    This funding opportunity announcement (FOA) addresses the strong need for an electronic repository system in Rwanda. The system will be a web-based monitoring and reporting system to be used by all USG PEPFAR-funded agencies and implementing partners operating in the country, including the Rwandan Ministry of Health, the Rwanda Biomedical Center, and other PEPFAR implementing partners. An initial assessment of the existing electronic system will provide insights on whether or not maintenance, upgrade, or the development of a new platform will address the needs of PEPFAR Rwanda. A flexible and stable platform is needed and will serve as the unique repository of PEPFAR Rwanda program data at the country level. It will be used to generate PEPFAR periodic reports, including the semi-annual and annual progress reports and additional ad hoc requests. The purpose of this FOA is to develop a new system or upgrade and maintain the existing web-based reporting system that has been in place since 2008 and build local capacity within the USG team to manage and maintain the system. The system should include automated checks for data quality. In doing so, the system will add new functionality (e.g., dashboard to easily view achievement of indicators, etc.) as well as add additional data variables to be used for HIV program planning and implementation. The Division of HIV/AIDS at the Rwanda Biomedical Center (RBC) will be one of the major users of the data stored and managed on the system, and the successful applicant will be expected to work closely with this division to refine some of the data elements collected to ensure harmonization with the national system.

The resulting innovations offer new levels of economic opportunity and growth, safety and security, and health and wellness. At the same time, broad acceptance of large-scale deployments of AI systems relies critically on their trustworthiness which, in turn, depends upon the collective ability to ensure, assess, and ultimately demonstrate the fairness, transparency, explainability, and accountability of such systems. Importantly, the beneficial effects of AI systems should be broadly available across all segments of society. NSF and Amazon are partnering to jointly support computational research focused on fairness in AI, with the goal of contributing to trustworthy AI systems that are readily accepted and deployed to tackle grand challenges facing society. Specific topics of interest include, but are not limited to transparency, explainability, accountability, potential adverse biases and effects, mitigation strategies, validation of fairness, and considerations of inclusivity. Funded projects will enable broadened acceptance of AI systems, helping the U.S. further capitalize on the potential of AI technologies. Although Amazon provides partial funding for this program, it will not play a role in the selection of proposals for award.

    The purpose of the Assistive Technology (AT) Alternative Financing Program (AFP) is to support programs that provide for the purchase of AT devices, such as a low-interest loan fund, an interest buy-down program, a revolving loan fund, a loan guarantee, or an insurance program. The Consolidated Appropriations Act, 2018 (the Act) requires applicants for these grants to provide an assurance that, and information describing the manner in which, the AFP will expand and emphasize consumer choice and control. The Act provides that applicants should incorporate credit-building activities in their programs, including financial education and information about other possible funding sources.     The purpose of this initiative is to invite SBIR applications to stimulate new and innovative multipurpose prevention technologies (MPTs) through the development of new combinations of agents and delivery systems to prevent HIV infection and unintended pregnancy among adolescent girls and young women. HIV and unintended pregnancy are two major public health problems affecting young women globally. Combination prevention modalities may be more desirable and lead to better adherence in the end user, especially among younger populations. A viable and effective combination prevention modality would be ideal and critical for these young women who are at risk for HIV and who desire protection against pregnancy.

    Over the past few years, Project Open Data (https://project-open-data.cio.gov/) has sought to identify and share best practices, examples, and software code to assist federal agencies with opening up access to data. Moreover, there have been efforts to scale up "open data" across various application sectors, including health, energy, climate, education and learning, finance, public safety, and global development, unlocking valuable data and improving decision making by making data resources more open and accessible to innovators and the public. NSF has established a national network of Big Data Regional Innovation Hubs and Spokes (BD Hubs and Spokes), comprising members from academia, industry, and government, with the goal of igniting new public-private partnerships across the Nation in big data research and development as well as training and education. Facilitating access to data is one of the objectives of the BD Hubs and Spokes.     The goal of the National Robotics Initiative is to accelerate the development and use of robots in the United States that work beside, or cooperatively with, people. Innovative robotics research and applications emphasizing the realization of such co-robots acting in direct support of and in a symbiotic relationship with human partners is supported by multiple agencies of the federal government including the National Science Foundation (NSF), the National Aeronautics and Space Administration (NASA), the National Institutes of Health (NIH), and the U.S. Department of Agriculture (USDA). The purpose of this program is the development of this next generation of robotics, to advance the capability and usability of such systems and artifacts, and to encourage existing and new communities to focus on innovative application areas. It will address the entire life cycle from fundamental research and development to manufacturing and deployment. Methods for the establishment and infusion of robotics in educational curricula and research to gain a better understanding of the long term social, behavioral and economic implications of co-robots across all areas of human activity are important parts of this initiative. Collaboration between academic, industry, non-profit and other organizations is strongly encouraged to establish better linkages between fundamental science and technology development, deployment and use.
