A. Purpose and Priorities The National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program will award grants that increase the understanding and adoption of established food safety standards, guidance, and protocols. Grants awarded through this program will be carried out in a manner that facilitates the integration of food safety standards and guidance with a variety of agricultural production systems, including conventional, sustainable, organic, and conservation and environmental practices carried out by the eligible entities. The assistance provided by these programs, to the extent practicable, shall be coordinated with and delivered in cooperation with similar services or assistance by other federal agencies or programs serving those eligible entities. The U.S. Food and Drug Administration (FDA) and the U.S. Department of Agriculture's National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program. This program is designed to develop a comprehensive food safety training, education and technical assistance program for those affected by the FDA Food Safety Modernization Act (FSMA). Specifically, this program will address the needs of owners and operators of small and medium-sized farms, beginning farmers, socially disadvantaged farmers, small processors, and small fresh fruit and vegetable merchant wholesalers. This Commercial Fishing Occupational Safety Research Cooperative Agreement was established by The Coast Guard Authorization Act of 2010 (P.L. 111-281), as amended by the Howard Coble Coast Guard and Maritime Transportation Act of 2014 (P.L. 113-281), and is intended to provide funding to individuals in academia, members of non-profit organizations and businesses involved in fishing and maritime matters, and other entities with expertise in commercial fishing safety. The funding will be used to support research on improving the occupational safety of workers in the commercial fishing industry. This includes: improving vessel design; developing and improving emergency and survival equipment; enhancing vessel monitoring systems; improving communication devices, deicing technology, and severe weather detection. In order to support and administer the grant program, the Coast Guard and NIOSH signed a Memorandum of Understanding on May 17, 2018. While the Coast Guard, along with the Occupational Safety and Health Administration (OSHA), provides regulatory oversight for safety and health matters within the commercial fishing industry, NIOSH is an agency operating under the Centers for Disease Control and Prevention (CDC) with the mission of generating new knowledge in occupational safety and health and transferring that knowledge into practice to prevent worker injury, illness and death. NIOSH conducts and funds scientific research, develops methods to prevent occupational hazards, develops guidance and authoritative recommendations, translates scientific knowledge into products and services, disseminates information, identifies factors underlying work-related disease and injury and responds to requests for workplace health hazard evaluations. NIOSH has an extensive history of conducting research to understand and to reduce hazards in the commercial fishing industry.

These advances are made possible through fundamental investments in theoretical principles of UAS, including intelligent sensing, perception, and control; estimation; communications; collaboration and teaming; UAS adaptation and learning; human-UAS interaction; and safety, security, and privacy of UAS. These novel fundamental approaches enable increased understanding of how to intelligently and effectively design, control, and apply UAS to beneficial applications. NSF welcomes proposals that accelerate fundamental technological advances in UAS; these proposals should be submitted to existing CISE and ENG core and crosscutting research programs, following all proposal preparation instructions specified in the corresponding program announcements and solicitations. This Challenge Area Focuses on the societal challenge to end obesity among children, the number one nutrition-related problem in the US. Food is an integral part of the process that leads to obesity and USDA has a unique responsibility for the food system in the United States. This program is designed to achieve the long-term outcome of reducing the prevalence of overweight and obesity among children and adolescents 2-19 years. The Childhood Obesity Prevention Program supports Multi-function Integrated Research, Education, and/or Extension Projects and Food and Agricultural Science Enhancement (FASE) Grants.

The Gulf of Maine Distinct Population Segment of Atlantic salmon is one of the eight critically endangered species included in the "Species in the Spotlight: Survive to Thrive" initiative. This new initiative involves targeted efforts vital for stabilizing these species and preventing their extinction. We are soliciting competitive proposals for grants and cooperative agreements that work to address any of the four key actions identified in the Priority Action plan for Atlantic salmon. Total funding available under this notice is not anticipated to exceed $300,000. Actual funding availability for this program is contingent upon FY 2016 Federal appropriations. Award amounts will be determined by the proposals and available funds; one or more awards may be granted.

Ag Centers are expected to conduct high quality research and help translate scientific discoveries into practical applications to improve worker safety and health in the areas of agriculture, forestry, and fishing. 

One of the BLM's highest priorities is to promote ecosystem health and one of the greatest obstacles to achieving this goal is the rapid expansion of weeds across public lands. These invasive plants can dominate and often cause permanent damage to natural plant communities. If not eradicated or controlled, noxious weeds will continue to jeopardize the health of the public lands and to constrain the myriad activities that occur on public lands. BLM Invasive and Noxious Plant Management Programs work to prevent, detect, inventory, control and monitor weed populations on public lands. 1. Invasive species cost the public millions of dollars in control and management each year and many invasive plants and noxious weeds are highly competitive and have the ability to permanently degrade our public lands. 2. Noxious weeds and invasive species expansion are recognized as the single greatest threat to our native plant communities and the values they provide us. 3. These native plant communities are essential for supporting wildlife habitat, watershed function, recreation opportunities, rural economies and working landscapes. 4. Invasive plants and noxious weeds affect plant and animal communities on farms and ranches, and in parks, waters, forests, natural areas, and backyards in negative ways. 5. Human activity such as trade, travel, and tourism have all increased substantially, escalating the speed and volume of species movement to unprecedented levels.

FDA is announcing its intention to receive and consider a single source application for the award of a cooperative agreement in fiscal year 2018 to the University of California-Davis (UC Davis) to support the Western Center for Food Safety (WCFS). The purposes of this continued support are to 1. Carry out multidisciplinary applied research that addresses "real world" issues related to food safety and food defense, agricultural practices, and the impact of agricultural practices on subsequent food processing associated with FDA-regulated products; 2. Develop and implement outreach and communication programs with stakeholders to identify research needs and to facilitate the utilization of the knowledge produced by the research program; 3. Provide opportunities to leverage additional resources among U.S. government agencies, non-governmental organizations, universities, industry, and consumers to achieve real-world solutions that address food safety and food defense issues. 4. The Food and Drug Administration (FDA) is announcing its intention to receive and consider a single source application for award of a cooperative agreement in fiscal year 2018 (FY 2018) to the Food and Agriculture Organization (FAO) of the United Nations to support global strategies that address food safety, nutrition and public health. The purpose of this cooperative agreement is to: 1. Utilize FAO's extensive research and expertise on country development and aid activities. 2. Reducing the risk of wildfire to communities, property, wildlife, and critical infrastructure are essential to public and firefighter safety. BLM Colorado seeks cooperators to accomplish various activities to reduce the threat of catastrophic wildfire on public and private lands located in Colorado. Project work may include, but not be limited to, the following: hazardous fuels reduction treatments, including a variety of strategies; mitigation planning and assessments, including community wildfire protection plans; public education programs; expand community capacity to respond to a wildfire; and fire prevention activities.
