    There are five candidates as of Monday evening for the election of the next IAEA director general to succeed the current IAEA chief Mohamed ElBaradei, whose term is due at the end of this year, according to the International Atomic Energy Agency (IAEA) sources. Except the Japanese Ambassador to IAEA Yukiya Amano and the South African diplomat Abdul Samad Minty, the other three candidates include the former energy minister of Belgium Jean-Pol Poncelet, director general of the OECD Nuclear Energy Agency, Spanish nuclear expert Luis Echevarri, and Slovenian Ambassador to IAEA Ernest Petric.

IAEA 52nd General Conference of Member States Draws to a Close - 0 views

    The IAEA´s 52nd General Conference of Member States concluded today in Vienna. More than 130 IAEA Member States and over 1400 delegates attended the five-day event held at the Austria Center, Vienna from 29 September - 4 October. At its concluding session, the General Conference adopted resolutions backing the IAEA´s work and setting future directions in key areas. These included nuclear safety, nuclear applications, technology transfer and safeguards implementation. The full texts of adopted resolutions will be posted on the IAEA.org website as they become available.

    In 1991, when inspectors from the International Atomic Energy Agency were allowed back into Iraq - after United Nations forces ejected the Iraqi invaders from Kuwait and Saddam Hussein had agreed to comply with certain UN Security Council resolutions - they quickly discovered that Saddam had been in violation of the Iraqi IAEA Safeguards Agreement. Whereupon the Security Council passed Resolution 687, which among other things, ordered the destruction - under supervision of a specially constituted IAEA Action Team - of all remaining elements of Iraq's nuclear programs, and imposed sanctions on Iraq until such time as the IAEA Action Team could report that such destruction had been accomplished and that Iraq was once again in compliance with its IAEA Safeguards Agreement. The IAEA Action Team made such a report, first in 1998, and updated it in succeeding years.

Annual Safeguards Report Circulated to IAEA Board - 0 views

    IAEA Director General Mohamed ElBaradei has circulated a report on the Agency´s implementation of nuclear safeguards in 2008 to the Agency´s Board of Governors, the 35-member policymaking body. The Safeguards Implementation Report for 2008 provides a description and analysis of IAEA safeguards operations for the period January to December 2008. The Agency´s Board of Governors will discuss the report when it next convenes in Vienna on 15 June. Circulation of the report is restricted, and it cannot be released to the public unless the IAEA Board decides otherwise.

    "Vienna - The International Atomic Energy Agency (IAEA) and Russia set up the world's first nuclear fuel reserve Monday to ensure uninterrupted supplies for the world's power reactors. The idea for a fuel bank was initiated by the IAEA in order to give countries an alternative to developing their own uranium enrichment technology, like Iran has done. "With our effort, we made the world a little better," said Sergei Kirienko, the head of Russia's nuclear corporation ROSATOM in Vienna, after signing the agreement with IAEA Director General Yukiya Amano. The reserve is intended as an insurance mechanism for countries whose foreign supply of nuclear fuel is interrupted. In such a case, the IAEA would provide the nuclear material, which is to be made and stored at Angarsk in Siberia. The recipient country would pay current market prices for the low-enriched uranium. Russia would have 30 per cent of the target of one reactor load ready by the end of the year, Kirienko said. Developing countries have expressed scepticism about the fuel bank, as they fear that such mechanisms might indirectly prevent them from acquiring peaceful nuclear technology."

    "This article from back in March describes some of the past safety problems at Japan's nuclear facilities. It briefly mentions issues the IAEA had as far back as the 1990′s with Japan's failing nuclear safety. The arrangements for accidents, emergency planning and safety training by Japanese power companies were condemned as inadequate by IAEA inspectors after they visited four reactors in the 1990s. Altogether they found 90 deficiencies in safety procedures. The IAEA's findings should have been a wake up call, the more concerning part is that they were completely unable to do anything about it. It did cause a major scandal in Japan as cover ups by the power companies hit the media. A considerable portion of the IAEA findings involved cracks in equipment, a serious danger. As of 2002 the IAEA did not know if anything had been done to solve the problems. They had not been invited back by Japan to visit the reactors for new inspections. This problem with the IAEA and their lack of ability to enforce anything has been criticized by many since the Fukushima disasters."

On Friday, the Board of Governors of the International Atomic Energy Agency welcomed Russia's offer to establish on its territory a reserve of LEU to the IAEA for its member states. "The adoption of the resolution paves the way for the signing of a relevant agreement between Russia and the IAEA envisaging the establishment on the Russian territory of a reserve of low-enriched uranium," the Russian Foreign Ministry said on its website. The ministry said the reserve would be enough to produce two loads of fuel for the world's most popular 1000MW pressurized water reactor. It said the fuel could be supplied to those IAEA member countries that do not possess nuclear arms and are committed to nuclear non-proliferation. "This [agreement] will help expand the use of nuclear energy for peaceful purposes. The initiative is aimed at strengthening nuclear non-proliferation," the ministry said.
