    By Michele Boyd and Arjun Makhijani A Fact Sheet Produced by Physicians for Social Responsibility and the Institute for Energy and Environmental Research Thorium "fuel" has been proposed as an alternative to uranium fuel in nuclear reactors. There are not "thorium reactors," but rather proposals to use thorium as a "fuel" in different types of reactors, including existing light-water reactors and various fast breeder reactor designs. Thorium, which refers to thorium-232, is a radioactive metal that is about three times more abundant than uranium in the natural environment. Some of the largest reserves are found in Idaho in the U.S. Large known deposits are in Australia, India, and Norway. The primary U.S. company dvocating for thorium fuel is Thorium Power (www.thoriumpower.com). Unlike the claims made or implied by thorium proponents, however, thorium doesn't solve the proliferation, waste, safety, or cost problems of nuclear power, and it still faces major technical hurdles for commercialization.

Tronox Inc., the chemical manufacturing company responsible for the cleanup efforts, filed for bankruptcy protection in January 2009. After months of legal and political wrangling, a bankruptcy judge approved a plan to create a trust fund that will hold money needed to pay for the cleanup efforts in the portion of the river that runs through Warrenville. That move paved the way for cleanup work to resume. The trust fund contains $25 million, which is expected to be enough to cover the cost of thorium removal from a nearly milelong stretch that runs from Butterfield Road to the Warrenville Grove dam, said Tony Charlton, DuPage County's stormwater management chief. Workers are already on site and are expected to be done with the second-to-last phase of the river cleanup by the end of this year."

    This Notice announces the Department of Energy (DOE) acceptance of claims in FY 2009 from eligible active uranium and thorium processing sites for reimbursement under Title X of the Energy Policy Act of 1992. For FY 2009, Congress has not completed the appropriation process for DOE, including funds for the reimbursement of certain costs of remedial action at these sites. If no funds are appropriated, the approved amount of claims submitted during FY 2008 and unpaid approved balances for claims submitted in prior years will be carried forward for payment in FY 2010, subject to the availability of funds. If FY 2009 funds are appropriated, and if the available funds are less than the total approved claims, these payments will be prorated based on the amount of available FY 2009 appropriations, unpaid approved claim balances (approximately $8.6 million), and claims received in May 2008 (approximately $34 million).

If the request is accepted, Virginia will become the 36th state to sign such an agreement with the NRC. Under the proposed agreement, the NRC would transfer to Virginia the responsibility for licensing, rulemaking, inspection and enforcement activities for: (1) radioactive materials produced as byproducts from the production or utilization of special nuclear material (SNM--enriched uranium or plutonium); (2) naturally occurring or accelerator-produced byproduct material (NARM); (3) source material (uranium and thorium); and (4) SNM in quantities not sufficient to support a nuclear chain reaction. If the proposed agreement is approved, it is estimated that there will be 420 total licenses in the Commonwealth of Virginia. NRC would transfer 386 licenses to the commonwealth's jurisdiction. In addition, the commonwealth would retain regulatory authority for approximately 216 NARM licenses. Approximately 180 of these NARM licenses are dually regulated by Virginia and the NRC.

    Concerns have been raised about zircon sand to be stored at Thevenard once Iluka's zircon mine starts production in 2010. The topic was raised at a recent meeting of the Thevenard Ratepayers and Residents Group, with particular concern being the radiation emitted from the sand monazite, which contains the radioactive element thorium. But Iluka says monazite is only a small part of the sands they will be mining and the radiation from the zircon sands they will be mining is barely higher than in the normal environment. Sue Haseldine, who lives on a farm near Ceduna but has relatives in Thevenard, said she had not been involved in the consultation process yet but said she had questions about mining, transportation and storage.

    AMory Lovins has a look at various new forms of nuclear power being touted as the next big thing - "New" Nuclear Reactors, Same Old Story. he dominant type of new nuclear power plant, light-water reactors (LWRs), proved unfinanceable in the robust 2005-08 capital market, despite new U.S. subsidies approaching or exceeding their total construction cost. New LWRs are now so costly and slow that they save 2-20x less carbon, 20-40x slower, than micropower and efficient end-use.1 As this becomes evident, other kinds of reactors are being proposed instead-novel designs claimed to solve LWRs' problems of economics, proliferation, and waste.2 Even climate-protection pioneer Jim Hansen says these "Gen IV" reactors merit rapid R&D.3 But on closer examination, the two kinds most often promoted-Integral Fast Reactors (IFRs) and thorium reactors4-reveal no economic, environmental, or security rationale, and the thesis is unsound for any nuclear reactor.

These licensees would have their NRC and New Jersey licenses combined into a single state license. In total, New Jersey would then have jurisdiction over approximately 700 licenses.
