A New Reality in U.S.-Israeli Relations - 0 views

  • In the United States, the political crisis over the federal budget and the struggle to grow the economy and reduce unemployment has dominated the president's and the country's attention.
  • The Israeli elections turned on domestic issues, ranging from whether the ultra-Orthodox would be required to serve in Israel Defense Forces, as other citizens are, to a growing controversy over economic inequality in Israel. 
  • What is interesting is at this point, while Israelis continue to express concern about foreign policy, they are most passionate on divisive internal social issues. Similarly, although there continues to be a war in Afghanistan, the American public is heavily focused on economic issues. Under these circumstances the interesting question is not what Obama and Netanyahu will talk about but whether what they discuss will matter much.

  • After more than a decade of being focused on the Islamic world and moving aggressively to try to control threats in the region militarily, the United States is moving toward a different stance. The bar for military intervention has been raised.
  • Therefore, the United States has, in spite of recent statements, not militarily committed itself to the Syrian crisis, and when the French intervened in Mali the United States played a supporting role. The intervention in Libya, where France and the United Kingdom drew the United States into the action, was the first manifestation of Washington's strategic re-evaluation.
  • That desire was there from the U.S. experience in Iraq and was the realization that the disposal of an unsavory regime does not necessarily -- or even very often -- result in a better regime.
  • The United States' new stance ought to frighten the Israelis. In Israel's grand strategy, the United States is the ultimate guarantor of its national security and underwrites a portion of its national defense. If the United States becomes less inclined to involve itself in regional adventures, the question is whether the guarantees implicit in the relationship still stand.
  • The issue is not whether the United States would intervene to protect Israel's existence; save from a nuclear-armed Iran, there is no existential threat to Israel's national interest. Rather, the question is whether the United States is prepared to continue shaping the dynamics of the region in areas where Israel lacks political influence and is not able to exert military control.
  • To put it differently, the Israelis' understanding of the American role is to control events that endanger Israel and American interests under the assumption that Israeli and American interests are identical. The idea that they are always identical has never been as true as politicians on both sides have claimed, but more important, the difficulties of controlling the environment have increased dramatically for both sides.
  • The problem for Israel at this point is that it is not able to do very much in the area that is its responsibility.
  • But the most shocking thing to Israel was how little control it actually had over events in Egypt and the future of its ties to Egypt.
  • But the power of the military will not be the sole factor in the long-term sustainability of the treaty. Whether it survives or not ultimately is not a matter that Israel has much control over.
  • The Israelis have always assumed that the United States can control areas where they lack control. And some Israelis have condemned the United States for not doing more to manage events in Egypt. But the fact is that the United States also has few tools to control the evolution of Egypt, apart from some aid to Egypt and its own relationship with the Egyptian military.
  • It may or may not be in the American interest to do something in any particular case, but the problem in this case is that although a hostile Egypt is not in the Americans' interest, there is actually little the United States can do to control events in Egypt.
  • Syrian President Bashar al Assad is a known quantity to Israel. He is by no means a friend, but his actions and his father's have always been in the pursuit of their own interest and therefore have been predictable. The opposition is an amorphous entity whose ability to govern is questionable and that is shot through with Islamists who are at least organized and know what they want.
  • Indeed, the hints of American weapons shipments to the rebels at some point concern Israel as much as no weapons shipments.
  • The Iranian situation is equally complex. It is clear that the Israelis, despite rhetoric to the contrary, will not act unilaterally against Iran's nuclear weapons. The risks of failure are too high, and the consequences of Iranian retaliation against fundamental American interests, such as the flow of oil through the Strait of Hormuz, are too substantial.
  • The American view is that an Iranian nuclear weapon is not imminent and Iran's ultimate ability to build a deliverable weapon is questionable. Therefore, regardless of what Israel wants, and given the American doctrine of military involvement as a last resort when it significantly affects U.S. interests, the Israelis will not be able to move the United States to play its traditional role of assuming military burdens to shape the region.
  • There has therefore been a very real if somewhat subtle shift in the U.S.-Israeli relationship. Israel has lost the ability, if it ever had it, to shape the behavior of countries on its frontier. Egypt and Syria will do what they will do. At the same time, the United States has lost the inclination to intervene militarily in the broader regional conflict and has limited political tools. Countries like Saudi Arabia, which might be inclined to align with U.S. strategy, find themselves in a position of creating their own strategy and assuming the risks. 
  • For the United States, there are now more important issues than the Middle East, such as the domestic economy.
  • It will continue to get aid that it no longer needs and will continue to have military relations with the United States, particularly in developing military technology. But for reasons having little to do with Israel, Washington's attention is not focused on the region or at least not as obsessively as it had been since 2001. 
  • Like Israel, the United States has realized the limits and costs of such a strategy, and Israel will not talk the United States out of it, as the case of Iran shows. In addition, there is no immediate threat to Israel that it must respond to. It is, by default, in a position of watching and waiting without being clear as to what it wants to see. Therefore it should be no surprise that Israel, like the United States, is focused on domestic affairs.
  • It also puts Israel in a reactive position. The question of the Palestinians is always there. Israel's policy, like most of its strategic policy, is to watch and wait. It has no inclination to find a political solution because it cannot predict what the consequences of either a solution or an attempt to find one would be.
  •  Israel has lost the initiative and, more important, it now knows it has lost the initiative. It has looked to the United States to take the initiative, but on a much broader scale Washington faces the same reality as Israel with less at stake and therefore less urgency.
  • This is not a strain in the U.S.-Israeli relationship in the sense of anger and resentment, although those exist on both sides. Rather it is like a marriage that continues out of habit but whose foundation has withered.
  • In private I expect a sullen courtesy and in public an enthusiastic friendship, much as an old, bored married couple, not near a divorce, but far from where they were when they were young. Neither party is what it once was; each suspects that it is the other's fault. In the end, each has its own fate, linked by history to each other but no longer united.

Israel's New Strategic Position - 0 views

  • After two years of stress, its peace treaty with Egypt remains in place. Syria is in a state of civil war that remains insoluble.

  • In other words, the situation that has existed since the Camp David Accords were signed remains in place. Israel's frontiers are secure from conventional military attack. In addition, the Palestinians are divided among themselves, and while ineffective, intermittent rocket attacks from Gaza are likely, there is no Intifada underway in the West Bank.

  • Clearly, a nuclear strike on Tel Aviv would be catastrophic for Israel. Its ability to tolerate that threat, regardless of how improbable it may be, is a pressing concern for Israel.
  • In this context, Iran's nuclear program supersedes all of Israel's other security priorities. Israeli officials believe their allies, particularly those in the United States, should share this view.

  • Under these circumstances, the Gaza war is in some sense a matter of housekeeping. For Hamas, the point of the operation is demonstrating it can fire rockets at Israel.

      What is sensible is horrifying. How mundane?
  • The primary Palestinian problem will be to maintain itself as a distinct entity with sufficient power to resist an Israeli assault for some time. Any peace treaty would weaken the Palestinians by pulling them into the Israeli orbit and splitting them up.
  • By refusing a peace treaty, they remain distinct, if divided. That guarantees they will be there when circumstances change.
  • Israel's major problem is that circumstances always change.
  • Time is not on Israel's side. At some point, something will likely happen to weaken its position, while it is unlikely that anything will happen to strengthen its position. That normally would be an argument for entering negotiations, but the Palestinians will not negotiate a deal that would leave them weak and divided, and any deal that Israel could live with would do just that.
  • The Palestinians need to maintain solidarity for the long haul. The Israelis need to hold their strategic superiority as long as they can.

The Israeli Periphery - 0 views

  • Security, in the Israeli sense, is thus often characterized in terms of survival. And for Israel to survive, it needs just the right blend of geopolitical circumstance, complex diplomatic arrangements and military preparedness to respond to potential threats nearby. Over the past 33 years, a sense of complacency settled over Israel and gave rise to various theories that it could finally overcome its dependency on outside powers. But a familiar sense of unease crept back into the Israeli psyche before any of those arguments could take root. A survey of the Israeli periphery in Egypt, Syria and Jordan explains why.
  • To Israel's southwest lies the Sinai Desert. This land is economically useless; only hardened Bedouins who sparsely populate the desert expanse consider the terrain suitable for living. This makes the Sinai an ideal buffer.
  • Its economic lifelessness gives it extraordinary strategic importance in keeping the largest Arab army -- Egypt's -- at a safe distance from Israeli population centers. It is the maintenance of this buffer that forms the foundation of the 1979 peace treaty between Egypt and Israel.

  • Over the past month, the military's role in this new Muslim Brotherhood-run Egypt quietly revealed itself.
  • There will be plenty of noise and confusion in the lead-up to the Dec. 15 referendum as the secular, anti-Muslim Brotherhood civilian opposition continues its protests against Morsi. But filter through that noise, and one can see that the military and the Muslim Brotherhood appear to be adjusting slowly to a new order of Nasserite-Islamist rule.
  • Unlike the 1979 peace treaty, this working arrangement between the military and the Islamists is alive and temperamental. Israel can find some comfort in seeing that the military remains central to the stability of the Egyptian state and will thus likely play a major role in protecting the Sinai buffer. However, merely observing this dance between the military and the Islamists from across the desert is enough to unnerve Israel and justify a more pre-emptive military posture on the border.
  • Israel lacks a good buffer to its north. The most natural, albeit imperfect, line of defense is the Litani River in modern-day Lebanon, with a second line of defense between Mount Hermon and the Sea of Galilee. Modern-day Israel encompasses this second barrier, a hilly area that has been the target of sporadic mortar shelling from Syrian government forces in pursuit of Sunni rebels.
  • Israel does not face a conventional military threat to its north, nor will it for some time.
  • It is only a matter of time before Alawite forces will have to retreat from Damascus and defend themselves against a Sunni majority from their coastal enclave. The conflict will necessarily subsume Lebanon, and the framework that Israel has relied on for decades to manage more sizable, unconventional threats like Hezbollah will come undone.
  • Somewhere along the way, there will be an internationally endorsed attempt to prop up a provisional government and maintain as much of the state machinery as possible to avoid the scenario of a post-U.S. invasion Iraq. But when decades-old, sectarian-driven vendettas are concerned, there is cause for pessimism in judging the viability of those plans. Israel cannot avoid thinking in terms of worst-case scenarios, so it will continue to reinforce its northern defenses ahead of more instability.
  • The vulnerability that the Hashemites felt as a foreign entity in charge of economically lackluster terrain created ideal conditions for Israel to protect its eastern approach.

  • That arrangement is now under considerable stress. The Hashemites are facing outright calls for deposition from the same tribal East Bankers, Palestinians and Islamists that for decades formed the foundation of the state.

  • In this fluctuating strategic environment, Israel cannot afford to be isolated politically. Its need for a power patron will grow alongside its insecurities in its periphery. Israel's current patron, the United States, is also grappling with the emerging Islamist order in the region. But in this new regional dynamic, the United States will eventually look past ideology in search of partners to help manage the region.
  • As U.S.-Turkish relations in recent years and the United States' recent interactions with the Egyptian Muslim Brotherhood reveal, it will be an awkward and bumpy experience while Washington tries to figure out who holds the reins of power and which brand of Islamists it can negotiate with amid messy power transitions. This is much harder for Israel to do independently by virtue of ideology, size and location.
  • The irony is that while Israel is a western-style democracy, it was most secure in an age of Arab dictatorships. As those dictatorships give way to weak and in some cases crumbling states, Israeli survival instincts will again be put to the test.

War and Bluff: Iran, Israel and the United States - 0 views

  • The Israeli and American positions are intimately connected, but the precise nature of the connection is less clear. Israel publicly casts itself as eager to strike Iran but restrained by the United States, though unable to guarantee it will respect American wishes if Israel sees an existential threat emanating from Iran. The United States publicly decries Iran as a threat to Israel and to other countries in the region, particularly Saudi Arabia, but expresses reservations about military action out of fears that Iran would respond to a strike by destabilizing the region and because it does not believe the Iranian nuclear program is as advanced as the Israelis say it is.
  • The Israelis have less tolerance for risk than the Americans, who have less tolerance for the global consequences of an attack.
  • From the Iranian point of view, a nuclear program has been extremely valuable. Having one has brought Iran prestige in the Islamic world and has given it a level of useful global political credibility.

  • The principle of mutual assured destruction, which stabilized the U.S.-Soviet balance in the Cold War, would govern Iran's use of nuclear weapons. If Iran struck Israel, the damage would be massive, forcing the Iranians to assume that the Israelis and their allies (specifically, the United States) would launch a massive counterattack on Iran, annihilating large parts of Iran's population.
  • It is here that we get to the heart of the issue. While from a rational perspective the Iranians would be fools to launch such an attack, the Israeli position is that the Iranians are not rational actors and that their religious fanaticism makes any attempt to predict their actions pointless. Thus, the Iranians might well accept the annihilation of their country in order to destroy Israel in a sort of megasuicide bombing. The Israelis point to the Iranians' rhetoric as evidence of their fanaticism. Yet, as we know, political rhetoric is not always politically predictive. In addition, rhetoric aside, Iran has pursued a cautious foreign policy, pursuing its ends with covert rather than overt means. It has rarely taken reckless action, engaging instead in reckless rhetoric.
  • Herein lies the root of the great Israeli debate that pits the Netanyahu government, which appears to regard Iran as irrational, against significant segments of the Israeli military and intelligence communities, which regard Iran as rational.

Naval maneuvers in the Strait of Hormuz add to the sense that the United States is prepared to neutralize Iranian counters to an Israeli airstrike, making the threat Israel poses and the weakness of Iran appear larger.
  • When we step back and view the picture as a whole, we see Iran using its nuclear program for political reasons but being meticulous not to make itself appear unambiguously close to success.
  • We see the Israelis talking as if they were threatened but acting as if they were in no rush to address the supposed threat.

Israel and the United States remain geopolitically aligned. Israel's bellicosity is not meant to signal an imminent attack, but to support the U.S. agenda of isolating and maintaining pressure on Iran. That would indicate more speeches from Netanyahu and greater fear of war. But speeches and emotions aside, intensifying psychological pressure on Iran is more likely than war.

  • The United States, given its overwhelming challenges, is neither interested in Israel’s desire to reshape its region, nor can it tolerate any more risk deriving from Israel’s actions. However small the risks might be, the United States is maxed out on risk.

The mission was designed to demonstrate that the Israelis were unreasonable and brutal. The hope was that Israel would be provoked to extreme action, further alienating Israel from the global community and possibly driving a wedge between Israel and the United States. The operation’s planners also hoped this would trigger a political crisis in Israel.
  • The first was to create sympathy in Britain and throughout the world for Jews who, just a couple of years after German concentration camps, were now being held in British camps. Second, they sought to portray their struggle as being against the British. The British were portrayed as continuing Nazi policies toward the Jews in order to maintain their empire. The Jews were portrayed as anti-imperialists, fighting the British much as the Americans had.
  • Where knowledge is limited, and the desire to learn the complex reality doesn’t exist, public opinion can be shaped by whoever generates the most powerful symbols. And on a matter of only tangential interest, governments tend to follow their publics’ wishes, however they originate. The Continuing Challenge of Mideast Peace | STRATFOR - 0 views

  • Given the circumstances, the early collapse of Obama’s peace initiative was not surprising. It has now been nearly eight months since Obama painted himself into a corner with a September deadline, but the prospects for peace are not looking any brighter and the stakes in the dispute are rising.
  • Israel cannot be sure that domestic pressures within Egypt, particularly in an Egypt attempting to move the country toward popular elections, will not produce a shift in Egyptian policy toward Israel.

Such a declaration would place Washington in an uncomfortable position of having to refuse recognition while trying to restart the negotiation process after a red line has already been crossed. Obama can align his presidency with another peace initiative and try to use it to offset criticism in the Islamic world over Washington’s disjointed policies in dealing with the current Mideast unrest. On the other hand, if this initiative collapses as quickly as the last, Obama will have another Mideast foreign policy failure on his hands while also struggling to both keep in check a military campaign in Libya and shape exit strategies for wars in Iraq and Afghanistan.

  • Thucydides chronicles how the Peloponnesian War began in the latter part of the late fifth century B.C. with disputes over the island of Corcyra in northwestern Greece and Potidaea in northeastern Greece. These places were not very strategically crucial in and of themselves. To think that wars must start over important places is to misread Thucydides.
  • Corcyra and Potidaea, among other locales, were only where the Peloponnesian War started; not what caused it. What caused it, he writes in the first book of his eight-book history, was the growth of perceived maritime power in Athens and the alarm that it inspired in Sparta and among Sparta's allies.
  • Hobbes writes that a pretext for war over some worthless place "is always an injury received, or pretended to be received." Whereas the "inward motive to hostility is but conjectural; and not of the evidence."   • Indeed, nobody would prefer to say they are provoking a conflict because of rising Chinese sea power; rather, they would say they are doing so because of this or that infringement of maritime sovereignty over this or that islet. All the rest might have to be conjectured.
  • Even if one argues that these islets are worthless, he or she would miss the point. Rather, the dispute over these islets is a pretext for the rise of Chinese sea power and the fear that it inspires in Japan, helping to ease Japan out of its quasi-pacifistic shell and rediscover nationalism and military power.
  • Then there is North Korea. With a gross domestic product of only that of Latvia or Turkmenistan, it might be assumed to be another worthless piece of real estate. If a conflict ever does erupt between these two demographic and economic behemoths, it probably will not be because of the specific reasons stated but because of these deeper geographical and technological causes.
  • Israel has other fears that are less frequently expressed. For example, a nuclear Iran would make every crisis between Israel and Hezbollah, between Israel and Hamas, and between Israel and the West Bank Palestinians more fraught with risk. Israel cannot accept such augmentation of Iranian power. That could signal the real cause of a conflict, were Israel ever able to drag the United States into a war with Iran.
  • In all these cases, and others, the most profound lesson of Thucydides and Hobbes is to concentrate on what goes unstated in crises, on what can only be deduced. For the genius of analysis lies in quiet deductions, not in the mere parroting of public statements. What starts conflicts is public, and therefore much less interesting -- and less crucial -- than the causes of conflicts, which are not often public.

  • Western sanctions have dramatically increased the economic pressure on Iran and have affected a wide swath of the Iranian public.
  • The election of President Hassan Rouhani to replace Mahmoud Ahmadinejad after the latter's two terms was a sign of unhappiness.
  • The logic here suggests a process leading to the elimination of all sanctions in exchange for the supervision of Iran's nuclear activities to prevent it from developing a weapon. Unless this is an Iranian trick to somehow buy time to complete a weapon and test it, I would think that the deal could be done in six months.
  • An Iranian ploy to create cover for building a weapon would also demand a reliable missile and a launch pad invisible to surveillance satellites and the CIA, National Security Agency, Mossad, MI6 and other intelligence agencies. The Iranians would likely fail at this, triggering airstrikes however risky they might be and putting Iran back where it started economically. While this is a possibility, the scenario is not likely when analyzed closely.
  • There is a bit of irony in Israel and Saudi Arabia being allied on this issue, but only on the surface. Both have been intense enemies of Iran, and close allies of the United States; each sees this act as a betrayal of its relationship with Washington.
  • In a way, this marks a deeper shift in relations with Saudi Arabia than with Israel.
  • It was a massive producer of oil. It was also the protector of Mecca and Medina, two Muslim holy cities, giving the Saudis an added influence in the Islamic world on top of their extraordinary wealth.

The Iranians want guarantees that Iraq will not develop an anti-Iranian government, and that the United States will work to prevent this.
  • From the Saudi point of view, Iranian demands regarding Iraq will be of greatest concern.
  • From the Israeli point of view, there are two threats from Iran. One is the nuclear program.
  • The other is Iranian support not only for Hezbollah but also for Hamas and other groups in the region.
  • But in the end, this is not the problem that the Saudis and Israelis have. Their problem is that both depend on the United States for their national security. Neither country can permanently exist in a region filled with dangers without the United States as a guarantor.
  • Israel needs access to American military equipment that it can't build itself, like fighter aircraft. Saudi Arabia needs to have American troops available as the ultimate guarantor of their security, as they were in 1990.
  • What frightens them the most about this agreement is that fact. If the foundation of their national security is the American commitment to them, then the inability to influence Washington is a threat to their national security.
  • The fact is that neither the Saudis nor the Israelis have a potential patron other than the United States.
  • The United States is not abandoning either Israel or Saudi Arabia. A regional policy based solely on the Iranians would be irrational. What the United States wants to do is retain its relationship with Israel and Saudi Arabia, but on modified terms.
  • The modification is that U.S. support will come in the context of a balance of power, particularly between Iran and Saudi Arabia. While the United States is prepared to support the Saudis in that context, it will not simply support them absolutely.
  • The Saudis and Israelis will have to live with things that they have not had to live with before -- namely, an American concern for a reasonably strong and stable Iran regardless of its ideology.
  • The American strategy is built on experience in Iraq and Afghanistan. Washington has learned that it has interests in the region, but that the direct use of American force cannot achieve those goals, partly because imposing solutions takes more force than the United States has and partly because the more force it uses, the more resistance it generates. Therefore, the United States needs a means of minimizing its interests, and pursuing those it has without direct force.
  • Saudi Arabia is not abandoned, but nor is it the sole interest of the United States.

The West Bank Attack and Israel's Negotiating Strategy - 0 views

  • As the Tuesday attack illustrated, Abbas cannot control the Palestinian militant landscape whether he wants to or not. In other words, if Israel and the United States are really seeking peace with the Palestinians, they need to open a dialogue with Hamas.

Washington will try a balancing act, but it has no choice but to lean toward the Turks in the wake of this flotilla crisis. A little animosity with Israel might also help the United States gain some credibility in this part of the world. Israel, on the other hand, finds itself backed into a corner. Turkey means it when it says its relationship with Israel will not go back to what it once was. The two countries will likely maintain relations, but Israel will not be able to rely on Turkey as a regional ally. The United States, meanwhile, cannot afford to prioritize Israel’s interests over Turkey’s. In this geopolitical climate, Israel lacks the luxury of options.

An intifada, however, is a sustained, collaborative uprising against Israel that involves ordinary Palestinian citizens and is agreed on by competing factions.
