Environmental activists from a four-state area met near Chadron last weekend to discuss their objections to the rapid expansion of uranium mining in the region, and to plan strategies to advance their cause. The meeting, hosted by the Western Nebraska Resources Council (WNRC), was held in Chadron because of its proximity to the Crow Butte Resources in-situ leach (ISL) uranium mine, which is already in the process of permitting one major expansion and has two more in planning stages. Participanting groups included the Powder River Basin Resource Council, from Wyoming, ACTion for the Environment from South Dakota's Black Hills, the Black Hills chapter of the Sierra Club, Defenders of the Black Hills, Owe Aku/Bring Back the Way, a Lakota cultural group, and Coloradoans Against Resource Destruction.

"Uranium Resources, Inc. announced today that the United States Court of Appeals for the Tenth Circuit has denied a petition for a rehearing or en banc review of the court's previous decision that upheld, in all respects, the Nuclear Regulatory Commission (NRC) original decision to grant URI a license to conduct in-situ recovery (ISR) uranium mining in McKinley County, New Mexico. On March 8, 2010, the Tenth Circuit denied the original petition by several parties opposed to uranium mining for review of URI's NRC license, which the Commission issued to Hydro Resources, Inc. (HRI), Uranium Resources' wholly-owned subsidiary, in 1998. One of the opposed parties, The Eastern Navajo Dine Against Uranium Mining, subsequently filed a petition requesting a rehearing or en banc review of the March 8 decision. In a May 18, 2010, order, the court denied the rehearing request and indicated that no judges of the court acted on the request for an en banc review. The petitioners now have 90 days from May 18, 2010 to file a petition for writ of certiorari in the United States Supreme Court requesting that Court's review of the Tenth Circuit's decision."

Uranium Resources, Inc. (NASDAQ: URRE) (URI) announced today that it has terminated the agreement for the acquisition of certain assets in New Mexico from NZ Uranium, LLC because of the existence of title issues that were not resolved. The Company had previously announced that it had entered into an agreement to acquire the properties subject to the satisfaction of closing conditions, including a title review. The properties were believed to contain about 35 million pounds of uranium mineralized material. Paul K. "The U.S. Department of Labor will visit Livermore, Calif., on June 29 and Emeryville, Calif., on June 30 to present information about the Energy Employees Occupational Illness Compensation Program Act, which provides compensation and medical benefits to employees who became ill as a result of working in the nuclear weapons industry. Through town hall meetings, officials will present details about two new classes of former employees at Lawrence Livermore National Laboratory and Lawrence Berkeley National Laboratory recently added to the EEOICPA's Special Exposure Cohort, as well as provide an overview of the program. The Labor Department's California Resource Center staff will also be available at the town hall meetings for extended periods of time to assist individuals with the filing of claims under the EEOICPA. A worker who is included in a designated SEC class of employees, and who is diagnosed with one of 22 specified cancers, may receive a presumption of causation under the EEOICPA. On April 5, 2010, the secretary of health and human services designated the following two classes of employees as additions to the SEC: all employees of the Department of Energy, its predecessor agencies, and their contractors and subcontractors, who worked at the Lawrence Livermore National Laboratory in Livermore, Calif., from Jan. 1, 1950, through Dec. 31, 1973, and at the Lawrence Berkeley National Laboratory in Berkeley, Calif., from Aug. 13, 1942, through Dec. 31, 1961, for at least 250 workdays occurring either solely under this employment or in combination with workdays within other classes of employees in the SEC. "When tritium was found leaking from Vermont Yankee in January, the nuclear power plant violated state law that makes groundwater a public trust, an environmental group has charged in a filing with the state Public Service Board. The Vermont Natural Resources Council hopes to augment pending arguments from others that the Vernon nuclear power plant should be shut down as a result of the leak, said Jon Groveman, VNRC's general counsel. The Public Service Board agreed in February to consider the arguments of the Conservation Law Foundation and New England Coalition that Vermont Yankee should be shut down either temporarily or permanently because of the tritium leak. The case is pending before the board. Vermont Yankee has argued that only the federal Nuclear Regulatory Commission can regulate the plant's release of radioactive material. Groveman said he hopes VNRC's argument will show that the state does have jurisdiction in protecting its groundwater. The Legislature passed a law in 2008 declaring groundwater as a public-trust resource. By allowing tritium to leak into the groundwater, Vermont Yankee violated that law, he said."

"China and Kazakhstan agreed on Saturday to build and finance a gas pipeline and deepen atomic energy ties, extending Beijing's influence in a region where it has used its financial might to access natural resources. Chinese President Hu Jintao and Kazakh leader Nursultan Nazarbayev presided over the deals between state companies that give Beijing greater access to resources and allow Kazakhstan, Central Asia's biggest economy, to diversify its energy exports. Russia's proven uranium reserves have increased 275% to 545,000 metric tons since 2006, the natural resources minister said on Tuesday. Yury Trutnev attended a meeting with civilian nuclear chief Sergei Kiriyenko to discuss joint measures that the ministry, mineral resources regulator Rosnedra and state nuclear power corporation Rosatom are taking to develop Russia's uranium deposits. Vadim Zhivov, head of Atomredmetzoloto (ARMZ), Russia's leading uranium miner, said 3,841 tons of uranium is planned to be produced this year, a 20% increase on 2006.

A market analyst says the incoming Western Australian Government will face challenges when processing applications for uranium mining because it is not equipped with the skills for assessing the mining of the resource. Uranium explorer Toro Energy last week announced plans to enhance its Wiluna uranium project in light of the Liberal-Nationals alliance. Thundelarra Resources says it is hoping to start exploratory drilling in the north-west before the end of the year.

The Federal Opposition's resources spokesman David Johnston says the proposed Commonwealth nuclear waste facility will be a small-scale operation for low level waste and it will most probably be in the Northern Territory. Resources Minister Martin Ferguson is expected to receive a report on four possible sites in the Northern Territory before the end of next month.

Mancos Resources Inc. presented the Utah Radiation Control Board in its meeting Friday with a uranium mill proposal for an "isolated" location six miles northwest of the Green River area in Emery County. Mancos is owned by Canadian-based Bluerock Resources Ltd., which has one operating mine, one nearing production and twelve "uranium properties" in Utah and Colorado. Its proposal, which was an information-only item for the board, is to mine 1,200 tons per day at a "conventional" uranium mill, using a wet crushing and solvent extraction technique.

Two nuclear companies have taken another step forward to set up shop at a new, eastern Utah industrial park. Mancos Resources Inc. and Transition Power Development LLC have signed escrow agreements with Castleland Resource Conservation and Development, a multicounty, nonprofit economic development agency, for land in the industrial park at the intersection of Route 6 and Interstate 70, about six miles northwest of Green River. Mancos plans a uranium mill on 640 acres. Transition is proposing what would be Utah's first nuclear reactors on 1,500 acres.
