The High Priority (HP) Grant Program is a discretionary (i.e., competitive) program which provides financial assistance to: 1)advance the technological capability and promote HP Innovative Technology Deployment (HP-ITD) to include the deployment of intelligent transportation system (i.e., formerly CVISN) applications for commercial motor vehicle (CMV) operations, including CMVs, commercial drivers, and carrier-specific information systems/networks; to support/maintain CMV information systems/networks; to link Federal Motor Carrier Safety Administration (FMCSA) information systems with State CMV information systems; to improve the safety and productivity of CMVs and commercial drivers; to reduce costs associated with CMV operations and Federal and State CMV regulatory requirements; and/or 2)carry out HP-CMV Safety activities and projects that augment motor carrier safety activities and projects planned in accordance with the Motor Carrier Safety Assistance Program (MCSAP) including projects related to Performance and Registration Information Systems Management (PRISM) and Safety Data Quality (SaDIP).

1. Lithium-ion Battery Safety. Safety concerns continue to hamper full adoption of lithium-ion batteries for defense systems, despite significant research investments by the government and the private sector. This Defense initiative will advance promising lithium-ion battery safety technologies at university research laboratories into early laboratory prototypes and potentially minimum viable products for adoption by the defense and commercial sectors via early startups, small businesses and non-traditional defense contractors. Specific technical areas of interest include, but are not limited to, the following: improved electrolytes; stable high-energy anodes and cathodes; cell components and structures that enhance safety and reliability (e.g. use of electrode coatings and electrolyte additives); safety optimization through battery and battery module design and packaging; and battery management and state of health techniques that prevent and/or mitigate catastrophic failure. 2. Electrical Grid Reliability, Resiliency and Security. Both the defense and commercial sectors recognize the ever-growing criticality to enhance electrical grid reliability, resiliency and security through innovation at the component and system levels. This Defense initiative will advance relevant electrical grid innovations at university research laboratories into early laboratory prototypes and potentially minimum viable products for adoption by the defense and commercial sectors via early startups, small businesses and non-traditional defense contractors. The Pipeline and Hazardous Materials Safety Administration (PHMSA), through the U.S. Department of Transportation (DOT), hereby requests applications from non-profit institutions of higher education to obtain funding for researching innovative solutions to pipeline corrosion and other known pipeline integrity challenges. Cyber-physical systems (CPS) are engineered systems that are built from, and depend upon, the seamless integration of computational algorithms and physical components. Advances in CPS will enable capability, adaptability, scalability, resiliency, safety, security, and usability that will far exceed the simple embedded systems of today. CPS technology will transform the way people interact with engineered systems -- just as the Internet has transformed the way people interact with information. New smart CPS will drive innovation and competition in sectors such as agriculture, energy, transportation, building design and automation, healthcare, and manufacturing. The December 2010 report of the President's Council of Advisors on Science and Technology (PCAST) titled Designing a Digital Future: Federally Funded Research and Development in Networking and Information Technologycalls for continued investment in CPS research because of its scientific and technological importance as well as its potential impact on grand challenges in a number of sectors critical to U.S. security and competitiveness such as the ones noted above. These challenges and technology gaps are further described in aCPS Vision Statementpublished in 2012 by the federal Networking and Information Technology Research and Development (NITRD) CPS Senior Steering Group. Tremendous progress has been made in advancing CPS technology over the last five-plus years. We have explored foundational technologies that have spanned an ever-growing set of application domains, enabling breakthrough achievements in many of these fields. At the same time, the demand for innovation in these domains continues to grow, and is driving the need to accelerate fundamental research to

NSF has long supported transformative research in artificial intelligence (AI) and machine learning (ML). The resulting innovations offer new levels of economic opportunity and growth, safety and security, and health and wellness. At the same time, broad acceptance of large-scale deployments of AI systems relies critically on their trustworthiness which, in turn, depends upon the collective ability to ensure, assess, and ultimately demonstrate the fairness, transparency, explainability, and accountability of such systems. Importantly, the beneficial effects of AI systems should be broadly available across all segments of society. NSF and Amazon are partnering to jointly support computational research focused on fairness in AI, with the goal of contributing to trustworthy AI systems that are readily accepted and deployed to tackle grand challenges facing society. Specific topics of interest include, but are not limited to transparency, explainability, accountability, potential adverse biases and effects, mitigation strategies, validation of fairness, and considerations of inclusivity. Funded projects will enable broadened acceptance of AI systems, helping the U.S. further capitalize on the potential of AI technologies. Although Amazon provides partial funding for this program, it will not play a role in the selection of proposals for award.

NIJ is interested to fund a single evaluator that will have the capabilities to assess the effectiveness of a few promising technologies that can enhance safety within K-12 schools. Evaluations should consider the school environment and use cases as well as the kinds of data that might be collected or used as a result of the technology intervention. Applicants are encouraged to explore technologies that have worked for use cases in other ecosystems that may translate well to the K-12 school environment.

The Bureau of Democracy, Human Rights, and Labor (DRL) announces the availability of funding for projects that support Internet freedom. DRL's goal is to protect the open, interoperable, secure, and reliable Internet by promoting fundamental freedoms, human rights, and the free flow of information online through integrated support to civil society for technology, digital safety, policy and advocacy, and applied research programs. DRL invites organizations interested in potential funding to submit SOI applications outlining program concepts that reflect this goal.

Although the initial award is only for 1 year of funding, each fellowship potentially provides up to 3 years of support usable over a 5-year period, pending NIJ review of continued enrollment and adequate progress. For each year of support, NIJ provides the degree-granting institution a stipend of $35,000 usable toward the student's salary and related costs, and up to $15,000 to cover the student's tuition and fees, research expenses, and related costs.

Over the past few years, Project Open Data (https://project-open-data.cio.gov/) has sought to identify and share best practices, examples, and software code to assist federal agencies with opening up access to data. Moreover, there have been efforts to scale up "open data" across various application sectors, including health, energy, climate, education and learning, finance, public safety, and global development, unlocking valuable data and improving decision making by making data resources more open and accessible to innovators and the public. NSF has established a national network of Big Data Regional Innovation Hubs and Spokes (BD Hubs and Spokes), comprising members from academia, industry, and government, with the goal of igniting new public-private partnerships across the Nation in big data research and development as well as training and education. Facilitating access to data is one of the objectives of the BD Hubs and Spokes. The objective of this Funding Opportunity Announcement (FOA) is to support the development of new and innovative multipurpose prevention technologies (MPT) with rheological/biophysical properties and product user perceptions compatible with current long-acting reversible contraceptive (LARC) strategies (look, feel, effectiveness, safety and duration of action) for the dual purpose of preventing pregnancy and HIV infection in women. A key shift is from edge devices consuming data produced in the cloud to edge devices being a voluminous producer of data. This shift reopens a broad variety of system-level research questions concerning data placement, movement, processing and sharing. Importantly, the shift also opens the door to compelling new applications with significant industrial and societal impact in domains such as healthcare, manufacturing, transportation, public safety, energy, buildings, and telecommunications. Edge computing is broadly defined as a networked systems architectural approach in which compute and storage resources are placed at the network edge, in proximity to the mobile and IoT devices.
