对待上述情况，专家认为，必须借助内容的“过滤”技术才能有效遏制其传播。具体来讲，一方面，“过滤”技术往往建有强大的已知“知识库”，可以依靠以往经验准确定义“垃圾短信”的特征。只要符合定义特征，立刻“拦截”；另一方面，过滤的同时，本身还包含“舆情”捕捉功能，当某个信息反复出现，程短时爆发状态上升时，“过滤”技术便能准确识别出来，将其排在首位，然后再通过人工迅速判断信息真伪。一旦发现有误，立刻阻止其进一步传播和蔓延。这样“已知”和“未知”垃圾都可得到有效遏制。

But if the big money remains on the sidelines, unpersuaded that a bottom is near, the wait for bargain hunters to take the plunge could be very long and very painful.

But something big just happened. It happened without an explicit vote by Congress. And, though the Treasury hasn't cut any checks for housing or Wall Street rescues, billions of dollars of taxpayer money were put at risk. A Republican administration, not eager to be viewed as the second coming of the Hoover administration, showed it no longer believes the market can sort out the mess.

The neo-Nazi group Blue Mongolia, for example, shaves the heads of women caught sleeping with Chinese men. “It is for their own good,” says Gansuren Damdinsuren, a Blue Mongolia board member.  “A small nation can only survive by keeping its blood pure.”

As we’ve written elsewhere, the CCP views media development as a critical factor in a global war for public opinion. Likewise, many CCP leaders have come to regard “Western” media as pawns working for the interests of Western governments in spreading their ideology and influence — hence the party’s obsession with “color revolutions” and the role of the press.

It was the latest in a series of rare but increasingly ambitious organized movements in Chinese cities aimed at derailing government-backed industrial projects that the protesters said could damage the environment and people’s health. The protest Sunday, like its predecessors, was organized through Web sites, blogs and cellphone text messages, showing how some Chinese are using digital technology, despite government attempts to control the Internet, to spur on the kind of civic movements that officials strongly discourage.

Toolmaking not only resulted in tools, but also the reconfiguration of our brains so they comprehended the world on the same terms as our toolmaking hands interacted with it. With mirror neurons, something entirely new entered the world: memes--a far more effective and speedy method for pooling knowledge and passing it around than the old genetic way.

With large numbers of Chinese officials handling foreign affairs and nationality issues, there is no way that China could not understand what the Dalai Lama says. It is the Dalai Lama and his government in exile, who do not understand China. Just last week, before the latest demonstrations began, China accused the Dalai Lama of working to sabotage the Beijing Olympics. The reaction was exactly what China wanted: the Dalai Lama declared his firm support for China’s Olympics.

In India, the Dalai Lama's stated uncertainty about selecting his successor, combined with the fractures that lie under the surface of the exiled community, may make it likely that at his passing he will leave a resident Tibetan refugee community adrift. For all of his missteps in dealing with China, the Dalai Lama's achievement in securing the cohesion and stability of the exiled community is considerable. And he is the most universally recognisable symbol of Tibet. Given what has just transpired in Tibet, China feels that the elimination of that symbol can come none too soon.

Under rules of public financing, a candidate has access to $85 million from a taxpayer-financed fund for the general election, a substantial amount to spend for the roughly two months after this year’s conventions. But this election cycle has shattered fund-raising and spending records and upended expectations.

The setting, which has the feel of an Internet start-up, is emblematic of how Mr. Obama, of Illinois, has been able to raise so much money.

Mrs. Clinton’s operation has also been pushing to improve its efforts online, with her campaign saying Tuesday that it brought in $15 million over the Internet in February, with donations jumping after news broke that she had lent $5 million to her campaign.

This lack of freedom stunts any real debate on the future of China. Thinking is still circumscribed. There are areas that are still taboo or where intellectuals can only hint at what they mean. In three vital spheres, this is deeply damaging to China’s national interest. The first is foreign policy. China has evolved in less than a generation into a world power, one now placed alongside America in a newly minted category of G2. But the country is uncertain how to exercise this power. And as long as the party restricts the debate to a known ideological framework, it cannot mobilise China’s vast intellectual capabilities to address this. The second area, intellectual property, is equally damaged. As long as there is no real freedom to question the foundations of society, China will not produce innovators. It will be able to copy and develop, but not to outstrip competitors and set the framework for the world. And the third area is the legitimate assertion of religious and regional identities alongside Chinese citizenship.

When a small campaign becomes a permanent organization, there are often difficulties in scaling.  A small group can communicate with supporters through a Google Group, but what if you have multiple constituencies or you want to record information about your supporters that will help you communicate with them effectively? Wouldn’t you like to manage your “relationships” better? Or, be more efficient in sending out appeals and updates? Tap the right quarters when it comes to fund-raising? Know exactly who your potential supporters could be?

It also notes that CiviCRM is also used by many other large NGOs such as Amnesty International, Creative Commons and the Wikimedia Foundation for their fundraising. And there have been also cases of very large record sets being used with one company claiming to have set up CiviCRM with a set of over 3 million constituents .

I can read Wikipedia, but I heard from other people it's hit & miss. I had no problem with porn sites though. I always thought this censoring by Chinese government is really stupid. Today I read a excellent column on NY Times by World-is-flat author Tom Friedman, towards the end of the article, it struck a chord with me:

Singapore's exports collapsed by a stunning 35 percent in January, mirroring much of the rest of Asia. The export boom here was tied to credit-fueled buying sprees in the United States that stopped abruptly and may take years to return, if ever. Manufacturers are grasping for a Plan B. But none of the options -- mining domestic markets, or trying to tap consumers in still-growing China and India -- offers a truly viable solution.

"The collapse of globalization . . . is absolutely possible," said Jeffrey Sachs, a noted American economist. "It happened in the 20th century in the wake of World War I and the Great Depression, and could happen again. Nationalism is rising and our political systems are inward looking, the more so in times of crisis."
