  • Conducted by the Wee Kim Wee School of Communication and Information (WKWSCI) at Nanyang Technological University, the "National Information Literacy Survey for Singapore Schools 2010" involved more than 3,000 secondary school students. The findings showed that the overall score across all info-literacy competencies stood at 38.7 per cent - some way off the ideal score of at least 50 per cent. While the study found that the participants appeared most adept in defining a project task and knowing where to seek information, their lack of aptitude to cite the sources of information used were of particular concern.
  • The participants were also found to be lacking in the abilities to compare information with other sources and to form critical assessments from the information.

  • The conventional explanation for controversy over climate change emphasizes impediments to public understanding: Limited popular knowledge of science, the inability of ordinary citizens to assess technical information, and the resulting widespread use of unreliable cognitive heuristics to assess risk. A large survey of U.S. adults (N = 1540) found little support for this account. On the whole, the most scientifically literate and numerate subjects were slightly less likely, not more, to see climate change as a serious threat than the least scientifically literate and numerate ones. More importantly, greater scientific literacy and numeracy were associated with greater cultural polarization: Respondents predisposed by their values to dismiss climate change evidence became more dismissive, and those predisposed by their values to credit such evidence more concerned, as science literacy and numeracy increased. We suggest that this evidence reflects a conflict between two levels of rationality: The individual level, which is characterized by citizens’ effective use of their knowledge and reasoning capacities to form risk perceptions that express their cultural commitments; and the collective level, which is characterized by citizens’ failure to converge on the best available scientific evidence on how to promote their common welfare. Dispelling this, “tragedy of the risk-perception commons,” we argue, should be understood as the central aim of the science of science communication.

  • All societies use a mix of approaches to address offensive speech. In international law, like at the European court of human rights and more and more jurisdictions, there is growing feeling that the law should really be a last resort and only used for the most extreme speech – speech that incites violence in a very direct way, or that is part of a campaign that violates the rights of minorities to live free of discrimination. In contrast, simply insulting and offending others, even if feelings are very hurt, is not seen as something that should invite a legal response. Using the law to protect feelings is too great an encroachment on freedom of speech.
  • Our laws are written very broadly, such that any sort of offence, even if it does not threaten imminent violence, is seen as deserving of strict regulation. This probably reflects a very strong social consensus that race and religion should be handled delicately. So we tend to rely on strong government. The state protects racial and religious sensibilities from offence, using censorship when there’s a danger of words and actions causing hurt.

  • What is the justification for strong police action against any form of speech? Why do we sometimes feel that it may not be enough to counter bad speech with good speech in free and open debate, and that we must instead use the law to stop the bad speech? Surely, it must be because we think the bad speech is so dangerous that it can cause immediate harm; or because we don’t trust the public to respond rationally, so we don’t know if good speech would indeed triumph in open debate. Usually, if we call in the authorities, it must be because we have a mental picture of offensive speech being like lighting a match in a combustible atmosphere. It is dangerous and there’s no time to debate the merits of that match – we just have to put it out. The irony of most of the cases that we have seen in the past few years is that the people demanding government action, as if the offensive words were explosive, were also those who helped to spread them. It is like helping to spread a fire while calling for the fire brigade.
  • their act of spreading the offensive content must mean that they did not actually believe that the expression was really that dangerous in the sense of prompting violence through reprisal attacks or riots. In reposting the offensive words or pictures, they showed that they actually trusted the public enough to respond sympathetically – they had faith that enough people would add their voices to the outrage that they themselves felt when they saw the offensive images or videos or words.
  • This then raises the question, why the need to involve the police at all? If Singaporeans are grown-up enough to defend their society against offensive speech, why have calls for prosecution and censorship become the automatic response? I wonder if this is an example of the well-known habit of unthinkingly relying on government to solve all our problems even when, with a little bit of effort in the form of grassroots action can do the job.
  • The next time people encounter racist or religiously offensive speech, it would be nice to see swift responses from credible and respected civil society groups, Members of Parliament, and other ordinary citizens. If the speaker doesn’t get the message, organise boycotts, for example, and give him or her the clear message that our society isn’t going to take such offence lying down. The more we can respond ourselves through open debate and grassroots action, without the need to ask law and order to step in, the stronger our society will be.

    No matter how hard we work at developing media literacy, we should not expect to be rid of all racially offensive speech online. There are two broad ways to respond to these breaches. We can reach out horizontally and together with our fellow citizens repair the damage by persuading others to reject harmful ideas. Or, we can reach up vertically to government, getting the authorities to act against irresponsible speech by using the law. The advantage of the latter is that it seems more efficient, punishing those who cross the line of acceptability and violate social norms, and deterring others from doing the same. The horizontal approach works through persuasion rather than the law, so it is slower and not foolproof.

  • Handwritten newspapers.
  • Since 1927, The Musalman has been quietly churning out its evening edition of four pages, all of which hand-written by Indian calligraphers in the shadow of the Wallajah Mosque in the city of Chennai. According to Wired, it might just be the last remaining hand-written newspaper in the world. It’s also India’s oldest daily newspaper in Urdu, the Hindustani language typically spoken by Muslims in South Asia. The Musalman: Preservation of a Dream is wonderful short film by Ishani K. Dutta, telling the story of the unusual publication and its writers’ dedication to the ancient art of Urdu calligraphy.

  • I mentioned a fascinating reversal of the-medium-is-the-message as one Japanese newspaper reverted to hand-written editions once the earthquake-and-tsunami disaster destroyed all power in the city of Ishinomaki in Miyagi Prefecture. For the next six days, the editors of the Ishinomaki Hibi Shimbun “printed” the daily newspaper’s disaster coverage the only way possible: By hand, in pen and paper. Using flashlights and marker pens, the reporters wrote the stories on poster-size paper and pinned the dailies to the entrance doors of relief centers around the city. Six staffers collected stories, which another three digested, spending an hour and a half per day composing the newspapers by hand.

    Minuscule literacy rates and prevailing poverty may not be conditions particularly conducive to publishing entrepreneurship, but they were no hindrance for Monrovia's The Daily Talk, a clever concept by Alfred Sirleaf that reaches thousands of Liberians every day by printing just once copy. That copy just happens to reside on a large blackboard on the side of one of the capital's busiest roads. Sirleaf started the project in 2000, at the peak of Liberia's civil war, but its cultural resonance and open access sustained it long after the war was over. To this day, he runs this remarkable one-man show as the editor, reporter, production manager, designer, fact-checker and publicist of The Daily Talk. For an added layer of thoughtfulness and sophistication, Sirleaf uses symbols to indicate specific topics for those who struggle to read. The common man in society can't afford a newspaper, can't afford to buy a generator to get on the internet - you know, power shortage - and people are caught up in a city where they have no access to information. Book Review: "Merchants of Doubt: How a Handful of Scientists Obscured the Tr... - 0 views

  • Merchant of Doubt is exactly what its subtitle says: a historical view of how a handful of scientists have obscured the truth on matters of scientific fact.
  • it was a very small group who were responsible for creating a great deal of doubt on a variety of issues. The book opens in 1953, where the tobacco industry began to take action to obscure the truth about smoking’s harmful effects, when its relationship to cancer first received widespread media attention.
  • The tobacco industry exploited scientific tendency to be conservative in drawing conclusions, to throw up a handful of cherry-picked data and misleading statistics and to “spin unreasonable doubt.” This tactic, combined with the media’s adherence to the “fairness doctrine” which was interpreted as giving equal time “to both sides [of an issue], rather than giving accurate weight to both sides” allowed the tobacco industry to delay regulation for decades.

  • None of these men were experts in environmental and health issues, but they all “used their scientific credentials to present themselves as authorities, and they used their authority to discredit any science they didn’t like.” They turned out to be wrong, in terms of the science, on every issue they weighed in on. But they turned out to be highly successful in preventing or limiting regulation that the scientific evidence would warrant.
  • The bulk of the book details at how these men and others applied the Tobacco Strategy to create doubt on the following issues: the unfeasibility of the Strategic Defense Initiative (Ronald Reagan’s “Star Wars”), and the resultant threat of nuclear winter that Carl Sagan, among others, pointed out acid rain depletion of the ozone layer second-hand smoke, and most recently, and significantly, global warming.

Roger Pielke Jr.'s Blog: Political Affiliations of Scientists - 0 views

  • Dan Sarewitz tossed some red meat out on the table in the form of an essay in Slate on the apparent paucity of Republicans among the US scientific establishment.  Sarewitz suggests that it is in the interests f the scientific community both to understand this situation and to seek greater diversity in its ranks, explaining that "the issue here is legitimacy, not literacy."
  • The issue that Sarewitz raises is one of legitimacy.  All of us evaluate knowledge claims outside our own expertise (and actually very few people are in fact experts) based not on a careful consideration of facts and evidence, but by other factors, such as who we trust and how their values jibe with our own.  Thus if expert institutions are going to sustain and function in a democratic society they must attend to their legitimacy.  Scientific institutions that come to be associated with one political party risk their legitimacy among those who are not sympathetic to that party's views.
  • Of course, we don't just evaluate knowledge claims simply based on individuals, but usually through institutions, like scientific journals, national academies, professional associations, universities and so on. Sarewitz's Slate article did not get into a discussion of these institutions, but I think that it is essential to fully understand his argument.

  • Consider that the opinion poll that Sarewitz cited which found that only 6% of scientists self-identify as Republicans has some very important fine print -- specifically that the scientists that it surveyed were all members of the AAAS.  I do not have detailed demographics information, but based on my experience I would guess that AAAS membership is dominated by university and government scientists.  The opinion poll thus does not tell us much about US scientists as a whole, but rather something about one scientific institution -- AAAS.  And the poll indicates that AAAS is largely an association that does not include Republicans.
  • One factor might be seen in a recent action of the American Geophysical Union -- another big US science association: AGU recently appointed Chris Mooney to its Board.  I am sure that Chris is a fine fellow, but appointing an English major who has written divisively about the "Republican War on Science" to help AGU oversee "science communication" is more than a little ironic, and unlikely to attract many Republican scientists to the institution, perhaps even having the opposite effect.  To the extent that AAAS and AGU endorse the Democratic policy agenda, or just appear to do so, it reflects their role not as arbiters of knowledge claims, but rather as political actors.
  • I would wager that the partisan affiliation of scientists in the US military, in the energy , pharmaceutical and finance industries would look starkly different than that of AAAS.  If there is a crisis of legitimacy in the scientific community, it is among those institutions which have become to be so dominated by those espousing a shared political view, whatever that happens to be. This crisis is shared by AAAS and AGU, viewed with suspicion by those on the Right, and, for instance, by ExxonMobil, which is viewed by a similar suspicion by those on the Left.  Sarewitz is warning that for many on the Right, institutions like AAAS are viewed with every bit as skeptical an eye as those on the Left view ExxonMobil.
  • Many observers are so wrapped up in their own partisan battles that they either don't care that science is being associated with one political party or they somehow think that through such politicization they will once and for all win the partisan battles.  They won't. Political parties are far more robust than institutions of science. Institutions of science need help to survive intact partisan political battles.  The blogosphere and activist scientists and journalists offer little help.

Information technology and economic change: The impact of the printing press | vox - Re... - 0 views

  • Despite the revolutionary technological advance of the printing press in the 15th century, there is precious little economic evidence of its benefits. Using data on 200 European cities between 1450 and 1600, this column finds that economic growth was higher by as much as 60 percentage points in cities that adopted the technology.
  • Historians argue that the printing press was among the most revolutionary inventions in human history, responsible for a diffusion of knowledge and ideas, “dwarfing in scale anything which had occurred since the invention of writing” (Roberts 1996, p. 220). Yet economists have struggled to find any evidence of this information technology revolution in measures of aggregate productivity or per capita income (Clark 2001, Mokyr 2005). The historical data thus present us with a puzzle analogous to the famous Solow productivity paradox – that, until the mid-1990s, the data on macroeconomic productivity showed no effect of innovations in computer-based information technology.
  • In recent work (Dittmar 2010a), I examine the revolution in Renaissance information technology from a new perspective by assembling city-level data on the diffusion of the printing press in 15th-century Europe. The data record each city in which a printing press was established 1450-1500 – some 200 out of over 1,000 historic cities (see also an interview on this site, Dittmar 2010b). The research emphasises cities for three principal reasons. First, the printing press was an urban technology, producing for urban consumers. Second, cities were seedbeds for economic ideas and social groups that drove the emergence of modern growth. Third, city sizes were historically important indicators of economic prosperity, and broad-based city growth was associated with macroeconomic growth (Bairoch 1988, Acemoglu et al. 2005).

  • City-level data on the adoption of the printing press can be exploited to examine two key questions: Was the new technology associated with city growth? And, if so, how large was the association? I find that cities in which printing presses were established 1450-1500 had no prior growth advantage, but subsequently grew far faster than similar cities without printing presses. My work uses a difference-in-differences estimation strategy to document the association between printing and city growth. The estimates suggest early adoption of the printing press was associated with a population growth advantage of 21 percentage points 1500-1600, when mean city growth was 30 percentage points. The difference-in-differences model shows that cities that adopted the printing press in the late 1400s had no prior growth advantage, but grew at least 35 percentage points more than similar non-adopting cities from 1500 to 1600.
  • The restrictions on diffusion meant that cities relatively close to Mainz were more likely to receive the technology other things equal. Printing presses were established in 205 cities 1450-1500, but not in 40 of Europe’s 100 largest cities. Remarkably, regulatory barriers did not limit diffusion. Printing fell outside existing guild regulations and was not resisted by scribes, princes, or the Church (Neddermeyer 1997, Barbier 2006, Brady 2009).
  • Historians observe that printing diffused from Mainz in “concentric circles” (Barbier 2006). Distance from Mainz was significantly associated with early adoption of the printing press, but neither with city growth before the diffusion of printing nor with other observable determinants of subsequent growth. The geographic pattern of diffusion thus arguably allows us to identify exogenous variation in adoption. Exploiting distance from Mainz as an instrument for adoption, I find large and significant estimates of the relationship between the adoption of the printing press and city growth. I find a 60 percentage point growth advantage between 1500-1600.
  • The importance of distance from Mainz is supported by an exercise using “placebo” distances. When I employ distance from Venice, Amsterdam, London, or Wittenberg instead of distance from Mainz as the instrument, the estimated print effect is statistically insignificant.
  • Cities that adopted print media benefitted from positive spillovers in human capital accumulation and technological change broadly defined. These spillovers exerted an upward pressure on the returns to labour, made cities culturally dynamic, and attracted migrants. In the pre-industrial era, commerce was a more important source of urban wealth and income than tradable industrial production. Print media played a key role in the development of skills that were valuable to merchants. Following the invention printing, European presses produced a stream of math textbooks used by students preparing for careers in business.
  • These and hundreds of similar texts worked students through problem sets concerned with calculating exchange rates, profit shares, and interest rates. Broadly, print media was also associated with the diffusion of cutting-edge business practice (such as book-keeping), literacy, and the social ascent of new professionals – merchants, lawyers, officials, doctors, and teachers.
  • The printing press was one of the greatest revolutions in information technology. The impact of the printing press is hard to identify in aggregate data. However, the diffusion of the technology was associated with extraordinary subsequent economic dynamism at the city level. European cities were seedbeds of ideas and business practices that drove the transition to modern growth. These facts suggest that the printing press had very far-reaching consequences through its impact on the development of cities.

  • Rosling has maintained a fact-based worldview – an understanding of how global health trends act as a signifier for economic development based on hard data. Today, he argues, countries and corporations alike need to adopt that same data-driven understanding of the world if they are to make sense of the changes we are experiencing in this new century, and the opportunities and challenges that lie ahead.
  • the world has changed so much, what people need isn’t more data but a new mindset. They need a new storage system that can handle this new information. But what I have found over the years is that the CEOs of the biggest companies are actually those that already have the most fact-based worldview, more so than in media, academia or politics. Those CEOs that haven’t grasped the reality of the world have already failed in business. If they don’t understand what is happening in terms of potential new markets in the Middle East, Africa and so on, they are out. So the bigger and more international the organisation, the more fact-based the CEO’s worldview is likely to be. The problem is that they are slow in getting their organisation to follow.

  • even when people act within a fact-based worldview, they are used to talking with sterile figures. They are used to standing on a podium, clicking through slide shows in PowerPoint rather than interacting with their presentation. The problem is that companies have a strict separation between their IT department, where datasets are produced, and the design department, so hardly any presenters are proficient in both. Yet this is what we need. Getting people used to talking with animated data is, to my mind, a literacy project.
  • What’s important today is not just financial data but child mortality rates, the number of children per women, education levels, etc. In the world today, it’s not money that drags people into modern times, it’s people that drag money into modern times.
  • I can demonstrate human resources successes in Asia through health being improved, family size decreasing and then education levels increasing.   • I suspect Indian scientists have retired hurt to the pavilion. They were exposed to some nasty public scrutiny on a deal made by a premier science research establishment, Indian Space Research Organisation (ISRO), with Devas, a private company, on the allocation of spectrum. The public verdict was that the arrangement was a scandal; public resources had been given away for a song. The government, already scam-bruised, hastily scrapped the contract.
  • Take the issue of genetically-modified (GM) crops. For long this matter has been decided inside closed-door committee rooms, where scientists are comforted by the fact that their decisions will not be challenged. Their defence is “sound science” and “superior knowledge”. It is interesting that the same scientists will accept data produced by private companies pushing the product. Issues of conflict of interest will be brushed aside as integrity cannot be questioned behind closed doors. Silence is the best insurance. This is what happened inside a stuffy committee room, where scientists sat to give permission to Mahyco-Monsanto to grow genetically-modified brinjal.
  • This case involved a vegetable we all eat. This was a matter of science we had the right to know about and to decide upon. The issue made headlines. The reaction of the scientific fraternity was predictable and obnoxious. They resented the questions. They did not want a public debate.
  • As the controversy raged and more people got involved, the scientists ran for cover. They wanted none of this messy street fight. They were meant to advise prime ministers and the likes, not to answer simple questions of people. Finally, when environment minister Jairam Ramesh took the decision on the side of the ordinary vegetable eater, unconvinced by the validity of the scientific data to justify no-harm, scientists were missing in their public reactions. Instead, they whispered about lack of “sound science” in the decision inside committees.
  • The matter did not end there. The minister commissioned an inter-academy inquiry — six top scientific institutions looked into GM crops and Bt-brinjal — expecting a rigorous examination of the technical issues and data gaps. The report released by this committee was shoddy to say the least. It contained no references or attributions and not a single citation. It made sweeping statements and lifted passages from a government newsletter and even from global biotech industry. The report was thrashed. Scientists again withdrew into offended silence.
  • The final report of this apex-science group is marginally better in that it includes citations but it reeks of scientific arrogance cloaked in jargon. The committee did not find it fit to review the matter, which had reached public scrutiny. The report is only a cover for their established opinion about the ‘truth’ of Bt-brinjal. Science for them is certainly not a matter of enquiry, critique or even dissent.
  • the world has changed. No longer is this report meant only for top political and policy leaders, who would be overwhelmed by the weight of the matter, the language and the expert knowledge of the writer. The report will be subjected to public scrutiny. Its lack of rigour will be deliberated, its unquestioned assertion challenged.
  • This is the difference between the manufactured comfortable world of science behind closed doors and the noisy messy world outside. It is clear to me that Indian scientists need confidence to creatively engage in public concerns. The task to build scientific literacy will not happen without their engagement and their tolerance for dissent. The role of science in Indian democracy is being revisited with a new intensity. The only problem is that the key players are missing in action.

Measuring the Unmeasurable (Internet) and Why It Matters « Gurstein's Communi... - 0 views

  • it appears that there is a quite significant hole in the National Accounting (and thus the GDP statistics) around Internet related activities since most of this accounting is concerned with measuring the production and distribution of tangible products and the associated services. For the most part the available numbers don’t include many Internet (or “social capital” e.g. in health and education) related activities as they are linked to intangible outputs. The significance of not including social capital components in the GDP has been widely discussed elsewhere. The significance (and potential remediation) of the absence of much of the Internet related activities was the subject of the workshop.
  • there had been a series of critiques of GDP statistics from Civil Society (CS) over the last few years—each associated with a CS “movements—the Woman’s Movement and the absence of measurement of “women’s (and particularly domestic) work”; the Environmental Movement and the absence of the longer term and environmental costs of the production of the goods that the GDP so blithely counts as a measure of national economic well-being; and most recently with the Sustainability Movement, and the absence of measures reflective of the longer term negative effects/costs of resource depletion and environmental degradation. Thus for example, the millions of hours of labour contributed to Wikipedia, or to the development of Free or Open Source software, or to providing support for public Internet access and training is not included as a net contribution or benefit to the economy (as measured through the GDP). Rather, this is measured as a negative effect since, as some would argue, those who are making this contribution could be using their time and talents in more “productive” (and “economically measurable”) activities. Thus for example, a region or country that chooses to go with free or open source software as the basis for its in-school computing is not only “not contributing to ‘economic well being’” it is “statistically” a “cost” to the economy since it is not allowing for expenditures on, for example, suites of Microsoft products.

A Data Divide? Data "Haves" and "Have Nots" and Open (Government) Data « Gurs... - 0 views

  • Researchers have extensively explored the range of social, economic, geographical and other barriers which underlie and to a considerable degree “explain” (cause) the Digital Divide.  My own contribution has been to argue that “access is not enough”, it is whether opportunities and pre-conditions are in place for the “effective use” of the technology particularly for those at the grassroots.
  • The idea of a possible parallel “Data Divide” between those who have access and the opportunity to make effective use of data and particularly “open data” and those who do not, began to occur to me.  I was attending several planning/recruitment events for the Open Data “movement” here in Vancouver and the socio-demographics and some of the underlying political assumptions seemed to be somewhat at odds with the expressed advocacy position of “data for all”.
  • Thus the “open data” which was being argued for would not likely be accessible and usable to the groups and individuals with which Community Informatics has largely been concerned – the grassroots, the poor and marginalized, indigenous people, rural people and slum dwellers in Less Developed countries. It was/is hard to see, given the explanations, provided to date how these folks could use this data in any effective way to help them in responding to the opportunities for advance and social betterment which open data advocates have been indicating as the outcome of their efforts.
