A. Purpose and Priorities The National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program will award grants that increase the understanding and adoption of established food safety standards, guidance, and protocols. Grants awarded through this program will be carried out in a manner that facilitates the integration of food safety standards and guidance with a variety of agricultural production systems, including conventional, sustainable, organic, and conservation and environmental practices carried out by the eligible entities. The assistance provided by these programs, to the extent practicable, shall be coordinated with and delivered in cooperation with similar services or assistance by other federal agencies or programs serving those eligible entities. The U.S. Food and Drug Administration (FDA) and the U.S. Department of Agriculture's National Institute of Food and Agriculture (NIFA) have joined in a collaborative partnership to administer and manage the National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Program. This program is designed to develop a comprehensive food safety training, education and technical assistance program for those affected by the FDA Food Safety Modernization Act (FSMA). Specifically, this program will address the needs of owners and operators of small and medium-sized farms, beginning farmers, socially disadvantaged farmers, small processors, and small fresh fruit and vegetable merchant wholesalers. The joint program will award competitive grant funds that enable awardees to establish a National Coordination Center (NCC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance and Regional Centers (RC) for Food Safety Training, Education, Extension, Outreach, and Technical Assistance across the country for food safety training, education, and technical assistance. The Agricultural Safety and Health Council of America is seeking applications for its 2015 Safety Grants Program, the purpose of which is to encourage and provide financial support for the implementation of evidence-based safety and health interventions that protect agricultural workers. With a theme of "strengthening partnerships for safety," the priority for ASHCA's 2015 grants are projects that engage both management and workers in safety efforts; facilitate new partnerships for providing timely, effective safety programs; reach out to stakeholders that have limited access to safety programs; implement evidence-based agricultural safety and health strategies; and have the potential for being sustained beyond the grant period.

The Food and Drug Administration (FDA) is announcing its intention to receive and consider a single source application for award of a cooperative agreement in fiscal year 2018 (FY 2018) to the Food and Agriculture Organization (FAO) of the United Nations to support global strategies that address food safety, nutrition and public health. The purpose of this cooperative agreement is to: 1. Utilize FAO's extensive research and expertise on country development and aid activities. 2. Contribute to the research, knowledge base and development of food safety systems globally due to the increasingly diverse and complex food supply. 3. Enhance and broaden FDA's ability to address global food safety, nutrition, and public health issues associated with food. 4. Provide opportunities to leverage additional resources of other countries. 5. Support the FDA Food Safety Modernization Act (FSMA) and FDA's International Food Safety Capacity Building Plan, which emphasizes the concept of preventing food safety-related problems before they occur and the importance of establishing strong relationships and mutual support among all stakeholders, including multilateral organizations, to improve worldwide food safety. 6. Support food safety, nutrition and public health programs that align with FDA's mission.

This Commercial Fishing Occupational Safety Research Cooperative Agreement was established by The Coast Guard Authorization Act of 2010 (P.L. 111-281), as amended by the Howard Coble Coast Guard and Maritime Transportation Act of 2014 (P.L. 113-281), and is intended to provide funding to individuals in academia, members of non-profit organizations and businesses involved in fishing and maritime matters, and other entities with expertise in commercial fishing safety. The funding will be used to support research on improving the occupational safety of workers in the commercial fishing industry. This includes: improving vessel design; developing and improving emergency and survival equipment; enhancing vessel monitoring systems; improving communication devices, deicing technology, and severe weather detection. In order to support and administer the grant program, the Coast Guard and NIOSH signed a Memorandum of Understanding on May 17, 2018. While the Coast Guard, along with the Occupational Safety and Health Administration (OSHA), provides regulatory oversight for safety and health matters within the commercial fishing industry, NIOSH is an agency operating under the Centers for Disease Control and Prevention (CDC) with the mission of generating new knowledge in occupational safety and health and transferring that knowledge into practice to prevent worker injury, illness and death. NIOSH conducts and funds scientific research, develops methods to prevent occupational hazards, develops guidance and authoritative recommendations, translates scientific knowledge into products and services, disseminates information, identifies factors underlying work-related disease and injury and responds to requests for workplace health hazard evaluations. NIOSH has an extensive history of conducting research to understand and to reduce hazards in the commercial fishing industry.

FDA announces the availability of funding and requests applications for Grants to Enhance Food Safety: National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Competitive Grants Program for fiscal year (FY) 2015 to address the needs of small and medium-sized farms, beginning farmers, socially disadvantaged farmers, small processors, or small fresh fruit and vegetable merchant wholesalers, especially as they relate to the implementation of the FDA Food Safety Modernization Act (FSMA).  Projects will help increase their understanding and adoption of established food safety standards, guidance, and protocols. Projects will also facilitate the integration of food safety standards and guidance with a variety of agricultural production systems, encompassing conventional, sustainable, organic, and conservation and environmental practices.

FDA is announcing its intention to receive and consider a single source application for the award of a cooperative agreement in fiscal year 2018 to the University of California-Davis (UC Davis) to support the Western Center for Food Safety (WCFS). The purposes of this continued support are to 1. Carry out multidisciplinary applied research that addresses "real world" issues related to food safety and food defense, agricultural practices, and the impact of agricultural practices on subsequent food processing associated with FDA-regulated products; 2. Develop and implement outreach and communication programs with stakeholders to identify research needs and to facilitate the utilization of the knowledge produced by the research program; 3. Provide opportunities to leverage additional resources among U.S. government agencies, non-governmental organizations, universities, industry, and consumers to achieve real-world solutions that address food safety and food defense issues. 4. Support the implementation of the Food Safety Modernization Act (FSMA) through research, education, and outreach with particular emphasis on the science behind the standards associated with the produce safety and preventive controls regulation.

The purpose of the ASHCA Safety Grants Program is to encourage and provide financial support for agricultural safety and health interventions at the local and/or regional level in order to facilitate timely application of evidence-based safety/health strategies to protect agricultural workers.

The purpose of this Funding Opportunity Announcement (FOA) is to support enhanced human and animal food safety by strengthening the capacity, collaboration, and integration of food-safety laboratories and networks, thereby facilitating an effective and coordinated response to future human and animal food safety issues. The current FOA solicits applications from FDA's Veterinary Laboratory Investigation and Response Network laboratories for research related to emerging public food safety issues identified by the Vet-LIRN network office (VPO), for equipment and personnel necessary to expand laboratory capability and capacity, and for other related activities. This cooperative agreement program is intended to build domestic laboratory capacity as put forth in the Food Safety Modernization Act (FSMA), by developing the Vet-LIRN laboratory Network capabilities and capacity to investigate potential animal foodborne illness outbreaks.

The Food Safety Outreach Program will complement and expand the national infrastructure of the National Food Safety Training, Education, Extension, Outreach, and Technical Assistance Competitive Grants Program. The Food Safety Outreach Program will build upon that national infrastructure, with a sustained focus on delivery of customized training to members of the target audiences. Awardees will develop and implement food safety training, education, extension, outreach and technical assistance projects that address the needs of owners and operators of small to mid-sized farms, beginning farmers, socially-disadvantaged farmers, small processors, or small fresh fruit and vegetable merchant wholesalers. Grant applications will be solicited directly from those in local communities to include those from community-based organizations, non-governmental organizations, food hubs, farm cooperatives, extension, and other local groups.

The Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA), Office of Partnerships and Operational Policy (OPOP), Office of Partnerships (OP), is announcing the availability of up to $2,100,000 in FY 2019 to be awarded under Limited Competition to State animal food regulatory programs.  The intended outcome of this FOA is to advance efforts for a nationally integrated animal food safety system through the implementation and advancement of the Animal Feed Regulatory Program Standards (AFRPS) by State animal food regulatory programs. The AFRPS allows for the development of risk-based animal food safety programs by establishing a uniform basis for measuring and improving the performance of State animal food regulatory programs in the Unites States.  By achieving and sustaining implementation of these program Standards, Federal and State food regulatory programs can better direct their regulatory activities toward reducing foodborne illness attributed to animal food safety hazards in animal food material/supply facilities.  Consequently, the safety and security of the United States animal food supply will improve.

This Funding Opportunity Announcement (FOA) is issued to announce the availability of a Cooperative Agreement designed to assist the FDA in developing, implementing, and improving a nationally consistent system of support which facilitates the implementation of state and territorial produce safety regulatory programs that are modernized and aligned with the standards set forth in the FDA's Regulation: "Standards for the Growing, Harvesting, Packing, and Holding of Produce for Human Consumption" (commonly referred to as the Produce Safety Rule). This goal shall be accomplished in partnership with the FDA by identifying, generating, sharing, and leveraging resources and information which aid in the development and implementation of national, state, and territorial produce safety regulatory programs that are nationally uniform and consistent with the Produce Safety Rule, and which improve their effectiveness and enhance their capabilities.

This AFRI Challenge Area promotes and enhances the scientific discipline of food safety, with an overall aim of protecting consumers from microbial and chemical contaminants that may occur during all stages of the food chain, from production to consumption. This requires an understanding of the interdependencies of human, animal, and ecosystem health as it pertains to foodborne pathogens. The long-term outcome for this program is to reduce foodborne illnesses and deaths by improving the safety of the food supply, which will result in reduced impacts on public health and on our economy. In order to achieve this outcome, this program will support single-function Research Projects and multi-function Integrated Research, Education, and/or Extension Projects, and Food and Agricultural Science Enhancement (FASE) Grants that address one of the Program Area Priorities (see Food Safety RFA for details).

The National Institute for Occupational Safety and Health (NIOSH)/Centers for Disease Control and Prevention (CDC) invites applications for Centers for Agricultural Safety and Health (Ag Centers). Ag Centers are expected to conduct high quality research and help translate scientific discoveries into practical applications to improve worker safety and health in the areas of agriculture, forestry, and fishing.

This Cooperative Agreement's purpose is to obtain information to assist States in improving their efforts to address animal food safety by aligning their requirements and enforcement mechanisms with those of FDA.  Better knowledge of State capabilities and intentions also will assist FDA in planning for implementation of its PCAF rule.  The information will assist FDA and States in making long term improvements to the national integrated food safety system by strengthening federal and State collaboration and enhancing State program capacity and capability relating to animal food safety.

The Cooperative Agreement announced in this FOA represents the continuation and further refinement as well as expansion of well-established collaborations between WHO and FDA, through OIP, in support of data-driven and science-based public health, science-based and research strategies and approaches that align well with FDA domestic and global goals. This cooperative agreement is expected to contribute to the knowledge base of the current regulatory efforts in support of food and medical products safety and quality globally and address specific challenges and fill gaps in the global efforts to ensure said safety and quality of such products.

The Office of Pesticide Programs (OPP) is solicitingapplications from eligible parties for an Environmental Protection Agency (EPA)cooperative agreement to provide financial assistance to an eligibleorganization for a pesticide safety program, including training and education,aimed at reducing exposure to pesticides for agricultural workers, theirfamilies and the agricultural community. The grantee will conduct a nationalprogram to educate farmworkers about how to reduce risks from pesticides. Aspart of this program, the grantee will also train pesticide safety educatorswho will work with farmworker service organizations, growers and other membersof the agricultural community in key rural, agricultural areas with highpesticide use and large numbers of farmworkers to conduct interactive pesticidesafety programs for agricultural workers and their families. The grantee mayutilize existing EPA approved worker and children protection pesticide safetytraining and education materials, may develop new and/or improved materials andcollaborate with other EPA grantees to address pesticide safety issues forfarmworkers and farmworker children. All training materials should be targetedat the low literacy, predominately non-English speaking agricultural workerpopulation. EPA expects to provide an estimated $500,000 annually, depending onthe Agency's budget, for a total of up to $2,500,000 for five years (2020through 2025).

The FSIS FERN Cooperative Agreement program provides FSIS food defense capacity and supports the agency's mission of food safety in the event of a national emergency. Any or all of the CAP initiatives may allow the selected laboratories to provide surge capacity testing for food defense events and special project testing for food defense and/or food safety topics. Laboratories will be involved in on-going testing of food matrices for food defense analytes, method development, method validation, and special directed projects that meet FSIS food safety needs. Long term planning is not always possible for these activities, so laboratories with the capability to respond quickly and with the greatest variety of capabilities will be necessary to support the needs of FSIS.

Youth Farm Safety Education and Certification (YFSEC) Program for fiscal year (FY) 2016 supports national efforts to deliver timely, pertinent, and appropriate farm safety education to youth seeking employment or already employed in agricultural production.

This funding opportunity announcement from the National Institute for Occupational Safety and Health (NIOSH) invites applications for a National Center of Excellence for the Prevention of Childhood Agricultural Injury. Applicants are expected to propose multi-disciplinary approaches to develop partnerships for implementing prevention and intervention activities and to serve as a leader in research translation and research-to-practice for the protection of children in agricultural environments throughout the United States. Applicants must describe the occupational health and safety burden(s) addressed in their proposals. In addition, they must link the need for the proposed research and related activities to the planned outputs and outcomes that will help address or alleviate the burdens described. Applicants should also describe the anticipated impacts and potential outcomes of the proposed research and related activities that will occur during the 5-year project period and beyond.
