China calls out US human rights abuses: laptop searches, 'Net porn - 0 views

  • The report makes no real attempt to provide context to a huge selection of news articles about bad things happening in the US, piled up one against each other in almost random fashion.
  • As the UK's Guardian paper noted, "While some of the data cited in the report is derived from official or authoritative sources, other sections are composed from a mishmash of online material. One figure on crime rates is attributed to '10 Facts About Crime in the United States that Will Blow Your Mind, Beforitsnews.com'." The opening emphasis on US crime is especially odd; crime rates in the US are the lowest they have been in decades; the drop-off has been so dramatic that books have been written in attempts to explain it.
  • But the report does provide an interesting perspective on the US, especially when it comes to technology, and it's not all off base. China points to US laptop border searches as a problem (and they are): According to figures released by the American Civil Liberties Union (ACLU) in September 2010, more than 6,600 travelers had been subject to electronic device searches between October 1, 2008 and June 2, 2010, nearly half of them American citizens. A report on The Wall Street Journal on September 7, 2010, said the Department of Homeland Security (DHS) was sued over its policies that allegedly authorize the search and seizure of laptops, cellphones and other electronic devices without a reasonable suspicion of wrongdoing. The policies were claimed to leave no limit on how long the DHS can keep a traveler's devices or on the scope of private information that can be searched, copied, or detained. There is no provision for judicial approval or supervision. When Colombian journalist Hollman Morris sought a US student visa so he could take a fellowship for journalists at Harvard University, his application was denied on July 17, 2010, as he was ineligible under the "terrorist activities" section of the USA Patriot Act. An Arab American named Yasir Afifi, living in California, found the FBI attached an electronic GPS tracking device near the right rear wheel of his car.

  • China also sees hypocrisy in American discussions of Internet freedom. China comes in regularly for criticism over its "Great Firewall," but it suggests that the US government also restricts the Internet. While advocating Internet freedom, the US in fact imposes fairly strict restriction on cyberspace. On June 24, 2010, the US Senate Committee on Homeland Security and Governmental Affairs approved the Protecting Cyberspace as a National Asset Act, which will give the federal government "absolute power" to shut down the Internet under a declared national emergency. Handing government the power to control the Internet will only be the first step towards a greatly restricted Internet system, whereby individual IDs and government permission would be required to operate a website. The United States applies double standards on Internet freedom by requesting unrestricted "Internet freedom" in other countries, which becomes an important diplomatic tool for the United States to impose pressure and seek hegemony, and imposing strict restriction within its territory. An article on BBC on February 16, 2011 noted the US government wants to boost Internet freedom to give voices to citizens living in societies regarded as "closed" and questions those governments' control over information flow, although within its borders the US government tries to create a legal frame to fight the challenge posed by WikiLeaks. The US government might be sensitive to the impact of the free flow of electronic information on its territory for which it advocates, but it wants to practice diplomacy by other means, including the Internet, particularly the social networks. (The cyberspace bill never became law, and a revised version is still pending in Congress.)
  • Finally, there's pornography, which China bans. Pornographic content is rampant on the Internet and severely harms American children. Statistics show that seven in 10 children have accidentally accessed pornography on the Internet and one in three has done so intentionally. And the average age of exposure is 11 years old - some start at eight years old (The Washington Times, June 16, 2010). According to a survey commissioned by the National Campaign to Prevent Teen and Unplanned Pregnancy, 20 percent of American teens have sent or posted nude or seminude pictures or videos of themselves. (www.co.jefferson.co.us, March 23, 2010). At least 500 profit-oriented nude chat websites were set up by teens in the United States, involving tens of thousands of pornographic pictures.

    Upset over the US State Department's annual human rights report, China publishes a report of its own on various US ills. This year, it calls attention to America's border laptop searches, its attitude toward WikiLeaks, and the prevalence of online pornography. In case the report's purpose wasn't clear, China Foreign Ministry spokesman Hong Lei said this weekend, "We advise the US side to reflect on its own human rights issue, stop acting as a preacher of human rights as well as interfering in other countries' internal affairs by various means including issuing human rights reports."

English: Who speaks English? | The Economist - 0 views

  • This was not a statistically controlled study: the subjects took a free test online and of their own accord.  They were by definition connected to the internet and interested in testing their English; they will also be younger and more urban than the population at large.
  • But Philip Hult, the boss of EF, says that his sample shows results similar to a more scientifically controlled but smaller study by the British Council.
  • Wealthy countries do better overall. But smaller wealthy countries do better still: the larger the number of speakers of a country’s main language, the worse that country tends to be at English. This is one reason Scandinavians do so well: what use is Swedish outside Sweden?  It may also explain why Spain was the worst performer in western Europe, and why Latin America was the worst-performing region: Spanish’s role as an international language in a big region dampens incentives to learn English.

  • Export dependency is another correlate with English. Countries that export more are better at English (though it’s not clear which factor causes which).  Malaysia, the best English-performer in Asia, is also the sixth-most export-dependent country in the world.  (Singapore was too small to make the list, or it probably would have ranked similarly.) This is perhaps surprising, given a recent trend towards anti-colonial and anti-Western sentiment in Malaysia’s politics. The study’s authors surmise that English has become seen as a mere tool, divorced in many minds from its associations with Britain and America.
  • Teaching plays a role, too. Starting young, while it seems a good idea, may not pay off: children between eight and 12 learn foreign languages faster than younger ones, so each class hour on English is better spent on a 10-year-old than on a six-year-old.
  • Between 1984 and 2000, the study's authors say, the Netherlands and Denmark began English-teaching between 10 and 12, while Spain and Italy began between eight and 11, with considerably worse results. Mr Hult reckons that poor methods, particularly the rote learning he sees in Japan, can be responsible for poor results despite strenuous efforts.

Mr Hult says that the Chinese have made a broad push for English (they're "practically obsessed with it”). But efforts like this take time to marinade through entire economies, and so may have avoided notice by outsiders. India, by contrast, has long had well-known Anglophone elites, but this is a narrow slice of the population in a country considerably poorer and less educated than China. English has helped India out-compete China in services, while China has excelled in manufacturing. But if China keeps up the push for English, the subcontinental neighbour's advantage may not last.

Bloggers take legal action over Huffington Post sale | Media | guardian.co.uk - 0 views

  • Arianna Huffington, her website and AOL were on the receiving end of a $105m (£64.5m) lawsuit by a group of angry bloggers unhappy that she sold the Huffington Post for $315m without them being paid a penny.The class action is led by Jonathan Tasini, a writer and trade unionist, who wrote more than 250 posts for Huffington Post on an unpaid basis until he dropped out shortly after the news and comment site was sold to AOL earlier this year.
  • "Huffington bloggers have essentially been turned into modern day slaves on Arianna Huffington's plantation" and said he was bringing the action because "people who create content ... have to be compensated" for their efforts.

  • Q. The debate over climate science has involved very complex physical models and rarefied areas of scientific knowledge. What role do you think social scientists have to play, given the complexity of the actual physical science?
  • A. We have to think about the process by which something, an idea, develops scientific consensus and a second process by which is developed a social and political consensus. The first part is the domain of data and models and physical science. The second is very much a social and political process. And that brings to the fore a whole host of value-based, worldview-based, cognitive and cultural dimensions that need to be addressed.

  • So when I hear scientists say, “The data speak for themselves,” I cringe. Data never speak. And data generally and most often are politically and socially inflected. They have import for people’s lives. To ignore that is to ignore the social and cultural dimensions within which this science is taking place.
  • I do think that there is a process by which, for example, the connection between cigarette smoking and cancer for decades had a scientific consensus that this was an issue, then a social process begins, and then it becomes accepted.
  • The interesting thing with climate change, I find, is that positioning on climate change is strikingly predictable based on someone’s political leanings. One-third of Republicans and three-quarters of Democrats think that climate change is real. That to me speaks to the political, ideological and cultural dimensions of this debate.

But if businesses are paying money to address this issue, then people will say: It must be true, because they wouldn’t be throwing their money away.

Rationally Speaking: Ray Kurzweil and the Singularity: visionary genius or pseudoscientific crank? - 0 views

  • I will focus on a single detailed essay he wrote entitled “Superintelligence and Singularity,” which was originally published as chapter 1 of his The Singularity is Near (Viking 2005), and has been reprinted in an otherwise insightful collection edited by Susan Schneider, Science Fiction and Philosophy.
  • Kurzweil begins by telling us that he gradually became aware of the coming Singularity, in a process that, somewhat peculiarly, he describes as a “progressive awakening” — a phrase with decidedly religious overtones. He defines the Singularity as “a future period during which the pace of technological change will be so rapid, its impact so deep, that human life will be irreversibly transformed.” Well, by that definition, we have been through several “singularities” already, as technology has often rapidly and irreversibly transformed our lives.
  • The major piece of evidence for Singularitarianism is what “I [Kurzweil] have called the law of accelerating returns (the inherent acceleration of the rate of evolution, with technological evolution as a continuation of biological evolution).”

  • the first obvious serious objection is that technological “evolution” is in no logical way a continuation of biological evolution — the word “evolution” here being applied with completely different meanings. And besides, there is no scientifically sensible way in which biological evolution has been accelerating over the several billion years of its operation on our planet. So much for scientific accuracy and logical consistency.
  • here is a bit that will give you an idea of why some people think of Singularitarianism as a secular religion: “The Singularity will allow us to transcend [the] limitations of our biological bodies and brains. We will gain power over our fates. Our mortality will be in our own hands. We will be able to live as long as we want.”
  • Fig. 2 of that essay shows a progression through (again, entirely arbitrary) six “epochs,” with the next one (#5) occurring when there will be a merger between technological and human intelligence (somehow, a good thing), and the last one (#6) labeled as nothing less than “the universe wakes up” — a nonsensical outcome further described as “patterns of matter and energy in the universe becom[ing] saturated with intelligence processes and knowledge.” This isn’t just science fiction, it is bad science fiction.
  • “a serious assessment of the history of technology reveals that technological change is exponential. Exponential growth is a feature of any evolutionary process.” First, it is highly questionable that one can even measure “technological change” on a coherent uniform scale. Yes, we can plot the rate of, say, increase in microprocessor speed, but that is but one aspect of “technological change.” As for the idea that any evolutionary process features exponential growth, I don’t know where Kurzweil got it, but it is simply wrong, for one thing because biological evolution does not have any such feature — as any student of Biology 101 ought to know.
  • Kurzweil’s ignorance of evolution is manifested again a bit later, when he claims — without argument, as usual — that “Evolution is a process of creating patterns of increasing order. ... It’s the evolution of patterns that constitutes the ultimate story of the world. ... Each stage or epoch uses the information-processing methods of the previous epoch to create the next.” I swear, I was fully expecting a scholarly reference to Deepak Chopra at the end of that sentence. Again, “evolution” is a highly heterogeneous term that picks completely different concepts, such as cosmic “evolution” (actually just change over time), biological evolution (which does have to do with the creation of order, but not in Kurzweil’s blatantly teleological sense), and technological “evolution” (which is certainly yet another type of beast altogether, since it requires intelligent design). And what on earth does it mean that each epoch uses the “methods” of the previous one to “create” the next one?
  • As we have seen, the whole idea is that human beings will merge with machines during the ongoing process of ever accelerating evolution, an event that will eventually lead to the universe awakening to itself, or something like that. Now here is the crucial question: how come this has not happened already?
  • To appreciate the power of this argument you may want to refresh your memory about the Fermi Paradox, a serious (though in that case, not a knockdown) argument against the possibility of extraterrestrial intelligent life. The story goes that physicist Enrico Fermi (the inventor of the first nuclear reactor) was having lunch with some colleagues, back in 1950. His companions were waxing poetic about the possibility, indeed the high likelihood, that the galaxy is teeming with intelligent life forms. To which Fermi asked something along the lines of: “Well, where are they, then?”
  • The idea is that even under very pessimistic (i.e., very un-Kurzweil like) expectations about how quickly an intelligent civilization would spread across the galaxy (without even violating the speed of light limit!), and given the mind boggling length of time the galaxy has already existed, it becomes difficult (though, again, not impossible) to explain why we haven’t seen the darn aliens yet.
  • Now, translate that to Kurzweil’s much more optimistic predictions about the Singularity (which allegedly will occur around 2045, conveniently just a bit after Kurzweil’s expected demise, given that he is 63 at the time of this writing). Considering that there is no particular reason to think that planet earth, or the human species, has to be the one destined to trigger the big event, why is it that the universe hasn’t already “awakened” as a result of a Singularity occurring somewhere else at some other time?

  • Humanity’s End. The main premise of the book is that proposals that would supposedly promise to make us smarter like never before or add thousands of years to our live seem rather far fetched and the domain of mere fantasy. However, it is these very proposals which form the basis of many of the ideas and thoughts presented by advocates of radical enhancement and which are beginning to move from the sidelines to the centre of main stream discussion. A variety of technologies and therapies are being presented to us as options to expand our capabilities and capacities in order for us to become something other than human.
  • Agar takes issue with this and argues against radical human enhancement. He structures his analysis and discussion by focusing on four key figures and their proposals which help to form the core of the case for radical enhancement debate.  First to be examined by Agar is Ray Kurzweil who argues that Man and Machine will become one as technology allows us to transcend our biology. Second, is Aubrey de Grey who is a passionate advocate and pioneer of anti-ageing therapies which allow us to achieve “longevity escape velocity”. Next is Nick Bostrom, a leading transhumanist who defends the morality and rationality of enhancement and finally James Hughes who is a keen advocate of a harmonious democracy of the enhanced and un-enhanced.

  • Agar directly tackles Hughes’ ideas of a “democratic transhumanism.” Here as post-humans and humans live shoulder to shoulder in wonderful harmony, all persons have access to the technologies they want in order to promote their own flourishing.  Under girding all of this is the belief that no human should feel pressurised to become enhance. Agar finds no comfort with this and instead can foresee a situation where it would be very difficult for humans to ‘choose’ to remain human.  The pressure to radically enhance would be considerable given the fact that the radically enhanced would no doubt be occupying the positions of power in society and would consider the moral obligation to utilise to the full enhancement techniques as being a moral imperative for the good of society.  For those who were able to withstand then a new underclass would no doubt emerge between the enhanced and the un-enhanced. This is precisely the kind of society which Hughes appears to be overly optimistic will not emerge but which is more akin to Lee Silver’s prediction of the future with the distinction made between the "GenRich" and the "naturals”.  This being the case, the author proposes that we have two options: radical enhancement is either enforced across the board or banned outright. It is the latter option which Agar favours but crucially does not elaborate further on so it is unclear as to how he would attempt such a ban given the complexity of the issue. This is disappointing as any general initial reflections which the author felt able to offer would have added to the discussion and added further strength to his line of argument.
  • A Transhuman Manifesto The final focus for Agar is James Hughes, who published his transhumanist manifesto Citizen Cyborg in 2004. Given the direct connection with politics and public policy this for me was a particularly interesting read. The basic premise to Hughes argument is that once humans and post humans recognise each other as citizens then this will mark the point at which they will be able to get along with each other.
  • Agar takes to task the argument Bostrom made with Toby Ord, concerning claims against enhancement. Bostrom and Ord argue that it boils down to a preference for the status quo; current human intellects and life spans are preferred and deemed best because they are what we have now and what we are familiar with (p. 134).  Agar discusses the fact that in his view, Bostrom falls into a focalism – focusing on and magnifying the positives whilst ignoring the negative implications.  Moreover, Agar goes onto develop and reiterate his earlier point that the sort of radical enhancements Bostrom et al enthusiastically support and promote take us beyond what is human so they are no longer human. It therefore cannot be said to be human enhancement given the fact that the traits or capacities that such enhancement afford us would be in many respects superior to ours, but they would not be ours.
  • With his law of accelerating returns and talk of the Singularity Ray Kurzweil proposes that we are speeding towards a time when our outdated systems of neurons and synapses will be traded for far more efficient electronic circuits, allowing us to become artificially super-intelligent and transferring our minds from brains into machines.
  • Having laid out the main ideas and thinking behind Kurzweil’s proposals, Agar makes the perceptive comment that despite the apparent appeal of greater processing power it would nevertheless be no longer human. Introducing chips to the human body and linking into the human nervous system to computers as per Ray Kurzweil’s proposals will prove interesting but it goes beyond merely creating a copy of us in order to that future replication and uploading can take place. Rather it will constitute something more akin to an upgrade. Electrochemical signals that the brain use to achieve thought travel at 100 metres per second. This is impressive but contrast this with the electrical signals in a computer which travel at 300 million metres per second then the distinction is clear. If the predictions are true how will such radically enhanced and empowered beings live not only the unenhanced but also what will there quality of life really be? In response, Agar favours something what he calls “rational biological conservatism” (pg. 57) where we set limits on how intelligent we can become in light of the fact that it will never be rational to us for human beings to completely upload their minds onto computers.
  • Agar then proceeds to argue that in the pursuit of Kurzweil enhanced capacities and capabilities we might accidentally undermine capacities of equal value. This line of argument would find much sympathy from those who consider human organisms in “ecological” terms, representing a profound interconnectedness which when interfered with presents a series of unknown and unexpected consequences. In other words, our specifies-specific form of intelligence may well be linked to species-specific form of desire. Thus, if we start building upon and enhancing our capacity to protect and promote deeply held convictions and beliefs then due to the interconnectedness, it may well affect and remove our desire to perform such activities (page 70). Agar’s subsequent discussion and reference to the work of Jerry Foder, philosopher and cognitive scientist is particularly helpful in terms of the functioning of the mind by modules and the implications of human-friendly AI verses human-unfriendly AI.
  • In terms of the author’s discussion of Aubrey de Grey, what is refreshing to read from the outset is the author’s clear grasp of Aubrey’s ideas and motivation. Some make the mistake of thinking he is the man who wants to live forever, when in actual fact this is not the case.  De Grey wants to reverse the ageing process - Strategies for Engineered Negligible Senescence (SENS) so that people are living longer and healthier lives. Establishing this clear distinction affords the author the opportunity to offer more grounded critiques of de Grey’s than some of his other critics. The author makes plain that de Grey’s immediate goal is to achieve longevity escape velocity (LEV), where anti-ageing therapies add years to life expectancy faster than age consumes them.
  • In weighing up the benefits of living significantly longer lives, Agar posits a compelling argument that I had not fully seen before. In terms of risk, those radically enhanced to live longer may actually be the most risk adverse and fearful people to live. Taking the example of driving a car, a forty year-old senescing human being who gets into their car to drive to work and is involved in a fatal accident “stands to lose, at most, a few healthy, youthful years and a slightly larger number of years with reduced quality” (p.116). In stark contrast should a negligibly senescent being who drives a car and is involved in an accident resulting in their death, stands to lose on average one thousand, healthy, youthful years (p.116).  
  • De Grey’s response to this seems a little flippant; with the end of ageing comes an increased sense of risk-aversion so the desire for risky activity such as driving will no longer be prevalent. Moreover, plus because we are living for longer we will not be in such a hurry to get to places!  Virtual reality comes into its own at this point as a means by which the negligibly senescent being ‘adrenaline junkie’ can be engaged with activities but without the associated risks. But surely the risk is part of the reason why they would want to engage in snow boarding, bungee jumping et al in the first place. De Grey’s strategy seemingly fails to appreciate the extent to which human beings want “direct” contact with the “real” world.
  • Continuing this idea further though, Agar’s subsequent discussion of the role of fire-fighters is an interesting one.  A negligibly senescent fire fighter may stand to loose more when they are trapped in a burning inferno but being negligibly senescent means that they are better fire-fighters by virtue of increase vitality. Having recently heard de Grey speak and had the privilege of discussing his ideas further with him, Agar’s discussion of De Grey were a particular highlight of the book and made for an engaging discussion. Whilst expressing concern and doubt in relation to De Grey’s ideas, Agar is nevertheless quick and gracious enough to acknowledge that if such therapies could be achieved then De Grey is probably the best person to comment on and achieve such therapies given the depth of knowledge and understanding that he has built up in this area.

PLoS ONE: Metaphors We Think With: The Role of Metaphor in Reasoning - 0 views

  • we find that the influence of the metaphorical framing effect is covert: people do not recognize metaphors as influential in their decisions; instead they point to more “substantive” (often numerical) information as the motivation for their problem-solving decision. Metaphors in language appear to instantiate frame-consistent knowledge structures and invite structurally consistent inferences. Far from being mere rhetorical flourishes, metaphors have profound influences on how we conceptualize and act with respect to important societal issues. We find that exposure to even a single metaphor can induce substantial differences in opinion about how to solve social problems: differences that are larger, for example, than pre-existing differences in opinion between Democrats and Republicans.

The Coalition’s plan is not focused on energy technology innovation.The question for the Coalition should thus be, at what level would you set a carbon tax (or what other taxes would you raise?), and how would you invest the proceeds in a manner that accelerates energy technology innovation?

  • Those students who argue for No Platform seem to be in two camps. The first suffer from some sort of Kim Jong Il-esque paranoia that the BNP or Islamofascists are at the gates of our university campuses just awaiting the opportunity to turn the nation’s students racist. This patronisingly assumes that students are an uncritically receptive bunch capable of being whipped into a crazed mob at the merest hint of BNP or Islamist rhetoric. 
  • The other camp of students in favour of No Platform, while less obviously hysterical than their fellow no-platformers, is in fact far more insidious. This group talks of creating a safe space to ensure that people do not feel intimidated or feel unable to make their voices heard. They point out that if ‘dangerous radicals’, in this case Hizb ut-Tahrir, are allowed to debate on the same platform, many people might not be able to ‘access’ the events. They’ll feel excluded, picked on. The types of student that need protection from such radical views range from the traditional, such as black students or women, right through to the absurd, such as socialist or ‘nervous’.

And they have argued this for a good reason. It might be how to make a nuclear bomb in physics, or it might be the rationale for using the nuclear bomb against Japan in history. If university is not about these difficult and challenging ideas, then it really is nothing more than a finishing school to equip us with the correct skills for the workplace. If free education, an issue close to the heart of many students, is about anything, it should be about the freedom to explore ideas. The truth is that the greatest impediment to getting a free education is not the fees but the NUS’s policies which effectively keep students wrapped in cotton wool.

Obviously, emissions trading cannot make the impossible possible.

Making an economy robust in the face of business swings requires allowing risk to be visible; the same is true in politics.
  • Both the recent financial crisis and the current political crisis in the Middle East are grounded in the rise of complexity, interdependence, and unpredictability. Republicans have been good at fragilizing large corporations through bailouts, and Democrats have been good at fragilizing the government. At the same time, the financial system as a whole exhibited little volatility; it kept getting weaker while providing policymakers with the illusion of stability, illustrated most notably when Ben Bernanke, who was then a member of the Board of Governors of the U.S. Federal Reserve, declared the era of "the great moderation" in 2004.
  • Washington stabilized the market with bailouts and by allowing certain companies to grow "too big to fail." Because policymakers believed it was better to do something than to do nothing, they felt obligated to heal the economy rather than wait and see if it healed on its own.

Due to the complexity of markets, intricate regulations simply serve to generate fees for lawyers and profits for sophisticated derivatives traders who can build complicated financial products that skirt those regulations.
  • The life of a turkey before Thanksgiving is illustrative: the turkey is fed for 1,000 days and every day seems to confirm that the farmer cares for it -- until the last day, when confidence is maximal. The "turkey problem" occurs when a naive analysis of stability is derived from the absence of past variations. Likewise, confidence in stability was maximal at the onset of the financial crisis in 2007.
  • The turkey problem for humans is the result of mistaking one environment for another. Humans simultaneously inhabit two systems: the linear and the complex. The linear domain is characterized by its predictability and the low degree of interaction among its components, which allows the use of mathematical methods that make forecasts reliable. In complex systems, there is an absence of visible causal links between the elements, masking a high degree of interdependence and extremely low predictability. Nonlinear elements are also present, such as those commonly known, and generally misunderstood, as "tipping points." Imagine someone who keeps adding sand to a sand pile without any visible consequence, until suddenly the entire pile crumbles. It would be foolish to blame the collapse on the last grain of sand rather than the structure of the pile, but that is what people do consistently, and that is the policy error.
  • Engineering, architecture, astronomy, most of physics, and much of common science are linear domains. The complex domain is the realm of the social world, epidemics, and economics. Crucially, the linear domain delivers mild variations without large shocks, whereas the complex domain delivers massive jumps and gaps. Complex systems are misunderstood, mostly because humans' sophistication, obtained over the history of human knowledge in the linear domain, does not transfer properly to the complex domain. Humans can predict a solar eclipse and the trajectory of a space vessel, but not the stock market or Egyptian political events. All man-made complex systems have commonalities and even universalities. Sadly, deceptive calm (followed by Black Swan surprises) seems to be one of those properties.
  • The system is responsible, not the components. But after the financial crisis of 2007-8, many people thought that predicting the subprime meltdown would have helped. It would not have, since it was a symptom of the crisis, not its underlying cause. Likewise, Obama's blaming "bad intelligence" for his administration's failure to predict the crisis in Egypt is symptomatic of both the misunderstanding of complex systems and the bad policies involved.
  • Obama's mistake illustrates the illusion of local causal chains -- that is, confusing catalysts for causes and assuming that one can know which catalyst will produce which effect. The final episode of the upheaval in Egypt was unpredictable for all observers, especially those involved. As such, blaming the CIA is as foolish as funding it to forecast such events. Governments are wasting billions of dollars on attempting to predict events that are produced by interdependent systems and are therefore not statistically understandable at the individual level.

It is the system and its fragility, not events, that must be studied -- what physicists call "percolation theory," in which the properties of the terrain are studied rather than those of a single element of the terrain.
  • When dealing with a system that is inherently unpredictable, what should be done? Differentiating between two types of countries is useful. In the first, changes in government do not lead to meaningful differences in political outcomes (since political tensions are out in the open). In the second type, changes in government lead to both drastic and deeply unpredictable changes.
  • Humans fear randomness -- a healthy ancestral trait inherited from a different environment. Whereas in the past, which was a more linear world, this trait enhanced fitness and increased chances of survival, it can have the reverse effect in today's complex world, making volatility take the shape of nasty Black Swans hiding behind deceptive periods of "great moderation." This is not to say that any and all volatility should be embraced. Insurance should not be banned, for example.

This explains the CIA's failure to predict the Egyptian revolution and, a generation before, the Iranian Revolution -- in both cases, the revolutionaries themselves did not have a clear idea of their relative strength with respect to the regime they were hoping to topple. So rather than subsidize and praise as a "force for stability" every tin-pot potentate on the planet, the U.S. government should encourage countries to let information flow upward through the transparency that comes with political agitation. It should not fear fluctuations per se, since allowing them to be in the open, as Italy and Lebanon both show in different ways, creates the stability of small jumps.

Treaties that are negotiated with the consent of a broad swath of the populations on both sides of a conflict tend to survive. Just as no central bank is powerful enough to dictate stability, no superpower can be powerful enough to guarantee solid peace alone.

  • The first reductive move made by the writer occurs here: “Singapore is known worldwide for censorship and corporal punishment.” This is the Western media’s favourite trope of our island-nation. A whole political context and dynamic society gets reduced to these two ‘dirty’ words, at least for a ‘Western’ world that prides itself on ‘freedom’ and believes itself to be on a moral high ground because of this veritable self-image. (One could argue that censorship in the ‘West’ exists but in a different form – there, capitalist hegemons control media companies which quite effectively draw the boundaries of public debate.)
  • The writer first makes the observation that lots of people have started to speak up and speak out against the “clan” that has ruled Singapore for almost 50 years. The People’s Action Party, is for Ms Hodal, not a political party, but a “clan” – which harks back to tribal societies, to tribalism.

  • The trite official theme of the movie - the evils of narrow-minded prejudice - could have sunk the whole project. But as in a lot of compelling fiction, the official theme of Crash contradicts the details of the story. If you are paying attention, it soon becomes obvious that virtually none of the characters suffer from "narrow-minded prejudice." No one makes up their grievances out of thin air. Instead, the characters mostly engage in statistical discrimination. They generalize from their experience to form stereotypes about the members of different ethnic groups (including their own!), and act on those stereotypes when it is costly to make case-by-case judgments (as it usually is). In the story, moreover, stereotypes are almost invariably depicted as statistically accurate. Young black men are more likely to be car thieves; white cops are more likely to abuse black suspects; and Persians have bad tempers. Of course, the story also makes the point that some members of these groups violate the stereotype. But that "insight" is basic to all statistical reasoning.

    If you really want to improve your group's image, telling other groups to stop stereotyping won't work. The stereotype is based on the underlying distribution of fact. It is far more realistic to turn your complaining inward, and pressure the bad apples in your group to stop pulling down the average.

The 7-2 ruling Monday is a victory for video game makers and sellers, who said the ban -- which had yet to go into effect -- would extend too far. They say the existing nationwide, industry-imposed, voluntary rating system is an adequate screen for parents to judge the appropriateness of computer game content. The state says it has a legal obligation to protect children from graphic interactive images when the industry has failed to do so.

  • As the presumptive government-endorsed candidate, Tan's move can be seen as a landmark in relations between the state and Singapore’s intrepid and often unruly alternative online media. Until now, the government has refused to treat any of these sites as engaging in bona fide journalism. Bloggers have long complained that government departments do not respond to requests for information. When The Online Citizen organised a pre-election forum for all political parties to share their ideas last December, the People’s Action Party would have nothing to do with it. TOC highlighted the ruling party’s conspicuous absence by leaving an empty chair on stage. The election regulations’ ban on campaigning on the “cooling off” day and polling day also discriminate against citizen journalism: only licenced news organisations are exempted.
  • The sudden change of heart is undoubtedly one result of May’s groundbreaking general election. Online media were obviously influential, and the government may have decided that it has no choice but to do business with them.

  • While officials probably still can’t stand TOC’s guts, such sites represent the more rational and reasonable end of the ideological spectrum in cyberspace. TOC, together with Alex Au’s Yawning Bread and some other individual blogs, have been noticeably pushing for more credible online journalism within their extremely limited means. Most importantly, they have shown some commitment to accountability. They operate openly rather than behind cloaks of pseudonymity, they are not above correcting factual errors when these are pointed out to them, and they practice either pre- or post-moderation of comments to keep discussions within certain bounds.
  • Bloggers will have to understand that the huge and complex machinery of government is not going to transform itself overnight. Indeed, a blogger-friendly media engagement policy is probably easier to implement for a small and discrete Presidential Election campaign office than it would be for any government ministry.
  • On the government’s part, officials need to be clear that the success of the experiment cannot be measured by how quickly bloggers and their readers are led to the “right” answers or to a “consensus”, but by the inclusiveness and civility of the conversation: as long as more and more people are trying to persuade one another – rather than ignoring or shouting down one another – such engagement between government and alternative media would be strengthening Singapore’s governance and civic life.

Critical thinking, reasoning and a quest for sources of all information. And when in doubt, rely on Wikipedia. It is amazingly good, especially if you carefully read the history of the text of interest.

  • The conventional explanation for controversy over climate change emphasizes impediments to public understanding: Limited popular knowledge of science, the inability of ordinary citizens to assess technical information, and the resulting widespread use of unreliable cognitive heuristics to assess risk. A large survey of U.S. adults (N = 1540) found little support for this account. On the whole, the most scientifically literate and numerate subjects were slightly less likely, not more, to see climate change as a serious threat than the least scientifically literate and numerate ones. More importantly, greater scientific literacy and numeracy were associated with greater cultural polarization: Respondents predisposed by their values to dismiss climate change evidence became more dismissive, and those predisposed by their values to credit such evidence more concerned, as science literacy and numeracy increased. We suggest that this evidence reflects a conflict between two levels of rationality: The individual level, which is characterized by citizens’ effective use of their knowledge and reasoning capacities to form risk perceptions that express their cultural commitments; and the collective level, which is characterized by citizens’ failure to converge on the best available scientific evidence on how to promote their common welfare. Dispelling this, “tragedy of the risk-perception commons,” we argue, should be understood as the central aim of the science of science communication.
