Pete De La Garza knows uranium mining in his county came with tradeoffs. As Kleberg County judge, he feels it is the duty of county officials to oversee the Kingsville Dome operations of Uranium Resources Inc. and to make sure the company fulfills its obligation to restore water quality levels. "Checks and balances, that's what it's all about," said De La Garza, from Kingsville. County residents have complained about how much money has been spent to fight the uranium company, which has been in the county for more than 20 years. De La Garza admits the county spent more than $1 million.

Photograph: Eamonn McCabe EDF Energy will announce today that it has received sufficient reassurances from the energy and climate change secretary, Liberal Democrat Chris Huhne, to continue planning for a new generation of nuclear plants in Britain. There were fears that the Lib Dems' manifesto commitment to halt the construction of any more nuclear reactors, and recent sceptical signals from Huhne, could derail its £20bn building programme. But Vincent de Rivaz, the chief executive of EDF in Britain, will tell a conference he is convinced that both sides are committed to the same goal: new reactors without subsidies and at a viable cost."

After 30 years in the energy industry, Vincent de Rivaz faces one last challenge: to persuade the British people that nuclear power is the solution to our energy problems. De Rivaz, boss of the French nuclear group EDF, has already charmed ministers into allowing him to buy the crown jewels of our nuclear generating industry, British Energy, for £12.5bn. But he knows that the public will be harder to convince, made sceptical by years of blunders, delays and billions of pounds of taxpayers' money spent on dysfunctional projects. His task also comes as the political climate hardens against large infrastructure schemes - such as Heathrow expansion.

"A proposed nuclear reactor in Maryland that is close to winning a billion-dollar federal loan guarantee would produce twice the energy of the state's two existing reactors combined. But the project at Calvert Cliffs faces many hurdles. Nuclear energy opponents are challenging the reactor's licensing qualifications with charges that the amount of foreign ownership violates the Atomic Energy Act -- which bars nuclear projects with "foreign ownership, control or domination." The Calvert Cliffs reactor would be built by UniStar Nuclear Energy -- a joint venture between Maryland's Constellation Energy Group and French company Electricite de France. Paris-based Areva would provide the reactor technology. Electricite de France and Areva are 85 percent owned by the French government."

The Nuclear Installations Inspectorate (NII) has given formal consent for a three-and-a-half year programme to remove all fuel from the Scottish plant to commence. Chapelcross ceased generation in 2004 and preparations for de-fuelling the reactors including design, manufacturing, installation and the commissioning of a £30m upgrade to the de-fuelling route have now been completed.

Belgium could raise between 500 million euros ($740 million) and 1 billion per year by extending the life of its nuclear power stations, business daily De Tijd reported on Wednesday. The money would come primarily from dominant electricity player Electrabel, the Belgian arm of French utility GDF Suez (GSZ.PA). De Tijd said Energy Minister Paul Magnette would soon be submitting to the government a report that concludes Belgium cannot meet its energy needs without nuclear power. The country plans to shut its three oldest reactors in 2015 and the remaining four by 2023.

EDF Energy will scale down plans to build a new generation of nuclear reactors in the UK unless the government fixes the price of carbon, its chief executive, Vincent de Rivaz, has warned. De Rivaz said that EDF's business case to build four new reactors depended on a carbon tax or minimum carbon price being introduced. The government will publish a wide-ranging white paper this month detailing plans to meet the UK's new carbon budgets. It is expected to discuss measures to prevent the carbon price fluctuating wildly. Two years ago prices fell to as little as €0.10 (£0.08) a tonne. Experts say that a far higher price - at least €60 (£51.40) a tonne - is necessary to make low-carbon technologies, such as nuclear power generation or carbon capture and storage, economic.

International Isotopes Inc. has selected a site in Lea County, New Mexico, for the construction of International Isotopes' depleted uranium de-conversion and fluorine extraction processing facility. According to a release, International Isotopes had narrowed its site selection to Eastern Idaho, Andrews County, Texas, and Lea County, New Mexico. The New Mexico location is about 15 miles west of Hobbs, NM. INIS announced its plans to construct the de-conversion facility in 2008 and has since been working on site selection, plant design, and licensing.

"French Greenpeace activists blocked a train carrying some 650 metric tons of radioactive waste in protest against the export of nuclear waste to Russia, the Greenpeace Russia website said. A shipment of depleted uranium hexafluoride was due to be loaded onto the Captain Kuroptev in the port of Le Havre and sent to St. Petersburg. However, the ship weighed anchor and headed towards the port of Montoir-de-Bretagne pursued by the Greenpeace ship Esperanza. The Greenpeace statement said the activists chained themselves to railway tracks, delaying rail traffic towards Montoir-de-Bretagne for more than four hours."

The Nuclear Regulatory Commission staff has approved the transfer of the operating licenses for the Calvert Cliffs Units 1 and 2, Nine Mile Point Units 1 and 2, and Ginna nuclear reactors, as well as the license for the Calvert Cliffs Independent Spent Fuel Storage Installation (ISFSI), to a new ownership structure created by the joint venture of Constellation Energy Nuclear Group (CENG) and EDF Development, a U.S. subsidiary of Électricité de France S.A., a French limited company. As provided by NRC regulations, the staff's approval of the transfer is effective October 9. CENG and EDF Development submitted an application Jan. 22 requesting approval of the license transfer, and the companies provided supplemental information Feb. 26, April 8, June 25 and July 27. Following EDF Development's proposed purchase of 49.99 percent of CENG, Constellation Energy Group (CEG) would hold the remaining 50.01 percent through two intermediate companies, Constellation Nuclear and CE Nuclear. The current Constellation Nuclear Power Plants corporation would become an LLC and exist between CENG and the individual power plants.

A crowd of 16 000 people demonstrated against the Castor transport in Gorleben today, marching through the town and eventually settling just outside of it, near to the gates of the "Zwischenlager" - the temporary nuclear waste disposal site (also located in Gorleben) - to listen to speeches and music. Madsen, a very popular band, ended the event to a very lively and dance-happy crowd. The protesters were accompanied by at least 400 tractors - a powerful testament to the sense of solidarity that exists around the issue of nuclear power and nuclear waste in this region.

On 7th November hundreds of protesters took to the streets of the town of Lüchow, Germany today to protest the transport of nuclear waste into the Wendland region. Their march was also in memorial of Sebastian Briaut, the French man who died while protesting the Castor transport in 2004. After the hour-long march, tensions rose as the crowd approached the road leading to the local police barracks. As student organizers encouraged those attending the 'official demonstration' to return to it, around 150 people left the official march, which organizers had planned to have turn back at the roundabout at the Saaßer Chaussee towards the center of Lüchow. This 150 instead decided to continue on, walking down Salzwedeler Landstraße, toward the police barracks.

The Brazilian government has authorized the company, Electronuclear, to go back to work on the nation's third nuclear power plant. Work on the Angra 3 reactor, near Rio de Janeiro, has been stalled for 22 years by a lack of money and political issues.

Ahead of a two-day European Nuclear Energy Forum meeting, DW-WORLD.DE spoke to both sides of the debate over whether Germany should stick to its total phase-out of nuclear power. The European Nuclear Energy Forum was established in 2007 as a platform for discussing issues related to nuclear power -- with an eye toward arriving at common EU policy. It's starting its two-day second session on Thursday, May 22, in Prague.
