SUMMARY: The NRC is soliciting comments from members of the public, licensees, and interest groups related to the implementation of the Reactor Oversight Process (ROP). An electronic version of the survey questions and additional information about the ROP are available at http://www.nrc.gov/NRR/OVERSIGHT/ASSESS/index.html. This solicitation will provide insights into the self-assessment process and a summary of the feedback will be included in the annual ROP self-assessment report to the Commission. DATES: The comment period expires on November 6, 2009. The NRC continues to be interested in receiving feedback from members of the public, various public stakeholders, and industry groups on their insights regarding the calendar year 2009 implementation of the ROP. Berlin - Swedish electricity giant Vattenfall admitted Thursday to additional problems at one of its German nuclear power stations, which caught fire several days ago just after a two-year refit from a previous fire. Blunders at the Kruemmel power station have turned nuclear safety into an election issue in Germany. Though neither of the fires was in the reactor itself, Vattenfall said it had also discovered at least one of the 80,000 rods of uranium inside the reactor was "defective." The defect was not connected to the shutdown of the reactor during an electrical transformer fire on Saturday. Engineers are to take the lid off the idled reactor on Friday to search for the rods, Vattenfall said. Tuoma Hatakka, chief executive of Vattenfall Europe, the German subsidiary which runs several of the 12 nuclear power stations in Germany, insisted in Berlin, "My summary is simple: Kruemmel is safe."

Proposed Generic Communication; Pre-Licensing Construction Activities at Proposed, Unlicensed Uranium Recovery Facilities AGENCY: Nuclear Regulatory Commission. Hatch (R-Utah) and Harry Reid (D-Nevada) this week introduced the Thorium Energy Security Act of 2010 to accelerate the use of thorium-based nuclear fuel in existing and future reactors. Their legislation establishes a regulatory framework and a development program to facilitate the introduction of thorium-based nuclear fuel in nuclear power plants across the nation. The U.S. relies on foreign sources for approximately 90 percent of its uranium fuel needs. However, the most recent U.S. Geological Survey's (U.S.G.S.) Thorium Mineral Commodity capital summary confirms that the United States has the largest thorium deposits in the world. The well-documented Idaho-Montana Lemhi Pass thorium holdings of U.S. Rare Earths, Inc. (www.usrareearths.com) have officially been recognized by the U.S.G.S. in their Jan. 2010 Mineral Commodity Summary, pushing the U.S. to number one in the world (for the first time ever) with 440,000 metric tons of reserves. "The report finds that we can maintain our nuclear weapons indefinitely by simply continuing to do what we are already doing." The report, by a prominent, independent scientific panel called the JASON group, concluded that the United States can maintain current high levels of safety, security and reliability indefinitely without designing a new generation of warheads or testing current warheads. The panel found that the arsenal can be maintained by two existing programs: the Stockpile Stewardship Program, which monitors the arsenal for signs of aging, and the Life-Extension Program, which refurbishes existing warheads with new components.

"The Danville Regional Foundation (DRF) announced Friday it has received proposals from two nationally-known groups, Resources for the Future and RTI International, to conduct an independent socioeconomic study on the regional impact of uranium mining. Abstracts of these proposals can be found online (http://danvilleregionalfoundation.org/Uranium/uranium-proposal-abstracts) and available for public comments for 30 days through DRF's Uranium Blog (http://danvilleregionalfoundation.org/Uranium/). Registered public comments submitted online will be reviewed and used in selecting the organization to conduct the study. Selection is expected to be announced in August with the final study due by year-end 2011, according to a DRF news release. The proposed study will examine the potential effects of uranium mining and milling, and long-term waste management on people, institutions and economies within 50 miles of the proposed site. Specific means of determining the socio-economic benefits and risks, such as impact on property values, taxes and institutions, are outlined in the abstracts, the release stated. "Two Republican US senators Monday introduced a bill that would increase the use of natural gas, nuclear power and electric vehicles as a means of reducing the US power sector's air emissions and building domestic energy supply without specifically targeting greenhouse gas emissions. Senators Richard Burr of North Carolina and Saxby Chambliss of Georgia, said their bill (S. 3535) would move the country toward cleaner domestic fuel sources through financial incentives. According to a bill summary, the measure would expand US use of natural gas with incentives for vehicles run by the fuel, including requirements for federal purchases of natural-gas fueled vehicles and extending income tax credit for vehicle purchases. For nuclear power, the bill would increase loan guarantees, provide a 15-year accelerated depreciation period for new plants, a 10% investment tax credit and launch a policy for recycling spent nuclear fuel. "

"Judges from the Atomic Safety and Licensing Board, the independent trial-level adjudicatory body of the Nuclear Regulatory Commission, heard arguments from attorneys of San Luis Obispo Mothers for Peace (SLOMFP) and Pacific Gas & Electric (PG&E) regarding the pros and cons of license renewal for Diablo Canyon power plant on May 26. SLOMFP attorney Diane Curran opened the hearing with a summary of the positions of the watchdog group, arguing that recent inspection reports show a pattern of inefficiency related to safe operation and aging of the plant. PG&E argued that many issues raised by Curran weren't relevant to relicensing issues. The current operating licenses for the two reactors at Diablo Canyon are set to expire in 2024 and 2025, respectively. PG&E has applied to continue operating the two reactors through 2045. "It doesn't take 11 years to do a license application," SLO Mothers for Peace spokeswoman Jane Swanson told New Times. "

(IIFP), a wholly owned subsidiary of International Isotopes, Inc. The Nuclear Regulatory Commission issued its FY 2008 Citizens' Report that provides a summary of the agency's fiscal year (FY) 2008 Performance and Accountability Report, which was released in November 2008. By letter dated June 12, 2008, Governor Timothy M. Under the proposed Agreement, the Commission would relinquish, and the Commonwealth would assume, portions of the Commission's regulatory authority exercised within the Commonwealth.
