This notice is not a mechanism to fund existing NOAA awards. The purpose of this notice is to request applications for special projects and programs associated with NOAA's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). This Broad Agency Announcement is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through NOAA's competitive discretionary programs. This announcement is not soliciting goods or services for the direct benefit of NOAA. Funding for activities described in this notice is contingent upon the availability of Fiscal Year 2018, Fiscal Year 2019, and Fiscal Year 2020 appropriations. Applicants are hereby given notice that funds have not yet been appropriated for any activities described in this notice. Publication of this announcement does not oblige NOAA to review an application beyond an initial administrative review, or to award any specific project, or to obligate any available funds. In furtherance of this objective, NOAA issues this BAA for extramural research, innovative projects, and sponsorships (e.g., conferences, newsletters, etc.) that address one or more of the following four mission goal descriptions contained in the NOAA Strategic Plan: 1. The National Institute of Mental Health (NIMH) with other ICs are issuing this Notice of Intent to Publish a Funding Opportunity Announcement to promote new initiatives that will solicit applications to support research to determine the role and impact of digital health interventions [e.g., mobile health (mhealth), telemedicine and telehealth, health information technology (IT), wearable devices] to address secondary health effects of the social, behavioral, and economic changes following the COVID-19 pandemic, particularly among populations who experience health disparities and vulnerable populations.

The Defense Advanced Research Projects Agency (DARPA) Defense Sciences Office (DSO) is issuing a Disruption Opportunity (DO) Special Notice (SN) inviting submissions of innovative basic research concepts exploring radically new architectures and approaches in Artificial Intelligence (AI) that incorporate prior knowledge, such as known physical laws, to augment sparse data and to ensure robust operation.

Organizations interested in becoming an Allied Organization should submit a proposal describing the specific area of interest and the technology(s) they seek to advance. Wherein this NOTICE is a request for Allied Organizations for future Challenges, submitting a Challenge Concept and Team Capability are optional. If interested organizations would like to propose a Challenge, they will need to include the Challenge Concept that they wish to pursue with NASA.

Background: John C. Stennis Space Center (SSC) is the primary NASA rocket propulsion testing center. SSC tests items ranging from multi-engine stages to individual components of rocket engines. Propulsion test customers include NASA, the Department of Defense and the commercial space launch industry. SSC manages a large federal city that is home to over forty federal, state, university and industry entities. SSC manages a restricted airspace that is available for development, testing and operation of unmanned aerial vehicles. SSC engineering laboratories design and test electronics, sensors, algorithms and mechanical components. Purpose: This CAN supports identification and implementation of cost-sharing partnerships to develop technology to meet a specific NASA need at SSC. Scope: This notice seeks responses from potential partners interested in entering into a Cooperative Agreement with NASA for the joint development of technologies to meet SSC needs.

The Challenge seeks designs that lead to the acquisition of academic, technical, and employability skills through engaging simulated experiences in the hybrid reality continuum. For the purpose of this notice, ``hybrid reality continuum'' refers to the range of computer-generated simulations that extend from completely simulated environments to environments that incorporate aspects of the real world. For the purpose of this Challenge, ``EdSim'' is broadly defined as computer-generated three-dimensional learning environments, including virtual, augmented, and mixed realities that draw upon or mimic real-world experiences and are designed to educate users.

The Millennium Challenge Corporation (MCC) is pleased to launch this Notice of Funding Opportunity (NOFO) for an exciting, innovative, and results-based project, "Data-Driven Communities." This project seeks to empower stakeholders at in subnational areas in Tanzania (district and wards) to use data to improve lives through better decisions, budgetary alignment and citizen engagement. Specifically, this NOFO is reaching out to organizations with demonstrated interest, relevant experience, creativity and knowhow to come up with a strategy, target geographic areas and the right mix of interventions; and, then to achieve specific outcomes and optimize impact within a short period of time. The "Data-Driven Communities" Project is one among several investments under a broader Data Collaboratives for Local Impact Program (DCLI).

In September, Miami received notice from the government that our new F&A rates are: 44.5% for On Campus Organized Research 44.0% On Campus Sponsored Instruction 39.0% On Campus Other Sponsored Activities 26.0% Off Campus All Programs These rates are effective beginning September 1, 2014. Awards received beginning in September and all proposal submissions going forward will be required to use the new rates.

With this Dear Colleague Letter, NSF is providing advance notice of a change in the eligibility of prospective applicants to the Graduate Research Fellowship Program (GRFP) to allow the community to plan accordingly. Effective as of the 2017 competition (Fall 2016 deadlines), NSF will limit graduate students to only one application to the GRFP, submitted either in the first year or in the second year of graduate school. No change is made to the eligibility of undergraduates, of bachelor's degree holders without any graduate study, or of individuals who have had an interruption in graduate study of at least two consecutive years.

The Department of Education is issuing a notice inviting applications for new awards for fiscal year (FY) 2018 for Educational Technology, Media, and Materials for Individuals with Disabilities-Stepping-up Technology Implementation, Catalog of Federal Domestic Assistance (CFDA) number 84.327S.

The primary objective of the Socially Disadvantaged Groups Grant program is to provide technical assistance to socially-disadvantaged groups through cooperatives and Cooperative Development Centers. Each fiscal year, applications are requested through a Notice published in the Federal Register and an announcement posted on Grants.gov.

NCATS plans to support the research, development and testing of up to three biomedical reasoning tool prototypes for the Biomedical Data Translator for an estimated $1,000,000 total costs each. NCATS is utilizing a three-step application process (challenge-concept-proposal) for this expedited program. The duration of each award will be less than one year. All awardees will be expected to collaborate and cooperate with NCATS staff, one another and potentially other contributors to the overall program to maximize the exploration of the potential capabilities of Translator and to understand technical feasibility and challenges of having multiple groups build a single resource. All U.S. and foreign organizations and U.S. citizens are eligible to apply. This funding opportunity is open to U.S. and foreign organizations, including academic institutions and commercial entities; subcontracts are allowed. U.S. citizens may also apply as individuals and may be direct recipients of an award. Non-citizen individuals residing in the U.S. or foreign country not affiliated with either a U.S. or foreign organization are not eligible to be direct recipients of an award. Successful completion of the application process will require applicants to have specific skills related to translational research and software development. Applicants need to demonstrate technical skills, including familiarity with web communication protocols, a variety of programming languages and software stack, and general algorithmic techniques in the areas of artificial intelligence, machine learning, and knowledge engineering, as well as problem solving skills, especially creativity and persistence. Applicants familiar with languages and packages most useful for solving different tasks, the entire challenge process may take between 2 and 8 hours to complete.

The Public Affairs Sections of the U.S. Consulate General Karachi (PAS Karachi) is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO), contingent on funding availability, through the Public Diplomacy Grants Program. The projects set forth in this NOFO support individual and institutional capacity-building in STEM entrepreneurship. Two (2) different projects are described in this NOFO. Organizations may submit one proposal for each project, but no more than one proposal per project. Project 1: Entrepreneurship and Software Engineering: To develop and leverage entrepreneurial skills of women in and around Hyderabad, Sukkur, Khairpur, and Larkana, particularly in the textile industry. Project 2: STEM Hackathon: A STEM hackathon for female programmers in Karachi, Hyderabad, and Quetta, to engage more girls in STEM-related fields; to help women in STEM-related fields to find and connect with mentors; and to identify solutions to career or education-related challenges that women in STEM fields face.

The Pipeline and Hazardous Materials Safety Administration (PHMSA), through the U.S. Department of Transportation (DOT), hereby requests applications from non-profit institutions of higher education to obtain funding for researching innovative solutions to pipeline corrosion and other known pipeline integrity challenges. The Competitive Academic Agreement Program (CAAP) is intended to spur innovation by enabling academic research focused on high-risk and high pay-off solutions for the many pipeline safety challenges. The authority for PHMSA's Pipeline Safety Research and Development Program comes from the Pipeline Safety Improvement Act of 2002 (P. L. 107-355, December 17, 2002). The purpose of this Notice of Opportunity for Technical Assistance (NOTA) is to perform techno-economic studies, power market analyses, financial analyses, and a valuation analysis to evaluate the long-term benefits and costs of two selected PSH projects. These studies will provide PSH developers with a number of analyses to estimate the value of a proposed PSH project, including: value of bulk power/storage capacity; energy arbitrage; value of ancillary services; power system stability; and transmission benefits. The studies will also investigate and compare PSH financial revenue streams under current market structures relative to the economic value of PSH to the grid. Total Technical Assistance is valued at $3,000,000. DOE will provide the funding to the team that will provide the Technical Assistance for the selected projects. There is no direct financial assistance available under this NOTA.

This notice solicits applications to support a Telehealth Center of Excellence. The primary purpose of this program is to examine the efficacy of telehealth[1] services in rural and urban areas. The Telehealth Center of Excellence will be located in a public academic medical center that: Has a successful telehealth program with a high annual volume of telehealth visits; Has an established reimbursement structure that allows telehealth services to be financially self-sustaining; and Has established programs that provide telehealth services in medically underserved areas with high chronic disease prevalence and high poverty rates. The Telehealth Center of Excellence will serve as a national clearinghouse for telehealth research and resources, including technical assistance. To achieve that goal, the Telehealth Center of Excellence should have substantial experience operating a telehealth program that offers a broad range of clinical services and has experience demonstrating how their efforts have improved access to care and enhanced health outcomes for their patients. [1] The Office for the Advancement of Telehealth defines Telehealth as the use of electronic information and telecommunication technologies to support and promote long-distance clinical health care, patient and professional health-related education, public health, and health administration. Technologies include video conferencing, the internet, store-and-forward imaging, streaming media, and terrestrial and wireless communications.

The purpose of this Notice of Funding Opportunity (NOFO) is to support innovative research to develop and apply computational tools and mathematical methods for: 1) modeling the spread of pathogens that cause healthcare-associated infections (HAIs) and related antimicrobial resistant (AR) infections; 2) predicting outbreaks of HAI pathogens and trends in the burden of antimicrobial resistant and susceptible HAIs; and 3) investigating the effectiveness of intervention strategies. The models should be developed with the intent that they will be tools for researchers, policymakers, or public health workers who want to better understand and respond to HAIs in the United States. This NOFO will also create a network of leaders in the fields of HAI and AR modeling that will be a resource for informing the development of relevant evidence-based policy. MInD-Healthcare will provide a network of leading modelers to respond to evolving public health needs and emergencies in healthcare settings.

The purpose of this notice of funding opportunity (NOFO) is to support a research project that aims to develop and implement an influenza-like illness (ILI)-specific student absentee monitoring system in kindergarten through twelfth grade (K-12) schools and assess its usability for early detection of influenza, SARS-CoV-2, and other respiratory pathogen transmission in schools and surrounding communities. To achieve this aim, the project team will: 1) rapidly determine the causes of school absenteeism in students across selected school district(s) over a three-year period; 2) detect within-household transmission of influenza and SARS-CoV-2 in households from which a student has been absent from school due to ILI; and 3) assess comparability between influenza-specific and SARS-CoV-2-specific student absenteeism data from the participating schools and multiple layers of complementary influenza and SARS-CoV-2 surveillance data routinely collected in the health care facilities serving the general population of this school district.
