    The Food and Drug Administration announces its intention to accept and consider a single source application for award to the World Health Organization (WHO) for the Building Research Capacity in Global Tobacco Product Regulation Program. The purpose of the Program is to identify, support, develop, conduct, and coordinate research efforts relating to tobacco control laws and rules in foreign countries that will directly inform and support FDA's exercise of its authority to regulate the manufacture, distribution, marketing and sale of tobacco products in the United States. The Program will advance FDA's Center for Tobacco Products' (CTP's) mission by utilizing the World Health Organization's (WHO) Member States' expertise and extensive international contacts in global tobacco control, as well as WHO's own programmatic expertise, to inform and support adequate manufacture, distribution and market regulations of tobacco products for the protection of public health in the United States. The Program will also provide a universal public benefit by creating opportunities for collaboration and research development globally, thereby resulting in better-informed and effective tobacco product regulation around the world, and increased knowledge in the public sphere regarding tobacco use and its harms globally.

The Office of Agreements and Scientific Affairs (OASA), International Regulations and Standards Division (IRSD) is a division of the Foreign Agricultural Service (FAS), an agency within the U.S. Department of Agriculture. IRSD's strategic goals are to monitor and enforce Sanitary and Phytosanitary (SPS) obligations in accordance to the World Trade Organization's (WTO) SPS Agreement, to advance the adoption of science-based international standards and regulations, and to coordinate with other U. S. government agencies to support United States Government's (USG) SPS priorities. OASA works with a number of other U.S. government agencies (e.g., U.S. Trade Representative, Food and Drug Administration (FDA), and Environmental Protection Agency (EPA), Department of Commerce, and USDA sister agencies), international organizations, and industry to promote the trade of safe food products globally.

    The U.S. Environmental Protection Agency (EPA) is soliciting applications from eligible organizations to manage a cooperative agreement to help educate the medical community on how to recognize and treat pesticide-related health conditions. The long-term goal of the project is to achieve improved health for communities at risk for overexposure to pesticides through outreach, technical assistance and training to increase knowledge and awareness of environmental and occupational health risks. This is a national environmental and occupational health effort solicited by doctors, clinicians, and state health departments. With this award, EPA seeks to build on the progress of previous project titled "From the Fields to the Exam Room: Integrating the Recognition, Management and Prevention of Pesticide Poisonings into the Primary Care Setting." The publication "Recognition and Management of Pesticide Poisoning" was an earlier product of the initiative. EPA is seeking applications to (1) provide continuing education, training and technical assistance to relevant audiences; (2) update existing, and/or develop new materials and resource tools; (3) conduct outreach to existing and new audiences to use materials and tools; and (4) develop partnerships and a sustainable network of stakeholders. EPA expects to provide an estimated $500,000 annually, depending on the Agency's budget, for a total of up to $2,500,000 for five years (2017 through 2022).

    The Healthy, Hunger-Free Kids Act of 2010 (HHFKA) amended Section 18 of the Richard B. Russell National School Lunch Act (NSLA) to establish a Farm to School Program in order to assist eligible entities, through grants and technical assistance, in implementing farm to school programs that improve access to local foods in eligible schools. To fulfill the farm to school mandate in the HHFKA, $5 million is provided to the United States Department of Agriculture (USDA) on an annual basis to support grants, technical assistance, and the Federal administrative costs related to USDA's Farm to School Program. The USDA Farm to School Program is housed within the Food and Nutrition Services' (FNS) Office of Community Food Systems (OCFS). This request for applications (RFA) provides additional details regarding the grants component of the USDA Farm to School Program. The Secretary of Agriculture was also directed through the HHFKA to ensure geographical diversity and equitable treatment of urban, rural, and tribal communities, as well as give the highest priority to funding projects that, as determined by the Secretary - (a) Make local food products available on the menu of the eligible school; (b) Serve a high proportion of children who are eligible for free or reduced price lunches; (c) Incorporate experiential nutrition education activities in curriculum planning that encourage the participation of school children in farm and garden-based activities; (d) Demonstrate collaboration between eligible schools, nongovernmental and community-based organizations, agricultural producer groups, and other community partners; (e) Include adequate and participatory evaluation plans; (f) Demonstrate the potential for long-term program sustainability; and, (g) Meet any other criteria that the Secretary determines appropriate.

    The United States Department of Agriculture (USDA) Food and Nutrition Service (FNS), through the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), is responsible for providing Federal grants to States for supplemental foods, health care referrals, and nutrition education (including breastfeeding promotion and support) for low-income pregnant, breastfeeding, and non-breastfeeding postpartum women, and to infants and children up to age five who are found to be at nutritional risk. The legislative authority for this grant announcement is contained in the Child Nutrition Act of 1966 Section 17 (g) (5)[1] as amended and Section 1472 of the National Agriculture Research, Extension, and Teaching Policy Act of 1977, 7 U.S.C. 3318, codified at 7 CFR 2.19(a)(3)(x) in January 2009. This is an announcement of the availability of funds for one new cooperative agreement for FY 2017-2019 with a public or private Academic or Research Institution. In this funding cycle, the USDA anticipates awarding up to $1,000,000 in grant funding to support the creation of a Participant Research Innovation Laboratory for administering and awarding sub-grants for researcher-initiated projects that develop and test strategies to encourage retention of children in WIC. Developed strategies should focus on WIC service delivery sites or retail environments. Further, strategies must acknowledge the social and cultural diversity of WIC participants and those eligible for the Program.

    The Office of Rural Health Policy (ORHP) will fund a cooperative agreement to support a Rural Assistance Center (RAC). The RAC is a gateway to information on rural health for residents in rural areas of the United States and for all others interested in the issue. Through daily interactions and responding to inquiries and concerns, the RAC will be able to ensure that ORHP and the Department of Health and Human Services are informed of developing and ongoing grass-roots issues in the rural U.S. The role of ORHP as the Department of Health and Human Service¿s focal point for rural information allows its staff to identify key regulatory and statutory issues. The staff of ORHP will work collaboratively with the RAC to prioritize key issues and develop information resources to share with callers and web users. It is also expected that RAC staff will produce publications to respond to emerging issues. ORHP and Department staff will review RAC proposals for publications to ensure that critical issues are appropriately identified. When publications are prepared for release, ORHP and Department staff will review them for accuracy and completeness. The awardee must be able to identify and facilitate access to information from a wide range of sources that deal with aspects of rural health care. ORHP will also coordinate information sharing between the RAC and the Rural Health Research Centers, the Rural Recruitment and Retention Network, State Offices of Rural Health, and other projects that are funded by the Office. RAC staff will work with ORHP to develop strategies for dissemination of key research findings and for providing synthesis of key research findings. Agriculture Food and Research Initiative: Food Safety Challenge Area - 0 views

    This AFRI Challenge Area promotes and enhances the scientific discipline of food safety, with an overall aim of protecting consumers from microbial and chemical contaminants that may occur during all stages of the food chain, from production to consumption. This requires an understanding of the interdependencies of human, animal, and ecosystem health as it pertains to foodborne pathogens. The long-term outcome for this program is to reduce foodborne illnesses and deaths by improving the safety of the food supply, which will result in reduced impacts on public health and on our economy. In order to achieve this outcome, this program will support single-function Research Projects and multi-function Integrated Research, Education, and/or Extension Projects, and Food and Agricultural Science Enhancement (FASE) Grants that address one of the Program Area Priorities (see Food Safety RFA for details).
