Spatial risk assessments are an effective management tool used in multiple-use marine parks to balance the needs for conservation of natural properties and to provide for varying socio-economic demands for development. The multiple-use Great Barrier Reef Marine Park (GBRMP) has recently experienced substantial increases in current and proposed port expansions and subsequent shipping. Globally, large whale populations are recovering from commercial whaling and ship strike is a significant threat to some populations and a potential welfare issue for others. Within the GBRMP, there is spatial conflict between the main breeding ground of the east Australian humpback whale population and the main inner shipping route that services several large natural resource export ports. The east coast humpback whale population is one of the largest humpback whale populations globally, exponentially increasing (11% per annum) close to the maximum potential rate and estimated to reach pre-exploitation population numbers in the next 4-5 years. We quantify the relative risk of ship strike to calving and mating humpback whales, with areas of highest relative risk coinciding with areas offshore of two major natural resource export ports. We found females with a dependent calf had a higher risk of ship strike compared to groups without a calf when standardized for group size and their inshore movement and coastal dependence later in the breeding season increases their overlap with shipping, although their lower relative abundance decreases risk. The formalization of a two-way shipping route has provided little change to risk and projected risk estimates indicate a three- to five-fold increase in risk to humpback whales from ship strike over the next 10 years. Now researchers from the University of Gothenburg and elsewhere are showing that marine planning must take climate change into consideration - something that it does not currently do. The researchers' models show that changes to temperature and salt content may impact ecosystems and species as much as all other effects on the environment combined.

The introduction of several alternative marine fuels is considered an important strategy for maritime decarbonization. These alternative marine fuels include liquefied natural gas (LNG), liquefied biogas (LBG), hydrogen, ammonia, methanol, ethanol, hydrotreated vegetable oil (HVO), etc. In some studies, nuclear power and electricity are also included in the scope of alternative fuels for merchant ships. However, the operation of alternative-fuel-powered ships has some special risks, such as fuel spills, vapor dispersion and fuel pool fires. The existing international legal framework does not address these risks sufficiently. This research adopts the method of legal analysis to examine the existing international legal regime for regulating the development of alternative-fuel-powered ships. From a critical perspective, it evaluates and predicts the consequences of these policies together with their shortcomings. Also, this research explores the potential solutions and countermeasures that might be feasible to deal with the special marine environmental risks posed by alternative-fuel-powered ships in the future.

The International Maritime Organization (IMO), as a specialized agency of the United Nations responsible for the safety and security of international shipping and the prevention of pollution from ships, has applied two main area-based management tools (ABMTs): the "Special Areas" established under the MARPOL 73/78; and the "Particularly Sensitive Sea Areas" (PSSAs) established under the IMO resolutions. The new Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ agreement) stipulates the establishment of a comprehensive system of ABMTs to conserve and sustainably use areas beyond national jurisdiction. Strengthening coordination in the use of ABMTs established by the IMO and the BBNJ Agreement is important for vessel pollution control in the high seas. The IMO is a stakeholder for relevant proposals and consultations on proposals regarding the establishment of ABMTs in the BBNJ Agreements, and can provide information on the implementation of them. The Conference of the Parties (COPs) to the BBNJ Agreement can also make recommendations to the IMO and its parties to promote the adoption of special areas and PSSAs. This article respectively elaborates on the practices and effect of ABMTs of the IMO and explores the relevant rules of the BBNJ agreement and their enforcement. Then this article discusses the possible approaches for the ABMTs coordination between the IMO and the BBNJ agreement regimes and their implications on vessel pollution Control in the high seas. Overall, relevant rules of the BBNJ agreement shall be interpreted and applied in a manner that does not undermine relevant legal instruments of the IMO.
