner to provide support to NHL and CPHL in several key areas, including: (1) developing and helping implement standard operating procedures, policies, guidelines, and training materials related to management and operations of national and sub-national laboratories; (2) building capacity of NHL and CPHL staff to validate, conduct, and ensure strong (and often cross-cutting) quality assurance and monitoring systems for HIV-related diagnostic and clinical monitoring activities; (3) strengthening the overall laboratory network in Burma and PNG that may include specimen transport and right-sizing of various classes of laboratories; and (4) providing supporting mentoring of NHL and NDOH staff and opportunities for professional development.

The goals of the Resilient Interdependent Infrastructure Processes and Systems (RIPS) solicitation are (1) to foster an interdisciplinary research community that discovers new knowledge for the design and operation of infrastructures as processes and services  (2) to enhance the understanding and design of interdependent critical infrastructure systems (ICIs) and processes that provide essential goods and services despite disruptions and failures from any cause, natural, technological, or malicious, and (3) to create the knowledge for innovation in ICIs to advance society with new goods and services. The objectives of this solicitation are: Create theoretical frameworks and multidisciplinary computational models of interdependent infrastructure systems, processes and services, capable of analytical prediction of complex behaviors, in response to system and policy changes. Synthesize new approaches to increase resilience, interoperations, performance, and readiness in ICIs. Understand organizational, social, psychological, legal, political and economic obstacles to improving ICI's, and identifying strategies for overcoming those obstacles. The RIPS solicitation seeks proposals with transformative ideas that will ensure ICIs services are effective, efficient, dependable, adaptable, resilient, safe, and secure.  Successful proposals are expected to study multiple infrastructures focusing on them as interdependent systems that deliver services, enabling a new interdisciplinary paradigm in infrastructure research.  Proposals that do not broadly integrate across the cyber-physical, engineering and social, behavioral and economic (SBE) sciences may be returned without review.

In support of the U.S. International Strategy for Cyberspace, DRL's goal is to protect the open, interoperable, secure, and reliable Internet by promoting fundamental freedoms, human rights, and the free flow of information online through integrated support to civil society for technology, digital safety, policy and advocacy, and applied research programs. DRL invites organizations interested in potential funding to submit SOI applications outlining program concepts that reflect this goal.

The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) announces an open competition for organizations interested in submitting applications for long-term, core support for proven anti-censorship technologies. In support of the U.S. government's policy to "promote an open, interoperable, reliable, and secure internet that fosters efficiency, innovation, communication, and economic prosperity, while respecting privacy and guarding against disruption, fraud, and theft," as described in E.O. 13800, DRL supports efforts to enable civil society actors to safely achieve access to the uncensored Internet through support for anti-censorship technologies. The ACI is a DoD-sponsored computing systems research program initiated by the NSA and the Combat Capabilities Development Command/Army Research Laboratory/ARO. It focuses on areas of strategic importance to U.S. national security policy. It seeks to increase the Department's intellectual capital in computing systems and improve its ability to address future challenges and build bridges between the Department and the computing research community. ACI brings together universities, research institutions, companies, and individual scholars and supports multidisciplinary and cross-institutional projects addressing specific topic areas determined by the Department of Defense. The ACI aims to promote research in specific areas of computing systems and to promote a candid and constructive relationship between DoD and the computing research community.

With this solicitation, NIJ seeks applications for funding for multidisciplinary research projects addressing four topics: impact of fatigue and stress on officer performance; impact of occupational prestige and job satisfaction on officer stress resilience; enhancing strategies for officer interaction with mentally ill individuals; and reducing traffic-related officer fatalities and injuries through technology enhancement and policy.
