Do Intelligent People Drink More Alcohol? : Discovery News - 0 views

  • More intelligent children in both studies grew up to drink alcohol more frequently and in greater quantities than less intelligent children. In the Brits' case, "very bright" children grew up to consume nearly eight-tenths of a standard deviation more alcohol than their "very dull" cohorts.
  • Researchers controlled for demographic variables -- such as marital status, parents' education, earnings, childhood social class and more -- that may have also affected adult drinking. Still, the findings held true: Smarter kids were drinking more as adults.
  • Psychology Today takes an evolutionary approach. They argue that drinkable alcohol is a relatively novel invention of 10,000 years ago. Our ancestors had previously gotten their alcohol kick through eating rotten fruits, so more intelligent humans may be more likely to choose modern alcoholic beverages. Although increased alcohol consumption could be a reflection of exceptional brainpower, drinking more will certainly not make you any more intelligent than you already are.

  • By Carlin Romano Standing up for science excites some intellectuals the way beautiful actresses arouse Warren Beatty, or career liberals boil the blood of Glenn Beck and Rush Limbaugh. It's visceral.
  • A brave champion of beleaguered science in the modern age of pseudoscience, this Ayn Rand protagonist sarcastically derides the benighted irrationalists and glows with a self-anointed superiority. Who wouldn't want to feel that sense of power and rightness?
  • You hear the voice regularly—along with far more sensible stuff—in the latest of a now common genre of science patriotism, Nonsense on Stilts: How to Tell Science From Bunk (University of Chicago Press), by Massimo Pigliucci, a philosophy professor at the City University of New York.

  • According to Pigliucci, both Freudian psychoanalysis and Marxist theory of history "are too broad, too flexible with regard to observations, to actually tell us anything interesting." (That's right—not one "interesting" thing.) The idea of intelligent design in biology "has made no progress since its last serious articulation by natural theologian William Paley in 1802," and the empirical evidence for evolution is like that for "an open-and-shut murder case."
  • Pigliucci offers more hero sandwiches spiced with derision and certainty. Media coverage of science is "characterized by allegedly serious journalists who behave like comedians." Commenting on the highly publicized Dover, Pa., court case in which U.S. District Judge John E. Jones III ruled that intelligent-design theory is not science, Pigliucci labels the need for that judgment a "bizarre" consequence of the local school board's "inane" resolution. Noting the complaint of intelligent-design advocate William Buckingham that an approved science textbook didn't give creationism a fair shake, Pigliucci writes, "This is like complaining that a textbook in astronomy is too focused on the Copernican theory of the structure of the solar system and unfairly neglects the possibility that the Flying Spaghetti Monster is really pulling each planet's strings, unseen by the deluded scientists."
  • Or is it possible that the alternate view unfairly neglected could be more like that of Harvard scientist Owen Gingerich, who contends in God's Universe (Harvard University Press, 2006) that it is partly statistical arguments—the extraordinary unlikelihood eons ago of the physical conditions necessary for self-conscious life—that support his belief in a universe "congenially designed for the existence of intelligent, self-reflective life"?
  • Even if we agree that capital "I" and "D" intelligent-design of the scriptural sort—what Gingerich himself calls "primitive scriptural literalism"—is not scientifically credible, does that make Gingerich's assertion, "I believe in intelligent design, lowercase i and lowercase d," equivalent to Flying-Spaghetti-Monsterism? Tone matters. And sarcasm is not science.
  • The problem with polemicists like Pigliucci is that a chasm has opened up between two groups that might loosely be distinguished as "philosophers of science" and "science warriors."
  • Philosophers of science, often operating under the aegis of Thomas Kuhn, recognize that science is a diverse, social enterprise that has changed over time, developed different methodologies in different subsciences, and often advanced by taking putative pseudoscience seriously, as in debunking cold fusion
  • The science warriors, by contrast, often write as if our science of the moment is isomorphic with knowledge of an objective world-in-itself—Kant be damned!—and any form of inquiry that doesn't fit the writer's criteria of proper science must be banished as "bunk." Pigliucci, typically, hasn't much sympathy for radical philosophies of science. He calls the work of Paul Feyerabend "lunacy," deems Bruno Latour "a fool," and observes that "the great pronouncements of feminist science have fallen as flat as the similarly empty utterances of supporters of intelligent design."
  • It doesn't have to be this way. The noble enterprise of submitting nonscientific knowledge claims to critical scrutiny—an activity continuous with both philosophy and science—took off in an admirable way in the late 20th century when Paul Kurtz, of the University at Buffalo, established the Committee for the Scientific Investigation of Claims of the Paranormal (Csicop) in May 1976. Csicop soon after launched the marvelous journal Skeptical Inquirer
  • Although Pigliucci himself publishes in Skeptical Inquirer, his contributions there exhibit his signature smugness. For an antidote to Pigliucci's overweening scientism 'tude, it's refreshing to consult Kurtz's curtain-raising essay, "Science and the Public," in Science Under Siege (Prometheus Books, 2009, edited by Frazier)
  • Kurtz's commandment might be stated, "Don't mock or ridicule—investigate and explain." He writes: "We attempted to make it clear that we were interested in fair and impartial inquiry, that we were not dogmatic or closed-minded, and that skepticism did not imply a priori rejection of any reasonable claim. Indeed, I insisted that our skepticism was not totalistic or nihilistic about paranormal claims."
  • Kurtz combines the ethos of both critical investigator and philosopher of science. Describing modern science as a practice in which "hypotheses and theories are based upon rigorous methods of empirical investigation, experimental confirmation, and replication," he notes: "One must be prepared to overthrow an entire theoretical framework—and this has happened often in the history of science ... skeptical doubt is an integral part of the method of science, and scientists should be prepared to question received scientific doctrines and reject them in the light of new evidence."
  • Pigliucci, alas, allows his animus against the nonscientific to pull him away from sensitive distinctions among various sciences to sloppy arguments one didn't see in such earlier works of science patriotism as Carl Sagan's The Demon-Haunted World: Science as a Candle in the Dark (Random House, 1995). Indeed, he probably sets a world record for misuse of the word "fallacy."
  • To his credit, Pigliucci at times acknowledges the nondogmatic spine of science. He concedes that "science is characterized by a fuzzy borderline with other types of inquiry that may or may not one day become sciences." Science, he admits, "actually refers to a rather heterogeneous family of activities, not to a single and universal method." He rightly warns that some pseudoscience—for example, denial of HIV-AIDS causation—is dangerous and terrible.
  • But at other points, Pigliucci ferociously attacks opponents like the most unreflective science fanatic
  • He dismisses Feyerabend's view that "science is a religion" as simply "preposterous," even though he elsewhere admits that "methodological naturalism"—the commitment of all scientists to reject "supernatural" explanations—is itself not an empirically verifiable principle or fact, but rather an almost Kantian precondition of scientific knowledge. An article of faith, some cold-eyed Feyerabend fans might say.
  • He writes, "ID is not a scientific theory at all because there is no empirical observation that can possibly contradict it. Anything we observe in nature could, in principle, be attributed to an unspecified intelligent designer who works in mysterious ways." But earlier in the book, he correctly argues against Karl Popper that susceptibility to falsification cannot be the sole criterion of science, because science also confirms. It is, in principle, possible that an empirical observation could confirm intelligent design—i.e., that magic moment when the ultimate UFO lands with representatives of the intergalactic society that planted early life here, and we accept their evidence that they did it.
  • "As long as we do not venture to make hypotheses about who the designer is and why and how she operates," he writes, "there are no empirical constraints on the 'theory' at all. Anything goes, and therefore nothing holds, because a theory that 'explains' everything really explains nothing."
  • Here, Pigliucci again mixes up what's likely or provable with what's logically possible or rational. The creation stories of traditional religions and scriptures do, in effect, offer hypotheses, or claims, about who the designer is—e.g., see the Bible.
  • Far from explaining nothing because it explains everything, such an explanation explains a lot by explaining everything. It just doesn't explain it convincingly to a scientist with other evidentiary standards.
  • A sensible person can side with scientists on what's true, but not with Pigliucci on what's rational and possible. Pigliucci occasionally recognizes that. Late in his book, he concedes that "nonscientific claims may be true and still not qualify as science." But if that's so, and we care about truth, why exalt science to the degree he does? If there's really a heaven, and science can't (yet?) detect it, so much the worse for science.
  • Pigliucci quotes a line from Aristotle: "It is the mark of an educated mind to be able to entertain a thought without accepting it." Science warriors such as Pigliucci, or Michael Ruse in his recent clash with other philosophers in these pages, should reflect on a related modern sense of "entertain." One does not entertain a guest by mocking, deriding, and abusing the guest. Similarly, one does not entertain a thought or approach to knowledge by ridiculing it.
  • Long live Skeptical Inquirer! But can we deep-six the egomania and unearned arrogance of the science patriots? As Descartes, that immortal hero of scientists and skeptics everywhere, pointed out, true skepticism, like true charity, begins at home.

  • When approaching a problem, we can choose from any of several cognitive mechanisms. Some mechanisms have great computational power, letting us solve many problems with great accuracy, but they are slow, require much concentration and can interfere with other cognitive tasks. Others are comparatively low in computational power, but they are fast, require little concentration and do not interfere with other ongoing cognition. Humans are cognitive misers because our basic tendency is to default to the processing mechanisms that require less computational effort, even if they are less accurate.
  • our tendency to evaluate a situation from our own perspective. We weigh evidence and make moral judgments with a my-side bias that often leads to dysrationalia that is independent of measured intelligence. The same is true for other tendencies of the cognitive miser that have been much studied, such as attribute substitution and conjunction errors; they are at best only slightly related to intelligence and are poorly captured by conventional intelligence tests.

    No doubt you know several folks with perfectly respectable IQs who just don't seem all that sharp. The behavior of such people tells us that we are missing something important by treating intelligence as if it encompassed all cognitive abilities. I coined the term dysrationalia (analogous to "dyslexia"), meaning the inability to think and behave rationally despite having adequate intelligence, to draw attention to a large domain of cognitive life that intelligence tests fail to assess.

Religion: Faith in science : Nature News - 0 views

  • The Templeton Foundation claims to be a friend of science. So why does it make so many researchers uneasy?
  • With a current endowment estimated at US$2.1 billion, the organization continues to pursue Templeton's goal of building bridges between science and religion. Each year, it doles out some $70 million in grants, more than $40 million of which goes to research in fields such as cosmology, evolutionary biology and psychology.
  • however, many scientists find it troubling — and some see it as a threat. Jerry Coyne, an evolutionary biologist at the University of Chicago, Illinois, calls the foundation "sneakier than the creationists". Through its grants to researchers, Coyne alleges, the foundation is trying to insinuate religious values into science. "It claims to be on the side of science, but wants to make faith a virtue," he says.

  • But other researchers, both with and without Templeton grants, say that they find the foundation remarkably open and non-dogmatic. "The Templeton Foundation has never in my experience pressured, suggested or hinted at any kind of ideological slant," says Michael Shermer, editor of Skeptic, a magazine that debunks pseudoscience, who was hired by the foundation to edit an essay series entitled 'Does science make belief in God obsolete?'
  • The debate highlights some of the challenges facing the Templeton Foundation after the death of its founder in July 2008, at the age of 95.
  • With the help of a $528-million bequest from Templeton, the foundation has been radically reframing its research programme. As part of that effort, it is reducing its emphasis on religion to make its programmes more palatable to the broader scientific community. Like many of his generation, Templeton was a great believer in progress, learning, initiative and the power of human imagination — not to mention the free-enterprise system that allowed him, a middle-class boy from Winchester, Tennessee, to earn billions of dollars on Wall Street. The foundation accordingly allocates 40% of its annual grants to programmes with names such as 'character development', 'freedom and free enterprise' and 'exceptional cognitive talent and genius'.
  • Unlike most of his peers, however, Templeton thought that the principles of progress should also apply to religion. He described himself as "an enthusiastic Christian" — but was also open to learning from Hinduism, Islam and other religious traditions. Why, he wondered, couldn't religious ideas be open to the type of constructive competition that had produced so many advances in science and the free market?
  • That question sparked Templeton's mission to make religion "just as progressive as medicine or astronomy".
  • Early Templeton prizes had nothing to do with science: the first went to the Catholic missionary Mother Theresa of Calcutta in 1973.
  • By the 1980s, however, Templeton had begun to realize that fields such as neuroscience, psychology and physics could advance understanding of topics that are usually considered spiritual matters — among them forgiveness, morality and even the nature of reality. So he started to appoint scientists to the prize panel, and in 1985 the award went to a research scientist for the first time: Alister Hardy, a marine biologist who also investigated religious experience. Since then, scientists have won with increasing frequency.
  • "There's a distinct feeling in the research community that Templeton just gives the award to the most senior scientist they can find who's willing to say something nice about religion," says Harold Kroto, a chemist at Florida State University in Tallahassee, who was co-recipient of the 1996 Nobel Prize in Chemistry and describes himself as a devout atheist.
  • Yet Templeton saw scientists as allies. They had what he called "the humble approach" to knowledge, as opposed to the dogmatic approach. "Almost every scientist will agree that they know so little and they need to learn," he once said.
  • Templeton wasn't interested in funding mainstream research, says Barnaby Marsh, the foundation's executive vice-president. Templeton wanted to explore areas — such as kindness and hatred — that were not well known and did not attract major funding agencies. Marsh says Templeton wondered, "Why is it that some conflicts go on for centuries, yet some groups are able to move on?"
  • Templeton's interests gave the resulting list of grants a certain New Age quality (See Table 1). For example, in 1999 the foundation gave $4.6 million for forgiveness research at the Virginia Commonwealth University in Richmond, and in 2001 it donated $8.2 million to create an Institute for Research on Unlimited Love (that is, altruism and compassion) at Case Western Reserve University in Cleveland, Ohio. "A lot of money wasted on nonsensical ideas," says Kroto. Worse, says Coyne, these projects are profoundly corrupting to science, because the money tempts researchers into wasting time and effort on topics that aren't worth it. If someone is willing to sell out for a million dollars, he says, "Templeton is there to oblige him".
  • At the same time, says Marsh, the 'dean of value investing', as Templeton was known on Wall Street, had no intention of wasting his money on junk science or unanswerables such as whether God exists. So before pursuing a scientific topic he would ask his staff to get an assessment from appropriate scholars — a practice that soon evolved into a peer-review process drawing on experts from across the scientific community.
  • Because Templeton didn't like bureaucracy, adds Marsh, the foundation outsourced much of its peer review and grant giving. In 1996, for example, it gave $5.3 million to the American Association for the Advancement of Science (AAAS) in Washington DC, to fund efforts that work with evangelical groups to find common ground on issues such as the environment, and to get more science into seminary curricula. In 2006, Templeton gave $8.8 million towards the creation of the Foundational Questions Institute (FQXi), which funds research on the origins of the Universe and other fundamental issues in physics, under the leadership of Anthony Aguirre, an astrophysicist at the University of California, Santa Cruz, and Max Tegmark, a cosmologist at the Massachusetts Institute of Technology in Cambridge.
  • But external peer review hasn't always kept the foundation out of trouble. In the 1990s, for example, Templeton-funded organizations gave book-writing grants to Guillermo Gonzalez, an astrophysicist now at Grove City College in Pennsylvania, and William Dembski, a philosopher now at the Southwestern Baptist Theological Seminary in Fort Worth, Texas. After obtaining the grants, both later joined the Discovery Institute — a think-tank based in Seattle, Washington, that promotes intelligent design. Other Templeton grants supported a number of college courses in which intelligent design was discussed. Then, in 1999, the foundation funded a conference at Concordia University in Mequon, Wisconsin, in which intelligent-design proponents confronted critics. Those awards became a major embarrassment in late 2005, during a highly publicized court fight over the teaching of intelligent design in schools in Dover, Pennsylvania. A number of media accounts of the intelligent design movement described the Templeton Foundation as a major supporter — a charge that Charles Harper, then senior vice-president, was at pains to deny.
  • Some foundation officials were initially intrigued by intelligent design, Harper told The New York Times. But disillusionment set in — and Templeton funding stopped — when it became clear that the theory was part of a political movement from the Christian right wing, not science. Today, the foundation website explicitly warns intelligent-design researchers not to bother submitting proposals: they will not be considered.
  • Avowedly antireligious scientists such as Coyne and Kroto see the intelligent-design imbroglio as a symptom of their fundamental complaint that religion and science should not mix at all. "Religion is based on dogma and belief, whereas science is based on doubt and questioning," says Coyne, echoing an argument made by many others. "In religion, faith is a virtue. In science, faith is a vice." The purpose of the Templeton Foundation is to break down that wall, he says — to reconcile the irreconcilable and give religion scholarly legitimacy.
  • Foundation officials insist that this is backwards: questioning is their reason for being. Religious dogma is what they are fighting. That does seem to be the experience of many scientists who have taken Templeton money. During the launch of FQXi, says Aguirre, "Max and I were very suspicious at first. So we said, 'We'll try this out, and the minute something smells, we'll cut and run.' It never happened. The grants we've given have not been connected with religion in any way, and they seem perfectly happy about that."
  • John Cacioppo, a psychologist at the University of Chicago, also had concerns when he started a Templeton-funded project in 2007. He had just published a paper with survey data showing that religious affiliation had a negative correlation with health among African-Americans — the opposite of what he assumed the foundation wanted to hear. He was bracing for a protest when someone told him to look at the foundation's website. They had displayed his finding on the front page. "That made me relax a bit," says Cacioppo.
  • Yet, even scientists who give the foundation high marks for openness often find it hard to shake their unease. Sean Carroll, a physicist at the California Institute of Technology in Pasadena, is willing to participate in Templeton-funded events — but worries about the foundation's emphasis on research into 'spiritual' matters. "The act of doing science means that you accept a purely material explanation of the Universe, that no spiritual dimension is required," he says.
  • It hasn't helped that Jack Templeton is much more politically and religiously conservative than his father was. The foundation shows no obvious rightwards trend in its grant-giving and other activities since John Templeton's death — and it is barred from supporting political activities by its legal status as a not-for-profit corporation. Still, many scientists find it hard to trust an organization whose president has used his personal fortune to support right-leaning candidates and causes such as the 2008 ballot initiative that outlawed gay marriage in California.
  • Scientists' discomfort with the foundation is probably inevitable in the current political climate, says Scott Atran, an anthropologist at the University of Michigan in Ann Arbor. The past 30 years have seen the growing power of the Christian religious right in the United States, the rise of radical Islam around the world, and religiously motivated terrorist attacks such as those in the United States on 11 September 2001. Given all that, says Atran, many scientists find it almost impossible to think of religion as anything but fundamentalism at war with reason.

Rationally Speaking: Ray Kurzweil and the Singularity: visionary genius or pseudoscientific crank? - 0 views

  • I will focus on a single detailed essay he wrote entitled “Superintelligence and Singularity,” which was originally published as chapter 1 of his The Singularity is Near (Viking 2005), and has been reprinted in an otherwise insightful collection edited by Susan Schneider, Science Fiction and Philosophy.
  • Kurzweil begins by telling us that he gradually became aware of the coming Singularity, in a process that, somewhat peculiarly, he describes as a “progressive awakening” — a phrase with decidedly religious overtones. He defines the Singularity as “a future period during which the pace of technological change will be so rapid, its impact so deep, that human life will be irreversibly transformed.” Well, by that definition, we have been through several “singularities” already, as technology has often rapidly and irreversibly transformed our lives.
  • The major piece of evidence for Singularitarianism is what “I [Kurzweil] have called the law of accelerating returns (the inherent acceleration of the rate of evolution, with technological evolution as a continuation of biological evolution).”

  • the first obvious serious objection is that technological “evolution” is in no logical way a continuation of biological evolution — the word “evolution” here being applied with completely different meanings. And besides, there is no scientifically sensible way in which biological evolution has been accelerating over the several billion years of its operation on our planet. So much for scientific accuracy and logical consistency.
  • here is a bit that will give you an idea of why some people think of Singularitarianism as a secular religion: “The Singularity will allow us to transcend [the] limitations of our biological bodies and brains. We will gain power over our fates. Our mortality will be in our own hands. We will be able to live as long as we want.”
  • Fig. 2 of that essay shows a progression through (again, entirely arbitrary) six “epochs,” with the next one (#5) occurring when there will be a merger between technological and human intelligence (somehow, a good thing), and the last one (#6) labeled as nothing less than “the universe wakes up” — a nonsensical outcome further described as “patterns of matter and energy in the universe becom[ing] saturated with intelligence processes and knowledge.” This isn’t just science fiction, it is bad science fiction.
  • “a serious assessment of the history of technology reveals that technological change is exponential. Exponential growth is a feature of any evolutionary process.” First, it is highly questionable that one can even measure “technological change” on a coherent uniform scale. Yes, we can plot the rate of, say, increase in microprocessor speed, but that is but one aspect of “technological change.” As for the idea that any evolutionary process features exponential growth, I don’t know where Kurzweil got it, but it is simply wrong, for one thing because biological evolution does not have any such feature — as any student of Biology 101 ought to know.
  • Kurzweil’s ignorance of evolution is manifested again a bit later, when he claims — without argument, as usual — that “Evolution is a process of creating patterns of increasing order. ... It’s the evolution of patterns that constitutes the ultimate story of the world. ... Each stage or epoch uses the information-processing methods of the previous epoch to create the next.” I swear, I was fully expecting a scholarly reference to Deepak Chopra at the end of that sentence. Again, “evolution” is a highly heterogeneous term that picks completely different concepts, such as cosmic “evolution” (actually just change over time), biological evolution (which does have to do with the creation of order, but not in Kurzweil’s blatantly teleological sense), and technological “evolution” (which is certainly yet another type of beast altogether, since it requires intelligent design). And what on earth does it mean that each epoch uses the “methods” of the previous one to “create” the next one?
  • As we have seen, the whole idea is that human beings will merge with machines during the ongoing process of ever accelerating evolution, an event that will eventually lead to the universe awakening to itself, or something like that. Now here is the crucial question: how come this has not happened already?
  • To appreciate the power of this argument you may want to refresh your memory about the Fermi Paradox, a serious (though in that case, not a knockdown) argument against the possibility of extraterrestrial intelligent life. The story goes that physicist Enrico Fermi (the inventor of the first nuclear reactor) was having lunch with some colleagues, back in 1950. His companions were waxing poetic about the possibility, indeed the high likelihood, that the galaxy is teeming with intelligent life forms. To which Fermi asked something along the lines of: “Well, where are they, then?”
  • The idea is that even under very pessimistic (i.e., very un-Kurzweil like) expectations about how quickly an intelligent civilization would spread across the galaxy (without even violating the speed of light limit!), and given the mind boggling length of time the galaxy has already existed, it becomes difficult (though, again, not impossible) to explain why we haven’t seen the darn aliens yet.
  • Now, translate that to Kurzweil’s much more optimistic predictions about the Singularity (which allegedly will occur around 2045, conveniently just a bit after Kurzweil’s expected demise, given that he is 63 at the time of this writing). Considering that there is no particular reason to think that planet earth, or the human species, has to be the one destined to trigger the big event, why is it that the universe hasn’t already “awakened” as a result of a Singularity occurring somewhere else at some other time?

Rationally Speaking: Is modern moral philosophy still in thrall to religion? - 0 views

  • Recently I re-read Richard Taylor’s An Introduction to Virtue Ethics, a classic published by Prometheus
  • Taylor compares virtue ethics to the other two major approaches to moral philosophy: utilitarianism (a la John Stuart Mill) and deontology (a la Immanuel Kant). Utilitarianism, of course, is roughly the idea that ethics has to do with maximizing pleasure and minimizing pain; deontology is the idea that reason can tell us what we ought to do from first principles, as in Kant’s categorical imperative (e.g., something is right if you can agree that it could be elevated to a universally acceptable maxim).
  • Taylor argues that utilitarianism and deontology — despite being wildly different in a variety of respects — share one common feature: both philosophies assume that there is such a thing as moral right and wrong, and a duty to do right and avoid wrong. But, he says, on the face of it this is nonsensical. Duty isn’t something one can have in the abstract, duty is toward a law or a lawgiver, which begs the question of what could arguably provide us with a universal moral law, or who the lawgiver could possibly be.

  • His answer is that both utilitarianism and deontology inherited the ideas of right, wrong and duty from Christianity, but endeavored to do without Christianity’s own answers to those questions: the law is given by God and the duty is toward Him. Taylor says that Mill, Kant and the like simply absorbed the Christian concept of morality while rejecting its logical foundation (such as it was). As a result, utilitarians and deontologists alike keep talking about the right thing to do, or the good as if those concepts still make sense once we move to a secular worldview. Utilitarians substituted pain and pleasure for wrong and right respectively, and Kant thought that pure reason can arrive at moral universals. But of course neither utilitarians nor deontologist ever give us a reason why it would be irrational to simply decline to pursue actions that increase global pleasure and diminish global pain, or why it would be irrational for someone not to find the categorical imperative particularly compelling.
  • The situation — again according to Taylor — is dramatically different for virtue ethics. Yes, there too we find concepts like right and wrong and duty. But, for the ancient Greeks they had completely different meanings, which made perfect sense then and now, if we are not mislead by the use of those words in a different context. For the Greeks, an action was right if it was approved by one’s society, wrong if it wasn’t, and duty was to one’s polis. And they understood perfectly well that what was right (or wrong) in Athens may or may not be right (or wrong) in Sparta. And that an Athenian had a duty to Athens, but not to Sparta, and vice versa for a Spartan.
  • But wait a minute. Does that mean that Taylor is saying that virtue ethics was founded on moral relativism? That would be an extraordinary claim indeed, and he does not, in fact, make it. His point is a bit more subtle. He suggests that for the ancient Greeks ethics was not (principally) about right, wrong and duty. It was about happiness, understood in the broad sense of eudaimonia, the good or fulfilling life. Aristotle in particular wrote in his Ethics about both aspects: the practical ethics of one’s duty to one’s polis, and the universal (for human beings) concept of ethics as the pursuit of the good life. And make no mistake about it: for Aristotle the first aspect was relatively trivial and understood by everyone, it was the second one that represented the real challenge for the philosopher.
  • For instance, the Ethics is famous for Aristotle’s list of the virtues (see Table), and his idea that the right thing to do is to steer a middle course between extreme behaviors. But this part of his work, according to Taylor, refers only to the practical ways of being a good Athenian, not to the universal pursuit of eudaimonia.   • How, then, is one to embark on the more difficult task of figuring out how to live a good life? For Aristotle eudaimonia meant the best kind of existence that a human being can achieve, which in turns means that we need to ask what it is that makes humans different from all other species, because it is the pursuit of excellence in that something that provides for a eudaimonic life.
  • Now, Plato - writing before Aristotle - ended up construing the good life somewhat narrowly and in a self-serving fashion. He reckoned that the thing that distinguishes humanity from the rest of the biological world is our ability to use reason, so that is what we should be pursuing as our highest goal in life. And of course nobody is better equipped than a philosopher for such an enterprise... Which reminds me of Bertrand Russell’s quip that “A process which led from the amoeba to man appeared to the philosophers to be obviously a progress, though whether the amoeba would agree with this opinion is not known.”
  • But Aristotle's conception of "reason" was significantly broader, and here is where Taylor’s own update of virtue ethics begins to shine, particularly in Chapter 16 of the book, aptly entitled “Happiness.” Taylor argues that the proper way to understand virtue ethics is as the quest for the use of intelligence in the broadest possible sense, in the sense of creativity applied to all walks of life. He says: “Creative intelligence is exhibited by a dancer, by athletes, by a chess player, and indeed in virtually any activity guided by intelligence [including — but certainly not limited to — philosophy].” He continues: “The exercise of skill in a profession, or in business, or even in such things as gardening and farming, or the rearing of a beautiful family, all such things are displays of creative intelligence.”
  • what we have now is a sharp distinction between utilitarianism and deontology on the one hand and virtue ethics on the other, where the first two are (mistakenly, in Taylor’s assessment) concerned with the impossible question of what is right or wrong, and what our duties are — questions inherited from religion but that in fact make no sense outside of a religious framework. Virtue ethics, instead, focuses on the two things that really matter and to which we can find answers: the practical pursuit of a life within our polis, and the lifelong quest of eudaimonia understood as the best exercise of our creative faculties

As for ending up in a "ugly" family, Aristotle did write that eudaimonia is in part the result of luck, because it is affected by circumstances.

  • Society needs a mechanism for sorting out its more intelligent members from its less intelligent ones
  • Society wants to identify intelligent people early on so that it can funnel them into careers that maximize their talents. It wants to get the most out of its human resources. College is a process that is sufficiently multifaceted and fine-grained to do this. College is, essentially, a four-year intelligence test. Students have to demonstrate intellectual ability over time and across a range of subjects. If they’re sloppy or inflexible or obnoxious—no matter how smart they might be in the I.Q. sense—those negatives will get picked up in their grades.

  • College exposes future citizens to material that enlightens and empowers them, whatever careers they end up choosing. In performing this function, college also socializes. It takes people with disparate backgrounds and beliefs and brings them into line with mainstream norms of reason and taste. Independence of mind is tolerated in college, and even honored, but students have to master the accepted ways of doing things before they are permitted to deviate. Ideally, we want everyone to go to college, because college gets everyone on the same page. It’s a way of producing a society of like-minded grownups.
  • If you like the first theory, then it doesn’t matter which courses students take, or even what is taught in them, as long as they’re rigorous enough for the sorting mechanism to do its work. All that matters is the grades. If you prefer the second theory, then you might consider grades a useful instrument of positive or negative reinforcement, but the only thing that matters is what students actually learn. There is stuff that every adult ought to know, and college is the best delivery system for getting that stuff into people’s heads.

The FTC said that the file, which will last for up to seven years, does not violate the Fair Credit Reporting Act. The company also says that info in your file will be updated when you remove pictures from the social media sites. Forbes reports, "new employers who run searches through Social Intelligence won't have access to the materials if they are completely removed from the Internet."

Adventures in Flay-land: Scepticism versus Denialism - Delingpole Part II - 0 views

  • wrote a piece about James Delingpole's unfortunate appearance on the BBC program Horizon on Monday. In that piece I refered to one of his own Telegraph articles in which he criticizes renowned sceptic Dr Ben Goldacre for betraying the principles of scepticism in his regard of the climate change debate. That article turns out to be rather instructional as it highlights perfectly the difference between real scepticism and the false scepticism commonly described as denialism.
  • It appears that James has tremendous respect for Ben Goldacre, who is a qualified medical doctor and has written a best-selling book about science scepticism called Bad Science and continues to write a popular Guardian science column. Here's what Delingpole has to say about Dr Goldacre: Many of Goldacre’s campaigns I support. I like and admire what he does. But where I don’t respect him one jot is in his views on ‘Climate Change,’ for they jar so very obviously with supposed stance of determined scepticism in the face of establishment lies.
  • Scepticism is not some sort of rebellion against the establishment as Delingpole claims. It is not in itself an ideology. It is merely an approach to evaluating new information. There are varying definitions of scepticism, but Goldacre's variety goes like this: A sceptic does not support or promote any new theory until it is proven to his or her satisfaction that the new theory is the best available. Evidence is examined and accepted or discarded depending on its persuasiveness and reliability. Sceptics like Ben Goldacre have a deep appreciation for the scientific method of testing a hypothesis through experimentation and are generally happy to change their minds when the evidence supports the opposing view. Sceptics are not true believers, but they search for the truth. Far from challenging the established scientific consensus, Goldacre in Bad Science typcially defends the scientific consensus against alternative medical views that fall back on untestable positions. In science the consensus is sometimes proven wrong, and while this process is imperfect it eventually results in the old consensus being replaced with a new one.

  • So the question becomes "what is denialism?" Denialism is a mindset that chooses to deny reality in order to avoid an uncomfortable truth. Denialism creates a false sense of truth through the subjective selection of evidence (cherry picking). Unhelpful evidence is rejected and excuses are made, while supporting evidence is accepted uncritically - its meaning and importance exaggerated. It is a common feature of denialism to claim the existence of some sort of powerful conspiracy to suppress the truth. Rejection by the mainstream of some piece of evidence supporting the denialist view, no matter how flawed, is taken as further proof of the supposed conspiracy. In this way the denialist always has a fallback position.
  • Delingpole makes the following claim: Whether Goldacre chooses to ignore it or not, there are many, many hugely talented, intelligent men and women out there – from mining engineer turned Hockey-Stick-breaker Steve McIntyre and economist Ross McKitrick to bloggers Donna LaFramboise and Jo Nova to physicist Richard Lindzen….and I really could go on and on – who have amassed a body of hugely powerful evidence to show that the AGW meme which has spread like a virus around the world these last 20 years is seriously flawed.
  • So he mentions a bunch of people who are intelligent and talented and have amassed evidence to the effect that the consensus of AGW (Anthropogenic Global Warming) is a myth. Should I take his word for it? No. I am a sceptic. I will examine the evidence and the people behind it.
  • MM claims that global temperatures are not accelerating. The claims have however been roundly disproved as explained here. It is worth noting at this point that neither man is a climate scientist. McKitrick is an economist and McIntyre is a mining industry policy analyst. It is clear from the very detailed rebuttal article that McIntrye and McKitrick have no qualifications to critique the earlier paper and betray fundamental misunderstandings of methodologies employed in that study.

  • She seems to be a critic of the so-called climate bible, a comprehensive report by the UN Intergovernmental Panel on Climate Change (IPCC)
  • I am familiar with some of the criticisms of this panel. Working Group 2 famously overstated the estimated rate of disappearance of the Himalayan glacier in 2007 and was forced to admit the error. Working Group 2 is a panel of biologists and sociologists whose job is to evaluate the impact of climate change. These people are not climate scientists. Their report takes for granted the scientific basis of climate change, which has been delivered by Working Group 1 (the climate scientists). The science revealed by Working Group 1 is regarded as sound (of course this is just a conspiracy, right?) At any rate, I don't know why I should pay attention to this blogger. Anyone can write a blog and anyone with money can own a domain. She may be intelligent, but I don't know anything about her and with all the millions of blogs out there I'm not convinced hers is of any special significance.
  • Richard Lindzen. Okay, there's information about this guy. He has a wiki page, which is more than I can say for the previous two. He is an atmospheric physicist and Professor of Meteorology at MIT.

  • The second to last paragraph of Delingpole's article asks this: If&nbsp; Goldacre really wants to stick his neck out, why doesn’t he try arguing against a rich, powerful, bullying Climate-Change establishment which includes all three British main political parties, the National Academy of Sciences, the Royal Society, the Prince of Wales, the Prime Minister, the President of the USA, the EU, the UN, most schools and universities, the BBC, most of the print media, the Australian Government, the New Zealand Government, CNBC, ABC, the New York Times, Goldman Sachs, Deutsche Bank, most of the rest of the City, the wind farm industry, all the Big Oil companies, any number of rich charitable foundations, the Church of England and so on?I hope Ben won't mind if I take this one for him (first of all, Big Oil companies? Are you serious?) The answer is a question and the question is "Where is your evidence?"

  • A recent study concerns the bias of being left or right-handed. Our handedness affects our judgments regarding the quality and “goodness” of things in our environment. There is a clear language bias favoring the dominant right-handers: “right” is correct, while left-handed complements are undesirable, for example. It turns out this is not mere cultural bias, but reflects an underlying cognitive bias. For example: In experiments by psychologist Daniel Casasanto, when people were asked which of two products to buy, which of two job applicants to hire, or which of two alien creatures looks more intelligent, right-handers tended to choose the product, person, or creature they saw on their right, but most left-handers chose the one on their left.
  • when put into a situation where we have to make a judgment based mostly on our gut feelings or intuition, biases will tend to come out. (It is probably difficult for most people to come up with an evidence-based system for assessing which alien looks more intelligent.) It is possible the common evolved sensibilities will dominate in such situations – most people, for example, might pick the alien with the larger eyes. But that is not what the researchers found – simple handedness was the determining factor.

If a subject were asked why they chose the alien on the right, they would probably not say, “because I am right-handed and have an inherent bias toward things in the right side of my visual field.” Rather, they would justify their judgment post-hoc – pointing out features that had nothing to do with their actual decision-making, but giving the illusion of a rational choice.

  • Casasanto found, in the new study, that these biases are also easily manipulated. First he studies stroke patients who were paralyzed on one side of the body or the other. If a right-hander were weak on the left side (as a control) this had no effect on their choice. But if their right side were weak, then their preference shifted to their intact left side. This, however, can be due to damage to the brain, rather than the fact that they are now obligate left-handers. So he did a follow up experiment in which subjects were made to perform a task with a ski-glove on one hand. If right-handers wore the glove on their left hand, again this had no effect on their choices. But if they wore it on their right hand while performing tasks for as little as 12 minutes, then their cognitive bias shifted to that of a left-hander.

  • Humanity’s End. The main premise of the book is that proposals that would supposedly promise to make us smarter like never before or add thousands of years to our live seem rather far fetched and the domain of mere fantasy. However, it is these very proposals which form the basis of many of the ideas and thoughts presented by advocates of radical enhancement and which are beginning to move from the sidelines to the centre of main stream discussion. A variety of technologies and therapies are being presented to us as options to expand our capabilities and capacities in order for us to become something other than human.
  • Agar takes issue with this and argues against radical human enhancement. He structures his analysis and discussion by focusing on four key figures and their proposals which help to form the core of the case for radical enhancement debate.&nbsp; First to be examined by Agar is Ray Kurzweil who argues that Man and Machine will become one as technology allows us to transcend our biology. Second, is Aubrey de Grey who is a passionate advocate and pioneer of anti-ageing therapies which allow us to achieve “longevity escape velocity”. Next is Nick Bostrom, a leading transhumanist who defends the morality and rationality of enhancement and finally James Hughes who is a keen advocate of a harmonious democracy of the enhanced and un-enhanced.

  • Agar directly tackles Hughes’ ideas of a “democratic transhumanism.” Here as post-humans and humans live shoulder to shoulder in wonderful harmony, all persons have access to the technologies they want in order to promote their own flourishing.&nbsp; Under girding all of this is the belief that no human should feel pressurised to become enhance. Agar finds no comfort with this and instead can foresee a situation where it would be very difficult for humans to ‘choose’ to remain human.&nbsp; The pressure to radically enhance would be considerable given the fact that the radically enhanced would no doubt be occupying the positions of power in society and would consider the moral obligation to utilise to the full enhancement techniques as being a moral imperative for the good of society.&nbsp; For those who were able to withstand then a new underclass would no doubt emerge between the enhanced and the un-enhanced. This is precisely the kind of society which Hughes appears to be overly optimistic will not emerge but which is more akin to Lee Silver’s prediction of the future with the distinction made between the "GenRich" and the "naturals”.&nbsp; This being the case, the author proposes that we have two options: radical enhancement is either enforced across the board or banned outright. It is the latter option which Agar favours but crucially does not elaborate further on so it is unclear as to how he would attempt such a ban given the complexity of the issue. This is disappointing as any general initial reflections which the author felt able to offer would have added to the discussion and added further strength to his line of argument.
  • A Transhuman Manifesto The final focus for Agar is James Hughes, who published his transhumanist manifesto Citizen Cyborg in 2004. Given the direct connection with politics and public policy this for me was a particularly interesting read. The basic premise to Hughes argument is that once humans and post humans recognise each other as citizens then this will mark the point at which they will be able to get along with each other.
  • Agar takes to task the argument Bostrom made with Toby Ord, concerning claims against enhancement. Bostrom and Ord argue that it boils down to a preference for the status quo; current human intellects and life spans are preferred and deemed best because they are what we have now and what we are familiar with (p. 134).&nbsp; Agar discusses the fact that in his view, Bostrom falls into a focalism – focusing on and magnifying the positives whilst ignoring the negative implications.&nbsp; Moreover, Agar goes onto develop and reiterate his earlier point that the sort of radical enhancements Bostrom et al enthusiastically support and promote take us beyond what is human so they are no longer human. It therefore cannot be said to be human enhancement given the fact that the traits or capacities that such enhancement afford us would be in many respects superior to ours, but they would not be ours.
  • With his law of accelerating returns and talk of the Singularity Ray Kurzweil proposes that we are speeding towards a time when our outdated systems of neurons and synapses will be traded for far more efficient electronic circuits, allowing us to become artificially super-intelligent and transferring our minds from brains into machines.
  • Having laid out the main ideas and thinking behind Kurzweil’s proposals, Agar makes the perceptive comment that despite the apparent appeal of greater processing power it would nevertheless be no longer human. Introducing chips to the human body and linking into the human nervous system to computers as per Ray Kurzweil’s proposals will prove interesting but it goes beyond merely creating a copy of us in order to that future replication and uploading can take place. Rather it will constitute something more akin to an upgrade. Electrochemical signals that the brain use to achieve thought travel at 100 metres per second. This is impressive but contrast this with the electrical signals in a computer which travel at 300 million metres per second then the distinction is clear. If the predictions are true how will such radically enhanced and empowered beings live not only the unenhanced but also what will there quality of life really be? In response, Agar favours something what he calls “rational biological conservatism” (pg. 57) where we set limits on how intelligent we can become in light of the fact that it will never be rational to us for human beings to completely upload their minds onto computers.
  • Agar then proceeds to argue that in the pursuit of Kurzweil enhanced capacities and capabilities we might accidentally undermine capacities of equal value. This line of argument would find much sympathy from those who consider human organisms in “ecological” terms, representing a profound interconnectedness which when interfered with presents a series of unknown and unexpected consequences. In other words, our specifies-specific form of intelligence may well be linked to species-specific form of desire. Thus, if we start building upon and enhancing our capacity to protect and promote deeply held convictions and beliefs then due to the interconnectedness, it may well affect and remove our desire to perform such activities (page 70). Agar’s subsequent discussion and reference to the work of Jerry Foder, philosopher and cognitive scientist is particularly helpful in terms of the functioning of the mind by modules and the implications of human-friendly AI verses human-unfriendly AI.
  • In terms of the author’s discussion of Aubrey de Grey, what is refreshing to read from the outset is the author’s clear grasp of Aubrey’s ideas and motivation. Some make the mistake of thinking he is the man who wants to live forever, when in actual fact this is not the case.&nbsp; De Grey wants to reverse the ageing process - Strategies for Engineered Negligible Senescence (SENS) so that people are living longer and healthier lives. Establishing this clear distinction affords the author the opportunity to offer more grounded critiques of de Grey’s than some of his other critics. The author makes plain that de Grey’s immediate goal is to achieve longevity escape velocity (LEV), where anti-ageing therapies add years to life expectancy faster than age consumes them.
  • In weighing up the benefits of living significantly longer lives, Agar posits a compelling argument that I had not fully seen before. In terms of risk, those radically enhanced to live longer may actually be the most risk adverse and fearful people to live. Taking the example of driving a car, a forty year-old senescing human being who gets into their car to drive to work and is involved in a fatal accident “stands to lose, at most, a few healthy, youthful years and a slightly larger number of years with reduced quality” (p.116). In stark contrast should a negligibly senescent being who drives a car and is involved in an accident resulting in their death, stands to lose on average one thousand, healthy, youthful years (p.116). &nbsp;
  • De Grey’s response to this seems a little flippant; with the end of ageing comes an increased sense of risk-aversion so the desire for risky activity such as driving will no longer be prevalent. Moreover, plus because we are living for longer we will not be in such a hurry to get to places!&nbsp; Virtual reality comes into its own at this point as a means by which the negligibly senescent being ‘adrenaline junkie’ can be engaged with activities but without the associated risks. But surely the risk is part of the reason why they would want to engage in snow boarding, bungee jumping et al in the first place. De Grey’s strategy seemingly fails to appreciate the extent to which human beings want “direct” contact with the “real” world.
  • Continuing this idea further though, Agar’s subsequent discussion of the role of fire-fighters is an interesting one.&nbsp; A negligibly senescent fire fighter may stand to loose more when they are trapped in a burning inferno but being negligibly senescent means that they are better fire-fighters by virtue of increase vitality. Having recently heard de Grey speak and had the privilege of discussing his ideas further with him, Agar’s discussion of De Grey were a particular highlight of the book and made for an engaging discussion. Whilst expressing concern and doubt in relation to De Grey’s ideas, Agar is nevertheless quick and gracious enough to acknowledge that if such therapies could be achieved then De Grey is probably the best person to comment on and achieve such therapies given the depth of knowledge and understanding that he has built up in this area.

It is imperative for leaders at all levels within government (agencies, departments, contractors, etc.) to weigh the risks and benefits of making information more accessible and, once decided, put strong safeguards in place to ensure only those who need access can get access. Information leaks imply failures across multiple areas, particularly risk management, access control and confidentiality. The ongoing WikiLeaks exposé clearly shows that the threat is not always from external groups; it can be far more insidious when it stems from trusted individuals within an organisation.

  • American magazine the Atlantic lobs an intellectual grenade into our culture. In the summer of 1945, for example, it published an essay by the Massachusetts Institute of Technology (MIT) engineer Vannevar Bush entitled "As We May Think". It turned out to be the blueprint for what eventually emerged as the world wide web. Two summers ago, the Atlantic published an essay by Nicholas Carr, one of the blogosphere's most prominent (and thoughtful) contrarians, under the headline "Is Google Making Us Stupid?".
  • Carr wrote, "I've had an uncomfortable sense that someone, or something, has been tinkering with my brain, remapping the neural circuitry, reprogramming the memory. My mind isn't going – so far as I can tell – but it's changing. I'm not thinking the way I used to think. I can feel it most strongly when I'm reading. Immersing myself in a book or a lengthy article used to be easy. My mind would get caught up in the narrative or the turns of the argument and I'd spend hours strolling through long stretches of prose. That's rarely the case anymore. Now my concentration often starts to drift after two or three pages. I get fidgety, lose the thread, begin looking for something else to do. I feel as if I'm always dragging my wayward brain back to the text. The deep reading that used to come naturally has become a struggle."

  • There is something almost religious about Kurzweil’s scientism, an observation he himself makes in the film, noting the similarities between his goals and that of the world’s religions: “the idea of a profound transformation in the future, eternal life, bringing back the dead—but the fact that we’re applying technology to achieve the goals that have been talked about in all human philosophies is not accidental because it does reflect the goal of humanity.” Although the film never discloses Kurzweil’s religious beliefs (he was raised by Jewish parents as a Unitarian Universalist), in a (presumably) unintentionally humorous moment that ends the film Kurzweil reflects on the God question and answers it himself: “Does God exist? I would say, ‘Not yet.’”
  • Transcendent Man is Barry Ptolemy’s beautifully crafted and artfully edited documentary film about Kurzweil and his quest to save humanity.
  • Transcendent Man pulls viewers in through Kurzweil’s visage of a future in which we merge with our machines and vastly extend our longevity and intelligence to the point where even death will be defeated.   • Ptolemy’s portrayal of Kurzweil is unmistakably positive, but to his credit he includes several critics from both religion and science. From the former, a radio host named Chuck Missler, a born-again Christian who heads the Koinonia Institute (“dedicated to training and equipping the serious Christian to sojourn in today’s world”), proclaims: “We have a scenario laid out that the world is heading for an Armageddon and you and I are going to be the generation that’s alive that is going to see all this unfold.” He seems to be saying that Kurzweil is right about the second coming, but wrong about what it is that is coming. (Of course, Missler’s prognostication is the N+1 failed prophecy that began with Jesus himself, who told his followers (Mark 9:1): “Verily I say unto you, That there be some of them that stand here, which shall not taste of death, till they have seen the kingdom of God come with power.”) Another religiously-based admonition comes from the Stanford University neuroscientist William Huribut, who self-identifies as a “practicing Christian” who believes in immortality, but not in the way Kurzweil envisions it. “Death is conquered spiritually,” he pronounced.
  • On the science side of the ledger, Neil Gershenfeld, director of the Center for Bits and Atoms at the Massachusetts Institute of Technology, sagely notes: “What Ray does consistently is to take a whole bunch of steps that everybody agrees on and take principles for extrapolating that everybody agrees on and show they lead to things that nobody agrees on.” Likewise, the estimable futurist Kevin Kelly, whose 2010 book What Technology Wants paints a much more realistic portrait of what our futures may (or may not) hold

  • It is both misguided and dangerous to push unobserved risks further into the statistical tails of the probability distribution of outcomes and allow these high-impact, low-probability "tail risks" to disappear from policymakers' fields of observation.
  • Such environments eventually experience massive blowups, catching everyone off-guard and undoing years of stability or, in some cases, ending up far worse than they were in their initial volatile state. Indeed, the longer it takes for the blowup to occur, the worse the resulting harm in both economic and political systems.
  • Seeking to restrict variability seems to be good policy (who does not prefer stability to chaos?), so it is with very good intentions that policymakers unwittingly increase the risk of major blowups.   • Just as a robust economic system is one that encourages early failures (the concepts of "fail small" and "fail fast"), the U.S. government should stop supporting dictatorial regimes for the sake of pseudostability and instead allow political noise to rise to the surface. Making an economy robust in the face of business swings requires allowing risk to be visible; the same is true in politics.
  • Both the recent financial crisis and the current political crisis in the Middle East are grounded in the rise of complexity, interdependence, and unpredictability. Policymakers in the United Kingdom and the United States have long promoted policies aimed at eliminating fluctuation -- no more booms and busts in the economy, no more "Iranian surprises" in foreign policy. These policies have almost always produced undesirable outcomes. For example, the U.S. banking system became very fragile following a succession of progressively larger bailouts and government interventions, particularly after the 1983 rescue of major banks (ironically, by the same Reagan administration that trumpeted free markets). In the United States, promoting these bad policies has been a bipartisan effort throughout. Republicans have been good at fragilizing large corporations through bailouts, and Democrats have been good at fragilizing the government. At the same time, the financial system as a whole exhibited little volatility; it kept getting weaker while providing policymakers with the illusion of stability, illustrated most notably when Ben Bernanke, who was then a member of the Board of Governors of the U.S. Federal Reserve, declared the era of "the great moderation" in 2004.
  • Washington stabilized the market with bailouts and by allowing certain companies to grow "too big to fail." Because policymakers believed it was better to do something than to do nothing, they felt obligated to heal the economy rather than wait and see if it healed on its own.
  • The foreign policy equivalent is to support the incumbent no matter what. And just as banks took wild risks thanks to Greenspan's implicit insurance policy, client governments such as Hosni Mubarak's in Egypt for years engaged in overt plunder thanks to similarly reliable U.S. support.
  • Those who seek to prevent volatility on the grounds that any and all bumps in the road must be avoided paradoxically increase the probability that a tail risk will cause a major explosion.
  • In the realm of economics, price controls are designed to constrain volatility on the grounds that stable prices are a good thing. But although these controls might work in some rare situations, the long-term effect of any such system is an eventual and extremely costly blowup whose cleanup costs can far exceed the benefits accrued. The risks of a dictatorship, no matter how seemingly stable, are no different, in the long run, from those of an artificially controlled price.
  • Such attempts to institutionally engineer the world come in two types: those that conform to the world as it is and those that attempt to reform the world. The nature of humans, quite reasonably, is to intervene in an effort to alter their world and the outcomes it produces. But government interventions are laden with unintended -- and unforeseen -- consequences, particularly in complex systems, so humans must work with nature by tolerating systems that absorb human imperfections rather than seek to change them.
  • What is needed is a system that can prevent the harm done to citizens by the dishonesty of business elites; the limited competence of forecasters, economists, and statisticians; and the imperfections of regulation, not one that aims to eliminate these flaws. Humans must try to resist the illusion of control: just as foreign policy should be intelligence-proof (it should minimize its reliance on the competence of information-gathering organizations and the predictions of "experts" in what are inherently unpredictable domains), the economy should be regulator-proof, given that some regulations simply make the system itself more fragile. Due to the complexity of markets, intricate regulations simply serve to generate fees for lawyers and profits for sophisticated derivatives traders who can build complicated financial products that skirt those regulations.
  • The life of a turkey before Thanksgiving is illustrative: the turkey is fed for 1,000 days and every day seems to confirm that the farmer cares for it -- until the last day, when confidence is maximal. The "turkey problem" occurs when a naive analysis of stability is derived from the absence of past variations. Likewise, confidence in stability was maximal at the onset of the financial crisis in 2007.
  • The turkey problem for humans is the result of mistaking one environment for another. Humans simultaneously inhabit two systems: the linear and the complex. The linear domain is characterized by its predictability and the low degree of interaction among its components, which allows the use of mathematical methods that make forecasts reliable. In complex systems, there is an absence of visible causal links between the elements, masking a high degree of interdependence and extremely low predictability. Nonlinear elements are also present, such as those commonly known, and generally misunderstood, as "tipping points." Imagine someone who keeps adding sand to a sand pile without any visible consequence, until suddenly the entire pile crumbles. It would be foolish to blame the collapse on the last grain of sand rather than the structure of the pile, but that is what people do consistently, and that is the policy error.
  • Engineering, architecture, astronomy, most of physics, and much of common science are linear domains. The complex domain is the realm of the social world, epidemics, and economics. Crucially, the linear domain delivers mild variations without large shocks, whereas the complex domain delivers massive jumps and gaps. Complex systems are misunderstood, mostly because humans' sophistication, obtained over the history of human knowledge in the linear domain, does not transfer properly to the complex domain. Humans can predict a solar eclipse and the trajectory of a space vessel, but not the stock market or Egyptian political events. All man-made complex systems have commonalities and even universalities. Sadly, deceptive calm (followed by Black Swan surprises) seems to be one of those properties.
  • The system is responsible, not the components. But after the financial crisis of 2007-8, many people thought that predicting the subprime meltdown would have helped. It would not have, since it was a symptom of the crisis, not its underlying cause. Likewise, Obama's blaming "bad intelligence" for his administration's failure to predict the crisis in Egypt is symptomatic of both the misunderstanding of complex systems and the bad policies involved.
  • Obama's mistake illustrates the illusion of local causal chains -- that is, confusing catalysts for causes and assuming that one can know which catalyst will produce which effect. The final episode of the upheaval in Egypt was unpredictable for all observers, especially those involved. As such, blaming the CIA is as foolish as funding it to forecast such events. Governments are wasting billions of dollars on attempting to predict events that are produced by interdependent systems and are therefore not statistically understandable at the individual level.
  • Political and economic "tail events" are unpredictable, and their probabilities are not scientifically measurable. No matter how many dollars are spent on research, predicting revolutions is not the same as counting cards; humans will never be able to turn politics into the tractable randomness of blackjack.
  • Most explanations being offered for the current turmoil in the Middle East follow the "catalysts as causes" confusion. The riots in Tunisia and Egypt were initially attributed to rising commodity prices, not to stifling and unpopular dictatorships. But Bahrain and Libya are countries with high gdps that can afford to import grain and other commodities. Again, the focus is wrong even if the logic is comforting. It is the system and its fragility, not events, that must be studied -- what physicists call "percolation theory," in which the properties of the terrain are studied rather than those of a single element of the terrain.
  • When dealing with a system that is inherently unpredictable, what should be done? Differentiating between two types of countries is useful. In the first, changes in government do not lead to meaningful differences in political outcomes (since political tensions are out in the open). In the second type, changes in government lead to both drastic and deeply unpredictable changes.
  • Humans fear randomness -- a healthy ancestral trait inherited from a different environment. Whereas in the past, which was a more linear world, this trait enhanced fitness and increased chances of survival, it can have the reverse effect in today's complex world, making volatility take the shape of nasty Black Swans hiding behind deceptive periods of "great moderation." This is not to say that any and all volatility should be embraced. Insurance should not be banned, for example.
  • But alongside the "catalysts as causes" confusion sit two mental biases: the illusion of control and the action bias (the illusion that doing something is always better than doing nothing). This leads to the desire to impose man-made solutions
  • Variation is information. When there is no variation, there is no information. This explains the CIA's failure to predict the Egyptian revolution and, a generation before, the Iranian Revolution -- in both cases, the revolutionaries themselves did not have a clear idea of their relative strength with respect to the regime they were hoping to topple. So rather than subsidize and praise as a "force for stability" every tin-pot potentate on the planet, the U.S. government should encourage countries to let information flow upward through the transparency that comes with political agitation. It should not fear fluctuations per se, since allowing them to be in the open, as Italy and Lebanon both show in different ways, creates the stability of small jumps.
  • As Seneca wrote in De clementia, "Repeated punishment, while it crushes the hatred of a few, stirs the hatred of all . . . just as trees that have been trimmed throw out again countless branches." The imposition of peace through repeated punishment lies at the heart of many seemingly intractable conflicts, including the Israeli-Palestinian stalemate. Furthermore, dealing with seemingly reliable high-level officials rather than the people themselves prevents any peace treaty signed from being robust. The Romans were wise enough to know that only a free man under Roman law could be trusted to engage in a contract; by extension, only a free people can be trusted to abide by a treaty. Treaties that are negotiated with the consent of a broad swath of the populations on both sides of a conflict tend to survive. Just as no central bank is powerful enough to dictate stability, no superpower can be powerful enough to guarantee solid peace alone.

  • But some lines do have to be drawn if good government is to be possible, just as a zone of privacy in our personal and family lives is crucial to sustaining the relationships that matter most to us.
  • Some of WikiLeaks’ releases of sensitive material have been perfectly defensible on classic freedom-of-information grounds, exposing abuses that might otherwise have remained concealed. The helicopter gunship killings in Iraq, the corruption of former Tunisian President Zine el-Abidine Ben Ali’s family, and the paucity of progress in Afghanistan are, by this standard, fair game. None of this makes Julian Assange a Daniel Ellsberg (who 40 years ago leaked the Pentagon Papers, exposing US-government thinking on Vietnam). Nor does it put him in the same league with Anna Politkovskaya, the crusading journalist who was murdered after refusing to stop investigating Russian human rights abuses. His stated motives seem too anarchic for that. Sometimes, however, whistles do need to be blown.
  • But some leaks are indefensible, and at least the sources must expect some punitive reckoning. This category includes leaks that put intelligence sources or other individuals at physical risk (as did some of WikiLeaks’ early releases on Afghanistan and Zimbabwe). It also includes leaks that genuinely prejudice intelligence methods and military operational effectiveness; expose exploratory positions in peace negotiations (invariably helping only spoilers); or disclose bottom lines in trade talks. What is clear in all of these cases is that the stakes are so high that it simply cannot be left to the judgment of WikiLeaks and media outlets to make the necessary calls without consulting relevant officials. Sensibly, US officials facilitated such consultations, on a “without prejudice” basis, in some of the early WikiLeaks cases.

  • The trickiest cases are in a third category: private conversations whose disclosure is bound to cause offense, embarrassment, or tension, but has no obvious redeeming public-policy justification. The problem is not that negative things are said behind closed doors – as one leader famously responded to an apologizing Hillary Clinton, “You should hear what we say about you” – but that they become public knowledge. Particularly in Asia, loss of face means much more than most Westerners will ever understand.

    In government, any leak is, by definition, embarrassing to someone, somewhere in the system. Most leaks are likely to involve some breach of law by the original source, if not by the publisher. But that doesn't mean that all leaks should be condemned. One of the hardest lessons for senior government officials to learn -­ including for me, when I was Australian Attorney General and Foreign Minister - is the futility, in all but a tiny minority of cases, of trying to prosecute and punish those responsible for leaks. It doesn't undo the original damage, and usually compounds it with further publicity. The media are never more enthusiastic about free speech than when they see it reddening the faces, with rage or humiliation, of those in power. Prosecution usually boosts leakers' stature, making it useless as a deterrent.
