  • There are two ways that computers might add to our wellbeing. First, they could do so indirectly, by increasing our ability to produce other goods and services. In this they have proved something of a disappointment. In the early 1970s, American businesses began to invest heavily in computer hardware and software, but for decades this enormous investment seemed to pay no dividends. As the economist Robert Solow put it in 1987, ‘You can see the computer age everywhere but in the productivity statistics.’ Perhaps too much time was wasted in training employees to use computers; perhaps the sorts of activity that computers make more efficient, like word processing, don’t really add all that much to productivity; perhaps information becomes less valuable when it’s more widely available. Whatever the case, it wasn’t until the late 1990s that some of the productivity gains promised by the computer-driven ‘new economy’ began to show up – in the United States, at any rate. So far, Europe appears to have missed out on them.
  • The other way computers could benefit us is more direct. They might make us smarter, or even happier. They promise to bring us such primary goods as pleasure, friendship, sex and knowledge. If some lotus-eating visionaries are to be believed, computers may even have a spiritual dimension: as they grow ever more powerful, they have the potential to become our ‘mind children’. At some point – the ‘singularity’ – in the not-so-distant future, we humans will merge with these silicon creatures, thereby transcending our biology and achieving immortality. It is all of this that Woody Allen is missing out on.
  • But there are also sceptics who maintain that computers are having the opposite effect on us: they are making us less happy, and perhaps even stupider. Among the first to raise this possibility was the American literary critic Sven Birkerts. In his book The Gutenberg Elegies (1994), Birkerts argued that the computer and other electronic media were destroying our capacity for ‘deep reading’. His writing students, thanks to their digital devices, had become mere skimmers and scanners and scrollers. They couldn’t lose themselves in a novel the way he could. This didn’t bode well, Birkerts thought, for the future of literary culture.

  • Suppose we found that computers are diminishing our capacity for certain pleasures, or making us worse off in other ways. Why couldn’t we simply spend less time in front of the screen and more time doing the things we used to do before computers came along – like burying our noses in novels? Well, it may be that computers are affecting us in a more insidious fashion than we realise. They may be reshaping our brains – and not for the better. That was the drift of ‘Is Google Making Us Stupid?’, a 2008 cover story by Nicholas Carr in the Atlantic.
  • Carr thinks that he was himself an unwitting victim of the computer’s mind-altering powers. Now in his early fifties, he describes his life as a ‘two-act play’, ‘Analogue Youth’ followed by ‘Digital Adulthood’. In 1986, five years out of college, he dismayed his wife by spending nearly all their savings on an early version of the Apple Mac. Soon afterwards, he says, he lost the ability to edit or revise on paper. Around 1990, he acquired a modem and an AOL subscription, which entitled him to spend five hours a week online sending email, visiting ‘chat rooms’ and reading old newspaper articles. It was around this time that the programmer Tim Berners-Lee wrote the code for the World Wide Web, which, in due course, Carr would be restlessly exploring with the aid of his new Netscape browser.
  • Carr launches into a brief history of brain science, which culminates in a discussion of ‘neuroplasticity’: the idea that experience affects the structure of the brain. Scientific orthodoxy used to hold that the adult brain was fixed and immutable: experience could alter the strengths of the connections among its neurons, it was believed, but not its overall architecture. By the late 1960s, however, striking evidence of brain plasticity began to emerge. In one series of experiments, researchers cut nerves in the hands of monkeys, and then, using microelectrode probes, observed that the monkeys’ brains reorganised themselves to compensate for the peripheral damage. Later, tests on people who had lost an arm or a leg revealed something similar: the brain areas that used to receive sensory input from the lost limbs seemed to get taken over by circuits that register sensations from other parts of the body (which may account for the ‘phantom limb’ phenomenon). Signs of brain plasticity have been observed in healthy people, too. Violinists, for instance, tend to have larger cortical areas devoted to processing signals from their fingering hands than do non-violinists. And brain scans of London cab drivers taken in the 1990s revealed that they had larger than normal posterior hippocampuses – a part of the brain that stores spatial representations – and that the increase in size was proportional to the number of years they had been in the job.
  • The brain’s ability to change its own structure, as Carr sees it, is nothing less than ‘a loophole for free thought and free will’. But, he hastens to add, ‘bad habits can be ingrained in our neurons as easily as good ones.’ Indeed, neuroplasticity has been invoked to explain depression, tinnitus, pornography addiction and masochistic self-mutilation (this last is supposedly a result of pain pathways getting rewired to the brain’s pleasure centres). Once new neural circuits become established in our brains, they demand to be fed, and they can hijack brain areas devoted to valuable mental skills. Thus, Carr writes: ‘The possibility of intellectual decay is inherent in the malleability of our brains.’ And the internet ‘delivers precisely the kind of sensory and cognitive stimuli – repetitive, intensive, interactive, addictive – that have been shown to result in strong and rapid alterations in brain circuits and functions’. He quotes the brain scientist Michael Merzenich, a pioneer of neuroplasticity and the man behind the monkey experiments in the 1960s, to the effect that the brain can be ‘massively remodelled’ by exposure to the internet and online tools like Google. ‘THEIR HEAVY USE HAS NEUROLOGICAL CONSEQUENCES,’ Merzenich warns in caps – in a blog post, no less.
  • It’s not that the web is making us less intelligent; if anything, the evidence suggests it sharpens more cognitive skills than it dulls. It’s not that the web is making us less happy, although there are certainly those who, like Carr, feel enslaved by its rhythms and cheated by the quality of its pleasures. It’s that the web may be an enemy of creativity. Which is why Woody Allen might be wise in avoiding it altogether.
  • empirical support for Carr’s conclusion is both slim and equivocal. To begin with, there is evidence that web surfing can increase the capacity of working memory. And while some studies have indeed shown that ‘hypertexts’ impede retention – in a 2001 Canadian study, for instance, people who read a version of Elizabeth Bowen’s story ‘The Demon Lover’ festooned with clickable links took longer and reported more confusion about the plot than did those who read it in an old-fashioned ‘linear’ text – others have failed to substantiate this claim. No study has shown that internet use degrades the ability to learn from a book, though that doesn’t stop people feeling that this is so – one medical blogger quoted by Carr laments, ‘I can’t read War and Peace any more.’

In Singapore, some thoughts are not All Right « Yawning Bread on Wordpress - 0 views

  • If you think R21 is the strictest classification a movie in Singapore can receive, think again. The Oscar-nominated drama The Kids Are All Right has been rated R21 and has also had an additional condition imposed on it. The Board of Film Censors (BFC) says that it can only be released on one print. This is likely to be the first time an R21 film will be screened under such a condition outside of a film festival.
  • Further down the news article, it was explained that the Board of Film Censors issued a letter earlier this week to the film’s distributor, Festive Films: It stated: ‘The majority of the members [of the Committee of Appeal] agreed with the board that the film normalises a homosexual family unit and has exceeded the film classification guidelines which states that ‘Films that promote or normalise a homosexual lifestyle cannot be allowed’.’ In addition, the committee said the fact that the film is allowed for release in Singapore at all was already a concession. It said: ‘Imposing a condition of one-print serves as a signal to the public at large that such alternative lifestyles should not be encouraged.’ – ibid
  • Firstly, can/should the civil service create additional rules at whim? Secondly, why is the idea of two gay persons raising a family considered something to be defended against?

  • s it a proper mission of the State to demand that its citizens not think these thoughts? Is it the proper use of State power to deny or severely limit access to such ideas? It is all the more ridiculous when this film The Kids Are All Right has been nominated for four Oscars this year — for Best Picture, Best Original Screenplay, Best Actress and Best Supporting Actor. Much of the world is talking about the film and the issues it raises, and the Singapore government is determined to make up our minds about the matter and give Singaporeans as little opportunity as possible to see the film for ourselves. All the while, the propaganda goes on: We are a world-class global city.
  • The root problem, as I have argued many times before, is the failure of our government to respect the constitution, which mandates freedom of expression. Instead, their guiding policy is to allow majoritarian views to ride roughshod over other points of view. Worse yet, sometimes it is even arguable whether the view being defended has majority support, since in the matter of film classification, the government appoints its own nominees as the “public”  consultation body. How do we know whether they represent the public?
  • As the press report above indicates, the government is waving, in this instance, the film classification guidelines because somewhere there is the clause that ‘Films that promote or normalise a homosexual lifestyle cannot be allowed’, words that the government itself penned. The exact words, not that I agree with them, in the current Guidelines are: Films should not promote or normalise a homosexual lifestyle.   • By the example of the treatment of this film, we now shine new light on the censorship impulse:  gay sex can be suggested in non-explicit ways in film, but gay people living ordinary, respectable lives, doing non-sexual things, (e.g. raising a family and looking after children) cannot. It really boils down to reinforcing a policy that has been in effect for a long time, and which I have found extremely insulting: Gay people can be depicted as deviants that come to tragic ends, but any positive portrayal must be cut out.
  • You would also notice that nowhere in this episode is reference made to the 2009/2010 Censorship Review Committee’s Report. This Committee I have already lambasted as timid and unprincipled. Yet, its (gutless) words are these: It is also not surprising that the CRC received many submissions calling for a lighter hand in the classification of films and plays which contain homosexual themes.  Homosexuality and other nontraditional lifestyles remain contentious issues for Singapore. While the MDA’s content regulators have to calibrate their decisions on ratings according to the majority, the CRC agrees that minority interests should also be considered and that a flexible and contextual approach should be taken for content depicting homosexuality. Why the Net Matters; The Net Delusion: reviews - Telegraph - 0 views

  • The Net Delusion is a stinging rebuke to the power of the internet. Born in Belarus and now working in Washington, 26 year-old Evgeny Morozov reminds us that the web will not make us free.
  • He makes plain the difference between our hopes of what the internet can be and the reality of what it does. He shows us that the enemies of freedom are just as smart as the rest of us in using the internet for their own ends. Thus China encourages blogging in order to monitor the activities of dissidents; dictators are happy for their citizens to watch YouTube, because most people are more likely to watch Lady Gaga than foment revolution. In the most powerful chapter of the book, he convincingly proves that the uprising following the 2009 elections in Iran had very little to do with social media. The book is a wake-up call to those who think that the internet is the solution to all our problems.
  • However, because Morozov completed it before the WikiLeaks controversy, the website only gets a passing reference. This is a serious omission.

  • Since the arrest of Julian Assange in December, the US government that protested against the censorship policies of rogue states has now called for similar acts for its own protection. If anything, this proves that while the political uses of the internet are in question, so is the definition of freedom that underpins it. The internet proves that you can’t have it both ways.
  • In contrast, while David Eagleman’s Why the Net Matters might sometimes suffer from what Morozov calls “cyber-utopianism”
  • The content is organised so that it can be navigated in any number of ways, and each page is accompanied by impressive images and graphics, sometimes with little connection to the text.
  • This new work, an enhanced app available only in digital form, is not quite a book – more an essay with added features. It is one of the first enhanced ebooks to come from a mainstream British publisher and offers some insight into what the future book might look like.
  • Looking at six different ways the internet might save us from disaster, Eagleman buys into the Clinton doctrine without question. He shows how the internet will help us to combat epidemics, preserve knowledge and respond to natural disasters with websites such as www.ushahidi.com, which came into its own after the Haiti earthquake, and allowed aid workers on the ground to pinpoint in real time, using email, Twitter and SMS, where help was most needed.
  • What these two books prove is that we still don’t know what the internet is and what it is for. This is no bad thing. The web is a tool that may liberate the future, if not quite delivering the type of freedom that Eagleman proposes. It is at its best when it grows from grass roots and responds to immediate concerns.

"Plug servers" and other compact devices are going to become ubiquitous in the next few years, serving as "media centers," "communications centers," "wireless routers," and many other familiar and not-so-familiar roles in office and home. Freedom Box software images will turn all sorts of such devices into privacy appliances. Taken together, these appliances will afford people around the world options for communicating, publishing, and collaborating that will resist state intervention or disruption. People owning these appliances will be able to restore anonymity in the Net, despite efforts of despotic regimes to keep track of who reads what and who communicates with whom. Meteorologists split their donations exactly in half, giving 50 percent of their contributions to Republicans and 50 percent to Democrats.The National Weather Service Employees PAC also was active during the 2010 cycle, donating slightly more than $67,000 to federal politics candidates. This particular PAC, however, significantly favored Democrats over Republicans in its donations, 87 percent to 11 percent.

How the Internet Gets Inside Us : The New Yorker - 0 views

  • N.Y.U. professor Clay Shirky—the author of “Cognitive Surplus” and many articles and blog posts proclaiming the coming of the digital millennium—is the breeziest and seemingly most self-confident
  • Shirky believes that we are on the crest of an ever-surging wave of democratized information: the Gutenberg printing press produced the Reformation, which produced the Scientific Revolution, which produced the Enlightenment, which produced the Internet, each move more liberating than the one before.
  • The idea, for instance, that the printing press rapidly gave birth to a new order of information, democratic and bottom-up, is a cruel cartoon of the truth. If the printing press did propel the Reformation, one of the biggest ideas it propelled was Luther’s newly invented absolutist anti-Semitism. And what followed the Reformation wasn’t the Enlightenment, a new era of openness and freely disseminated knowledge. What followed the Reformation was, actually, the Counter-Reformation, which used the same means—i.e., printed books—to spread ideas about what jerks the reformers were, and unleashed a hundred years of religious warfare.

  • The argument, advanced in Andy Clark’s “Supersizing the Mind” and in Robert K. Logan’s “The Sixth Language,” begins with the claim that cognition is not a little processing program that takes place inside your head, Robby the Robot style. It is a constant flow of information, memory, plans, and physical movements, in which as much thinking goes on out there as in here. If television produced the global village, the Internet produces the global psyche: everyone keyed in like a neuron, so that to the eyes of a watching Martian we are really part of a single planetary brain. Contraptions don’t change consciousness; contraptions are part of consciousness. We may not act better than we used to, but we sure think differently than we did.
  • Cognitive entanglement, after all, is the rule of life. My memories and my wife’s intermingle. When I can’t recall a name or a date, I don’t look it up; I just ask her. Our machines, in this way, become our substitute spouses and plug-in companions.
  • But, if cognitive entanglement exists, so does cognitive exasperation. Husbands and wives deny each other’s memories as much as they depend on them. That’s fine until it really counts (say, in divorce court). In a practical, immediate way, one sees the limits of the so-called “extended mind” clearly in the mob-made Wikipedia, the perfect product of that new vast, supersized cognition: when there’s easy agreement, it’s fine, and when there’s widespread disagreement on values or facts, as with, say, the origins of capitalism, it’s fine, too; you get both sides. The trouble comes when one side is right and the other side is wrong and doesn’t know it. The Shakespeare authorship page and the Shroud of Turin page are scenes of constant conflict and are packed with unreliable information. Creationists crowd cyberspace every bit as effectively as evolutionists, and extend their minds just as fully. Our trouble is not the over-all absence of smartness but the intractable power of pure stupidity, and no machine, or mind, seems extended enough to cure that.
  • Nicholas Carr, in “The Shallows,” William Powers, in “Hamlet’s BlackBerry,” and Sherry Turkle, in “Alone Together,” all bear intimate witness to a sense that the newfound land, the ever-present BlackBerry-and-instant-message world, is one whose price, paid in frayed nerves and lost reading hours and broken attention, is hardly worth the gains it gives us. “The medium does matter,” Carr has written. “As a technology, a book focuses our attention, isolates us from the myriad distractions that fill our everyday lives. A networked computer does precisely the opposite. It is designed to scatter our attention. . . . Knowing that the depth of our thought is tied directly to the intensity of our attentiveness, it’s hard not to conclude that as we adapt to the intellectual environment of the Net our thinking becomes shallower.
  • Carr is most concerned about the way the Internet breaks down our capacity for reflective thought.
  • Powers’s reflections are more family-centered and practical. He recounts, very touchingly, stories of family life broken up by the eternal consultation of smartphones and computer monitors
  • He then surveys seven Wise Men—Plato, Thoreau, Seneca, the usual gang—who have something to tell us about solitude and the virtues of inner space, all of it sound enough, though he tends to overlook the significant point that these worthies were not entirely in favor of the kinds of liberties that we now take for granted and that made the new dispensation possible.
  • Similarly, Nicholas Carr cites Martin Heidegger for having seen, in the mid-fifties, that new technologies would break the meditational space on which Western wisdoms depend. Since Heidegger had not long before walked straight out of his own meditational space into the arms of the Nazis, it’s hard to have much nostalgia for this version of the past. One feels the same doubts when Sherry Turkle, in “Alone Together,” her touching plaint about the destruction of the old intimacy-reading culture by the new remote-connection-Internet culture, cites studies that show a dramatic decline in empathy among college students, who apparently are “far less likely to say that it is valuable to put oneself in the place of others or to try and understand their feelings.” What is to be done?
  • Among Ever-Wasers, the Harvard historian Ann Blair may be the most ambitious. In her book “Too Much to Know: Managing Scholarly Information Before the Modern Age,” she makes the case that what we’re going through is like what others went through a very long while ago. Against the cartoon history of Shirky or Tooby, Blair argues that the sense of “information overload” was not the consequence of Gutenberg but already in place before printing began. She wants us to resist “trying to reduce the complex causal nexus behind the transition from Renaissance to Enlightenment to the impact of a technology or any particular set of ideas.” Anyway, the crucial revolution was not of print but of paper: “During the later Middle Ages a staggering growth in the production of manuscripts, facilitated by the use of paper, accompanied a great expansion of readers outside the monastic and scholastic contexts.” For that matter, our minds were altered less by books than by index slips. Activities that seem quite twenty-first century, she shows, began when people cut and pasted from one manuscript to another; made aggregated news in compendiums; passed around précis. “Early modern finding devices” were forced into existence: lists of authorities, lists of headings.
  • Everyone complained about what the new information technologies were doing to our minds. Everyone said that the flood of books produced a restless, fractured attention. Everyone complained that pamphlets and poems were breaking kids’ ability to concentrate, that big good handmade books were ignored, swept aside by printed works that, as Erasmus said, “are foolish, ignorant, malignant, libelous, mad.” The reader consulting a card catalogue in a library was living a revolution as momentous, and as disorienting, as our own.

  • That uniquely evil and necessary thing the comprehensive review of many different books on a related subject, with the necessary oversimplification of their ideas that it demanded, was already around in 1500, and already being accused of missing all the points. In the period when many of the big, classic books that we no longer have time to read were being written, the general complaint was that there wasn’t enough time to read big, classic books.

Digital's Great Teenage Misunderstanding | ClickZ - 0 views

  • To quote, "most noteworthy was the shift in e-mail usage, particularly among young people. Total Web-based e-mail use was down eight percent last year, led by a walloping 59 percent drop among 12 to 17 year olds." I must reemphasize, the data is only for Web-based e-mail usage (think Hotmail, Yahoo Mail, Gmail, etc.) and that's an important distinction. A decline is a decline, but this certainly doesn't fully cover how e-mail is consumed in today's digital world.
  • Mark Zuckerberg offered this at the Facebook Messaging announcement: "High school kids don't use e-mail, they use SMS a lot. People want lighter weight things like SMS and IM to message each other."
  • There are two significant issues that must be added to the conversation though: Mobile's impact: The typical smartphone user spends almost half of her time on e-mail. This makes comScore's metrics marginal since it evaluated only Web-based e-mail usage. As e-Dialog CEO John Rizzi thoughtfully points out on a recent blog post: "In the 18-24 age group, unique visits increased 9%, while time spent decreased 10%. To me this points to the increasing use of mobile to triage inboxes on the go, and the desktop inbox being used to access specific e-mails and perform tasks like getting a code for a sale, or composing an e-mail reply that would be too onerous on a mobile phone. In fact, comScore found that 30% of respondents are viewing e-mail on their mobile phone, a 36% increase from 2009, and those using mobile e-mail daily increased 40% on average." Pew Internet recently evaluated how Internet users of different age groups spent their time online. Guess what? Even 90 to 100 percent of Millennials (ages 18-33) used e-mail. As you can see in the chart, below, e-mail was the top activity across all age groups.*

  • Teenagers become adults: I may not win any scientific breakthrough awards for this statement, but people are missing the boat on this piece of the puzzle. What happens when a teenager becomes an adult in the workplace? Not only do they dress, speak, and act differently - they use different approaches to communicate, too. The first thing a new employee typical gets is…an e-mail address. And guess what? They use it, even if they have been reliant on social, IM, and texting for their primary communication channels. They will correspond for work via e-mail and opt in to e-mails from their favorite brands (including brands that they certainly did not like as a teenager). They likely will also "Like" their favorite companies on Facebook, follow them on Twitter, and opt in to SMS offers as well. They will also expect different value and information in each of these channels.

Scientists Are Cleared of Misuse of Data - NYTimes.com - 0 views

Report: Piracy a "global pricing problem" with only one solution - 0 views

  • Over the last three years, 35 researchers contributed to the Media Piracy Project, released last week by the Social Science Research Council. Their mission was to examine media piracy in emerging economies, which account for most of the world's population, and to find out just how and why piracy operates in places like Russia, Mexico, and India.
  • Their conclusion is not that citizens of such piratical societies are somehow morally deficient or opposed to paying for content. Instead, they write that “high prices for media goods, low incomes, and cheap digital technologies are the main ingredients of global media piracy. If piracy is ubiquitous in most parts of the world, it is because these conditions are ubiquitous.”
  • When legitimate CDs, DVDs, and computer software are five to ten times higher (relative to local incomes) than they are in the US and Europe, simply ratcheting up copyright enforcement won't do enough to fix the problem. In the view of the report's authors, the only real solution is the creation of local companies that “actively compete on price and services for local customers” as they sell movies, music, and more.

Why do we care where we publish? - 0 views

  • being both a working scientist and a science writer gives me a unique perspective on science, scientific publications, and the significance of scientific work. The final disclosure should be that I have never published in any of the top rank physics journals or in Science, Nature, or PNAS. I don't believe I have an axe to grind about that, but I am also sure that you can ascribe some of my opinions to PNAS envy.
  • If you asked most scientists what their goals were, the answer would boil down to the generation of new knowledge. But, at some point, science and scientists have to interact with money and administrators, which has significant consequences for science. For instance, when trying to employ someone to do a job, you try to objectively decide if the skills set of the prospective employee matches that required to do the job. In science, the same question has to be asked—instead of being asked once per job interview, however, this question gets asked all the time.
  • Because science requires funding, and no one gets a lifetime dollop-o-cash to explore their favorite corner of the universe. So, the question gets broken down to "how competent is the scientist?" "Is the question they want to answer interesting?" "Do they have the resources to do what they say they will?" We will ignore the last question and focus on the first two.

  • How can we assess the competence of a scientist? Past performance is, realistically, the only way to judge future performance. Past performance can only be assessed by looking at their publications. Were they in a similar area? Are they considered significant? Are they numerous? Curiously, though, the second question is also answered by looking at publications—if a topic is considered significant, then there will be lots of publications in that area, and those publications will be of more general interest, and so end up in higher ranking journals.
  • So we end up in the situation that the editors of major journals are in the position to influence the direction of scientific funding, meaning that there is a huge incentive for everyone to make damn sure that their work ends up in Science or Nature. But why are Science, Nature, and PNAS considered the place to put significant work? Why isn't a new optical phenomena, published in Optics Express, as important as a new optical phenomena published in Science?
  • The big three try to be general; they will, in principle, publish reports from any discipline, and they anticipate readership from a range of disciplines. This explicit generality means that the scientific results must not only be of general interest, but also highly significant. The remaining journals become more specialized, covering perhaps only physics, or optics, or even just optical networking. However, they all claim to only publish work that is highly original in nature.
  • Are standards really so different? Naturally, the more specialized a journal is, the fewer people it appeals to. However, the major difference in determining originality is one of degree and referee. A more specialized journal has more detailed articles, so the differences between experiments stand out more obviously, while appealing to general interest changes the emphasis of the article away from details toward broad conclusions.
  • as the audience becomes broader, more technical details get left by the wayside. Note that none of the gene sequences published in Science have the actual experimental and analysis details. What ends up published is really a broad-brush description of the work, with the important details either languishing as supplemental information, or even published elsewhere, in a more suitable journal. Yet, the high profile paper will get all the citations, while the more detailed—the unkind would say accurate—description of the work gets no attention.
  • And that is how journals are ranked. Count the number of citations for each journal per volume, run it through a magic number generator, and the impact factor jumps out (make your checks out to ISI Thomson please). That leaves us with the following formula: grants require high impact publications, high impact publications need citations, and that means putting research in a journal that gets lots of citations. Grants follow the concepts that appear to be currently significant, and that's decided by work that is published in high impact journals.
  • This system would be fine if it did not ignore the fact that performing science and reporting scientific results are two very different skills, and not everyone has both in equal quantity. The difference between a Nature-worthy finding and a not-Nature-worthy finding is often in the quality of the writing. How skillfully can I relate this bit of research back to general or topical interests? It really is this simple. Over the years, I have seen quite a few physics papers with exaggerated claims of significance (or even results) make it into top flight journals, and the only differences I can see between those works and similar works published elsewhere is that the presentation and level of detail are different.

Nevertheless, when we do cover them, sometimes the researchers suddenly realize that they could have gotten a lot more mileage out of their work.   • If that observation is generally true, then it raises questions about the whole process of evaluating a researcher's competence and a field's significance, because good writers corrupt the process by publishing less significant work in journals that only publish significant findings.   • The publishers do this by extensively publicizing science that appears in their own journals. Their news sections primarily summarize work published in the same issue of the same magazine. This lets them create a double-whammy of scientific significance—not only was the work published in Nature, they also summarized it in their News and Views section.
  • Furthermore, the top three work very hard at getting other journalists to cover their articles. This is easy to see by simply looking at Nobel Intent's coverage. Most of the work we discuss comes from Science and Nature. Is this because we only read those two publications? No, but they tell us ahead of time what is interesting in their upcoming issue. They even provide short summaries of many papers that practically guide people through writing the story, meaning reporter Jim at the local daily doesn't need a science degree to cover the science beat.
  • Very few of the other journals do this. I don't get early access to the Physical Review series, even though I love reporting from them. In fact, until this year, they didn't even highlight interesting papers for their own readers. This makes it incredibly hard for a science reporter to cover science outside of the major journals. The knock-on effect is that Applied Physics Letters never appears in the news, which means you can't evaluate recent news coverage to figure out what's of general interest, leaving you with... well, the big three journals again, which mostly report on themselves. On the other hand, if a particular scientific topic does start to receive some press attention, it is much more likely that similar work will suddenly be acceptable in the big three journals.
  • That said, I should point out that judging the significance of scientific work is a process fraught with difficulty. Why do you think it takes around 10 years from the publication of first results through to obtaining a Nobel Prize? Because it can take that long for the implications of the results to sink in—or, more commonly, sink without trace.
  • I don't think that we can reasonably expect journal editors and peer reviewers to accurately assess the significance (general or otherwise) of a new piece of research. There are, of course, exceptions: the first genome sequences, the first observation that the rate of the expansion of the universe is changing. But the point is that these are exceptions, and most work's significance is far more ambiguous, and even goes unrecognized (or over-celebrated) by scientists in the field.
  • The conclusion is that the top three journals are significantly gamed by scientists who are trying to get ahead in their careers—citations always lag a few years behind, so a PNAS paper with less than ten citations can look good for quite a few years, even compared to an Optics Letters with 50 citations. The top three journals overtly encourage this, because it is to their advantage if everyone agrees that they are the source of the most interesting science. Consequently, scientists who are more honest in self-assessing their work, or who simply aren't word-smiths, end up losing out.
  • scientific competence should not be judged by how many citations the author's work has received or where it was published. Instead, we should consider using a mathematical graph analysis to look at the networks of publications and citations, which should help us judge how central to a field a particular researcher is. This would have the positive influence of a publication mattering less than who thought it was important.

Do you hear me?” Kuhn, the head of the Program in the History and Philosophy of Science at Princeton where I was a graduate student, had issued an ultimatum. It concerned the philosopher Saul Kripke’s lectures — later to be called “Naming and Necessity” — which he had originally given at Princeton in 1970 and planned to give again in the Fall, 1972.
  • Whiggishness — in history of science, the tendency to evaluate and interpret past scientific theories not on their own terms, but in the context of current knowledge. The term comes from Herbert Butterfield’s “The Whig Interpretation of History,” written when Butterfield, a future Regius professor of history at Cambridge, was only 31 years old. Butterfield had complained about Whiggishness, describing it as “…the study of the past with direct and perpetual reference to the present” – the tendency to see all history as progressive, and in an extreme form, as an inexorable march to greater liberty and enlightenment. [3] For Butterfield, on the other hand, “…real historical understanding” can be achieved only by “attempting to see life with the eyes of another century than our own.” [4][5].

  • For us to have a conversation and come to an agreement about the meaning of some word without having to refer to some outside authority like a dictionary, we would of necessity have to be satisfied that our agreement was genuine and not just a polite acknowledgement of each others' right to their opinion, can you agree with that? If so, then let's see if we can agree on the meaning of the word 'know' because that may be the crux of the matter. When I use the word 'know' I mean more than the capacity to apprehend some aspect of the world through language or some other represenational symbolism. Included in the word 'know' is the direct sensorial perception of some aspect of the world. For example, I sense the floor that my feet are now resting upon. I 'know' the floor is really there, I can sense it. Perhaps I don't 'know' what the floor is made of, who put it there, and other incidental facts one could know through the usual symbolism such as language as in a story someone tells me. Nevertheless, the reality I need to 'know' is that the floor, or whatever you may wish to call the solid - relative to my body - flat and level surface supported by more structure then the earth, is really there and reliably capable of supporting me. This is true and useful knowledge that goes directly from the floor itself to my knowing about it - via sensation - that has nothing to do with my interpretive system.
  • Now I am interested in 'knowing' my feet in the same way that my feet and the whole body they are connected to 'know' the floor. I sense my feet sensing the floor. My feet are as real as the floor and I know they are there, sensing the floor because I can sense them. Furthermore, now I 'know' that it is 'I' sensing my feet, sensing the floor. Do you see where I am going with this line of thought? I am including in the word 'know' more meaning than it is commonly given by everyday language. Perhaps it sounds as if I want to expand on the Cartesian formula of cogito ergo sum, and in truth I prefer to say I sense therefore I am. It is my sensations of the world first and foremost that my awareness, such as it is, is actively engaged with reality. Now, any healthy normal animal senses the world but we can't 'know' if they experience reality as we do since we can't have a conversation with them to arrive at agreement. But we humans can have this conversation and possibly agree that we can 'know' the world through sensation. We can even know what is 'I' through sensation. In fact, there is no other way to know 'I' except through sensation. Thought is symbolic representation, not direct sensing, so even though the thoughtful modality of regarding the world may be a far more reliable modality than sensation in predicting what might happen next, its very capacity for such accurate prediction is its biggest weakness, which is its capacity for error
  • Sensation cannot be 'wrong' unless it is used to predict outcomes. Thought can be wrong for both predicting outcomes and for 'knowing' reality. Sensation alone can 'know' reality even though it is relatively unreliable, useless even, for making predictions.
  • If we prioritize our interests by placing predictability over pure knowing through sensation, then of course we will not value the 'knowledge' to be gained through sensation. But if we can switch the priorities - out of sheer curiosity perhaps - then we can enter a realm of knowledge through sensation that is unbelievably spectacular. Our bodies are 'made of' reality, and by methodically exercising our nascent capacity for self sensing, we can connect our knowing 'I' to reality directly. We will not be able to 'know' what it is that we are experiencing in the way we might wish, which is to be able to predict what will happen next or to represent to ourselves symbolically what we might experience when we turn our attention to that sensation. But we can arrive at a depth and breadth of 'knowing' that is utterly unprecedented in our lives by operating that modality.
  • One of the impressions that comes from a sustained practice of self sensing is a clearer feeling for what "I" is and why we have a word for that self referential phenomenon, seemingly located somewhere behind our eyes and between our ears. The thing we call "I" or "me" depending on the context, turns out to be a moving point, a convergence vector for a variety of images, feelings and sensations. It is a reference point into which certain impressions flow and out of which certain impulses to act diverge and which may or may not animate certain muscle groups into action. Following this tricky exercize in attention and sensation, we can quickly see for ourselves that attention is more like a focused beam and awareness is more like a diffuse cloud, but both are composed of energy, and like all energy they vibrate, they oscillate with a certain frequency. That's it for now.

Rationally Speaking: Is modern moral philosophy still in thrall to religion? - 0 views

  • Recently I re-read Richard Taylor’s An Introduction to Virtue Ethics, a classic published by Prometheus
  • Taylor compares virtue ethics to the other two major approaches to moral philosophy: utilitarianism (a la John Stuart Mill) and deontology (a la Immanuel Kant). Utilitarianism, of course, is roughly the idea that ethics has to do with maximizing pleasure and minimizing pain; deontology is the idea that reason can tell us what we ought to do from first principles, as in Kant’s categorical imperative (e.g., something is right if you can agree that it could be elevated to a universally acceptable maxim).
  • Taylor argues that utilitarianism and deontology — despite being wildly different in a variety of respects — share one common feature: both philosophies assume that there is such a thing as moral right and wrong, and a duty to do right and avoid wrong. But, he says, on the face of it this is nonsensical. Duty isn’t something one can have in the abstract, duty is toward a law or a lawgiver, which begs the question of what could arguably provide us with a universal moral law, or who the lawgiver could possibly be.

  • His answer is that both utilitarianism and deontology inherited the ideas of right, wrong and duty from Christianity, but endeavored to do without Christianity’s own answers to those questions: the law is given by God and the duty is toward Him. Taylor says that Mill, Kant and the like simply absorbed the Christian concept of morality while rejecting its logical foundation (such as it was). As a result, utilitarians and deontologists alike keep talking about the right thing to do, or the good as if those concepts still make sense once we move to a secular worldview. Utilitarians substituted pain and pleasure for wrong and right respectively, and Kant thought that pure reason can arrive at moral universals. But of course neither utilitarians nor deontologist ever give us a reason why it would be irrational to simply decline to pursue actions that increase global pleasure and diminish global pain, or why it would be irrational for someone not to find the categorical imperative particularly compelling.
  • The situation — again according to Taylor — is dramatically different for virtue ethics. Yes, there too we find concepts like right and wrong and duty. But, for the ancient Greeks they had completely different meanings, which made perfect sense then and now, if we are not mislead by the use of those words in a different context. For the Greeks, an action was right if it was approved by one’s society, wrong if it wasn’t, and duty was to one’s polis. And they understood perfectly well that what was right (or wrong) in Athens may or may not be right (or wrong) in Sparta. And that an Athenian had a duty to Athens, but not to Sparta, and vice versa for a Spartan.
  • But wait a minute. Does that mean that Taylor is saying that virtue ethics was founded on moral relativism? That would be an extraordinary claim indeed, and he does not, in fact, make it. His point is a bit more subtle. He suggests that for the ancient Greeks ethics was not (principally) about right, wrong and duty. It was about happiness, understood in the broad sense of eudaimonia, the good or fulfilling life. Aristotle in particular wrote in his Ethics about both aspects: the practical ethics of one’s duty to one’s polis, and the universal (for human beings) concept of ethics as the pursuit of the good life. And make no mistake about it: for Aristotle the first aspect was relatively trivial and understood by everyone, it was the second one that represented the real challenge for the philosopher.

  • How, then, is one to embark on the more difficult task of figuring out how to live a good life? For Aristotle eudaimonia meant the best kind of existence that a human being can achieve, which in turns means that we need to ask what it is that makes humans different from all other species, because it is the pursuit of excellence in that something that provides for a eudaimonic life.
  • Now, Plato - writing before Aristotle - ended up construing the good life somewhat narrowly and in a self-serving fashion. He reckoned that the thing that distinguishes humanity from the rest of the biological world is our ability to use reason, so that is what we should be pursuing as our highest goal in life. And of course nobody is better equipped than a philosopher for such an enterprise... Which reminds me of Bertrand Russell’s quip that “A process which led from the amoeba to man appeared to the philosophers to be obviously a progress, though whether the amoeba would agree with this opinion is not known.”
  • But Aristotle's conception of "reason" was significantly broader, and here is where Taylor’s own update of virtue ethics begins to shine, particularly in Chapter 16 of the book, aptly entitled “Happiness.” Taylor argues that the proper way to understand virtue ethics is as the quest for the use of intelligence in the broadest possible sense, in the sense of creativity applied to all walks of life. He says: “Creative intelligence is exhibited by a dancer, by athletes, by a chess player, and indeed in virtually any activity guided by intelligence [including — but certainly not limited to — philosophy].” He continues: “The exercise of skill in a profession, or in business, or even in such things as gardening and farming, or the rearing of a beautiful family, all such things are displays of creative intelligence.”

  • It is here where I think that Gillard has made a bad bet. Carbon pricing is supposed to create jobs by making fossil fuels appreciably more expensive, thereby creating a market signal that disfavors carbon-intensive industry and stimulates less carbon-intensive economic activity. The economic parts of theory seem sound enough.
  • However, it is the political realities that the theory does not account for.&nbsp; Australia's economy is very carbon intensive (PDF). Thus, if carbon pricing were to work exactly as the Prime Minister describes, it will necessary lead to a great deal of economic dislocation and change -- Consider that to meet the 5% emissions reduction target (from 2000 levels), without relying on offsets or other tricks, implies that Australia's economy would need to become as carbon efficient as Japan's by the end of this decade. How such a profoundly disruptive transitional period would be managed is the one issue that advocates of a high carbon price have never really dealt with -- the market's invisible hand will take care of it I guess.
  • How does one become "reskilled"?&nbsp; Without an explanation, many people will translate "reskilled" to mean "unemployed".&nbsp; The oft-stated idea that the proceeds of a carbon tax will be used to compensate those who fact higher costs does not address the issue of dislocation in the economy.   • There are only two realistic outcomes here. One is that the carbon tax proposal is scrapped. With this speech it seems highly unlikely that Gillard will be the one doing any scrapping.&nbsp; So it would probably be via an election or a change in leadership, such as if Kevin Rudd becomes captain of the Brisbane Broncos. The second possible outcome is that the carbon pricing is watered down so far that its enactment allows Labor to claim success while limiting any actual impact from the tax on the economy.&nbsp; Of course, that would undercut its stated purpose -- to transform the economy.
  • A better strategy is the one proposed in The Climate Fix -- start with a very low carbon tax, one that is politically acceptable, and use the proceeds to invest in innovation. The carbon price would rise over time as the fruits of innovation make it politically acceptable to raise that price.&nbsp; I expect that Australia will soon provide (yet aonpther) lesson in how not to try to put a price on carbon.

But remember govts are also under pressure to act because they are made up of politicians - also they may be making precautionary moves because they have little to lose and have to be seen as being pro-active. How real is the danger of harmful radiation reaching Tokyo and should you leave if you're in Tokyo? There were many people doing a "wait and see" before Wednesday but once the US &amp; UK govt called for a pull-out, the fear factor rose several notches and if you're a Japanese in Tokyo watching all the foreigners "abandoning" your city, you start to feel some anxiety and later panic. One EU official used the word "apocalypse"[Link] to describe the situation in Japan and the fear index hit the roof....then a whole herd of experts came out to paint more dire scenarios saying the Japanese have lost all control of the nuclear plants. All this lead the public to think that calamity is the most likely outcome of the unfolding saga and if make a decision from all this, you will just run for the exits if you're in Tokyo. All this is happening while the Japanese govt is trying to calm the people and prevent a pandemonium after the triple disaster hit the country. In China, people have emptied the supermarket shelves of iodized salt because of media reports that the consumption of iodine can block radioactive iodine from being absorbed by thyroid glands causing thyroid cancer. There are also reports of people getting ill after ingesting iodine pills out of fear of radiation.

  • An earthquake hit L’Aquila, Italy on April 6th, 2009, killing 309 people. Prior to this event, six scientists and one government official were assembled into a task force charged with deciding whether recent “increases in seismic activity in the area” were putting citizens in any danger. The events are a little muddled, but the gist is this: the task force relaid some potentially positive feelings to the “deputy technical head of Italy’s Civil Protection Agency” who then made a statement to the press. The statement was “The scientific community tells me there is no danger because there is an ongoing discharge of energy. The situation looks favourable.”
