New voting methods and fair elections : The New Yorker - 0 views

  • history of voting math comes mainly in two chunks: the period of the French Revolution, when some members of France’s Academy of Sciences tried to deduce a rational way of conducting elections, and the nineteen-fifties onward, when economists and game theorists set out to show that this was impossible
  • The first mathematical account of vote-splitting was given by Jean-Charles de Borda, a French mathematician and a naval hero of the American Revolutionary War. Borda concocted examples in which one knows the order in which each voter would rank the candidates in an election, and then showed how easily the will of the majority could be frustrated in an ordinary vote. Borda’s main suggestion was to require voters to rank candidates, rather than just choose one favorite, so that a winner could be calculated by counting points awarded according to the rankings. The key idea was to find a way of taking lower preferences, as well as first preferences, into account.Unfortunately, this method may fail to elect the majority’s favorite—it could, in theory, elect someone who was nobody’s favorite. It is also easy to manipulate by strategic voting.

  • After the Academy dropped Borda’s method, it plumped for a simple suggestion by the astronomer and mathematician Pierre-Simon Laplace, who was an important contributor to the theory of probability. Laplace’s rule insisted on an over-all majority: at least half the votes plus one. If no candidate achieved this, nobody was elected to the Academy.
  • Another early advocate of proportional representation was John Stuart Mill, who, in 1861, wrote about the critical distinction between “government of the whole people by the whole people, equally represented,” which was the ideal, and “government of the whole people by a mere majority of the people exclusively represented,” which is what winner-takes-all elections produce. (The minority that Mill was most concerned to protect was the “superior intellects and characters,” who he feared would be swamped as more citizens got the vote.)
  • The key to proportional representation is to enlarge constituencies so that more than one winner is elected in each, and then try to align the share of seats won by a party with the share of votes it receives. These days, a few small countries, including Israel and the Netherlands, treat their entire populations as single constituencies, and thereby get almost perfectly proportional representation. Some places require a party to cross a certain threshold of votes before it gets any seats, in order to filter out extremists.
  • The main criticisms of proportional representation are that it can lead to unstable coalition governments, because more parties are successful in elections, and that it can weaken the local ties between electors and their representatives. Conveniently for its critics, and for its defenders, there are so many flavors of proportional representation around the globe that you can usually find an example of whatever point you want to make. Still, more than three-quarters of the world’s rich countries seem to manage with such schemes.
  • The alternative voting method that will be put to a referendum in Britain is not proportional representation: it would elect a single winner in each constituency, and thus steer clear of what foreigners put up with.   • In instant-runoff elections, voters rank all or some of the candidates in order of preference, and votes may be transferred between candidates. The idea is that your vote may count even if your favorite loses. If any candidate gets more than half of all the first-preference votes, he or she wins, and the game is over. But, if there is no majority winner, the candidate with the fewest first-preference votes is eliminated. Then the second-preference votes of his or her supporters are distributed to the other candidates. If there is still nobody with more than half the votes, another candidate is eliminated, and the process is repeated until either someone has a majority or there are only two candidates left, in which case the one with the most votes wins. Third, fourth, and lower preferences will be redistributed if a voter’s higher preferences have already been transferred to candidates who were eliminated earlier.
  • At first glance, this is an appealing approach: it is guaranteed to produce a clear winner, and more voters will have a say in the election’s outcome. Look more closely, though, and you start to see how peculiar the logic behind it is. Although more people’s votes contribute to the result, they do so in strange ways. Some people’s second, third, or even lower preferences count for as much as other people’s first preferences. If you back the loser of the first tally, then in the subsequent tallies your second (and maybe lower) preferences will be added to that candidate’s first preferences. The winner’s pile of votes may well be a jumble of first, second, and third preferences.
  • Such transferrable-vote elections can behave in topsy-turvy ways: they are what mathematicians call “non-monotonic,” which means that something can go up when it should go down, or vice versa. Whether a candidate who gets through the first round of counting will ultimately be elected may depend on which of his rivals he has to face in subsequent rounds, and some votes for a weaker challenger may do a candidate more good than a vote for that candidate himself. In short, a candidate may lose if certain voters back him, and would have won if they hadn’t. Supporters of instant-runoff voting say that the problem is much too rare to worry about in real elections, but recent work by Robert Norman, a mathematician at Dartmouth, suggests otherwise. By Norman’s calculations, it would happen in one in five close contests among three candidates who each have between twenty-five and forty per cent of first-preference votes. With larger numbers of candidates, it would happen even more often. It’s rarely possible to tell whether past instant-runoff elections have gone topsy-turvy in this way, because full ballot data aren’t usually published. But, in Burlington’s 2006 and 2009 mayoral elections, the data were published, and the 2009 election did go topsy-turvy.
  • Kenneth Arrow, an economist at Stanford, examined a set of requirements that you’d think any reasonable voting system could satisfy, and proved that nothing can meet them all when there are more than two candidates. So designing elections is always a matter of choosing a lesser evil. When the Royal Swedish Academy of Sciences awarded Arrow a Nobel Prize, in 1972, it called his result “a rather discouraging one, as regards the dream of a perfect democracy.” Szpiro goes so far as to write that “the democratic world would never be the same again,
  • There is something of a loophole in Arrow’s demonstration. His proof applies only when voters rank candidates; it would not apply if, instead, they rated candidates by giving them grades. First-past-the-post voting is, in effect, a crude ranking method in which voters put one candidate in first place and everyone else last. Similarly, in the standard forms of proportional representation voters rank one party or group of candidates first, and all other parties and candidates last. With rating methods, on the other hand, voters would give all or some candidates a score, to say how much they like them. They would not have to say which is their favorite—though they could in effect do so, by giving only him or her their highest score—and they would not have to decide on an order of preference for the other candidates.
  • One such method is widely used on the Internet—to rate restaurants, movies, books, or other people’s comments or reviews, for example. You give numbers of stars or points to mark how much you like something. To convert this into an election method, count each candidate’s stars or points, and the winner is the one with the highest average score (or the highest total score, if voters are allowed to leave some candidates unrated). This is known as range voting, and it goes back to an idea considered by Laplace at the start of the nineteenth century. It also resembles ancient forms of acclamation in Sparta. The more you like something, the louder you bash your shield with your spear, and the biggest noise wins. A recent variant, developed by two mathematicians in Paris, Michel Balinski and Rida Laraki, uses familiar language rather than numbers for its rating scale. Voters are asked to grade each candidate as, for example, “Excellent,” “Very Good,” “Good,” “Insufficient,” or “Bad.” Judging politicians thus becomes like judging wines, except that you can drive afterward.
  • Range and approval voting deal neatly with the problem of vote-splitting: if a voter likes Nader best, and would rather have Gore than Bush, he or she can approve Nader and Gore but not Bush. Above all, their advocates say, both schemes give voters more options, and would elect the candidate with the most over-all support, rather than the one preferred by the largest minority. Both can be modified to deliver forms of proportional representation.
  • Whether such ideas can work depends on how people use them. If enough people are carelessly generous with their approval votes, for example, there could be some nasty surprises. In an unlikely set of circumstances, the candidate who is the favorite of more than half the voters could lose. Parties in an approval election might spend less time attacking their opponents, in order to pick up positive ratings from rivals’ supporters, and critics worry that it would favor bland politicians who don’t stand for anything much. Defenders insist that such a strategy would backfire in subsequent elections, if not before, and the case of Ronald Reagan suggests that broad appeal and strong views aren’t mutually exclusive.
  • Why are the effects of an unfamiliar electoral system so hard to puzzle out in advance? One reason is that political parties will change their campaign strategies, and voters the way they vote, to adapt to the new rules, and such variables put us in the realm of behavior and culture. Meanwhile, the technical debate about electoral systems generally takes place in a vacuum from which voters’ capriciousness and local circumstances have been pumped out. Although almost any alternative voting scheme now on offer is likely to be better than first past the post, it’s unrealistic to think that one voting method would work equally well for, say, the legislature of a young African republic, the Presidency of an island in Oceania, the school board of a New England town, and the assembly of a country still scarred by civil war. If winner takes all is a poor electoral system, one size fits all is a poor way to pick its replacements.

  • Criticalist wrote in a comment to Effect on election advertising amendments on non-party netizens: I can’t help but wonder why the rules have been relaxed, specifically what advantages would accrue the dominant political party? In the past, alternative media was largely the domain of opposition parties and discourse critical of the government, hence the need to impose restrictions on them.
  • My default mode is to assume that the liberalisation — incomplete though it is — is designed to serve the ruling People’s Action Party’s (PAP) interest, and that it is not altruistic.

Does one seriously believe that their poorly-attended rallies ever gained them more than a handful of extra votes?   • In the old days, mainstream editors could be relied upon to block publication of any photos (of small audiences) that would embarrass the PAP, but netizens are only too eager to publish such pictures. The paradigm has shifted.
  • A smart response, in my view, would be for the PAP to shift the paradigm again: No more rallies. Don’t create opportunities to be embarrassed. Once such a decision is taken, the subsequent question will naturally be: How else to campaign for votes? Clearly the answer will have to lie with new media. Perhaps a blitz of cool videos, catchy phrases that can be spread by mobile media and other tools which even I myself, not being state of the art in many ways, cannot anticipate. If indeed they took such a decision some time back, they would have spent maybe 18 months conceptualising and putting together such a campaign.
  • Meanwhile the opposition parties have been stuck in their old ways (the Singapore Democratic party excepted) thinking in terms of market walkabouts and rallies in muddy fields, assuming that there will be little liberalisation of media rules.

  • TOC, Mr Brown, Leong Sze Hian and other bloggers received the information from Tan’s office yesterday and honoured the embargo on the news.
  • As the presumptive government-endorsed candidate, Tan's move can be seen as a landmark in relations between the state and Singapore’s intrepid and often unruly alternative online media. Until now, the government has refused to treat any of these sites as engaging in bona fide journalism. Bloggers have long complained that government departments do not respond to requests for information. When The Online Citizen organised a pre-election forum for all political parties to share their ideas last December, the People’s Action Party would have nothing to do with it. TOC highlighted the ruling party’s conspicuous absence by leaving an empty chair on stage. The election regulations’ ban on campaigning on the “cooling off” day and polling day also discriminate against citizen journalism: only licenced news organisations are exempted.
  • The sudden change of heart is undoubtedly one result of May’s groundbreaking general election. Online media were obviously influential, and the government may have decided that it has no choice but to do business with them.

  • While officials probably still can’t stand TOC’s guts, such sites represent the more rational and reasonable end of the ideological spectrum in cyberspace. TOC, together with Alex Au’s Yawning Bread and some other individual blogs, have been noticeably pushing for more credible online journalism within their extremely limited means. Most importantly, they have shown some commitment to accountability. They operate openly rather than behind cloaks of pseudonymity, they are not above correcting factual errors when these are pointed out to them, and they practice either pre- or post-moderation of comments to keep discussions within certain bounds.
  • Bloggers will have to understand that the huge and complex machinery of government is not going to transform itself overnight. Indeed, a blogger-friendly media engagement policy is probably easier to implement for a small and discrete Presidential Election campaign office than it would be for any government ministry.
  • On the government’s part, officials need to be clear that the success of the experiment cannot be measured by how quickly bloggers and their readers are led to the “right” answers or to a “consensus”, but by the inclusiveness and civility of the conversation: as long as more and more people are trying to persuade one another – rather than ignoring or shouting down one another – such engagement between government and alternative media would be strengthening Singapore’s governance and civic life.

Australian media take note: the BBC understands balance in climate change coverage - 0 views

  • It is far from accurate to refer to “science” as a single entity (as I just have). Many arguments that dispute the consensus about climate change being the result of man made activity talk about “scientists” as though they are “all in it together” and “supporting each other”. This implies some grand conspiracy. But science is a competition, not a collusion. If anything they are all against each other. No given person or research team has the whole picture of climate science. The range of scientific disciplines that work in this area is vast. Indeed there are few areas of science which do not potentially have something to contribute to the area. But put a geologist and a geneticist in a room together and they can barely speak the same language. Far from some great conspiracy, the fact that the Intergovernmental Panel on Climate Change has come to a consensus about climate change is truly extraordinary.
  • So the report is recommending that journalists do what they should always have done – investigate and verify. By all means ask another expert’s point of view, determine whether the latest finding is in fact good science or what its implications are. But we need to move away from the idea of “balance” between those who believe it is all a big conspiracy and those who have done some work and looked at the actual evidence. The report concludes that in particular the BBC must take special care to continue efforts to ensure viewers are able to distinguish well-established fact from opinion on scientific issues, and to communicate this distinction clearly to the audience. In other words, to remember that the plural of anecdote is not data.

    On Wednesday the BBC Trust released their report "Review of impartiality and accuracy of the BBC's coverage of science". The report has resulted in the BBC deciding to reflect scientific consensus about climate change in their coverage of the issue. As a science communicator I applaud this decision. I understand and support the necessity to provide equal voice to political parties during an election campaign (indeed, I have done this, as an election occurred during my two years writing science for the ABC). But science is not politics. And scientists are not politicians. Much of the confusion about the climate change debate stems from a deep ignorance among the general population about how science works. And believe me this really is something "science" as an entity needs to address.

Response to Guardian's Article on Singapore Elections | the kent ridge common - 0 views

  • The first reductive move made by the writer occurs here: “Singapore is known worldwide for censorship and corporal punishment.” This is the Western media’s favourite trope of our island-nation. A whole political context and dynamic society gets reduced to these two ‘dirty’ words, at least for a ‘Western’ world that prides itself on ‘freedom’ and believes itself to be on a moral high ground because of this veritable self-image. (One could argue that censorship in the ‘West’ exists but in a different form – there, capitalist hegemons control media companies which quite effectively draw the boundaries of public debate.)
  • The writer first makes the observation that lots of people have started to speak up and speak out against the “clan” that has ruled Singapore for almost 50 years. The People’s Action Party, is for Ms Hodal, not a political party, but a “clan” – which harks back to tribal societies, to tribalism.
  • Out of all these unsuitable candidates, the writer chose the Arab Spring as the comparative situation of choice for Singapore, despite the fact that the Arab Spring movements did not occur at a time of elections, that much of the physical ‘protesting’ in Singapore was witnessed at political rallies, that there was no bottom-up movement of ‘revolt’. It is the time of the elections; it is a nationally-licensed period of political behaviour and action, for society to perform a cathartic release, for the Bakhtinian carnavalesque to unfold.

  • Internet-based news websites and the growing popularity of social media have broken the mainstream media's monopoly on news - though not completely. Singapore's PAP-led government was one of the first in the world to devise content regulations for the Internet, issuing restrictions on topics it deemed as sensitive as early as 1996.
  • While political parties are broadly allowed to use the Internet to campaign, they were previously prohibited from employing some of the medium's most powerful features, including live audio and video streaming and so-called "viral marketing". And as recently as two weeks ago both Ed Miliband and David Cameron attended the News International (News Corp’s British newspaper publishing arm) summer party, despite the fact that the newspaper group was the subject of two separate criminal investigations.

  • Privately, several independent bloggers have voiced unease at the ugly mob behaviour that swamped cyberspace during the general election. The experience has sparked internal discussions about how best to manage readers’ comments, in particular, since that’s where irrationality has run riot.
  • There are also established bloggers who are no longer content to speak among the converted. They want to widen the online debate so that it does not attract only anti-government voices. (I've made a similar point in an earlier piece.) Don’t be surprised, therefore, if you see some of Singapore’s influential independent bloggers creating new platforms for national debate in the coming months, either by developing new websites or by reorienting their existing ones.
  • But even if they build them, will government sympathisers and spokesmen come? One thing that will have to change is the PAP’s politics of intolerance, which has contributed to the polarisation of debate in Singapore. Its “with-us-or-against-us” philosophy has compelled establishment types to stay clear of plural spaces. (The classic illustration was the PAP’s refusal to take part in The Online Citizen’s multi-party forum before the general election.)

  • The typical establishment individual would refuse to contribute an article to an independent medium that is known to carry opposition party voices, for example. In Singapore’s political culture, it is assumed that any such medium would be blacklisted by people at the top, and that anyone who cooperates with it will be guilty by association. Or, perhaps it is simply that most establishment types lack the confidence to engage in debate on a truly level playing field.

  • there is a deeper issue here that spans political parties across nations:  a lack of recognition among policy makers of their dependence on experts in making wise decisions.  Experts do not, of course, determine how policy decisions ought to be made but they do add considerable value to wise decision making.
  • The deeper issue at work here is an open secret in the practice of democracy, and that is the fact that our elected leaders are chosen from among us, the people.  As such, politicians tend to reflect the views of the general public on many subjects - not just those subjects governed solely by political passions, but also those that are traditionally the province of experts.  Elected officials are not just a lot like us, they are us.

  • European politicians have their own blind spots at the interface of science and policy.  For instance, several years ago former German environment minister Sigmar Gabriel claimed rather implausibly that: "You can build 100 coal-fired power plants and don't have to have higher CO2 emissions."  His explanation was that Germany participates in emissions trading and this would necessarily limit carbon dioxide no matter how much was produced. Obviously, emissions trading cannot make the impossible possible.
  • We should expect policy makers to face difficulties when it comes to governance when it involves considerations of science, technology, and innovation for the simple reason that they are just like everyone else -- mostly ignorant about mostly everything.
  • in 2010, the US NSF reported that 28% of Americans and 34% of Europeans believed that the sun goes around the earth.  Similarly, 30% of Americans and 41% of Europeans believe that radioactivity results only from human activities.  It should not be so surprising when we learn that policy makers may share such perspectives.
  • A popular view is that more education about science and technology will lead to better decisions.  While education is, of course, important to a healthy democracy, it will never result in a populace (or their representatives) with expertise in everything.  
  • Achieving such heroic levels of expertise is not realistic for anyone.  Instead, we must rely on specialized experts to inform decision making. Just as you and I often need to consult with experts when dealing with our health, home repairs, finances, and other tasks, so too do policy makers need to tap into expertise in order to make good decisions.
  • it should be far less worrisome that the public or policy makers do not understand this or that information that experts may know well.  What should be of more concern is that policy makers appear to lack an understanding of how they can tap into expertise to inform decision making.  This situation is akin to flying blind. Specialized expertise typically does not compel particular decisions, but it does help to make decisions more informed.  This distinction lies behind Winston Churchill's oft-cited advice that science should be "on tap, but not on top." Effective governance does not depend upon philosopher kings in governments or in the populace, but rather on the use of effective mechanisms for bringing expertise into the political process.
  • It is the responsibility - even the special expertise - of policy makers to know how to use the instruments of government to bring experts into the process of governance. The troubling aspect of the statements and actions by the Gummers, Gabriels, and Bachmanns of the political world lies not in their lack of knowledge about science, but in their lack of knowledge about government.

  • Further, grumblings on Facebook accounts are hardly ‘anonymous’. Lastly, how anonymous can bloggers be, when every now and then a racist blogger gets arrested by the state? Think about it. These sorts of cases prove that the state does screen, survey and monitor the online community, and as all of us know there are many vehement anti-PAP comments and articles, much of which are outright slander and defamation.
  • Yet at the end of the day, it is the racist blogger, not the anti-government or anti-PAP blogger that gets arrested. The Singaporean model is a much more complex and sophisticated phenomenon than this Guardian writer gives it credit.
  • Why did this Guardian writer, anyway, pander to a favourite Western stereotype of that “far-off Asian undemocratic, repressive regime”? Is she really in Singapore as the Guardian claims? (“Kate Hodal in Singapore” is written at the top) Can the Guardian be anymore predictable and trite?

  • Can any Singaporean honestly say the she/he can conceive of a fellow Singaporean setting himself or herself on fire along Orchard Road or Shenton Way, as a result of desperate economic pressures or financial constraints? Can we even fathom the social and economic pressures that mobilized a whole people to protest and overthrow a corrupt, US-backed regime? (that is, not during elections time) Singapore has real problems, the People’s Action Party has its real problems, and there is indeed much room for improvement. Yet such irresponsible reporting by one of the esteemed newspapers from the UK is utterly disappointing, not constructive in the least sense, and utterly misrepresents our political situation (and may potentially provoke more irrationality in our society, leading people to ‘believe’ their affinity with their Arab peers which leads to more radicalism).

  • These questions essentially get at the issue of openness of debate. Openness includes at least two aspects, which are inevitably closely related, indeed hard to separate: who (or, whose ideas) can enter the debate; and how long should debate last before it ends (and people move to the next topic, or act on conclusions from the past debate).

  • how long should political liberals have let debate last? Here we reach another issue to parse, that of dividing the spheres of discourse of politics and society.The political sphere includes lawmakers, who have their name for a reason: they make laws. They cannot sit around and debate endlessly. They must, at some point, push legislation through (which is at the center of the debate over filibuster reform).
  • take note of another passage from Mill: “It is the duty of governments, and of individuals, to form the truest opinions they can; to form them carefully, and never impose them on others unless they are quite sure of being right. But when they are sure … it is not conscientiousness but cowardice to shrink from acting on their opinions. ... Men, and governments, must act to the best of their ability.   • Yet our division of spheres of discourse means passage of a bill – or even defeat – does not mark the end of debate. Indeed, many Americans continued to discuss the merits of the legislation, with some even filing lawsuits arguing it was unconstitutional (I think these stand little chance of going anywhere). American society at large can and will continue to have the conversation about health insurance reform. Then, in the next election, they will bring their beliefs to the polls. They will expect those voted in to act. And then, the conversation will continue. Politics is a continuous process. By dividing up spheres of discourse into political and societal, we see that debate never really ends – it’s just that sometimes lawmakers need to get on with their job, and leave debate to the public.
